3. Commission and Payment Terms

A. Retail advertising rates shown are net and non-commissionable. No discounts are allowed unless otherwise noted.

B. Payments are due by the end of the month for advertising space used during the preceding month. Credit privileges could be suspended on accounts not paying by the end of the month in which payment is due. Cash with order must accompany all orders from accounts which have not established credit with the Arkansas Democrat-Gazette.

4. Rate Policy

A. Retail advertising rates apply to advertising done by retail stores which sell to the public through one or more locations they own or control.

B. The Arkansas Democrat-Gazett e reserves the right to revise advertising rates upon 30 days notice and all contracts are accepted subject to this reservation. All mail related products are subject to postal rate adjustments. Postal adjustments may be reflected in advertising rates, upon notification by the postal commission.

C. The Arkansas Democrat-Gazette’ s liability for errors, lessening the value of an advertisement, shall be limited to republishing the incorrect part of the advertisement in correct form or to refunding such portion of the cost of the advertisement as it shall elect. Also, in the event of an error or omission, we will, if requested, furnish a letter of explanation which can be utilized by the advertiser.

D. The Arkansas Democrat-Gazett e reserves the right to edit, alter or reject any advertisement which it deems objectionable for anyreason.

E. The Arkansas Democrat-Gazett e will earnestly try to fulfill all reasonable advertiser requests for position and placement within the paper; but specific positions (page) cannot be guaranteed unless paid for by the advertiser at a rate of 25% additional to regular earned rates.

F. Should any governmental body levy a tax on any advertising covered by these rates such tax will become an additional charge to the advertiser over and above the rates mentioned here.

G. At certain times of the year, the Arkansas Democrat-Gazett e may reach its capacity to handle color advertising. The earlier reservations are submitted, the less likely it is that problems will occur .

C. COMBINATION DISCOUNTAny advertisement scheduled may be repeated up to twice, within 6 days after the first insertion, at a discount of 33% on the second insertion and a 50% discount on the third insertion. No more than 10% of the ad or copy may be changed for the repeat ad. Sunday ads in a schedule are not discounted.

D. CO-OP ADVERTISING1. Local retail rates will apply for any local advertiser utilizing available

manufacturer Co-Op funds.2. The Arkansas Democrat-Gazette will provide Co-Op advertisers

with tearsheets and an itemized Co-Op invoice. The advertiser is responsible for the total amount of advertising published.

Preprint Insert Rates

A. GENERAL INFORMATION1. Size Determination-sizes of inserts are determined by square

inches of actual page size, as follows:

Samples for approval and testing are requested for inserts less than 60 square inches.

2. Requirements-It is desirable for inserts to carry the newspaper’s logotype (masthead and date). These will be furnished by the publication on request. However, the Arkansas Democrat-Gazettewill accept preprinted inserts with or without logotype.

3. Acceptability-At publishers option. All sections and inserts are subject to review for copy and mechanical acceptability prior to acceptance. Preprints are accepted for partial, zoned or full circulation, daily and Sunday, holidays included.

4. Quantities-Delivered quantity requirements are based on circulation ordered plus provisions for unsold copies of the newspaper, estimated shipment and machine damage, and margin to provide for unpredictable circulation increases. Circulation is variable, therefore, it is recommended that the advertiser confirm delivered quantity requirements with their Arkansas Democrat-Gazette account representative prior to ordering pressrun.

B. All preprint insert rates are quoted as net cost per thousand.

C. PACKING AND SHIPPING REQUIREMENTS1. Preprinted inserts should be stacked on solid base non

returnable, disposable skids or pallets. Total height of stacked skids should not exceed 54 inches. Skids stacked higher than this must be double handled as they are received and cannot be stored in the climate controlled storage area.

2. Inserts should be neatly bundled and stacked on the skids and tied with a minimum of four bands. Fully packed cartons of smaller preprints should not exceed 40 pounds.

3. The top of skids should be the same size as the bottom and preprints should not extend beyond the edges of the pallet.

4. Protective covering should be placed on the tops and bottoms of skids, and cardboard sheets should separate tiers of bundles.

5. Preprinted inserts, cards and envelopes should not be tied together with wire, rope, string or rubber bands.

6. Name of advertiser, quantity, number of skids and distribution date should be identified on all skids.

7. Shipments of preprinted inserts should arrive at the newspaper at least 14 days in advance of the scheduled distribution date, unless prior arrangements have been made.

8. Shipments will be received Monday through Friday 8:00 a.m. to 4:00 p.m.

12. Contract and Copy RegulationsA. ANNUAL CONTRACT REGULATIONS

1. Contracts for the newspaper’s advertising are for one year from the effective date.

2. If sufficient space is used during the life of the contract to earn a lower rate, as shown on the contract schedule, the newspaper, at the end of the contract period, will rebate in the form of credit, covering the actual performance.

3. In the event the minimum space contracted for is not fulfilled, the advertiser will be billed, in addition to the rate charged, the difference between it and the rate actually earned based on the schedules shown.

B. COPY AND MATERIALS REGULATIONS1. Advertising set to resemble news matter or editorial material

must carry the word “Advertisement” at the top of the ad. Arkansas Democrat-Gazette news type cannot be used in advertising copy.

2. The setting of advertising copy, on order of advertiser, which is not used and revising or changing of original copy shall be paid for by the advertiser at cost of composition and other labor, ($10.00 per inch-composition; $40.00 per hour resetting). Such revisions or changes of original copy will be made only when it can be done without delaying the publication of the newspaper.

3. The Arkansas Democrat-Gazette will not be responsible for drawings or material left at its offices over 30 days.

4. The newspaper’s liability for an error will not exceed the cost of space occupied by the error. Credit allowed for first insertion only.

5. A charge will be made for illustrations requiring a reverse, half-tone or screen to be made by us. Black and white material should not contain the color red.

6. A 100 line screen is required for all halftones.
