Eighteen years’ experience have earned Chigwell Construction a reputation for completing projects to time, to budget, to quality, and safely, with a further focus on the environmental impact of our activities. We adopt a friendly and collaborative approach to working with our clients which has generated a number of long-term partnerships and much repeat business. Our motto is ‘Right First Time’ for good reason.

Our core activities are:

• Planned refurbishment work including Decent Homes improvements, voids refurbishments and cyclical repairs.

• Responsive repairs and day-to-day maintenance work including out-of-hours and emergency works.

• New builds, extensions and loft conversions.

We always strive to go that extra mile to exceed our clients’ expectations and this is evident not only in the KPI targets we achieve on all contracts but by the added value incentives we also deliver to clients and residents.

A key factor in our success is undoubtedly the staff we employ and the only works which we choose to sub-contract are scaffolding and asbestos removal. We manage costs, safety and quality by having an in-depth knowledge of our team and their strengths, all staff being fully conversant with our policies and procedures. We currently have 188 employees including eight Gas Safe Engineers and nine NICEIC Electricians.

Tell me about Coopersale Hall School?Coopersale Hall is an independent fee paying preparatory school for boys and

girls from the ages of 2½ to 11. Only 2 minutes from Epping High Street, it is

convenient for families from Epping, Woodford, Loughton, Chigwell, Harlow and

Brentwood. We provide children with the best chance to maximise their potential to

move onto the school of their choice at age 11. We are able to apply traditional

values with modern ideas and techniques in an environment that encourages

children to love learning.

What is the style of education on offer at Coopersale Hall School?Coopersale Hall gives an excellent grounding in all subjects and our very

experienced class teachers ensure that children’s knowledge has a secure basis on

which to build. We have a high staff to pupil ratio and ensure that children get the

opportunity to learn individually, in small groups or through whole class teaching.

What happens for children who are strong academically? The Gifted and Talented programme identifies children who have a particular flair

for a subject and helps them to maximise their full potential. We try very hard

not to label children and are often able to support the children quite intensely

Headmistress, Kaye Lovejoy talks about education

without them or their friends realising they are doing anything differently from

the ‘norm’. This is one of the strengths of having small class sizes and more

individualised, personalised learning by staff who really get to know the children

well.

How do the assessments work?We use several methods of testing the children, but the main focus is through the

PIPs assessments. These allow us to compare the children with national averages,

predict trends in current and future performances and help to set individual targets.

The information is incredibly useful for us to measure the children’s performances

so we can get a better picture of how they’re doing.

What preparation can be expected for entry into senior schools?Preparation starts in Year 3 with more teaching from specialist teachers who follow

a focussed curriculum. There is a ‘Choosing Senior Schools’ evening for Year 4

parents to discuss preferred choices and throughout Year 5 preparation increases

appropriately. At the start of Year 6 as the practice papers and verbal/non-verbal

reasoning skills progress, I carry out mock interviews with children to prepare

them for their entrance procedures. We have a good working relationship with

the majority of local senior school heads and have visited their schools or invited

them to Coopersale Hall. We aim to offer an excellent education throughout the

age ranges, and feel we really excel as children move into our Year 3 and beyond.

How do parents nd out more?We have Open Mornings in March and October each year, and we have a

number of slots each week for parents to have individual school tours. I like to talk

to parents personally about how Coopersale Hall School can best suit their child as

it gives me the opportunity to get to know each family from the first visit. We have a

large number of followers on twitter now and prospective parents are able to learn

about us from our school website.

Strong rise in UK house prices in May

As always, the property sector is awash with statistics. Currently, theyindicate that the outlook for the housing market is extremely good.Halifax, part of Lloyds Banking Group and one of the UK’s largestmortgage lenders, have reported that UK house prices rose by 0.4%in May, the fourth consecutive monthly rise. In the three monthsMarch-May 2013, they have seen a 1.5% increase in property values.

More positive news came from The Chancellor of the Exchequer,George Osborne, whose recent initiatives to boost the housing marketthrough his, ‘New Buy’, ‘Help-to-Buy’ and ‘Funding for LendingScheme’, appear to be paying off. According to the Markit/CIPS UKConstruction Purchasing Managers’ Index (PMI), residential housebuilding in the UK grew at its fastest pace for 26 months in May.This index rose to 50.8, its highest level since October 2012 and upfrom the 49.4 recorded in April. Any figure above 50 represents growthin the sector.

Recent research indicates that the number of mortgage productsavailable has increased substantially since April 2012 – from 2,458 to3,288. In addition, the number of 60% LTV (Loan to Value) productsavailable has increased by 94%, from 285 to 553. Whilst 80% LTVproducts have increased by 48%. At the same time, many interestrates on fixed rate mortgages have decreased – more good news forproperty buyers.

Another regular publisher of such figures is the aptly named Officefor National Statistics (ONS). They report that, in the South East, theaverage house price in March 2013 was £293,000, whereas inthe London area it was nearer to £400,000 and nationally (England)the figure was £235,000. All these prices reflect increases over the 12 month period to March 2013: South East 3.3%, London 7.6% andEngland 3.0%.

Meanwhile, the ONS’s Wealth and Asset Survey (2008-2010) asked46,000 respondents to measure the value of their homes, togetherwith any second/holiday homes and subtract any mortgagesoutstanding. Surprisingly, for those aged between 45 and 64 (thebaby-boomers), 19% had amassed more than £1m in householdwealth. In London this figure rose to 22% and in the remainder of theSouth East 28%.

The London School of Economics has found that the over 55 yearold, so-called ‘baby-boomers’, represent most of the UK’s 2.5m“millionaire households”, as they are the ones who have benefitedmost from rising house prices. Pensioners have accumulatedproperty worth £770bn in England, Wales and Scotland and nearly4.7m of those own their homes outright. These properties rose invalue by £1.2bn in the past three months, according to KeyRetirement Solutions, an advisory firm.

And to finish – another statistic: the Council of Mortgage Lenders, saythat, on the buy-to-let front, landlords were advanced £4.2bn, covering33,500 mortgages in the first quarter of 2013. Even though half of thisamount was for remortgaging, the sector continues to grow.

Even taking into account the phrase, ‘lies, damned lies and statistics’,the outlook seems to be more positive than it has for some time.

Or, to put it another way, how to stop developers taking over and building on our common land...

When summer eventually arrives (and as I prepare this article the wind is howling, the rain is lashing down so summer still seems a rather alien concept) then hopefully you will be able to visit the local park to enjoy yourself with family and friends. Whether it’s having a picnic, playing sports or walking the dog we can all spend hours in the great outdoors.

But this is something that we cannot take for granted. At times it is necessary for local residents to take action to protect their

‘common areas’ such as fields or small greens in the immediate vicinity of their homes.

If such land is being threatened with development urgent steps need to be taken to register the land under the Commons Act of

2006. If the land is registered then it will be protected and safe from future development.

Registration depends upon being able to show that a significant number of local inhabitants have used the land, as of right, for

lawful sports and pastimes for a period of at least 20 years.

As you may imagine, this has been a popular tactic by residents of areas where small village greens have been used by them for

many years. In a recent case however, the concept of what constitutes a ‘town or village green’ has been significantly extended.

The case involved a beach at Newhaven. A breakwater had been installed as part of a port development and that had resulted in an

area of sand building up. The issue raised was whether a tidal beach could be registered as a town or village green. The area of land

in dispute, although tidal and covered by water for much of the day, had been used by local inhabitants for lawful sports and pastimes

for at least 20 years. The local authority applied for it to be registered as a town or village green, but this was opposed by the owner

of the land, the Port Authority. The Court of Appeal upheld the application and decided the beach should be protected. The Port

Authority, needless to say, is aghast at the decision and the case is currently on its way to the Supreme Court for a final ruling.

You may think this is not particularly relevant in West Essex

as we are hardly known for our tidal beaches.

But the court decision has fairly far-reaching consequences.

For example at the moment an application is being made

to have the grey, graffiti-splattered concrete area under the

Southbank centre classified as ‘community space’ to prevent

it from being redeveloped for retail units, cafe and a new

entrance to the cultural centre. To skateboarders this dingy

area has become sacred territory with its concrete lumps and

ramps which have been used continuously by skateboarders

for 40 years.

So if you believe your local community areas are at risk seek

advice and you may be surprised at what you can achieve.
