Singhal, who visitedthe crime scene beforeaddressing a newsconference with inspectorgeneral of police (Rohtakrange) Alok Roy, said thearrested men took turnsraping the hapless woman.An autopsy had
established that herprivate parts were torn bythe ferocity of the assault.The other accused wereidentified as Sombit,Rajesh alias Ghuchru, Sunilalias Shilla, Sarwar alias Billu,Manbir, Sunil alias Maddha,Pawan and Parmod aliasPadam. Sombir is yet tobe arrested, police said.The arrested men, all intheir twenties, belonged toGaddi Kheri village,located six kilometers fromRohtak. The 28-year-oldwoman, who was livingwith her sister at ChinyotColony in Rohtak whileundergoing treatment at ahospital, was reportedmissing on February 1.

newspaper Le Monde inFrance, The Guardian inBritain, the BBC program“Panorama” and CBSNews’s “60 Minutes,” saidthat secret documentsrevealed that bankemployees had reassuredclients that HSBC wouldnot disclose details of theiraccounts to tax authorities intheir home countries anddiscussed options to avoidpaying taxes on thoseassets.The journalists’report, based on account
information that dated to2007, said the Swiss unit’sclients included politicians,actors, rock stars andindividuals with ties to armsdealers and traffickers ofso-called blood diamonds,which are mined in warzones and sold in violationof international bans. Therevelations are the latestembarrassment for HSBC,which is facing investigationsinto the past activities of itsSwiss unit by the authoritiesin Argentina, Belgium andFrance, and which isthought to be facing a similarinquiry in the United States.In a long response, HSBCsaid that the lender’s Swissoperations “have undergonea radical transformation” inrecent years and that taxreporting obligations in thepast had fallen to individuals,rather than to their bankinginstitutions.

MUMBAKarachi-based underworlddon Dawood Ibrahim'sbrother Iqbal Kaskar hasbeen granted bail by asessions court in Mumbai. MrKaskar, along with two of hisassociates were arrested lastweek after being booked oncharges of extortion, andassault. The arrest was madefollowing a complaint filed byan agent, Salim Sheikh. MrKaskar has been granted bail
on a security amount of Rs.50,000. Mr Kaskar hadbeen deported to India fromthe United Arab Emirates in2003. He was reportedlywanted in a murder case, as
well as his alleged role in thecontroversial Sara Saharacase, where a building cameup illegally on governmentland. But a court acquittedhim in both the cases in 2007.
NEW DELHIA government employeecannot take refuge underArticle 25 of theConstitution dealing withright to profess religion, tochallenge rule barringpolygamy, the SupremeCourt held today. The apexcourt said the ConductRules of the Uttar Pradeshgovernment for itsemployees, which mandatesprior permission forcontracting second marriageduring the existence of thefirst marriage, is not violativeof Article 25 of theConstitution. The court wasdealing with an appeal filedby a Muslim employee inUP's Irrigation Departmentchallenging a disciplinaryauthority order removinghim from service for provenmisconduct of anothermarriage during theexistence of the firstmarriage, which was upheldby Allahabad High Court.Holding that there was noneed to interfere with the
High Court's finding on"proven misconduct", abench comprising justices TS Thakur and AdarshKumar Goel said hiscontention that such rulewas violative of Article 25was answered by the apexcourt in Javed vs State ofHaryana matter.In this case, it was held thatwhat was protected underArticle 25 was religious faithand not a practice which
may run counter to publicorder, health or morality."Polygamy was not integralpart of religion andmonogamy was a reformwithin the power of the Stateunder Article 25. This Courtupheld the views of theBombay, Gujarat andAllahabad High Courts to thiseffect."This Court also upheld theview of the Allahabad Highcourt upholding such a

about contracting thesecond marriage. "Inabsence thereof, the second
marriage is a misconductunder the Conduct Rules,"the bench said.

The Aam Aadmi Party, rocked by allegations of acceptingdonations from dubious sources, is set to emerge as thesingle largest, with its leader Arvind Kejriwal still people’sfirst choice as chief minister, two separate surveys havefound. An ABP News and Nielsen opinion poll predictedthat AAP will win in 35 of Delhi’s 70 constituencies. Thesurvey was conducted after interviewing 6,396respondents between January 25-31 and assumed amargin of error of five percent. The opinion poll projectedAAP as the probable winner in Delhi, with a narrow marginvictory – just 50 percent of the total Delhi constituenciesand 37 percent vote share. BJP is close behind with 29seats and 33 percent vote share, according to the opinionpoll. The party that led Delhi for 15 years – Congress – isfacing a rout with six seats and 18 percent of the voteshare. The survey also suggested that Kejriwal is the most-preferred chief ministerial candidate and that BJP’s choiceto push Kiran Bedi as CM is not helping the party getadditional votes. The stage is all set for counting of votesfor Delhi Assembly on Tuesday. Election Commission hasmade all the necessary arrangements and candidates areanxiously awaiting for the results of the fiercely-contestedelection. The mood is upbeat in Aam Aadmi Party withthe exit polls saying that it will win the polls to 70-memberassembly. Bharatiya Janata Party workers appearedapprehensive due to exit poll results predicting a defeatbut party leaders have expressed confidence about acomfortable victory. The Congress appears reconciled thatit will finish third and party leaders are hoping its tally isnot worse than eight it won in the 2013 election. TheElection Commission has made elaborate arrangementsfor counting across 14 centres in the national capital.Counting will start at 8 a.m. and a picture about the likelywinner is expected in the next two hours. Though it is aworking day for residents of the capital, the trends areexpected to be closely followed on radio, television andthe web. The result will have wider political ramifications,particularly for the BJP, which is the party in power at thecentre and has had a good electoral run since the Lok Sabhaelection. Over 10,000 security personnel, including fromthe paramilitary forces have been gaurding 20,000 electronicvoting machines (EVM) which contain the votes cast inDelhi polls Saturday. With margins expected to be slim onmany seats, political parties have asked their candidates tokeep a close watch on counting and immediately raise anysuspicion. Volunteers of AAP have been keeping a round-the-clock watch outside some centres where EVMs havebeen kept. The process of counting will be videographed.AAP leader Arvind Kejriwal, who spent a relaxedday Sunday and watched a movie with some party leaders,Monday met party workers and volunteers from New Delhiseat which he is contesting. AAP workers have plannedmassive celebrations ahead for anticipated victory. Stageshave been erected outside the AAP office in East PatelNagar for the media and volunteers.
