Announcing the first breakthrough in the case, director general of police Yashpal Singhal said police had arrested eight of the nine men allegedly involved in the gang-rape. One of them was identified as Santosh, a man of Nepali origin who worked at a shop owned by another of the accused. In the face of strong criticism of its handling of the case, police said action would be taken against personnel found responsible for any lapses in the investigation. "If any lapse on the part of police officials is found, action will be taken as per law against them," Singhal said. Singhal, who visited the crime scene before addressing a news conference with inspector general of police (Rohtak range) Alok Roy, said the arrested men took turns raping the hapless woman. An autopsy had established that her private parts were torn by the ferocity of the assault. The other accused were identified as Sombit, Rajesh alias Ghuchru, Sunil alias Shilla, Sarwar alias Billu, Manbir, Sunil alias Maddha, Pawan and Parmod alias Padam. Sombir is yet to be arrested, police said. The arrested men, all in their twenties, belonged to Gaddi Kheri village, located six kilometers from Rohtak. The 28-year-old woman, who was living with her sister at Chinyot Colony in Rohtak while undergoing treatment at a hospital, was reported missing on February 1. HSBC Under Renewed Scrutiny Over Swiss Tax Avoidance Claims LONDON HSBC found itself under fire again on Monday after news reports over the weekend provided more details about long-running accusations that its Swiss private banking arm helped clients hide billions of dollars in assets from international tax authorities before 2007. n a report released on Sunday, the International Consortium of Investigative Journalists, an organization based in Washington, along with the newspaper Le Monde in France, The Guardian in Britain, the BBC program “Panorama” and CBS News’s “60 Minutes,” said that secret documents revealed that bank employees had reassured clients that HSBC would not disclose details of their accounts to tax authorities in their home countries and discussed options to avoid paying taxes on those assets.The journalists’ report, based on account information that dated to 2007, said the Swiss unit’s clients included politicians, actors, rock stars and individuals with ties to arms dealers and traffickers of so-called blood diamonds, which are mined in war zones and sold in violation of international bans. The revelations are the latest embarrassment for HSBC, which is facing investigations into the past activities of its Swiss unit by the authorities in Argentina, Belgium and France, and which is thought to be facing a similar inquiry in the United States. In a long response, HSBC said that the lender’s Swiss operations “have undergone a radical transformation” in recent years and that tax reporting obligations in the past had fallen to individuals, rather than to their banking institutions. Sunanda Pushkar case: SIT likely to question Shashi Tharoor again New Delhi Days after quizzing Sunanda Pushkar's son Shiv Menon in connection with her mysterious death, Delhi Police's SIT is likely to further question former Union minister Shashi Tharoor and his staff. "As I had told you earlier we had recorded the statement of Shiv Menon. We have got some information from the SIT which was analysing the statement and regarding that we need to question Tharoor and other members (staff, Tharoor's other employees)," Delhi Police Commissioner B S Bassi told reporters on Monday. "Very soon, I think by Wednesday the team is likely to question them again," he said. "The DCP (South) has to supervise the (Delhi) poll counting, so if needed, on Wednesday or Thursday they will be questioned further." Menon was questioned by the Special Investigation Team (SIT) on February 5 till late evening that day. Police sources said that Menon was asked how the relationship was between Tharoor and his wife Sunanda. Asked who all would the SIT question, Bassi said, "Whoever is known to Sunanda Tharoor, we had questioned all of them. If someone is remaining SIT will talk to them too." The police team probing the case has questioned at least 15 people in this connection. Tharoor, a Congress MP, his staff members and close friends were among those quizzed by Delhi Police. Former Samajwadi Party leader Amar Singh and senior journalist Nalini Singh, too, have been questioned by police. 52- year-old Sunanda was found dead in her suite at a five- star hotel in south Delhi on the night of January 17, 2014, a day after she was involved in a spat with Pakistani journalist Mehr Tarar on micro-blogging website twitter over the latter's alleged affair with Tharoor. Police had last month filed a murder case as part of its probe. Patna, Bihar Chief Minister Jitan Ram Manjhi was today declared as unattached member in state Assembly following his expulsion from JD(U). "Manjhi has been declared unattached member by the Speaker of Bihar Assembly following a request from state JD(U) President that party national Chief Sharad Yadav has expelled him from the party," In-Charge Secretary of Assembly Hareram Mukhiya said. Ahmedabad, A sepoy of the 17th Grenedier battalion at the Army camp here succumbed to his bullet injuries sustained from his service rifle which accidentally fired while cleaning, a police official said. Mumbai:Dawood Ibrahim's Brother Iqbal Kaskar Granted Bail in Extortion Case MUMBA Karachi-based underworld don Dawood Ibrahim's brother Iqbal Kaskar has been granted bail by a sessions court in Mumbai. Mr Kaskar, along with two of his associates were arrested last week after being booked on charges of extortion, and assault. The arrest was made following a complaint filed by an agent, Salim Sheikh. Mr Kaskar has been granted bail on a security amount of Rs. 50,000. Mr Kaskar had been deported to India from the United Arab Emirates in 2003. He was reportedly wanted in a murder case, as well as his alleged role in the controversial Sara Sahara case, where a building came up illegally on government land. But a court acquitted him in both the cases in 2007. NEW DELHI A government employee cannot take refuge under Article 25 of the Constitution dealing with right to profess religion, to challenge rule barring polygamy, the Supreme Court held today. The apex court said the Conduct Rules of the Uttar Pradesh government for its employees, which mandates prior permission for contracting second marriage during the existence of the first marriage, is not violative of Article 25 of the Constitution. The court was dealing with an appeal filed by a Muslim employee in UP's Irrigation Department challenging a disciplinary authority order removing him from service for proven misconduct of another marriage during the existence of the first marriage, which was upheld by Allahabad High Court. Holding that there was no need to interfere with the High Court's finding on "proven misconduct", a bench comprising justices T S Thakur and Adarsh Kumar Goel said his contention that such rule was violative of Article 25 was answered by the apex court in Javed vs State of Haryana matter. In this case, it was held that what was protected under Article 25 was religious faith and not a practice which may run counter to public order, health or morality. "Polygamy was not integral part of religion and monogamy was a reform within the power of the State under Article 25. This Court upheld the views of the Bombay, Gujarat and Allahabad High Courts to this effect. "This Court also upheld the view of the Allahabad High court upholding such a conduct rule. It was observed that a practice did not acquire sanction of religion simply because it was permitted. Such a practice could be regulated by law without violating Article 25," the bench said. In its judgement, the bench said, "as regards the charge of misconduct in question, it is patent that there is no material on record to show that the appellant divorced his first wife before the second marriage or he informed the Government about contracting the second marriage. "In absence thereof, the second marriage is a misconduct under the Conduct Rules," the bench said. India is a 'Hindu Rashtra', says Mohan Bhagwat New Delhi RSS chief Mohan Bhagwat has said that India is a "Hindu Rashtra" and there is a need to organize all Hindus in the country for which this is "favourable time". Quoting famous poet Rabindranath Tagore, he said whenever there will be conflicts among Hindus and Muslims, "a middle- path will emerge and that path will be of Hindutava." "Hindustan is a Hindu Rashtra, which is a fact. We are going ahead with this (idea). All Hindus have to be organised to make this nation great. When our country will become great that will benefit that the entire world,” Bhagwat said addressing RSS gatherings in Meerut and Ghaziabad. "We have the knowhow for what we want to do. If we continue fighting among ourselves, this Constitution cannot protect us," he said. Recalling that even in adverse circumstances, RSS founder K B Hedgewar had started branches of RSS to bring together the entire Hindu community, Bhagwat said that this is a "very favourable time" for the Sangh unlike in the past.

The Aam Aadmi Party, rocked by allegations of acceptingdonations from dubious sources, is set to emerge as thesingle largest, with its leader Arvind Kejriwal still people’sfirst choice as chief minister, two separate surveys havefound.
