CONFUSION OVER TRAINS INKARNATAKAMeanwhile, the Karnataka go-vernment, which came under seve-re criticism for cancelling specialtrains to northern states, has deci-ded to resume services from Fri-day. After two days of confusionover the decision to abruptly stop

trains, the government asked forconsent from nine states to operatetrains from Karnataka. While Bi-har has given permission to plyone special train everyday for a we-ek starting Friday, the state is awai-ting consent from Jharkhand, Ut-tar Pradesh, West Bengal, Bhopal,Rajasthan, Odisha, Tripura andManipur.

The state may be able to send onlyabout 10,000 people in eight trainsto Bihar, while the number of peo-ple from Bihar who have registeredunder Seva Sindhu to return to the-ir homes is more than 50,000. About2.4 lakh people have registered inKarnataka, seeking train serviceto return to their home states.

The government’s decision on Tu-esday to cancel special trains crea-ted unrest among workers with ma-ny of them gathering at railwaystations hoping to go back to theirvillages. Labour unions have accu-sed the government of helping theconstruction lobby by cancellingtrains to retain the labour force fortheir construction activities.

The government’s silence on theissue only aggravated the situa-tion, as workers began protestingin some parts of Bengaluru, de-manding that the government toarrange trains. A section of the ru-ling party leaders said the decisionto cancel train service was due tolack of response from some states.

However, on Wednesday night, la-bour secretary P Manivannan inhis reply to social media messageshinted that the decision to with-draw train services was taken tobuy time as the government wasnot prepared to arrange travel faci-lities for such a large gathering.“The decision to stop the trainstemporarily was taken much befo-re the meeting with builders and Iwas present in both the meetings,”he tweeted.

“Unless we can move vast num-bers of migrants from many pointsat the same time, running a few tra-ins will lead to commotion and tur-moil. We are waiting to sort themout,” he added.

Lucknow | Bengaluru: Insuffici-ent transportation services, despi-te the arrangements made by sta-tes, are forcing many migrantsstranded across India to begin the-ir exodus on foot. This, coupledwith intermittent train services instates like Karnataka where labo-ur unions are accusing the govern-ment of dancing to the tune of theconstruction lobby to retain the la-bour force in the state by not arran-ging proper train facilities, havebeen forcing many labourers tostart their trek back home.

Over the last two days, hundredsof migrant labourers from Benga-luru have started walking to theirhome states as the Karnataka go-vernment cancelled all special tra-ins –– a decision which was rever-sed on Thursday.

Similarly, in UP, large groups ofworkers from Chhattisgarh werefound leaving Lucknow, disillusio-ned and exasperated, after all theirefforts to get help from the govern-ment failed.

Construction workers Ram Ku-mar Sahu was seen peddling his fa-mily on a cycle along the Amar Sha-heed Path –– the outer bypass roadin Lucknow. He finds this the onlyway to reach his home in Chhattis-garh, almost 700 km away.

“We spoke to the state authoritiesin Raipur through the numbers gi-ven to us. We were told that they aretrying to arrange for transport.But nothing has been commissio-ned yet. We couldn’t wait any long-er without food and money. So, weset out for our homes today,” Sahu,accompanied by his wife and child,said.

“We have no food, ration... nowork. There has been little helpfrom the local authorities. We hadnot been getting any ration for mo-re than 15 days. Only after we calledthe Chhattisgarh helpline, we weregiven 1 kg atta and 2 kg rice,” saidSahu. “It will take us 5-6 days to re-ach our villages, if we are lucky

While the Union environmentministry is still to examine this is-sue closely, its prima facie assess-ment is that since this is an oldunit it would not have requiredthe new environmental clearancemandate.

“The state government has con-veyed to us that APPCB had givenit consent to operate as well,” a se-nior official from the environ-ment ministry told ET. “So ourfirst assessment is that it was not

running in violation of environ-mental norms. However, we willbe examining the issue more clo-sely as well now.”

Dating back to 1965, LG Polymershad in 2017 sought permission fora `̀168-crore expansion of its unitto ramp up production of polysty-rene and expandable polystyrenefrom 415 tonnes of chemicals perday to 655 tonnes per day.

It is then that questions over itsenvironmental clearance and per-mission to run were raised by twoof the state’s key environmentalpanels.

In meetings held between Mayand July 2019, State EnvironmentImpact Assessment Committee(SEAC) had said continued pro-duction at the factory was in vio-lation of the environment impactassessment notification of 2006 asno clearance was obtained underentry 5(e) which covered ‘petro-chemical based manufacturing’.It recommended that the compa-ny apply to the Union environ-ment ministry.

This, however, was not done, andthe company continued to operateafter APPCB granted consent todo so.

LG Polymer had argued that asthe project comes under category‘A’ it required only a valid consentfrom the state pollution controlboard to operate.

New Safety Rules likely toReopen Industrial Units

New Delhi: The Union environ-ment ministry is set to bring out asafety protocol for reopening ofunits and industries after beingclosed for over a month during thenational lockdown in the wake ofthe gas leak tragedy in Visakha-patnam on Thursday.

At a high-level meetings held inthe Prime Minister’s Office, it wasagreed that a clear protocol andcheck list must be drawn up to en-sure there is no mishap of thekind seen in Visakhapatnam whe-re at least 11 people died and morethan 800 hospitalised following amassive styrene gas leak at a LGPolymer plant that opened after 45days, people aware of the develop-ment told ET.

The Central Pollution ControlBoard (CPCB) has been instruc-ted to immediately ask all entitiesto conduct a thorough safetycheck of all their installationsand units before resuming func-tions, they said.

Most of the country’s industryhas been shut down since Marchend due to the Covid-19 outbreakand the national lockdown to con-tain its spread, and is just begin-ning to reopen.

Central and state teams are cur-rently keeping a close watch oncontamination data being collec-ted from the Visakhapatnam sitebesides doing a thorough analysison what led to the leakage, offici-als said.

Meanwhile, there are questionmarks over whether LG Polymerwas operating with all due envi-ronmental clearances and whet-her it needed the central govern-ment’s go ahead or not.

Questions have also been raisedabout how the Andhra PradeshPollution Control Board had per-mitted the unit to operate with ex-panded capacity when two of thekey state environmental bodieshad recommended that the propo-sal be prior vetted by the Union en-vironment ministry — an issueformally raised by former financesecretary EAS Sarma with chiefminister YS Jaganmohan Reddy.

Bengaluru: The latest Co-vid-19 hotspot of Karnataka,Davanagere, reported threenew cases of Covid on Thurs-day, but what has caused worryis that all the three cases do nothave known contact history.

The total number ofconfirmed cases in the state sofar is 705, with 30 deaths.

detection, quarantine and

treatment for positive cases are

the protocols we put in place.

On the challenges when the

non-resident Keralites arrive

Almost 4.5 lakh people want to

return from abroad. This is a big

challenge for a small state like

Kerala. The department of

Non-Resident Keralites’ Affairs

(NORKA) has drawn up a

comprehensive plan for the

return of expatriates. We have

made arrangements for 2.5 lakh

beds for quarantine. We have

identified hostels, convention

centres and guest houses near

airports that can be used as

quarantine facilities. Similar

arrangements have been made

at the Kochi port for those

coming by ships.

On economic model to

rehabilitate workers from Gulf

We have drawn up a plan with

experiences from other

countries that suit our state. A

rehabilitation package can be

effective only if the Centre also

pitches in. We have a resilient

and first-class social

infrastructure which can attract

investors. Already, there have

been many enquiries from many

parts of the world. Tourism,

information technology,

bio-technology, healthcare and

education are the verticals

which bring us investments. The

returnees have rich expertise

and knowledge.. We have

already announced a scheme of

granting licence in a week for

new ventures. We have also

announced an agriculture

promotion scheme of ̀̀ 3,000

crore.

Plans to revive the

economy, tourism

We have made

representations to

the prime

minister for

assistance.

All our

Q&Arevenue streams have dried up.

Our tax revenue has plummeted

to just 10% compared to

pre-corona period. While we

received ̀̀ 3,400 cr as tax in April

2019, the receipts are just ̀̀ 346

crore this April. The Centre has

been found wanting in helping

states which are the frontlines in

fighting the crisis.We have got a

meagre ̀̀ 157 crore as Central

assistance. Also, there is an

outstanding of ̀̀ 3,000 crore as

GST compensation.

Coming to the package

announced by the Centre, there

is all-round criticism.

On Kerala’s ties with Centre

The need of the hour is to have

united and joint action. We have

been coordinating with the

Centre to see that we can combat

the menace. We have not

hesitated in pointing out the

efforts needed, especially on the

economic front.

New Delhi: Behind Telangana’slow testing numbers, which havecome under the scanner of theCentre, is the state government’sinsistence to test only in govern-ment laboratories and not allowprivate diagnostic centres to testfor SARS-CoV-2.

Indian Council of Medical Rese-arch (ICMR) had allowed privatediagnostic centres to test forSARS-CoV-2 in March after cap-ping the price of the test at Rs4,500. However, Telangana stategovernment has still not allowedprivate laboratories to conductthese tests. ICMR has approved ni-ne government-owned laboratori-es and 11private diagnostic chainsin Telangana to conduct RT-PCRtest for SARS-CoV-2. The private

centres allowed in-clude Apollo ho-spitals, Vijaya di-agnostic centre,Vimta Labs, Dr Re-medies Labs, Path-care Labs, Ameri-can Institute ofPathology, MedcisPathlabs, ApolloHealth and Lifes-tyle, Departmentof Lab Medicine atYashoda hospital,

Biognosys Technologies and Te-net Diagnostics.

When contacted, a spokespersonof Vijaya Diagnostic centre, toldET over phone, “We have been app-roved by ICMR to conduct SARS-CoV-2 test but we are awaiting sta-te government’s approval. The go-vernment has to take a call whet-her to allow private laboratoriesor not.” The government has beencautious about the permissions. They are guest workers. We have been

extending all support to them. Our

wages are high and we have welfare

schemes for them. We built residential

complexes for them. The issue is, who

should pay for their train fare to their

home states. We wanted the Centre to

bear the cost. The Congress can also

pick up the bill for it. I am surprised

that when there is a facility for the

Congress to foot the train fare, the

Opposition in our state is trying to

enact a drama. All expenses for the

logistics, like taking them to the

railway station, providing them food

packets and medical assistance, are

done by the state government.

Plans to revive the economy,

tourism sector

We have made representations to the

prime minister for assistance. All our

revenue streams have dried up. Our

tax revenue has plummeted to just

10% compared to pre-corona period.

While we received`3,400 cr as tax in

April 2019, the receipts are just`346

crore this April. The Centre has been

found wanting in helping states

which are the frontlines in fighting

the crisis.We have got a meagre ̀ 157

crore as Central assistance. Also,

there is an outstanding of ̀ 3,000

crore as GST compensation.

Coming to the package announced by

the Centre, there is all-round

criticism. We have not even

dedicated 1% of the GDP, whereas

other countries have gone with

stimulus packages equal to 10% or

more, of their GDP.

On Kerala’s ties with Centre

The need of the hour is to have united

and joint action. We have been

coordinating with the Centre to see

that we can combat the menace. We

have not hesitated in pointing out the

efforts needed, especially on the

economic front.

Was the nationwide lockdown a

good idea?

Iam sure India had no other option.

However, now it is time to address the

serious economic repercussions.

The return of lakhs of workers from

West Asia is a challenge for Kerala,

and rehabilitating those who have lost

jobs can effectively work only with

the Centre’s help. Kerala’s CM Pinarayi

Vijayan, while pointing out that Kerala

received just`157 cr as Central

assistance, told Vasudha Venugopal

that work is on to secure the state’s

On ‘flattening the curve’

To a larger extent, we succeeded in

containing Covid-19. We have the

lowest mortality and highest

recovery rates, may be in the world.

Limiting people interface, protecting

the vulnerable, wide testing, contact

tracing, early detection, quarantine

and treatment for positive cases are

the protocols we put in place.

On challenges when the

non-resident Keralites arrive

Almost 4.5 lakh people want to return

from abroad. This is a big challenge for

asmall state like Kerala. The

department of Non-Resident

Keralites’ Affairs (NORKA) has drawn

up a comprehensive plan for the

return of expatriates. We have made

arrangements for 2.5 lakh beds for

quarantine. We have identified

hostels, convention centres and guest

houses near airports that can be used

as quarantine facilities. Similar

arrangements have been made at the

Kochi port for those coming by ships.

On economic model to rehabilitate

workers from Gulf

We have drawn up a plan with

experiences from other countries that

suit our state. A rehabilitation package

can be effective only if the Centre also

pitches in. We have a resilient and

first-class social infrastructure which can

attract investors. Already, there have

been many enquiries from many parts of

the world. Tourism, information

technology, bio-technology, healthcare

and education are the verticals which

bring us investments. The returnees have

rich expertise and knowledge.. We have

already announced a scheme of granting

licence in a week for new ventures. We

have also announced an agriculture

promotion scheme of`3,000 crore.

जगभरात बहुतेक सव देशांनी लॉक डाऊनचा माग अवलंबला आहे. यामुळ वेगवेग या देशांम ये भारतीय नाग रक अडकले आहेत. या सव नाग रकांना हवाई आिण जलमाग भारतात परत आण याचे िनयोजन कर यात आल ेआहे. याचाच एक भाग हणून ७ मेपासून सु झाले या पिह या य नांत िविवध १२ देशांतून, ६४ िवमान फ यांमधून एकण १४,८०० वासी भारतात येणार आहेत. पैकी मुंबईम य े एकण सात िवमानांतून सुमार े १,९०० नाग रक येतील. बांगलादेश, िफिलिप स, िसंगापूर, मलेिशया, ि टन आिण अमे रका या देशांमधून ह ेनाग रक मुंबईत परतणारआहेत. परतले या नाग रकांचे खबरदारीचा

सांिगतले. करोनाबािधत मृतदेहाची िव हेवाट अ या तासात लाव याची मागदशक त व ेअसून याबाबत डॉ. इंगळ यांनी सिमतीची थापना कली आहे. शवागृहात करोनाचे मृतदेह वेगळ ठव याची यव था कर याच ेआदेश दे यात आल ेआहेत.

यातून याचा संसग डॉ टरां या हातांना होत असतो. डॉ टरां या पायांनादेखील हे िवषाण ू पश करत असतात. कवळ मा क, गॉगल आिण लो ज वापर यास, डॉ टरां या शरीरात जाणारे िवषाण ून की रोखल े जातील. डॉ टरांनी जर पीपीई िकट वापरल े नाही, तर ण तपासत असताना आिण या यावर उपचार करत असताना, यां या शरीरावर, कप ांवर, पायांवर लाख या सं येन ेजे िवषाणू िचकटतात, त ेडॉ टर या णाला िवलगीकरण कले या खोलीतून जे हा बाहेर पडतील, ते हा यां यामुळ त ेण नसले या खोलीत पसरतील.

याचा संसग या खोलीत येणा या णालयातील इतर डॉ टरांना,
