This period from early September to December promises a significant improvement on last year and certainly closer to the healthy levels of transactions that will allow this recovery to be sustained. All of our officeshave reported high levels of interest and have agreed many sales with chains finally being connected due to the pent-up demand that has been steadily building over the last few years. Fortunately we have been instructed on some of the best properties in the area so consequently we have been able to match buyer to seller quickly and efficiently with both sides of thetransaction feeling they have achieved a good deal. This balance is not only extremely good for the recovery it is also finally allowing many buyers, who were in rented accommodation awaiting this moment, to make their decisions to purchase.

Most of us accept that the Central London market acts independently ofthe normal marketplace because of its international appeal and this hasobviously created a spike in demand particularly as it is perceived as a safefinancial haven. Fortunately, because of our proximity to the City, wedo receive some reflected interest, many of our clients having businessesrelated to the City. As a result we benefit from the London ‘feelgood factor’.

We have listed five good tips which we at Lawlors believe will provide our clients with the best ways to capitalise upon this improving market.

1. LOCK INTO A FIXED RATE MORTGAGE With base rates held at 0.5% mortgage lenders are tripping over themselves to offer evermorecompetitive deals. NOW is the best time to lock into a really good long-term, low rate fixed mortgage deal.

2. PRICE TO SELL The temptation to increase the asking price of your property is great given the belief that the market is moving upwards

swiftly. However the reality is that buyers still need to contend with high Stamp Duty costs and associated expenses. Our advice is to price your property to sell in this market and to take advantage of the new stock that is coming onto the market to make your move go quickly and smoothly.

3. INVEST IN BUY-TO-LET PROPERTY As base rates are at an all-time low, it is very difficult to achieve a decent return on traditional investment saving schemes. Therefore investment in property for rental should be a number one priority. Despite the Government’s best efforts to increase the housing stock it will take a number of years, if ever, for the supply of housing to keep up with demand. We therefore feel it is a pretty safe bet that, if you have a good property available to rent, it is more than likely going to increase in value and give a good return.

4. HELP YOUR CHILDREN ONTO THE PROPERTY LADDERAlthough the Government has introduced a number of schemes to help first-time buyers, it is inevitable that most first-timers will require further financial assistance. Although it is up to each parent to decide how much they can do to help their children, there are various tax advantagesto gifting as well as lending money to children to get them on the ladder. One thing is for sure and that is that the long-term prospect of property values is upwards and this is a golden opportunity to get on the ladder with interest rates held so low.

How do your schools perform academically?At our two prep schools Coopersale Hall and Oaklands, we prepare children for entrance exams to a wide variety of schools at 11+. Most get their first choice of school, whether selective or state. This year many Year 6 children have been spoilt for choice! At Normanhurst, our students sit GCSEs at age 16 and they consistently perform extremely well. Small class sizes allow more individual attention.

How do you keep in touch with what parents want from their children’s school?We tend to send out a parent survey every few years. Spring Term’s survey showed that the overwhelming majority are delighted with each school and their children’s progress. Where constructive ideas for further development have been made, these have been implemented very quickly. Each Headmistress and I have held informal coffee mornings for each year group this academic year, which have been

incredibly useful to chat openly and listen to feedback.

What was new last year and what plans are coming up?Science features heavily on the curriculum, so last year we upgraded Normanhurst’s main Science Lab and this summer we will be upgrading the Science areas at Oaklands and Coopersale Hall. Oaklands had a new library at Easter, and both Oaklands and Normanhurst will benefit from Kindergarten refurbishments over the summer. Coopersale Hall has recently had a new nature reserve. We constantly review the education on offer and are always expanding the enormous choice of before and after school activities at all three schools.

How does being a group of schools benefit pupils and parents?The three schools together have around 750 pupils and 220 members of staff. This means we can share best practice and good ideas more readily. We hold regular combined events, such as the September Year 3 camp night, Autumn Term Art Exhibition, and Spring Term Music Festival. These offer excellent opportunities for the pupils and help to bring the schools together.

How useful are Inspection Reports for parents?Being inspected by a team of fellow professionals is challenging, particularly as we are given only 5 days’ notice of a visit. This means we have to be ready all year round and so are constantly developing our education and all three schools regularly gain ‘outstanding’ and ‘excellent’ comments at. Parents should read inspection reports in detail as an independent review is invaluable for judging a school’s performance.

Can prospective families see your schools in more detail?Although our official Open Days are in October and March each year, prospective families are welcome to arrange a private tour with the Headmistress at any time. Competition for places is high so early registration is essential.

We take enormous pride in our work and welcomed the opportunity in August last year to create a new annexe for Haven House Children’s Hospice. Honoured to be invited to work on such an important and meaningful project we have continued to push the boundaries of possibility.

To take advantage of The Department of Health funding has demanded strict design and time constraints. To design, secure planning permission and complete the build all within in a twelve month period to qualify; has been challenging beyond belief but we feel a euphoric sense of achievement complying with the requirements set that we have finally started on site.

The annexe will truly change the hospices’ operational life, enhancing the child care all able to be realised with the help of manufacturers /suppliers and the contractor Mason Construction; this building will truly be a project to be proud of.

Our understanding and obsession of working spaces to their maximum potential; enabled us to complete this project not only architecturally but with the highest quality of interior and lighting design.

We believe our acknowledgement for this project reflects our unique working ethos. We are uncompromising in our pursuit for new and exciting designs; driven by delivering outstandingly creative schemes to perfection.

Following a successful year we have been inundated with exciting project opportunities, both residential and commercial. Whilst few would doubt the necessity of a system controlling the advancement of development, an inconvenient consequence of such controls is that, in times of economic hardship, they can stunt the growth that could otherwise flow from a liberalised planning system.

The current coalition government were all too aware of this when taking office and in the Chancellor’s budget of 2011 it was announced that changes relaxing some of the restrictions imposed by the planning rules would be introduced.

Following much consultation, a new Permitted Development Order came into force on 30 May 2013. “Permitted development” is development that is deemed automatically to be granted planning permission without the requirement for a full express application to the local planning authority, although there may be other requirements imposed by the planning authority that are prerequisites to such development taking place.

The new permitted development Order - the Town and Country Planning (General Permitted Development) (Amendment) (England) Order 2013 to give the full title – has increased permitted development in a number of areas and is intended to boost the economy by reducing the burden of the planning system on businesses and householders.

For householders, the permitted depth of a single-storey rear extension (not exceeding 4m in height) has increased from 4m to 8m for a detached house, and from 3m to 6m for all other houses. For extensions that fall between the former and the new limits, a “prior approval” procedure must be followed. The householder must notify the local planning authority before starting development, which will in turn notify the neighbouring properties. If the neighbours object, the planning authority will determine whether the extension’s impact would be unacceptable to the amenity of the adjoining properties.

Of more interest to commercial landowners, a change of use of a building from offices to a dwelling house is permitted without the need for express planning permission. This right is limited for a period of 3 years from the commencement of the new rules and will not apply to buildings for which other commercial permissions currently exist, such as industrial or storage units. As further limitation, express planning permission will still be required for any physical works required to the exterior of the property, and the building must have been used as an office before the new rules came into force (to prevent developers from building offices with the intention of side-stepping the requirements for residential planning permission). As with the new householder permitted development, a “prior approval”

process is in place. The local planning authority must be given notification of the proposed change of use, and may consider matters such as transport and highways in deciding whether or not prior approval is required. Prior to the commencement of this new right, a number of local planning authorities applied to be “exempt” from this new permitted change of use. These exemptions were mainly granted to London Boroughs, for which tight planning control, it was argued, is key.

The perhaps obvious concern of this permitted change of use is that it will result in the erosion of office premises, with individuals being housed in unsuitable locations. The government’s argument is that the loss of commercial units will be outweighed by the benefit of increased housing, and has sought to address any unsuitability via the prior approval process.

The government hopes that these planning changes will have a significant and positive impact upon the provision of housing, construction and the economy generally. Time will no doubt tell whether this is indeed the case.

Greater London leads property surge

Tube access much sought-afterThere are convincing indications that the UK residential propertymarket is on the way up in terms of both transactions and prices, withthe Greater London area leading the way. Statistics from the Councilof Mortgage Lenders (CML) show that more first-time buyers havebeen active during the past year, helping to release buyers further upthe chain. Government schemes such as Funding for Lending andHelp to Buy have boosted activity, as has a competitive mortgagemarket. It has even been suggested that a new property bubble isinflating, though government and lenders deny this.

The improved climate in the market as a whole has also given buy-to-let participants the confidence to invest alongside owner-occupiersmoving upwards. Capital growth is a vital part of most homebuyers’calculations; the prospect of a rising market clearly holds more appealthan the lacklustre conditions seen for several years after NorthernRock collapsed in 2007. Higher rents, as many aspiring first-timershave rented while trying to raise a mortgage deposit, have alsobuoyed BTL demand and helped cheer the wider market.

Investing in property as an owner-occupier or landlord is generally along-term proposition, so buyers need to look both at present marketconditions and the outlook for future years. Encouragingly, manyeconomists think that the current regime of low interest rates to aideconomic recovery will continue for some while yet. This view is basedon new Bank of England Governor Mark Carney’s signal that theBank’s low base rate is unlikely to rise any time soon, possibly not inthe next two or three years.

Regional variations in property market conditions often involveLondon and the Southeast leading the way and that was very muchthe case during the first half of 2013. At the end of June, Nationwide

Building Society said its data showed that the house price gapbetween London and the rest of the UK was wider than ever. In lateAugust, the Council of Mortgage Lenders said that total housepurchase lending in London during the second quarter had beenboosted by the increased lending to first-time buyers and showed arise of 18% compared to the same quarter in 2012.

Prices in the Home Counties and beyond tend to benefit as the Londoneffect ripples outwards. Research has consistently foundbuyers willing to pay a premium price for quality property in easyreach of a Tube station, both for their own commuting convenienceand for access by their domestic helpers from less expensive areas.
