1. Eco Product Design/Energy Label LOT1
Updates
EC method CEN/CENELEC method
Status Published in Official Journal of the EU (3rd July)
Adopted (27th June)
Proposed methodology
Impact on the label
- Most micro-CHP technologies likely to get an A+ label at best
- Labels A++ and A+++ are accessible to highly efficient micro-CHPs
Deadline to label products: 26 September 2015

1. Eco Product Design/Energy Label LOT1
Next steps – alternative routes forward
Short term: • Considering the choice between the two methodologies with respect to next year’s
implementation deadline. • Establishing an a priori dialogue with the ADCO group (Ecodesign market surveillance admin
coop group)
Long term: • Trying to gain support among the new Commission around the industry supported approach
regular review of Ecodesing/Energy Labelling Directives or review of Lot1 regulations
• Possibility for early review? Others?

2. Network Code on Requirements for all Generators (NC RfG)
Introduction
Requirements applicable to micro-CHP
www.cogeneurope.eu
2. Network Code on Requirements for all Generators (NC RfG)
Introduction
Emerging technology classification
Micro-CHP class is covered by the “emerging technology” classification
transitional arrangements for emerging technologies with a limited number non-
compliant Type A units allowed to be installed as long as the penetration in any synchronous area does not exceed a level still to be determined
new NC RfG comitology draft expected to include a threshold of 0.1% of the
maximum grid load 0.1% translates in approx. 300 MWel in Continental Europe and 50 MWel in United Kingdom

Timeline

• NC RfG – micro-CHP concerns:
• Threshold value (Title 6):
Ensure that the “emerging technology” classification threshold value is
defined in the NC RfG Agreement reached on 0.1% threshold
• Manufacturers derogation (Title 5):
NC RfG to allow manufacturers of small units to apply directly for a class
derogation Commission still to propose a text alternative
• Randomised disconnection (Title 3):
Randomised disconnection for a group of generators as an alternative to
individual units reducing active power in overfrequency situations
Not in Commission’s priorities/CENELEC and ENTSO-E currently
working on technical paper to supply evidence
2. Network Code on Requirements for all Generators (NC RfG)
Industry asks
www.cogeneurope.eu
• CENELEC/ENTSO-E
• Evidence paper on randomised disconnection benefits
• Technical specifications for the implementation of network codes
Call for manufacturers to contribute to the CENELEC/ENTSO-E survey by 30th July
Survey documents available here for COGEN members or by contacting [email protected]

Art.7: • MS are required to introduce an “energy efficiency obligation scheme”
requiring energy suppliers to save 1,5% of the annual energy sales to final consumers (from 2014-2020)
micro-CHP could be eligible as an end-use technology (e.g. Eligible for white certificates in France)
