Introduction: Purpose


• Emergency Operations Plan (EOP) is intended to serve as a guideline for response to major disasters or emergencies in the town of Paradise and surrounding areas.

• It is understood that a written plan cannot replace the common sense and good judgment necessary for effective response to emergency conditions.

• The purpose of this plan is to outline emergency operations that are intended to:

• Eliminate or reduce the chance of occurrence and the effects of an emergency or disaster

• Identify what preparations are needed and to what extent

• Determine how to respond when an emergency or disaster occurs

• Promote recovery and restoration of the community

• The most important priority in emergency response is to protect and preserve human life.
