Congenital heart disease (CHD) is one of the major causes of mortality and morbidity in the paediatric population of both the developing and developed countries. According to various reports, every year 1.5 lakh infants are born in India with congenital heart disease out of which about 78,000 die because of inadequate health care facilities in the country. More than 50% of all children born with congenital heart defect require at least one invasive surgery in their lifetime. Only 8,000 to 10,000 corrective surgeries are done annually, because of the lack of dedicated facilities and financial status of these children. To fill this gap Wockhardt Foundation started the ‘Little Hearts’ programme in January 2015 where young lives are saved by giving financial assistance for heart defect surgeries. The rationale behind this programme is to provide funds and facilities to the underprivileged children of the society. In India, a helping hand to the Little Hearts suffering from cardiac diseases is given by: 1. Wockhardt Foundation (Founded in the year Jan 2015), 2. Child Heart Foundation (Founded in 2004, registered - 2013) and 3. Fortis Foundation jointly with Being Human Foundation( Founded in May 2013).We would like to contribute for the smile of little hearts, says Dr Huzaifa Khorakiwala, Trustee and CEO, Wockhardt Foundation. “Respect public sentiments” Now the Special Investigation Team (SIT) probing the murder of CPI veteran Govind Pansare who was attacked in Kolhapur on 16 February 2015 and subsequently succumbed to injuries on 20 February 2015, is now looking for a “handler” on whose orders the arrested accused Sameer Gaikwad, allegedly executed the murder. Gaikwad, a “full-time” member of the radical Hindu outfit Sanatan Sanstha, was arrested on September 16 from Sangli. While the SIT has questioned over than 10 people, primarily members of Sanatan Sanstha, in Kolhapur, Mumbai, Panvel and Karnataka, the Sanstha has denied any involvement in the killing of Pansare. The mystery behind the killing of rationalist Dr Narendra Dabholkar who was shot dead in near the VRS Bridge in Pune on August 20, 2013, is yet to solved. After trying for nearly one year, the Maharashtra Police handed over the case to CBI in in May 2014, which released the sketches of two suspects in Msy last. But no further progress has been made . In yet another but similar case Dr MM Kalburgi (78), renowned Kannada writer, research scholar and rationalist was shot dead allegedly for his views on idol worship and Hindu rituals, on 30 th August 2015. All these attacks are cowardly and should be condemned in the strongest word. The theme of all these murders is same. These intellectuals tried to point out shortcomings in the system. But the fact is we live with history and certain beliefs are so deep rooted that it is difficult to remove them. If Chhatrapati Shivaji Maharaj is treated like a demi god, no amount of attempt to paint him in bad light (Shivaji Kon Hota ? “who was Shivaji ?’) would make any impact on people and on the contrary such things would fan out passions. Similarly there are number of Hindu deities revered by different people at different places and despite criticism the people would continue to worship them. For example there are shortcomings and exceptions in practically every religion. A belief for some one could be “blind belief” for another. The late M.F. Hussain had penchant for depicting Hindu deities in naked form (or any other objectionable form). However he depicted all the Muslim personalities fully clothed. We have seen how Islamic radicals reacte to blasphemy when 12 people, including the editor and celebrated cartoonists were killed when gunmen attacked the offices of French magazine Charlie Hebdo in Paris, on 7 th January 2015 that had published controversial Muhammad cartoons. The nightingale of India who hassung over 5,000 songs includingbhajans, in 20 Indian languagesremains the most melodious voicetill date and is one of the best-known and most respectedplayback singers.

Born on September 28,1929 atIndore (MP) in a family of noteddramatist DeenanathMangeshkar she began hercareer in 1942. She sung “NataliChaitraachi Navalaai” (composedby Dada Chandekar) in MasterVinayak’s Marathi movie PahiliMangalaa-gaur (1942). Her firstHindi song was “Mata Ek SapootKi Duniya Badal De Tu” for theMarathi film,” Gajaabhaau(1943)”.

Mangeshkar moved toMumbai in 1945 when MasterVinayak’s company moved itsheadquarters to Mumbai. Shetook lessons in Hindustaniclassical music from UstadAmanat Ali Khan. She sang“Paa Lagoon Kar Jori” forVasant Joglekar’s Hindi-language movie Aap Ki SevaMein (1946), was composed byDatta Davjekar. She wasintr oduced to music directorlate Vasant Desai during therecording of Vinayak’s second

Hindi-language movie, “Subhadra(1946)”.

After partition of the country 1947,Ustad Amanat Ali Khan migratedto newly formed Pakistan, soMangeshkar started to learnclassical music under AmanatKhan Devaswale. Pandit TulsidasSharma, a pupil of Ustad BadeGhulam Ali Khan, also trained her.

After Vinayak’s death in 1948,music director Ghulam Haindergave Lata her first major breakwith the song “Dil Mera Toda,Mujhe Kahin Ka Na Chhora”—lyrics by Nazim Panipati(Majboor) (1948), which becameher first big breakthrough film hit.Haider was the first music directorwho showed complete faith in hertalent. Producer SashadharMukherjee had dismissed her forhis film “Shaheed” (1948), sayingthe voice was “too thin”.

In 1969, she made the unusualgesture of giving up the FilmfareBest Female Playback Award, inorder to promote fresh talent. Shewas later awarded FilmfareLifetime Achiement Award in1993. In 1984, the StateGovernment of Madhya Pradeshinstituted the Lata MangeshkarAward in her honour. SimilarlyMaharashatra Government alsoinstituted a Lata MangeshkarAward in 1992.

Laterhe also gave break to several youngactors including sizzling ZeenatAman in “Hare Ram Hare Krishna”(1970).Born as Devdutt Pishorimal Anandon September 26,1923 inGurdaspur in undivided Punjabgraduated himself in Englishliterature from the GovernmentCollege, Lahore (now in Pakistan).For him the real break came withPrabhat Film’s “Hum Ek Hain” (1946) made by P.L.Santoshi (fatherof Rajkumar Santoshi) in whichKamla Kotnis was the leading lady. Dev’sheroine was Kalpana Kartik in thatfilm. The two decided to marry in aquiet ceremony. Dev worked in several filmsincluding “Guide” which broughtseveral awards to Navketan Films.His maiden attempt at direction,“Prem Pujari” based on Indo-Pakwar in 1970 flopped.He received many awardsincluding: 1958- (BestActor)..”Kala Pani”, 1966 (BestActor)…. “Guide”…(BestFilm)….”Guide”, and 1991-Filmfare Lifetime AchievementAward, 1996. He died in his roomat the Washington Mayfair Hotel inLondon at the age of 88 on 3 rdDecember 2011 (4 December 2011by Indian Standard Time) of acardiac arrest. His death came justmonths after the release of his lastfilm, “Chargesheet” and his fansworld over plunged in grief.

By Raju VernekarA 13 year old Iranian girl ZahraaThani who was bed-ridden due toostenogenesis imperfecta for over 8years and could not study becauseof her illness since childhood, hadall smiles when she was recentlydischarged after a complicatedsurgery which went on for nearly 4hours,at the Kokilaben DhirubhaiAmbani Hospital in Andheri.Zahraa, was diagnosed to besuffering from a serious bonedisorder called Osteogenesisimperfecta. Was admitted to thehospital three months back. Thesurgery involved placement of atelescopic rode to avoid changing therods quite often.Zahraa, is one of the 5 daughters ofBaghdad-based farmer Khudur AlGeraani (50). she has been confinedto her home and was unable to standor walk. Khudur has two wives and8 children (5 daughters,3 sons). “Ihave achieved more than what I hadexpected. I hope Zahraa will soonable to attend to her studies, sinceshe could not go to school since herchildhood “ Khudur said whilespeaking to “The Metro Pulse”.After getting operated Zahraa ishappy and her eyes have lit with alot of hope for her future. Zahraa said,“I am very happy to be able to walkfor the first time after eight years andwish to return to Iraq and resumeschool and play with my friends”.Zahraa’s condition was notdiagnosed at birth and herdevelopment and growth were

Both surgeries wereunsuccessful, and sadly at the age offive years, Zahraa was bedridden.She would manage her daily activitiesby crawling around the house withthe help of her parents and siblings.Since her one leg is short she has beenusing special shoes. Due to herextreme bone fragility she was unableto attend regular school like childrenof her age, and consequently had tolearn to read and write at home fromher older siblings.Dr. Alaric Aroojis, orthopaedicsurgeon said, “Being a geneticdisorder, the disease itself isincurable, but several treatmentstrategies are available that canrestrengthen the bones and improve

the quality of life. One of the excitingmodern developments in treatmentof this condition is the use of a specialclass of drugs calledBisphosphonates, that help to addstrength to these fragile bones. Theother treatment is surgical that involves cutting the bone in severalplaces to straighten out the deformityand then threading the pieces on ametal rod a surgery popularly knownas the “Sheekh-Kebab” operation.Osteogenesis or OI is the Imperfect‘brittle bone disease’ a genetic bonedisorder that causes severe bonefragility and repeated fractures. It’san incidence that afflicts 1:20,000 to1:50,000 births. It affects the body’sability to make strong bones and

results from a genetic defect in theformation of collagen. Collagen isa major protein of the body’sconnective tissue and forms thebuilding block along with the mainframework which supports boneand other body structures. Thisgenetic defect in collagen results inextremely fragile bones that breakeasily.Sandeep Kumar, Manager,International Marketing, KDAHsaid “ We have a tie up with UnionHealth Ministry which refers at least40 cases to us per month. On anaverage we receive 100 patients permonth from Yemen, Oman andother countries. They include 25patients(private and governmentpatients) from Middle East. Thenumber of child patients sufferingfrom cardiac ailments from Iraq arebrought to this hospital. Theorthopaedic patients coming infrom Yemen are more. Mostly theycomprise military patients.Similarly the patients requiringlever transplant from Pakistan aremore. By and large the patients fallin the age group of a one month oldchild to 90 years old patients. Thepatients from West Asian countriescant speak Hindi and converse inArabic. KDAH’s Huzefa Husseinusually performs the duty of aninterpreter”.

A two member enquiry commissionheaded by Justice J A Patil to probeinto the lapses committed in theinfamous Adarsh scam hadrecommended action against 12senior bureaucrats for violation ofservice rules and dubious role ingranting various permissions for theAdarsh society in its reportsubmitted to the govt. The govt toohad assured the Legislature oftaking due action against the saidofficers almost 21 months ago. Butwhen RTI activist Anil Galgalisought to find out the details of theaction taken on the officers, was infor a shock when his queries werestone walled by the ruling BJPgovernment,leaving a suspensionwhether any action was taken at allagainst the offenders.Galgali had filed an RTI queryseeking information about actiontaken against the 12 IAS officersindicted by the Justice Patilcommission. The Under Secretaryin the GAD dept S H Umranikar ina reply refused to provideinformation citing section 8(1)(t) ofthe Right to Information Act 2005stating that the information soughtis of a personal nature concerningthe officers mentioned. It furthercited the order of the SupremeCourt of 3 rd October 2012 in theGirish Deshpande v/s Informationcommission case, to denyinformation to Galgali.Galgali filed an 1 st appeal, beforeDy Secretary P J Jadhav which wasalso upheld the decision of the PIOof the GAD to deny information.In the hearing held Galgali arguedthat the order of the Hon’bleSupreme Court pertains to aparticular case and is not a policyframing order with far reachingimplications applicable all over thecountry. Also all the cases are notsimilar to Girish Deshpande casethat it deserves blanket comparisonto all cases. The itemno 10 of the report indicted 12 Govtofficers for violating the ServiceConduct Rules. The govt also in its

Action Taken report tabled in theLegislature along with thecommission report assured actionon the 12 indicted officers underprovisions of the All India service(conduct) rules and the MaharashtraPublic service (conduct) rulesby a competent officer.It was the responsibility of the Govtto take action against the indictedofficers and make the action takenpublic, but almost 21 months haslapsed since the assurance on thefloor of the Legislature and noactions seems to have been takenshows that the government of theday has taken a decision contraryto the assurance of the Govt of theday portraying a U Turn by the govtheaded by BJP, said Galgali. “Arpan” is the one of the largest NGO in India, working to address the issue of Child Sexual Abuse (CSA)in thisspecific area with over 50 social workers and counsellors providing prevention and intervention services to childrenand adults. Based in Mumbai , Arpan has been conducting long-term psychotherapy for the last 5 years for more than65 rescued minor girls living in Advait Foundation, a rehabilitation home. These children are largely from families thatare vulnerable due to poverty, alcoholism, drug abuse etc. and have come from various parts of the country as well asneighbouring countries. The psychological problems faced by these children includes post-traumatic stress disorder(PTSD), dissociative symptom, depression, absence of emotional reactions, anxiety disorder, self-blame, helplessnessand meaninglessness, nightmares, boundary issues, anger and rage control problems, suicidal and self-harm thoughtsand attempts, inability to sustain adequate self-care and sleeping problems. Through sustained individual therapy andgroup sessions, girls have made remarkable journeys towards healing and self-actualization and have endorsed theThis book, ‘Rescue and Remedy: A Process Documentation of Psychotherapy with Children in Institutions’ is anoutcome of documenting the process of this change and aims towards providing a model of psychotherapeuticintervention for working with children who have survived trauma. Complaint to MC against redevelopment project

Some of the members of the ShreeGurukrupa Nagar Co-operativeHousing Society Limited located atNahur village in North East Mumbai,in letter to Municipal Commissionerhave alleged malpractices inredevelopment work entrusted to abuilder by the managing committeeof the society.The letter dated 31 st August 2015,signed by the members...AmishaGandhi, Pritesh Gosar,Pandharinath Rajeshirke,Chandrakant Shah jointly withLeena Shah, Gunvanti Gala,Hemraj Shah and Anwar Ilyasstates that their society’s Secretaryand other managing committeemembers abused their power toconfer the society’s developmentrights on a business entity called“Concrete Siresukan Realty LLP”which did not even bid in thesociety’s tender and nor itsdesignated partners participated inthe tender/bidding process. Theproject is valued at Rs 89 crore bythe Registrar of stamp duty.The 3 storey building constructed in1982 is in a dilapidated condition andat present accommodates 72 flatowners. A structural audit of thebuilding was carried out a fewmonths back.The complainant have alleged thatinitially the managing committeebestowed upon development rightsBharat Talesara (Jain) whosubsequently became a nominalpartner in M/s. Concrete SiresukanRealty LLP with 9 percent share.

Although Jain was a partner of “SireSukan Realty” (Group of SiresukanCompanies), the society awarded theredevelopment contract to ‘ConcreteSiresukan Realty LLP’. ‘Sire SukanRealty’ and ‘Concrete SiresukanRealty LLP’ are two separate legalentities, having similar names. All thecontractual documents that havebeen created do not mention aboutPAN numbers, CIN numbers,registered address etc, they added.Although “RedevelopmentDirectives” issued by theMaharashtra Government on 3rdJanuary 2009, forbid such transferof redevelopment projects, the paper-trail confirmed that the rights weretransferred by Jain to Anuj Desai andNilesh Dalal, the partners of“Concrete Siresukan Realty LLP”,the complainant alleged.When contacted Sanjay Jadhav,Secretary of the society told thispaper that “ 90 per cent of themembers have agreed for theredevelopment. The finalities wereworked out in a meeting held on 15June 2014 and agreements wereinked on 22 January 2015. Even themain complainant Amisha Gandhiinitially had agreed to the terms ofredevelopment. Subsequently sheturned hostile for the reasons bestknown to her. Mobike Health Ambulance: An MOU was signed between Maharashtra Government and Healthcare, UK to providehealth services,including emergency medicare, in the state. The MOU was signed between UK’s Commerce andInvestment Minister Lord Francis Mod and Maharashtra Health Minister Deepak Sawant. Initially the state proposesto start a mobike health ambulance service at 10 places in Mumbai on an experimental basis. Gradually this servicewill be extended to other parts of the state. The attempts will be made to give relief within “platinum ten minutes”to save the life of the accident victims. The Maharashtra State RoadTransport Cirporation (MRTC)has recorded a decline of 11.32million passengers this year anddue a sharp reduction incommuters, it has suffered a lossof over Rs.1934 crore. This was revealed by informationprovided to RTI Activist AnilGalgali by the MSRTC. Inresponse to RTI query, MSRTC’sDGM S. D Mainhalikar informedGalgali that in 2013-14256,60,65,000 passengerstravelled by ST buses. But in 2014-15 the number of passengers wentdown up to 245,60,33,000. Assuch compared to previous yearthere had been a decline of11,32,00,000 passengers. Incomeof ST was Rs 25.94/- perKilometre in 2013-14 as againstof expense Rs.35.22/- perKilometre.. In 2014-15 expenseper kilometre was Rs 36.85/- andthe income stood at Rs 27.57/- per

ST recorded a total run of208,48,55,000 KM in 2014-15 ascompared to 204,65,74,000 in thewhole state in the year 2013-14.In 2014-15 total expenses stood atRs 7682,88,83,000/- against theincome of Rs 5748,11,02,000/- . Therecent accumulated loss was Rs1934,77,81,000/-. In 2013-14, theaccumulated loss was Rs1899,02,65,000/- .The income wasRs 5308,53,85,000/-and theexpenses were Rs 7207,56,50,000/-. Compared to previous year, theaccumulated loss increased by Rs35,75,16,000/- .Galgali says that to reduce theaccumulated loss, Chief MinisterDevendra Fadnavis should initiateconcrete measures such as reductionin passenger tax, on the lines ofKarnataka and Gujarat. BesidesMSRTC should reduce its mountingexpenses. Besides responsibility ofstrict monitoring should be fixed onofficers.
