Kicking off a healthier outlook for the year, Russia's lower house of parliament, the State Duma, overwhelmingly backed historic tobacco control legislation. Russia is the world's second-largest cigarette market, after China.

The Duma approved the bill in the second reading, the most crucial stage of the legislative process. Russia’s Ministry of Health is championing the legislation and has been working tirelessly to ensure the government’s and Duma’s support. The bill must now go through a third reading in the Duma before being sent to Russia's upper house for approval and to President Putin for signing. If signed, the law will

go into effect in June of this year.

Tobacco companies with the largest market share in Russia, including Philip Morris International and British American Tobacco, strongly fought the legislation. However, Russian policymakers and local tobacco control advocates tirelessly worked to combat the tobacco industry's collective opposition to the legislation. And from the early stages of this legislation, the Campaign for Tobacco-Free Kids was proud to bear witness to its progress.

Both President Vladimir Putin and Prime Minister Dmitry Medvedev supported the legislation.

When finally enacted, the historic legislation will:

• Require 100% smoke-free indoor public places, including educational, medical, cultural and sports facilities; government buildings; public transportation and terminals; shopping areas; and hospitality venues such as bars and cafes.

• Prohibit tobacco sponsorships and point-of-sale cigarette displays and restrict other forms of tobacco marketing.

• Restrict where tobacco products can be sold and ban their sale over the Internet.

More than one-third of Russia's population smokes and smoking kills almost 400,000 people each year. This unprecedented legislation is an important step towards reducing tobacco use in Russia and ultimately saves lives.

2012: a year in reviewBreaking new ground and building a world free of death and disease caused by tobacco

GETTING READY TO KICK BUTTS IN 2013

For over 15 years, the Campaign for Tobacco-Free Kids has been a leading force in advocating for public policies proven to prevent kids from smoking, help smokers quit and protect everyone from secondhand smoke. 2012 was no exception, but it was also pivotal in terms of progress.

In 2012, we achieved new milestones and broke new ground in the fight against tobacco use, both in the United States and worldwide. The tobacco industry is as ruthless as ever in targeting our children and thwarting any

efforts to reduce the use of its deadlty products. Regardless, the Campaign for Tobacco-Free Kids continues to fight just as hard to save lives.

Some of this 2012's highlights included:

• More and more college campuses throughout the United States instituted smoke-free policies.

• New York City Mayor and philanthropist Michael R. Bloomberg pledged millions to the global fight against tobacco use.

• Our annual Kick Butts Day yielded a record-breaking number of events held across the United States.

• A U.S. judge ordered the tobacco industry to publicly admit they lied to the American people about the harmful effects of their deadly products.

We are over a month into 2013 and we want to renew our unyielding resolve to win the fight against the world's number one cause of preventable death. Each year, with the help from our partners and supporters, we draw closer to ending this deadly epidemic.

We look forward to an even more successful year of reducing the tobacco toll in 2013!

January has come to close, but how many of your resolutions have already fallen by the wayside? You know who has kept their resolutions? Tobacco Companies. Their resolution is to continue to addict as many as people as possible to their deadly products and, unfortunately, they are good at it. Altria alone made $1.1 billion in profit in the fourth quarter of 2012 alone.

How does this happen? It happens because they manipulate their products to make them more attractive and more addictive. It happens because they introduce new products that attract new smokers and help current smokers maintain their addiction even in places where they can’t smoke. It happens because they find new and better ways to market their products. And it happens because they continue to seduce young people into thinking smoking is okay or isn’t as dangerous as it really is.

Make no mistake, the Campaign for Tobacco-Free Kids has led the charge to reduce tobacco use among young people and adults… and we’ve made great progress. But we’ve made a resolution to redouble our efforts, to think creatively about how we work at the federal, state and local level to promote policies that will further reduce the death and disease caused by tobacco use. We’ve also committed ourselves to find new and better ways to remind everyone that tobacco use is still the leading preventable cause of death in the United States.

It’s not too late for you to make a resolution to join us – make a gift to support our work right now, and make a commitment to do it at least one more time this year.

It’s an easy resolution to make, it's easy to keep, and you’ll be really glad you did.

Thank you,

John KeightleyVice President, Development

March 20, 2013 marks the 18th annual Kick Butts Day – a national day of activism that empowers youth to stand out, speak up and seize control against Big Tobacco.

In schools to communities, more than 1,000 KBD events are expected to take place throughout the United States and even around the world.

To organize your own KBD event, simply visit the newly redesigned KBD website (www.kickbuttday.org) to plan and register

your event, and apply for a mini-grant.

Kick Butts Day is officially held once a year, but it is our hope is that every day will be Kick Butts Day in the fight against tobacco.

Established in 1996, Kick Butts Day is organized by the Campaign for Tobacco-Free Kids and sponsored by the United Health Foundation.

For more information, please visit www.kickbuttsday.org.

At the end of 2012, after years of persistence by the Campaign for Tobacco-Free Kids, a federal judge ruled that tobacco companies must admit that they knowingly misled the American public about their deadly and addictive products and fraudulent marketing. The new ruling orders the companies to finally tell the truth by publishing five corrective statements about their deception through various forms of advertising including broadcast, online and print media.

The government filed the case in September 1999 and in July 2005, U.S. District Court Judge Gladys Kessler granted a motion for the Campaign for Tobacco-Free Kids and five other public health groups to intervene. Since then, we have been relentless in leading the fight to hold the tobacco industry accountable for decades of deception that has resulted in millions of premature deaths, untold suffering and billions in health care costs. Requiring the tobacco companies to finally tell the truth is a small price to pay for the devastating consequences of their wrongdoing.

The recent ruling spells out the corrective statements Judge Kessler ordered tobacco companies to make in 2006 when she found them guilty of violating civil racketeering laws and engaging in a decades-long fraud to deceive the American people. Many of the statements closely reflect the comprehensive and effective statements submitted by the Campaign for Tobacco-Free Kids.

The five corrective statements from Judge Kessler's 2006 judgment will include:• adverse health effects of smoking and secondhand smoke;• the addictiveness of smoking and nicotine;• the lack of health benefits from smoking "light" and "low-tar" cigarettes;• manipulation of cigarette design and composition to ensure optimum nicotine delivery;• and adverse health effects of exposure to secondhand smoke.

In spite of the efforts by the tobacco companies to thwart this case and its proceedings, the Campaign for Tobacco-Free Kids was instrumental in this outcome.
