International Child Care College Pty Ltd (ICCC) is a Registered Training Organisation (RTO) - Provider No: 90081, working

within the requirements of Standards for RTO’s and the guidelines of the NSW government Smart and Skilled program.

To ensure eligibility into a Smart and Skilled subsidised training program, you will be required to complete the following

documentation:

1. Consent to use Personal Information

To access a NSW Smart and Skilled subsidy, you are required to permit the Department of Education and Communities and other Government Agencies to use and disclose your personal information. This information may include details such as your name, Unique Student Identifier, date of birth, contact details, training outcomes and performance, or sensitive personal information. The information may be used for any purpose relating to the exercise of their government functions, including but not limited to the evaluation and assessment of your training, the determination of your eligibility to receive subsidised training or for any Fee Exemption or Concessions. And your Personal Information may also be disclosed to other third parties if required by law.

2. Eligibility Check

You must be able to provide evidence to support eligibility for Smart and Skilled. ICCC will provide you with a list of acceptable forms of evidence. You will then be asked to fill in the Proof of Eligibility Check Form, provide the evidence and sign the document.

3. Enrolment Form

As you are enrolling into a Nationally Recognised Qualification, you are required to fill in an Enrolment Form which collects information on who you are, what you have previously studied, etc.

4. Language, Literacy and Numeracy Assessment

Every learner enrolled into any qualification with ICCC is required to complete a Language, Literacy and Numeracy Assessment. By completing this assessment our Trainers and Assessors can determine whether you require any additional support to assist you through your training and assessment.

5. Unique Student Identifier Privacy Notice

A USI is a reference number made up of numbers and letters. It creates a secure online record of your nationally recognised training that you can access anytime and anywhere, and it is yours for life. The USI is linked to the National Vocational Education and Training (VET) Data Collection, and this means an individual’s nationally recognised training and qualifications gained anywhere in Australia, from different training organisations, will be kept altogether.

The USI will:

▪ link your VET achievements, regardless of where you completed the course in Australia

▪ gives you more control over your VET information

NB: Please note you can apply for a USI yourself at www.usi.gov.au. Please insert the USI number on ICCC’s Enrolment Form (within this document)

6. Subcontractor Information

Please carefully read the information in relation to delivery of units of competencies by sub-contractors.

7. Pre-Enrolment Declaration

This is a declaration that you have been provided access to ICCC’s and relevant Smart and Skilled Policies and any additional information pertaining to your training and assessment.

8. Notification to Department

This last document will be finalised by ICCC Pty Ltd once you have completed, signed and shown evidence where required.

9. Training Plan

Once enrolment has been complete, you, your employer and a ICCC Representative will create a Training plan that provides details of the formal training and assessment to be undertaken as part of Training and Assessment.

My Personal Information (including the personal information contained on my enrolment form and my training activity data) may be used or disclosed by ICCC Pty Ltd for statistical, regulatory and research purposes. ICCC Pty Ltd may disclose my personal information for these purposes to third parties, including:

• School – if I am a secondary student undertaking VET, including a school-based apprenticeship or traineeship;

• Employer – if I am enrolled in training paid by my employer;

• Commonwealth and State or Territory government departments and authorised agencies, including the NSW Department of Industry (Department);

• NCVER;

• Organisations conducting student surveys; and

• Researchers.

Personal Information disclosed to NCVER may be used or disclosed for the following purposes:

• Issuing a VET Statement of Attainment or VET Qualification, and populating Authenticated Transcripts

• Facilitating statistics and research relating to education, including surveys

• Understanding how the VET market operates, for policy, workforce planning and consumer information; and

• Administering VET, including program administration, regulation, monitoring and evaluation.

I may receive an NCVER student survey which may be administered by an NCVER employee, agent or third- party contractor. I may opt out of the survey at the time of being contacted.

NCVER will collect, hold, use and disclose my Personal Information in accordance with the Privacy Act 1988 (Cth), the CET Data Policy and all NCVER policies and protocols (including those published on NCVER’s website at www.ncver.edu.au).

The Department may disclose my Personal Information to other Australian Government agencies, including those located in States and Territories outside New South Wales.

The above government agencies may use my Personal Information for any purpose relating to the exercise of their government functions, including but not limited to the evaluation and assessment of my training, the determination of my eligibility to receive subsided training or for any Fee Exemptions or Concessions. My Personal Information may also be disclosed to other third parties if required by law.

FEE FREE TRAINEESHIP INITIATIVE

A Smart and Skilled Fee Free traineeship may apply to students (enrolling in an eligible Smart and Skilled qualification on the NSW Skills List) who meet the criteria for one of the eligibility categories:

• A trainee who is commencing subsidised training for the first time on or after 1 January 2020

• A trainee who has completed a traineeship and is undertaking a subsequent traineeship and is commencing the subsidised training in the subsequent traineeship on or after 1 January 2020

• A trainee who has recommenced a traineeship in the same vocation with a different employer and is recommencing the subsidised training on or after 1 January 2020

• A trainee whose traineeship was cancelled and subsequently commenced a traineeship in a new vocation with the same/different employer and is commencing the subsidised training in the new traineeship on or after 1 January 2020

Traineeships must commence between 1 January 2020 and 31 December 2023.

PRIVACY

International Child Care College collects and stores your personal details for training purposes only. We utilise this information to record your progress. Where State or Commonwealth funding supports training, we are obliged to submit your personal and progress details for research, statistical analysis, program evaluation, post completion survey and internal management purposes.

We DO NOT share, rent, or sell personal information you provide us. The confidentiality of the information we collect from you is protected under the NSW Privacy ACT.

If we do disclose information about any of our clients to a third party, we will acquire written consent from the client first (i.e. editorial; photos for advertising purposes, etc).

NATIONAL VET DATA PRIVACY INFORMATION

Under the Data Provision Requirements 2012, International Child Care College is required to collect personal information about you and to disclose that personal information to the National Centre for Vocational Education Research Ltd (NCVER).

Your personal information (including the personal information contained on this enrolment form), may be used or disclosed by International Child Care College for statistical, administrative, regulatory and research purposes. International Child Care College may disclose your personal information for these purposes to:

• Commonwealth and State or Territory government departments and authorised agencies; and

• NCVER.

LEGISLATIVE AND REGULATORY REQUIREMENTS

You acknowledge that you must observe International Child Care College’s policies and procedures, according to State and Federal Government legislative and regulatory requirements, as set out in the Student Handbook.

Where required, to undertake work experience you acknowledge that you must observe your employers Workplace Health & Safety (WHS) Policies and all workplace practices as instructed by your employer including Equal Rights and Equal Opportunity and the Anti-Discrimination Acts.

In consideration of all International Child Care College clients and students it is important that adherence to all legislative acts and regulations are observed while undertaking training. If students have any concerns or notice a condition or practice that seems unsafe, it is important it is brought to the attention of the College.

ACCESS AND EQUITY

International Child Care College is committed to access and equity principles and processes in the delivery of its services and working environment in accordance with Sex Discrimination act 1984, Human Rights and Equal Opportunity Act 1986, Racial Discrimination Act 5 1975, NSW Anti-Discrimination Act and Disability Discrimination Act 1992.

In the event of a situation that is considered by clients to be in violation of International Child Care College Access & Equity Policy, students and clients are required to report the situation to the Training Manager.

STUDENT FEES

1. A student is deemed to be enrolled when the student receives a ‘Confirmation of Enrolment’.

2. Should the student contracted training period expire but wish to complete the course, the student is required to renew their enrolment. A fee is charged which includes an administration component and a fee per competency component.

3. Should the student require additional time to complete their studies past the agreed training period, the student will need to apply for an extension and will be required to pay an additional fee.

PAYMENT OF STUDENT FEES

1. Students may elect to pay course fees by electronic funds transfer, cheque, money order or credit card.

2. Failure to pay fees at the scheduled time may result in legal action.

3. Transcripts and Certificates will not be issued on completion of studies until all outstanding fees have been paid.

REFUND OF STUDENT FEES

1. The Student Fee is non-refundable.

2. Where a student has paid fees but fails to make progress with studies, the College will follow procedures to alert students that they are ‘at risk’ of not completing the course within the contracted training period. In the event that the student fails to complete the course on schedule, no refund of fees will be given.

ICCC reserves the right to amend the current fee policy by giving 28 days written notice to enrolled students

COMPLETION OF STUDENT ASSESSMENT

Students are required to be actively working towards a qualification outcome and must submit all tasks on or near the prescribed due dates. Students who are continually falling behind in the submission of tasks will be sent an ‘At Risk’ letter. If tasks remain late students risk termination of contract.

All final tasks need to be submitted two weeks prior to the end of contracted date to allow students the option of resubmitting tasks if they are found to be ‘Incomplete’ or ‘Not Yet Competent’. Any resubmitted tasks sent to the College after the contracted end date will not be marked and a Statement of Attainment will be issued for completed units only.

HARASSMENT, VICTIMISATION AND BULLYING

International Child Care College does not tolerate any harassment, victimisation, bullying or any such conduct that has the purpose or effect of interfering with an individual’s work performance or creating an intimidating, hostile, or an offensive learning environment. This includes harassment, victimisation, bullying because of sex, race, national origin, religion, disability, sexuality or age.

Harassment is unlawful under Commonwealth and State legislation and all harassment, bullying and victimisation are contrary to the duty of care to provide a safe environment for work and learning.

In the event of a situation that is considered by clients to be in violation of International Child Care College’s harassment, victimisation and bullying policy report the situation to the Training Manager.

COMPLAINTS AND GREIVEANCES

International Child Care College recognises that differences and grievances can arise from time to time. The quick settlement of these matters is in the best interest of all parties concerned and the following steps are implemented to ensure this happens.

1. Tell us if you are dissatisfied or have any concerns about our products, services, processes or policies.

2. Tell us if you think you have been treated unfairly or unjustly.

3. We will discuss the matter with you and try to resolve the problem

4. If you are not satisfied with the resolution we will refer the matter to an independent mediator.

5. If all parties cannot reach a satisfactory solution you have the right to seek representation and appeal under the relevant State or Federal Law.

SUBCONTRACTING AND PARTNERSHIP ARRANGEMENTS (REFER APPENDIX 1-5)

International Child Care College has approved subcontracting arrangements in place to support the facilitation of required training and assessment. Regardless of the approved subcontracting arrangement, ICCC, as the lead RTO in each subcontracting agreement, is responsible for ensuring:

1. Quality Assurance systems against the VET Quality Framework including quality record keeping and archive systems

2. Developing and issuing the Training Plan 3. Monitoring of subcontractor performance including the trainers and assessors of the partner

organisation and the quality of the training and assessment 4. Monitoring of student performance under subcontracted training and assessment 5. Management of student data including application of credit transfer 6. Reporting of student activity including:

a. Unique Student Identifiers (USI) b. Training milestones c. Activity Data and Quality Indicators

7. Investigating and managing any complaints made around subcontracted training or assessment 8. Administering student fees 9. Issuing Certificates, Qualifications and Statements of Attainment
