Canada moves up in economic ranking
Canada’s economy moved up to a ranking of sixth among the 16 countries assessed in The Conference Board of Canada’s 2012 How Canada Performs: Economy report card.
While Canada retains a “B” grade and im-proved its ranking from 11th in the last pre-recession report card for 2008, it is more a re-fl ection of weakness among its peers than of a stellar Canadian economy.
“This “B” grade should be viewed as rela-tive because Canada fares poorly when com-pared with the top-performing economies. With the exception of infl ation and employ-ment growth, Canada ranks far below the best countries on all other economy indica-tors,” said Glen Hodgson, Senior Vice-Presi-dent and Chief Economist.
“Canada has been a chronic laggard on sev-eral important economic indicators – notably, labour productivity growth and competition for global investment. And even in areas where Canada has improved, other countries are still doing better.”
For each indicator, the Conference Board ranks the performance of all country from top to bottom, and divides this range into
four equal segments from “A” to “D”.Along with most of its peers, Canada gets
an “A” grade on infl ation. Canada gets “B” grades for gross domestic product (GDP) growth, labour productivity growth, employ-ment growth, and the unemployment rate. But Canada’s overall ranking is pulled down by “C” grades on income per capita and out-ward foreign direct investment (FDI), and a “D” on inward FDI.
Canada’s ranking on income per capita dropped from sixth position among compara-tor countries in 2000 to eighth in 2008, and re-mained there through 2012. Canada’s income per capita was US$36,138 in 2012— nearly $12,000 below Norway, the top performer.
Furthermore, income per capita in Canada is 84 per cent of income per capita in the Unit-ed States. The income gap tripled between 1980 and 2012. The importance of productiv-
ity shows up in this measure – lower labour productivity in Canada accounts for the larg-est component of the income gap.
Canada attracted 2.7 per cent of the world’s foreign direct investment in 2011 and accounted for 2.5 per cent of world GDP. This performance placed Canada sixth out of 16 countries on inward FDI in 2011, which suggests, at fi rst glance, that Canada is a relatively attractive market for investors.
Nevertheless, Canada is one of 13 countries to earn “D” grades on inward FDI. Belgium is the runaway leader on this indicator, with eight times more inward FDI than its share of the global economy. Belgium’s performance effectively lowers the grades of the other 15 countries.
Canada gets a “C” grade on the Outward FDI Performance Index for 2011 and ranks 10th. Since the late 1990s, the stock of Ca-nadian direct investment abroad has been greater than the stock of FDI in Canada. This shift indicates that Canadian fi rms are us-ing foreign direct investment to build global value chains and serve customers in other countries. That said, Canada still ranks far behind the top performers, particularly the two countries that earn “A” grades – Bel-gium and Switzerland.
How Canada Performs is a multi-year re-search program at The Conference Board of Canada to help leaders identify relative strengths and weaknesses in Canada’s socio-economic performance. Rise in the ranks is mostly due to other countries slipping
Some executives dreaming of their golden years are unsure when those years will actually start. Nearly four in 10 (38 percent) chief fi nan-cial offi cers (CFOs) interviewed for a Robert Half Management Resources survey said they had to change their plans from fi ve years ago or are more uncertain about when they will retire.
“Economic factors and personal demands have caused many executives to re-evaluate their plans for retirement,” said David King, Canadian district president of Robert Half Management Resources. “Organisations can accommodate tenured employees who wish to
retire and retain their legacy experience by in-creasing succession planning efforts and offer-ing interim or consulting opportunities. These options can help transfer knowledge from de-parting executives to future company leaders.”
The survey was developed by Robert Half Management Resources, the world’s premier provider of senior-level fi nance, accounting and business systems professionals on a proj-ect and interim basis. It was conducted by an independent research fi rm and is based on interviews with more than 270 CFOs across Canada. ●

Small business owners received some posi-tive news in the recent federal budget with movement on several of the top recommenda-tions from the Canadian Federation of Inde-pendent Business (CFIB).
“Overall, this is a good budget for small business,” said CFIB president and CEO Dan Kelly. “Minister Flaherty has done a solid job by remaining on course to eliminate the defi cit while announcing some important measures for Canada’s entrepreneurs.” • The federal budget delivered on several top
issues for small fi rms, including: • Renewing and expanding by 50 per cent the
Employment Insurance Hiring Credit; • Enhancing the Lifetime Capital Gains Exemp-
tion to $800,000 and indexing it to infl ation; • Remaining focused on eliminating the defi cit
by 2015; • Extending the accelerated capital cost allow-
ance for machinery and equipment for two years;
• Making progress on red tape – particularly at the Canada Revenue Agency; and,
• Announcing plans to address unfair sick leave provisions for civil servants and unaf-fordable crown corporation pensions. “We’re particularly pleased the govern-
ment publicly acknowledged taking some of these measures - such as the expansion of the EI Hiring Credit – at the recommendation of CFIB’s 109,000 members,” Kelly added. “In fact, the planned changes to sick leave follow
a recent CFIB report that found civil servants take nearly double the leave days of employ-ees in small fi rms.”
Given that half of Canadian small fi rms are concerned with the shortage of qualifi ed la-bour, CFIB is pleased the budget includes re-newed focus on skills training. “CFIB will be lobbying to ensure the new Job Grant recog-nizes informal, on-the-job training and those
elements of current training programs that are working well,” said Kelly.
While complimenting many of the bud-get measures, CFIB noted concern over the planned change to the dividend tax credit. “It will be important for us at CFIB to gauge the reaction of small fi rms to this technical tax change in the context of the other important wins for our members and the commitment to reviewing small business taxes once the defi -cit is eliminated,” Kelly said. CFIB is Canada’s largest association of small and medium-sized businesses with 109,000 members across every sector and region. ●

No new civil service layoffs: Tory minister
“Absolutely not,” said Veterans Affairs Min-ister Steven Blaney when asked by a reporter if the government planned additional layoffs.
“We are moving on with our plan without any further action in this regard.”
Blaney’s remarks are the most unequivocal government statement on the potential im-plications of the 2013 budget on the federal civil service.
Last year’s budget eliminated 19,200 gov-ernment positions, including 4,800 in the Na-tional Capital Region.
As of last November, the government had eliminated 10,980 positions, including 7,500 through retirements and reductions in term, casual and vacant positions, according to a Treasury Board statement earlier this year.
While this year’s budget didn’t make any explicit mention of additional job cuts, it nev-ertheless failed to alleviate the concerns of some labour organizers.
Ottawa & District Labour Council presi-dent Sean McKenny noted that the fi nance minister passed on the opportunity to assure public servants that there would be no fur-ther layoffs.
“That uncertainty is still there,” he told 580 CFRA radio.
Blaney made his remarks following a news conference at Willis College in downtown Ottawa that highlighted initiatives contained within the budget aimed at addressing the country’s skilled labour shortages. ●
