The Higher Secondary Certificate (std XII) examinations of the Maharashtra Board commenced from today. Dubai skyscraper catches fire, though no one killed in blaze DUBAI, One of the world's tallest residential towers caught fire early Saturday in Dubai's Marina district, sending hundreds of residents pouring into the streets as bright yellow flames raged several stories high. No one was reported killed. The fire broke out at about 2 a.m. in the 86-story Torch tower on the northeast end of the densely populated waterfront district, which is packed with multi-story skyscrapers. High winds whipped through the area, fanning the flames, and debris from the fire cluttered nearby streets. Dubai's police chief, Maj. Gen. Khamis Mattar al-Muzeina, said in a statement that firefighters put out the blaze before it caused serious damage. Several balconies were damaged, and a number of people who sustained minor injuries were treated by ambulance crews at the scene, he said. The cause of the fire was not immediately clear. Investigators were examining the scene, but there are no indications of foul play, al-Muzeina said. The Dubai blaze happened a day after a fire gutted a building on the outskirts of the Emirati capital of Abu Dhabi, killing 10 laborers who had been illegally living in a storage area inside. Another eight people were wounded in that fire. The Torch is managed by Kingfield OwnerAssociation Management Services, which is arranging temporary shelter and supplies for affected residents. It said in a statement that everyone inside the tower was successfully evacuated. "All fire safety systems functioned effectively during the incident thereby restricting fire damage to the exterior of the building," it said. PDP-BJP to form government in Jammu & Kashmir likely within a week NEW DELHI, Decks have been cleared for a PDP-BJP government in Jammu and Kashmir possibly within a week with both sides agreeing on a Common Minimum Programme (CMP) which is understood to have addressed controversial issues like Article 370 and AFSPA. Sources privy to the development said PDP patron Mufti Mohammed Sayeed, who is likely to be the Chief Minister for the entire six year term, will meet Prime Minister Narendra Modi early next week when the announcement on government formation is expected to be made. Ahead of the Mufti-Modi meeting, PDP president Mehbooba Mufti will fly in to Delhi on Sunday and meet senior BJP leaders, the sources said. The leaders of the PDP, which has 28 MLAs and BJP with 25 MLAs in the 87- member Assembly, chose to keep under wraps details of the CMP as also how the two sides thrashed out contentious issues including Article 370, the controversial Armed Forces Special Powers Act (AFSPA) and rehabilitation of nearly 25,000 West Pakistan Refugees over which they were sharply divided. The CMP needs to be read in totality and not in bits and pieces, leaders from both the political parties, who preferred anonymity, stressed. Both the parties have agreed to put the CMP in public domain ahead of the swearing-in of the new government, which will see BJP MLAs sitting on the ruling benches for the first time in the state Assembly. The sources said the state could see a new government "within a week". PDP and BJP have been in talks ever since the election results on December 23 last gave a fractured verdict. The state is under Governor's Rule for over a month. The two sides are understood to have agreed on formation of a Committee which will go into the AFSPA issue and suggest areas from where it could be revoked. On Article 370, while BJP has given no written assurance as demanded by the PDP, the CMP is expected to say that both parties will respect the aspirations of the people of the state within the Constitution, the sources indicated. The proposed CMP may also touch upon the issue of more than 25,000 families of West Pakistan refugees by terming it as a humanitarian issue. According to the sources, the portfolios have also been finalised with the PDP likely to walk away with Home and Finance while BJP is expected to get Tourism and Water Resources, Public Health Engineering and Planning. BJP's Nirmal Singh is likely to be nominated Deputy Chief Minister and also take charge of of Planning, the sources said. BJP general secretary Ram Madhav, who has been negotiating for government formation with state leaders, denied any compromise on the crucial issues. If "compromise" was to have been made by either side, then a solution to the differences would have been found long ago. "Both the parties are trying sincerely to arrive at an understanding on CMP of governance. There are a couple of political issues on which traditionally we have held different views. 31 more die, toll from swine flu rises to 774 New Delhi Swine flu deaths continued unabated in the country with 31 more people succumbing to the H1N1 virus even as the total number of affected persons neared the 13,000 mark. The Health Ministry, however, said that there was no dearth of medicines and hospitals were equipped to deal with the situation. "The total number of persons affected due to swine flu is 12,963 while the total number of deaths was 774 till February 20 this year," a Health Ministry source said. Health Ministry data till February 19 showed that the total number of persons infected with H1N1 virus stood at 11,955 while the number of deaths were 743. Meanwhile, Uttar Pradesh today reported 25 fresh cases of swine flu, taking the number of those infected with the H1N1 influenza to 190 in the state. Health Minister J P Nadda had yesterday reviewed the swine flu situation in Uttar Pradesh and had assured Chief Minister Akhilesh Yadav of all assistance. The Health Ministry had yesterday said that it was also procuring 2000 swine flu vaccines especially for the healthcare workers who are at maximum risk of catching swine flu from patients. A team of experts from the Indian Council of Medical Research (ICMR) has also been asked to study patterns in mortality such as which areas, age groups and section of people have been most affected, in addition to deaths due to co-morbid conditions in all the states by collecting random samples. Concerned over the upsurge in cases, Cabinet Secretary Ajit Seth had chaired a high-level meeting recently during which he asked the states to ensure setting up of necessary helplines and round-the- clock functioning of outbreak monitoring cells. Sources in the staterevenue departmentinformed that, “it has been

decided to provide map ofproperty with each propertycard. To integrate it with theROR of city survey area i.e.property card record, it’sscanning and digitization oforiginal map sheet projecthas been initiated. This sheetis paper based /clothmounted /laminated. Theage of these sheets are 10to 80/90 years old. Afterscanning of the originalmeasurement sheet, the nexttask will be geo-referencingand digitization of propertysurvey records of citysurveyed area. It containsshape of the plots, floordetails and othermeasurement details in scaleof 1:400. The total numberof location of the city surveyarea is 500. This will bedigitized through rasterimage processing softwarewhich converts the imageinto digital form. This task

will be carried out for eachand every property one byone. All these data will beuploaded online in next fewmonths.” The original landsurvey of various districts ofthe State of Gujarat wasdone more than 100 yearsback. The survey whichwas done in the late 19th andearly 20th century (1880 –1915) was done manuallyand with the surveytechniques available at thattime. Normally re-survey isto be done every 30 years,but for various reasons nore-survey was been carriedout, with the result that thesurvey records are not onlyvery old, fragile andinaccurate but also around20 to 25% of the recordshave been lost. SMS alert services to theAdvocates of GujaratSubordinate Judiciary.-Lower court lawyers will benotified about admission anddates of their case throughSMS.
