EIT Regional Innovation Scheme (EIT RIS)
Objective
• Contribute to enhancing of the innovation capacity in moderate andmodest innovators* Member States and Horizon 2020 AssociatedCountries.
Approach
• Share and transfer good practices of knowledge triangle integrationemerging from the EIT Community’s activities and widen participation inKIC activities.
• A two way interaction scheme - While local actors benefit from the goodpractices related to ΚΤΙ and access to KIC activities, the InnovationCommunities gain access to business skills, talent, cooperationopportunities in education, markets and business, currently untappedentrepreneurial potential, innovation, knowledge, know-how andtechnology transfer possibilities.

EIT Regional Innovation Scheme (EIT RIS): Today
• All KICs explore opportunities under the EIT Regional Innovation Scheme
• The newly designated EIT Food will integrate the EIT RIS in their approach from the
very beginning, taking into account previous experience from other KICs
• Funding: 2016-> 6.9 MEUR and 2017-> 13.2 MEUR
• Countries covered currently by the KICs:
Bulgaria, Croatia, Cyprus, Czech Republic, Estonia, Greece, Hungary, Latvia,
Lithuania, Malta, Poland, Portugal, Romania, Slovakia, Slovenia and Serbia
• March 2017: Revised Guidance Note for EIT RIS
– Each KIC has to submit a 3-year EIT RIS Strategy. Deadline for submission:
15 September 2017
EIT RIS 2018-2020: the way forward
Pushing for the results
Development of a KIC EIT RIS Strategy for 2018-2020, identifying
level of ambition, goals and main directions, setting out a roadmap
Emphasis on the Knowledge Triangle Integration approach and its
transfer at local/ national/ regional level
Consolidated implementation framework
Stronger focus on results/impacts – specific KPIs
Proposed actions for building synergies with S3 & national/ regional
authorities
Each KIC can apply for between EUR 1.5 – 4 million annually
EIT Regional Innovation Scheme (EIT RIS): Intervention Logic 2018-2020
Via the EIT Hubs
Contribute to enhancing regional innovation capacity
Promote Knowledge Triangle Integration
Action Line IEngage local players in EIT KIC activities
Example outputs:
EIT RIS scholarships, internships, networking and matchmaking for start-ups, students and researchers in innovation projects, etc.
Action Line II
Mobilise, interlink and internationalise national/ regional networks
Example outputs:
Identification and initiation of joint projects and pilots based on Knowledge Triangle (KT) Integration approach among local KT actors
EIT Hubs...have a strong footing in local ecosystems and helps promote KICs’ good practises and know-how of KTI
• Evolution of the EIT RIS partnerships concept
Entry point for both sides:
• Interface for interacting with local players, mobilising and internationalising the
local networks, and ultimately fostering the Knowledge Triangle Integration
• Theme based (i.e. per KIC), or broader nature and encompass several linked
themes, such as climate change, energy, circular economy (i.e. cross-KIC)
• Integral members of the EIT Community at local/ national level with a vision to
‘grow’ within the KIC – EIT Community

EIT in the Future Innovation Landscape
Beyond 2020: Development of the
EIT’s Strategic Innovation Agenda
EIT Strategic Innovation Agenda (SIA) is the EIT‘s seven-year strategy which
defines the priority fields and strategic objectives for the EIT, including:
• An assessment of its socioeconomic impact and capacity to generate the
best innovation added-value;
• An analysis of potential and appropriate synergies and complementarities
between EIT activities and other Union initiatives, instruments and
programmes;
• An estimate of financial needs and sources and an indicative financial plan.
It takes into account the results of the monitoring and evaluation of the EIT.
EU-level goals the EIT will be contributing to:
• Contribute to sustainable European economic growth, jobs and competitiveness,
• Reinforce the innovation capacity of the EU, its Member States and regions,
• Address major societal challenges.
The specific objectives of the EIT will be to:
1. Foster and strengthen sustainable innovation ecosystems by connecting people,
disciplines, sectors, organisations and resources,
2. Enhance and bring solutions to societal challenges to the market by integrating
business, education and research,
3. Promote skills and competences for a strong inclusive entrepreneurship and
innovation culture,
4. Share innovative practices and learning and contribute to innovation policy in
Europe.
EIT Future Objectives
1. Foster and strengthen sustainable innovation ecosystems by connecting people, disciplines, sectors, organisations and resources:
Two distinct pathways:
1. Reinforcing the effectiveness and expanding the number of excellent
sustainable innovation ecosystems in our Innovation Communities
and hubs
2. Supporting regions to Excellence – our Regional Innovation Scheme
(EIT RIS):
Reinforcing the effectiveness and expanding the number of
excellent sustainable innovation ecosystems
• Ensure that EIT Community’s ecosystems continue to deliver impact beyond
EIT funding;
• Ensure continuous delivery of results and progress towards financial
sustainability of our five Innovation Communities
• Enhance the flexibility of our innovation model through continuous
simplification
• Set up new EIT Innovation Communities to address new challenges faced by
citizens and to realise the innovation potential in Europe;
• Strengthen the role of our innovation hubs in driving innovation and ensure
that they develop into acknowledged drivers of innovation at regional,
Member State and EU levels
• Enhance innovation impact by increasing collaboration across our
Innovation Communities and hubs
Supporting regions to excellence – Regional Innovation
Scheme (EIT RIS)
• Facilitate the strengthening of innovation ecosystems based on the KTI
approach, creating strong links between business, research and education
and engaging national and regional authorities
• Enhance institutional capacity of innovation actors by engaging in
activities with and transferring good practices, learnings and know-how of
our Innovation Communities
• Link the local innovation ecosystems into the pan-European innovation
system through cooperation with our Innovation Communities and hubs
(e.g. Twinning);
• Coordinate the EIT RIS with national and regional policy makers and
managing authorities and to promote and facilitate synergies and
complementarities with other EU initiatives and programmes
• Work with high-potential regions and their innovation ecosystems based
on strategy, thematic alignment and impact.
