Program Manager (PM)

January 2020

Reports to and Evaluated by: Director of Programming and Training (DPT) Coordinates with: The Program manager primarily coordinates with the DPT, Programming and

Training Specialists (PTSs), Training Manager (TM), Language and Culture Coordinator (LCC), and Fijian officials and community leaders. In addition, the PM coordinates various activities with the Country Director, Management and Operations unit, Medical unit, Safety & Security unit, other training staff, and an array of Fijian stakeholders.

Position Brief: The PM serves as a member of the Programming and Training (P&T) team,

leading all programmatic elements related to one sector-specific Peace Corps project. This includes developing, implementing, managing, and evaluating the project, identifying and preparing sufficient numbers of viable sites for Peace Corps Volunteers, crafting and facilitating technical training, supervising a team of PTSs, and both supporting and managing all Peace Corps Volunteers working within that project. The position involves regular, extended travel as well as frequent collaboration with Fijian officials and community leaders, honoring traditional customs along the way. The PM completes all activities under the DPT’s supervision, often in close collaboration.

MAJOR DUTIES AND RESPONSIBILITIES

Project Development, Implementation, and Management Responsible for managing a Peace Corps project that leverages Volunteers to collaboratively address development areas prioritized by the Fijian government and people. Duties include, but are not limited to:

Leads the development of a project framework that is consistent with the national priorities of Fiji, meets Peace Corps programming criteria, and is crafted in conjunction with Fijian officials, Peace Corps staff and Volunteers, and community participants.

Builds and manages cooperative relationships with stakeholders that inform the development and assist in the execution of the project. Creates and leads an effective Project Advisory Committee (PAC) with top partners.

Monitors and evaluates the project, integrating the many available streams of data into an ongoing process of project refinement. When appropriate, leads deeper project reviews and realignments.

Thoughtfully crafts all required or otherwise valuable Programming-related reports/documents for internal and external stakeholders.

Ensures that the project honors the Peace Corps’ approach to development and stays attuned to current agency strategies and best practices.

Site Identification, Placement, and Management Responsible for the identification and preparation of suitable sites for Volunteers within the PM’s project. Duties include, but are not limited to:

Leads the development of efficient systems for Volunteer site identification, preparation, and placement, effectively leveraging internal and external stakeholders and honoring local customs and protocol along the way.

In advance of each new cohort of Trainees, ensures that sufficient sites have been identified, visited, cleared of all safety and logistical concerns, and approved as holding rich potential for PCV integration and project engagement.

Ensures that key stakeholders at each prospective site build realistic and on-point expectations about the diversity of Peace Corps Volunteers and the work that the Volunteer will complete.

Ensures that Trainees are matched to sites thoughtfully, integrating the Trainees’ skills and priorities into the matching process as is feasible and appropriate.

Ensures that all key site counterparts receive at least triannual communications, addressing any issues swiftly and professionally.

Volunteer Support and Management Responsible for supporting the professional wellbeing and success of all Volunteers within the project. Duties include, but are not limited to:

Ensures that Volunteers are assigned to sites that present viable opportunities to engage and serve fruitfully.

Ensures that Volunteers receive regular and thoughtful communication about their professional activities, including prompt and detailed feedback about Volunteer Report Form content, and swift, coaching-laced dialog in response to questions/concerns sent via any approved communication platform.

Ensures that each Volunteer receives an established number of meaningful site visits from the PM or a delegate, with the staff member preparing and engaging relevant discussion points and meeting with counterparts as is feasible.

Anticipates problems and proactively develops strategies to improve Volunteer support.

In coordination with the Peace Corps Medical Officers, Safety and Security Officer, and other relevant staff, responsible for supporting the personal wellbeing and safety of all Volunteers within the project. Duties include, but are not limited to:

Ensures that Volunteers receive appropriate support around logistical elements that fall within the PM’s authority, such as leave and close of service forms.

Contributes meaningfully to the team effort to support the emotional, psychological, and physical health of Volunteers.

Contributes to the team effort to monitor Volunteers’ compliance with Peace Corps policies, initiating corrective action as necessary.

Respects and ensures Volunteer confidentiality at all times.

Acts decisively in emergency situations, independently taking appropriate actions and ensuring that the Country Director is informed.

Training Support Responsible for ensuring that all Volunteers—and, when relevant, local community counterparts—receive sufficient technical training to be able to fulfill core project-related expectations. Duties include, but are not limited to:

Reviews and approves 26-month calendar and curriculum for technical training, ensuring a robust bridge between the programmatic expectations of Volunteers and the training they receive.

Manages the calendar of technical trainings, leading sessions when appropriate but also delegating training responsibilities to Programming and Training Specialists (PTSs), observing and coaching the PTSs as warranted.

Monitors and evaluates technical training, collaborating with the Programming and Training teams to leverage data and training resources into an ongoing process of technical training improvement.

Management and Administration Responsible for demonstrating the highest degree of professionalism as a part of the post’s senior management team, and for the supervision of the project’s programming staff and Volunteers. Duties include, but are not limited to:

Serves as the direct supervisor for the project’s Programming and Training Specialists (PTSs), fulfilling all supervisory responsibilities, developing and managing a system for equitable delegation of programming and technical training responsibilities, and supporting the PTSs’ fulfillment of their duties.

Serves as the second-level supervisor of all Fijian Peace Corps Volunteers within the PM’s project, including two-year Volunteers, Volunteer Leaders and other extending Volunteers, and Peace Corps Response Volunteers.

Ensures that Peace Corps policies, post initiatives, and the United States Government regulations are carried out consistently within the PM’s area of responsibility, including the appropriate use of financial resources and time management.

Contributes to policy development, planning processes, and problem-solving through active participation in staff meetings, retreats, committees, and other relevant activities.

Safety and Security Responsible for maintaining an active commitment to the safety and security of Volunteers, which is the agency’s top priority. Duties include, but are not limited to:

Addresses safety and security proactively by ensuring appropriate assignments for Volunteers and adhering to Peace Corps site development policies and procedures.

Identifies and immediately communicates Volunteer safety and security concerns or issues to the Safety and Security Manager (SSM) and the CD.

Ensures prospective sites meet established programmatic and safety/security criteria (e.g., safe housing, a clearly defined assignment with an organization that shows real interest in working with a Volunteer, etc.).

Reviews and references site history files when evaluating potential sites. Incorporates appropriate site-specific safety and securityrelated information into site history files.

Ensures designated host country counterparts participate in counterpart orientation/training and are prepared to work with and support Volunteers, including their role in Volunteer safety and security.

Maintains communication with each Volunteer and solicits periodic feedback, including information about Volunteer safety and security.

Maintains a calendar of Volunteer site visits, and completes appropriate number of site visits to assess Volunteer progress, safety and security, and to provide technical guidance and moral support.

Monitors Volunteer compliance with Peace Corps policies, especially related to safety and security, and initiates corrective action as necessary.

Participates in the design and implementation of the Emergency Action Plan (EAP).

Acts as duty officer, as needed. Knowledgeable and supportive of Peace Corps safety and security policies and procedures, including the timely reporting of suspicious incidents, persons or articles.

QUALIFICATIONS

Education o Required:

Completion of a two-year degree o Preferred:

Bachelor’s and Master’s degrees, especially in areas related to community and economic development

Experience o Required:

Six years of progressively responsible professional experience, at least three of which are connected to some form of community development or public service

o Preferred: Supervisory experience Project and/or program management experience Experience in iTaukei village-based economic development projects Experience working with diverse American volunteers and/or colleagues

Language proficiency o Required:

Written and oral fluency in both English and Vosa Vaka Viti languages

Knowledge o Required:

In-depth understanding of Fijian cultures, including the full range of traditional iTaukei customs and protocol

Understanding of the Fijian government’s objectives, priorities, and structure

Abilities and Skills o Required:

Professional experience and initiative in the areas of monintoring, evaluation, and the continual improvement of operational structures and tools

Ability to develop and maintain an extensive range of mid- and high-level contacts within the Fijian government, development agencies, and the private sector

Ability to plan and execute projects Ability to prepare precise, accurate reports Superior time management skills Strong, epathetic interpersonal and intercultural skills

o Preferred: Advanced skills in Microsoft Word, Excel, and Powerpoint Joyful appreciation of and aptitude in learning new skills and innovative approaches Skills in facilitating student-centered training for adult learners Strong professional coaching skills Ability to respond effectively and compassionately to unexpected situations Ability to develop training schedules and manage complex logistics Ability to make data-based decisions with detachment and objectivity Clean, eloquent writing skills, as well as superior attention to detail

Other o Required:

A valid Fijian driver’s license and comfort driving large SUVs alone along rural, poor quality dirt/gravel roads, finding remote villages

Willingness to travel extensively, sometimes spending a week or more in the field

POSITION ELEMENTS

a. Supervision Received: DPT provides direct supervision on policies and programmatic priorities, and reviews and evaluates work of PM.

b. Supervision Exercised: Directly supervises the Programming and Training Specialists (and others as assigned). Directly supervises Volunteers in areas of training, evaluation, coaching/guiding, and policies and procedures.

c. Exercise of Judgment: Utilizes available guidelines for all matters. Is expected to use his/her own good judgment in all cases, and is expected to seek guidance on those matters and cases that are unusually complex.

d. Authority to Make Commitments: None, unless specifically delegated by responsible staff member

e. Post Entry Training: The incumbent will receive training on the Peace Corps philosophy programming and training system, PC policies and regulations.

f. Available Guidelines: Peace Corps Policy Manual, Peace Corps Program and Training manuals and Volunteer resources, Fijian government’s plans, Peace Corps Volunteer Handbook, Integrated Planning and Budget System and Program Status Report guidelines, and other specific policies and directives.

g. Time required to perform full range of duties after position entry: One year.

GENERAL TERMS AND CONDITIONS

Normal Hours of Work (40 hours per week)

Monday – Friday: 8:00am – 5:00pm (one hour lunch)

Also, may periodically be asked to work evenings, weekends, and holidays during trainings, site visit trips, Volunteer emergencies, or visits by overseas staff. Credit hours may be authorized for work on such occasions.
