• Project included in the FY2019-28 Capital Improvement Plan (CIP)
• Renovate the Education Center to both increase the capacity of Washington-Lee
initially, and later to adapt to possible future instructional and grade level changes
• Support APS Strategic Plan Goals, specifically for Healthy, Safe, and Supported
Students
• Address capacity by providing 500-600 high school seats
• Open by start of school 2021
• Spend a maximum project cost of $37 million, using every effort to spend less

• Ed. Specs. provide criteria critical for project success including:
• Mission and vision for teaching and learning
• Key design principles for High Performance Learning Environments
• Square footage allocations for program spaces
• Detailed pages for each space that include a description, adjacency relationships, and
other design requirements (furniture, special finishes, equipment, technology, etc.)
• Most recent division-wide Ed. Specs. were developed in 2004

• As noted in policy F-5.7 Construction and Maintenance, “School Board periodically
reviews square footage allocations for program spaces (space guidelines) to
assure provision of adequate space in each facility.” Similar language is in F-5.7
PIP-1 Capital Program Implementation.

• For every project staff develops Site-Specific Ed. Specs. that, at a minimum,
include a schedule of program spaces with required square footage allocations
• A more detailed Ed. Spec. document may be developed for projects involving non-
standard programs/spaces; recent examples are Wilson Site and Ed Center Reuse
• Site-Specific Ed. Specs. allow staff to refine design requirements based on:
• Alignment with the current Strategic Plan
• Alignment with current Department of Teaching and Learning practice and initiatives
• Updated guidance from the Virginia Department of Education
• Current best design practices for High Performance Learning Environments
• Lessons learned from recent projects

• Site-Specific Ed. Specs. are developed concurrent with the Concept Design phase
and are completed prior to the conclusion of the Schematic Design phase
• The criteria included in Site-Specific Ed. Specs. form the baseline for all design
submissions
• School Board has approved site-specific Ed. Specs. and/or schedule of program
spaces with the Schematic Design and Final Design of all recent projects

• Developed through a series of collaborative
meetings with Department of Teaching and Learning
and Washington-Lee High School leadership
• Reflect current APS pedagogy including:

Project-Based Learning
• Align key design principles with the APS 2018-2024
Strategic Plan
• Are adaptable to possible future instructional and
grade level changes
• Incorporate input on division-wide furniture and
technology standards currently being developed by
