staunch f riend of the proposedMTA rapid transit system, alsospoke at the luncheon.

U.S. INSURANCE, NOT LOAN

Entitled the "Transit RevenueBond insurance Bill," the legislationproposed by Mr. Eyraud wouldhave the Federal government insurethe cost of the system, and wouldenable MTA to proceed with con-struction by private enterprise, us-ing private capital, not a govern-ment loan or grant, he said.

"By insuring the payment of prin-cipal and interest on privately soldrevenue bonds, the bill will enablepublic transit agencies to obtainfunds at interest rates not to exceed3 5/s % per annum and repayableover a period of up to 50 years,making private financing of rapidtransit possible," the Chairman stat-ed.

Under the bill proposed by MTA,a Federal administrator would bedelegated to evaluate applicationsfor insurance of revenue bonds andto insure the payment of principaland interest on those bonds. In theevent of default, the administratorwould be required to pay only the

amount necessary to cure the de-fault.

The legislation outlined by theMTA Board Chairman will soon beintroduced in Congress.

ENGLE APPROVES INSURANCE PLAN

In his remarks, Senator Engletold the assemblage at the SheratonWest it was his feeling that legisla-tion of the type MTA proposes inthe Transit Revenue Bond Insur-ance bill would receive more favor-able consideration by the adminis-tration in Washington than wouldlegislation involving direct loans orgrants.

"A direct loan program for masstransportation facilities could up theFederal budget a billion dollars," hestated, "and although that money isin the nature of a capital investmentand will be repaid, it neverthelessmakes the administration financialplanners unhappy when they wantto come up with a balanced budgetnext year.

"I have a feeling that when thePresident makes his recommenda-tions he is going to try to come upwith some kind of incentive pro-gram to solve the mass transporta-

tion problems without the heavy Im-pact that direct loans would haveon the budget. lt might be that they(the Administration) will rely onguaranteed loans, or they may rec-ommend a combination of grants-in-aid plus guaranteed loans .. .

"It will therefore be my inten-tion to broaden the bill which I haveintroduced to accomplish these pur-poses."

GOVERNOR LAUDS MTA BOARD

Praising the MTA Board, Gov.Brown said, "The progress made inLos Angeles by the MTA is nothingshort of remarkable. We are stand-ing on the threshold of events whichmust make transportation history."

The Governor said that a rapidtransit system must be built to re-lieve traffic on the freeways. Headded, "Every eng ine e ring andeconomic study has proved thatrapid transit can be built and builtnow."

Chairman Eyraud said, "We'regoing to build this system." Queriedas to the time schedule, he statedthat if a financing bill were passedin early 1962, making it possible tostart construction in June, 1962,people "can ride 42 months afterconstruction starts."

SUBWAY AS FALLOUT SHELTER

Considerable interest was shownby the speakers in use of the sub-way portion of the Backbone Routeas a fallout shelter.

In speaking of his bill, S 2390,Senator Engle said, "We are askingthe government to make moneyavailable at less than the commer-cial interest rate. As a quid pro quo,we are offering the Federal Govern-ment 121/2 miles of undergroundarea for fallout shelters that can beeasily and inexpensively adapted forthat use. We think that this is a fair

exchange, especially in the light ofthe program announced by the Pres-ident to spend $250,000,000 in fall-out shelters."

He went on to explain that sidetunnels could be built from base-ments of principal buildings alongthe subway route to connect withthe subway tunnels.

"The MTA plan . . . offers 12miles of subway fallout shelter un-der the longest business main streetin California—Wilshire Blvd.,"pointed out the Governor.

Filters and closures would pro-vide protection from fallout to thoseseeking shelter in the tunnels, Mr.Eyraud stated.

Individual progress reports weredistributed to those in attendance.

Pension Plan ImprovedFor Maintenance Employees

AN IMPROVED PENSIONPLAN for employees representedby the Amalgamated Transporta-tion Union, Division 1277, was en-dorsed by the MTA Board at itsmeeting October 17.

Pensions under the improvedplan are increased approximately16 2/3% over those previously al-lowed, although the rate of con-tributions is not raised.

Officially known as the "Los An-geles Metropolitan Transit Author-ity Maintenance Employees Retire-ment Income Plan," the improvedversion was made effective as ofJune 1, 1960. The retroactive fea-ture will require double pay-roll de-ductions by certain classes of em-ployees until their contributions areup to date.

A summary of the provisions ofthe improved plan was given to eacheligible employee by the PersonnelDepartment.

Christmas Ad CampaignTo Feature Billboards

BILLBOARDS will be used forthe first time as an important ad-vertising medium in an extensiveadvertising campaign beginningNov. 20 to attract Christmas shop-pers to MTA service.

With the slogan, "Shop by Bus-Save Nerves and Money," 450seven-sheet (7' wide and 8' high)billboards will carry four-color pro-cess ads using an attractive pictureof a mother, daughter, and sonleaving an MTA bus after havingcompleted their shopping. To adda touch of humor, the small sonhas snatched the white beard froma department store Santa Claus.

The same photo and message willbe used:

• On 300 king-size outside busposters and on a full showing of

inside car cards.• In black-and-white ads in Los

Angeles metropolitan newspapersduring the week of Nov. 27, and insuburban papers during the weekof Dec. 4. The circulation of thesepapers totals over 3,000,000.

• In take-one folders on allMTA vehicles.

• On banners in the MTADepot at Sixth and Main Sts., LosAngeles, and on display cards instreet-floor windows of the TransitAuthority Building, 1060 S. Broad-way.

During a four-weeks intensiveradio spot campaign beginning Nov.27, the MTA message will be heardin recorded telephone conversationsbetween two feminine voices.

Social Security Tax RateGoes Up Ys% Jan. 1

YOUR PAY-ROLL DEDUC-TION for Social Security will go upnext year.

MTA's contribution to Social Se-curity will also go up, since MTApays to the government an amountequal to your own.

The increase will be from 3% to31/2 % on earnings up to $4,800 ayear, beginning Jan. 1. This meansthat the maximum deduction foryou, and the maximum payment forMTA, will go up from $144 to$150 a year.

Several new Social Security bene-fits have been provided in the pastyear. One of the more important ofthese ailows men, as well as wom-en, to retire, with reduced benefits,at age 62.

RETIRED EMPLOYEES

You May Be Losing BenefitsOf 1960 OASI Amendments

THOUSANDS OF DOLLARS inSocial Security benefits may be lostto a number of retired workers ortheir survivors if they do not applyfor their payments before the endof this month, according to VictorChristgau, Director of the Bureauof Old-Age and Survivors Insur-ance.

With the 1961 amendments tothe Social Security law crowding thechanges of late last year from thepublic eye, Mr. Christgau said,many people affected by the 1960amendments have apparently notyet learned of their eligibility forpayments.

THREE NEWLY ELIGIBLE GROUPS

These three groups were madenewly eligible for benefits beginningwith the month of October, 1960:

1. Those persons made eligiblefor benefits under the 1960 provi-sion which reduced the amount ofwork needed to qualify for pay-ments (now even further reducedunder this year's amendments).

2. Survivors of workers whodied between March 31, 1938, andJanuary 1, 1940. (These benefitshad been payable only to survivorsof workers who died in 1940 orlater.)

3. Aged dependent widowers ofwomen workers who died beforeSeptember, 1950, when this type ofbenefit was not payable.

Workers who have been totallydisabled for a year and a half ormore, and their dependents, may

lose some back payments if they donot apply for their social securitybenefits before the end of Novem-ber.

APPLY NOW TO REDUCE LOSS

Under the law, Social Securitypayments may be retroactive for upto 12 months, Mr. Christagau ex-plained. Therefore, for those per-sons who became eligible for pay-ments in October of last year, whenmost of the 1960 amendments wentinto effect, each month of delay inapplying for their benefits will nowmean a month's benefit lost.

Also, there are many aged work-ers who have not applied for bene-fits because they feel they are nowearning above the maximum to beeligible for payments, Mr. Christ-gau added. They may be wrong, hesaid, especially since new changesin the law have been made. In fact,they may be eligible for paymentsfor some months of 1961, if not forthe entire year.

Moreover, he pointed out, evenif they are not eligible for paymentsnow, by applying now, they can re-ceive their benefits as soon as theydo become eligible.

Stars of Yesteryear Aid"Golden Ticket" PromotionOPERATOR Robert Fairfax, of

Division 1, helps Babe London,film comedienne of the early days,from bus as Francis X. Bushman,one-time world-famed romantic filmhero, holds a "Golden Ticket" sign.Mr. Fairfax had just pulled up infront of the Orpheum Theater onBroadway, Los Angeles, with a bus-load of the young in heart, includ-ing the former movie greats. MissLondon and Mr. Bushman hadagreed to help with the promotionof a new activity planned for seniorcitizens. Press and television cam-eramen were waiting, by prear-rangement, at the Orpheum to kickoff the promotion. The activity:

A Golden Ticket, good for onefree ride on MTA vehicles duringoff-peak hours, is now given seniorcitizens who Show reduced-f areidentification cards and present anMTA transfer at downtown LosAngeles theaters participating in anew plan to offer citizens so quali-fied admission charges reduced byabout 25%. The Golden Ticketsare given out at the box office atthe following theaters: Hillstreet,Los Angeles, Orpheum, Palace, Ri-alto, and Warren's—all in down-town Los Angeles.

The plan became effective Nov.8. It was arranged through the co-operative efforts of the Los AngelesCounty Division of Senior CitizenAffairs, the Metropolitan TheatresCorporation, and the MTA.

At its meeting of Oct. 3, theMTA Board had voted to continuethe trial of the reduced-fare pro-gram for senior citizens until Jan.16, despite the fact that revenuefrom the 53,000 people now re-gistered had been running at lessthan the break-even point.

The reduced theater admissionprice program is the first of several
