ELL Program Background Information

Was established in the fall of 1975 in response to an influx of

refugee students from Southeast Asia after the Vietnam war.

Started with less than 300 students from Cambodia, Laos and

Vietnam.

Currently serves nearly more than 5,100 students.

Is roughly at 16% of the DMPS student population.

Has more than 80 language groups.

Begins to have more U.S. born ELL and long-term ELL.

Goals of the ELL Program

To educate English Language Learners to the same rigorous curriculum standards as all students in the district while achieving English language objectives in the areas of listening, speaking, reading, and writing.

To promote pride in students’ cultural and linguistic identities, maintain cultural heritage, and prepare students to actively participate within American society.

To ensure that the educational process is a cooperative effort between home and school by creating opportunities to involve family, community, and staff.

ELL Program Enrollment Criteria

Met the identification from the Home Language Survey.

Has low level of English language proficiency as measured on the Language Assessment Scales test (Initial Placement Assessment).

Has permission from parents or guardians.

ELL Enrollment Trends Since 2000

In 10 years…. • The program population increases 90% • Went from 8% to 15% of the total K-12 population • It now constitutes roughly at 20% of the population in K-5 program

Of the 311 students, 58 have been exited already from the ELL program.

Ninety-one (91%) percent proficient in Reading

Eighty-eight (88%) percent proficient in Math.

When their scores are removed from the pool of scores, the remaining ELL proficiency is 55% for Reading and 58% for Math.

There is a direct relationship between the student’s English Proficiency level as measured by I-ELDA and the Proficiency level of ITBS

Classroom teachers are critical part of the language development process for ELL at the level 3 or above.
