State of Illinois Capital Development Board Request for Board Approval of Proceed Order Project Number: 120-135-063 Description: Replace Windows Logan Correctional Center Lincoln, Logan County, IL Using Agency: Department of Corrections Architect/Engineer: Allied Design Consultants, Inc. 1413 So. Springfield, IL 62704 Total Project Budget: $4,700,000.00 Unobligated Funds: $1,837,970.89 Total Spent to Date: $1,908,525.50 Percent Complete: 60% Project Manager: Chris MacGibbon Project History: The Logan Correctional Center is a 60-building women’s maximum/medium-security facility established in 1978. The scope of work for this project includes the removal of over 600 existing single hung window systems and security screens within the ten occupied housing units that have deteriorated beyond repair due to excessive abuse by inmates. Removal of the windows and security screens will be completed by the asbestos abatement contractor, and the installation of new thermally broken aluminum single hung windows and new security screens will be completed by the general contractor. Throughout the design phase of the project, the sills that were examined appeared to have simple cracks and spalling that would not affect the window replacement and did not warrant replacement at that time. Due to the nature of the facility, the security measures, and the asbestos containing materials, it was not conducive to perform a deconstructive investigation to determine all existing conditions. Some of the sills were also covered by steel angles and not visible. Removal of the windows at building #7 (the first building under construction) began and it was determined that the masonry between the limestone sills, which was covered by the wood windowsills, was loose and protruded above the sills. As required by the drawings, this did not provide a suitable substrate in which to fasten the window frames and did not establish a smooth transition to install the aluminum f lashing. The repairs to the windowsills in building #7 were completed under Proceed Order G-1 in the not-to-exceed amount of $40,000. A review of the sills at the remaining nine buildings was completed and it was determined that they are of a similar construction to the sills in building #7. As a result, 58 sills within the remaining nine buildings were identified as needing replaced because they have also deteriorated beyond repair. Once removal operations of the existing windows begin, there may be additional sills identified that will need to be replaced. The contractor has accounted for the possible additions in the not-to-exceed cost of Proceed Order G-2. Description of RFP Change: This change will allow for the modification of existing sills and replacement of various other sills as necessary. The contractor shall provide additional costs to remove existing deteriorated sills and provide new sills to match the remaining existing sills to the greatest extent possible. The contractor shall also provide the additional costs to chip/grind/remove the existing brick and mortar to allow for the installation of a f lowable mortar/grout that will provide a substrate suitable to fasten the frame of the window to, and to provide a smooth transition for the aluminum flashing. Work will be monitored by the Architect/Engineer and final RFP/CO G-2 pricing will be validated through time and material tracking. The asbestos abatement contract is unaffected by this work. This will be classified as an undiscovered condition. Requested Action: We are requesting approval of Proceed Order G-2 in the amount of $420,000.00. Contractor Trade Proceed Order

Stratton Building Springfield, Illinois 62703 Re: Proceed Order G-2 & RFP/CO G-2 Window Replacement Work Logan County Correctional Facility Lincoln, IL CDB# 120-135-063 Dear Mr. MacGibbon: During our initial site visit in November of 2018 and the design phase of this project, there were sills that appeared to have simple cracks and spalling but did not appear to affect the window replacement and did not warrant replacement at that time. It was discussed with all parties involved in the project and a decision was made based upon the budget and the fact that the sills were not severely damaged, that the project would not be designed to include sill replacement. Due to the nature of the facility, the security measures, and the asbestos containing materials, it was not conducive to provide a deconstructive investigation to determine all the existing conditions. Some of the sills were covered by steel angles and were not visible. Since our initial investigation, the inmates of this facility have been disposing of water and other liquids through the windows and screens which has led to the rapid deterioration of the limestone sills. During the beginning stages of removal operations, it was discovered by the contractors on site, throughout all 10 buildings, that there are various limestone sills deteriorated beyond repair that will need to be replaced. An onsite review was performed by the A/E and both Contractors. After review of all the windows with the contractor, we have identified 58 windowsills that will need to be replaced. There may be additional sills that need to be replaced after removal operations of the existing windows and screens. All costs associated with additional windows have been accounted for in the change order costs. Along with the deteriorated limestone sills, it was determined by the contractor that the sill construction between the existing sill and the interior wall construction was not a sufficient substrate to fasten the new screens, windows and trim as required. Under this change order, the contractor shall provide flowable concrete fill to provide a suitable substrate to install the screens, windows and trim as required.

PROJECT SCOPE OF WORK:The Illinois State Fairgrounds in Springfield is a 163-building facility established in 1894.
The scope of work provides for rebuilding and resurfacing the roadways and sidewalks to place them in serviceable use to stop tripping hazards and prevent vehicle damage, including all necessary ADA improvements.

PROJECT SCOPE OF WORK:
The main purpose of the IEWP is to address requirements for energy and water security and resilience, including energy and water efficiency and conservation, renewable energy, alternative water and alternative fuels policy goals.
The scope of work provides for assessing approximately 13 armory/readiness center locations throughout Illinois for the purpose of developing a baseline condition and risk assessment report related to the security of the facility's energy and water systems. That information will be integrated into the IEWP road map that the installation can use to actively pursue capital investments, including but not limited to, infrastructure improvements that increase the energy and water security and resilience and security of the installation. The A/E shall address best management practices and Operations and Maintenance (O&M) measures where applicable. The IEWP will document the installation requirements, risks, opportunities, projects, funding strategies and performance metrics required to achieve compliance with energy and water security goals outlined in Army Directive 2017-07 (Installation Energy and Water Security Policy) dated 23 Feb 2017 and other Federal, Department of Defense (DoD) and Army policies and regulations.
The IEWP is driven by Army energy and water security goals outlined in Army Directive 2017-07 and provides a road map for supporting Army installations in achieving increased security, resilience, readiness and mission assurance. The goal is for the IEWP to serve as a useful, "living" planning tool to reduce the number of energy and water security and management planning requirements from four reports to one report. The IEWP integrates higher-level strategic guidance, plans and policies with installation and facility-level data into a holistic roadmap that enables the installation to work constructively toward enhancing mission readiness through energy and water management and security and resilience.
Locations include: Springfield (Camp. Lincoln), Urbana, Chicago Northwest (Kedzie Avenue), Chicago North Riverside, Bartonville, Normal, Bloomington, Peoria Army Aviation Facility, Decatur Army Aviation Facility, Kankakee Army Aviation Facility, Sparta, East St. Louis and Marseilles Training Site.

PROJECT SCOPE OF WORK:The Lincoln Land Community College in Springfield is a 12-building facility established in 1971. The Menard Hall(JC25B) is a 90,640 square foot, 3-story building established in 1971.
The scope of work provides for renovation and expansion of the student services center in Menard Hall. Areas to be renovated include existing registration, admissions, testing, financial aid, advising, counseling, records, Open Door, TRIO and other similar student services functions. Adjacent classroom space will also be required to be renovated/converted over to student services functions. The area in Menard Hall will need a complete renovation of approximately 21,000 square feet of space on the first floor. Updated mechanical, electrical, networking and plumbing systems, including lighting and bathroom renovations. New floor finishes, walls, doors, cabinetry, ceilings, etc. will all be part of the project as well. Minor work to the exterior building envelope.

The A/E will need to determine if any components of this project are eligible for a utility company or other energy grant/rebate and will be responsible for preparing and submitting the grant application if the project qualifies for the rebate.
