County Board of Canvass Members: Lois Kiel, County Clerk Jessica Backus, Deputy County Clerk, and a

Democrat; Dorothy Boutin, a Republican, and Virginia Klemm, a Democrat. The Board of Canvass remained

the same for the duration of the recount, and they are hereafter referred to as the “board”.

Staff:

Tabulators were employed throughout the entire recount process to assist the County Board of Canvass. The

tabulators were: Donald Vogt, Biff Hansen, Donald Domrath, Donald Zimmer, Linda Flentje, Cheryl Domrath,

Chris Kluenker, and Joanne Fenlon. Poll Book Registration were: Sulynn Moore and Barb Sitkiewitz. Linda

VanKoevering was employed as Secretary throughout the entire recount process to assist the County Board of

Canvass.

Public notice was given pursuant to Wis. Stat. 19.81 et.seq., Stats. on November 29, 2016.

Observers and the general public were present throughout the canvassing process. They are listed at the

beginning of each day. See attached sheets.

observers.

At 12:19 p.m. the recount for the Town of Franklin, Wards 1-3 began. The following discrepancies were found:

A. Board Review: Thirty-eight (38) absentee ballots on the Absentee Log coincided with the Poll Log.

Thirty-six (36) was the number reported on the EL-105 Tally Sheet. The BOC corrected the number

on the EL-105 Tally Sheet.

B. Board Review: Ballot marked Exhibit A. The BOC determined it to be an over vote as the ballot

was marked for Trump/Pence and Johnson/Weld.

At 2:43 p.m. the recount for the Town of Centerville Ward 1 started. The following discrepancies were found:

A. Board Review: The original vote from the Canvas Tally Sheet for Clinton/Kaine was 104 and in the

recount the Clinton/Kaine total was 128. The total from the Original Vote from Canvas Tally Sheet

was 370. The total number of Voters and Ballots totaled 402. An observer questioned the large

discrepancy in vote totals for Clinton/Kaine. The observer requested a recount of the totals. It was

the decision of the BOC to accept the count as presented because the total from the Original Vote

from Canvas Tally Sheet was 32 votes short, therefore it was concluded there was an error on the

Original Vote from Canvas Tally Sheet.

and number 216 in the other Poll Book. Both Poll Books had number 217 assigned to Jacob

Muhowski. It was determined that number 217 had been used by Jacob Muhowski so D. Zipperer

was corrected to have number 216 in both books.

At 9:40 a.m. the recount of the Village of Mishicot Wards 1-4 began. The following discrepancies were found.

A. Board Review: Draw down because ballot count was 743 but only 742 voters on the Poll Books.

B. Board Review: Original vote count 743. Ballot total 742. Recount: 743, an additional ballot was

A. Board Review: Absentee Envelope Certificate was rejected by the BOC as there was no witness

signature on Certificate. Drew down a blank ballot from Absentee Scattering Ballots. Draw down

B. Board Review: Presidential only ballot issued to an overseas voter should have received a Federal

Office only ballot. Two (2) duplicate ballots, no label was put in the certificate section to indicate it

At 8:36 a.m. the recount of the Town of Two Rivers, Wards 1-2 began. The following discrepancies were

found.

A. Board Review: All Absentee Certificate rejected by the Chief Inspector on election day: (1) no

witness address on EL-122 Absentee Certificate, (2) EL-122 Absentee Certificate was not filled

out, (3) EL-122 Absentee Certificate was not returned with the ballot, and (4) absentee voter was

unregistered and voted in wrong municipality. Absentee Ballots reported on election night were 81.

Ballots 1-4 rejected, and 5 unreturned absentees bringing the absentee total down to 72, but only 71

certificates were returned and counted by the BOC.

B. BOC had to draw down 1 absentee ballot because there was not an El-122 Certificate or voter

number in the poll book.

B. Board Review: Determination of voter intent was unclear to tabulator. BOC determines vote for

corrects the reported number to 419.

B. Board Review: Ballot rejected. No signature by voter, no number given, ballot not counted.

C. Edge Roll has a break in the tape. Tallies of the tape were tallied twice with the same results. City

Clerk called the City Office to try and track down possible extra Edge Ballots. No more Edge

Ballots found. The total of One Hundred Forty-Six (146) stands.

B. There were Five Hundred Eight (508) Absentee Ballots sent out. Four Hundred Fifty-Three were

returned. BOC corrected the Absentee ballots cast on the EL-105 Tally Sheet to read 453.

C. Board Review: Determination of voter intent was unclear to tabulator. Write-in along with vote for

candidate. Write-in overrules candidate vote. BOC determines ballot to be counted in Scattering

because the write-in was not a registered write-in.

2. Voter came to Poll and voted in person. Absentee Ballot not counted.

3. Voter sent in the Ballot for the Primary Election. Ballot not counted.

C. Alphabetized Absentee Certificates to reconcile Poll Books to both have five hundred and seventy-

found.

A. There were two (2) rejected Ballots.

1. Voter deceased prior to the November 8, 2016 Presidential election.

2. Absentee Ballot returned with no Certificate. No name or address on envelope so there was

no way to identify voter.

B. Four (4) Absentee Certificates were enclosed with original Ballots.

C. Alphabetized Absentee Certificates were reconciled with the Poll Books both having four hundred

eight (408) Absentee voters. BOC changes the count to a total of four hundred eight (408).

At 12:40 p.m. the recount of the City of Manitowoc, Wards 15-16 began. The following discrepancies were

A. One (1) Absentee Envelope Certificate was found that contained a ballot that had not been counted,

but the voter was given a voter number. BOC determined Ballot would be added to paper ballot

count.

B. Alphabetized Absentee Certificates to reconcile Poll Books to both have six hundred and twenty-

eight (628) Absentee voters. Absentee voters were not properly marked in both poll books.
