EDUCATION
A. SITUATION ANALYSIS
A.1 EDUCATIONAL INSTITUTIONS
In 1993 there are only 49 schools operating in the municipality. After five (5) years other schools followed and this number reached sixty (60) or an increased of eleven (11) schools, some of them are vocational, computer schools and colleges.
Of the sixty (60) schools, thirty-five (35) are public elementary and six (6) private elementary, seven (7) public and four (4) private
secondary and eight (8) private tertiary schools occupying a combined area of approximately 40.8281 hectares or .24% of the total area of the municipality (Table 89).
Most of these schools are located in the Town Proper (Poblacion) except for the public elementary and high school which are distributed in
the different barangays of the municipality.
A.1.1 CONSTRUCTION MATERIALS USED AND EXISTING CONDITIONS Tables 91 show that all schools are made of concrete, lumber and galvanized iron sheets. Some needs repair but majority of them are still in
good condition.
A.1.2 SCHOOLS POPULATION/ENROLLMENT (1999-2000) Table 90 shows that the sixty (60) educational institution operating in the municipality registered a total population of 21,087 broken down
as follows: Elementary (Public-Private) 12,347, Secondary (Public-Private) 6,568 and Tertiary (Private) 2,172.
A.1.3 SCHOOL GOING AGE POPULATION ( BOTH SEXES) Table 92 shows that in 1999 based on the 1995 census of population and housing the school going age population by age group are as
follows: Primary and Intermediate combined is 12,024, Secondary (13-16 yrs. old) 6,158 and Tertiary (17-20) 6,063 or a total of 24,355.
A.1.4 SCHOOL GOING AGE POPULATION AND ENROLLMENT/PARTICIPATION RATE As shown above in 1999 of the targeted 12,024 school going age population in the primary-intermediate level combined 12,347 enrolled or an enrollment participation rate of more than 100%. This is due to strong immigration. Of the 6,166 schools going age population in the secondary level 6,158 enrolled giving an enrollment participation rate of 99.98%. Likewise, of the 6,605 in the Tertiary Level, only 2,172 enrolled giving an enrollment rate of 32.86%.
A.1.5 DROPOUT RATE (Table 93) Table 93 shows that in school year 1997-1998 the primary level registered a total enrollment of 7,845. Of this 7,511 graduated with 334 drop-out, thus, giving a drop-out rate of 4.25%. Likewise, in the same school year the intermediate level recorded a total registration of 3,143. Out of this number 3,022 graduated with 121 dropouts giving a dropout rate of 3.84%.
A.1.6 LITERACY RATE (1995) 1995 NSO survey on population and housing shows that of the 65,130 population of the municipality, 56,508 or 86.76% for both sexes are literate while 8,622 or 13.25% likewise for both sexes are illiterate giving literacy rate of 86.76%.
A.1.7 TEACHER/CLASSROOM FACILITIES
A. Adequacy of Teacher/Classroom Facilities (Student-Teacher-Student-Classroom Ratios per Schools) Table 90 show the overall picture of the Social Services sector (Education) in the municipality as of 1999. Of course the present scenario
will change once the municipality legally acquires its corporate existence as a component city. The primary/intermediate level which registered a total enrollment of 12,347 is being served by 372 school teacher distributed in 327
classrooms, thus giving the same student/teachers and student classroom ratios 33:1. In the secondary level it likewise shows a student/teacher and student/classroom ratios 34:1 and 44:1 respectively. Lastly, in the tertiary level which registered an enrollment of 2,172 as against 39 teachers and 73 classrooms would likewise give a student/teacher and student classroom ratios 14:1 and 24:1 respectively which are over and above the standard of 1:50 and 1:52 for student/classroom and student/teacher ratios respectively. Based on the above situation there is no need for additional teachers nor classrooms but some school rooms/building should be repaired.
A.2 VOCATIONAL/TECHNICAL EDUCATION There are only two (2) educational institutions in town offering vocational educations, technical and manpower training. As per data
gathered Asia Pacific Colleges which offers technical and manpower training registered 34 enrollees all of whom graduated and Golden West Colleges also registered a total of 112 graduates out of 200 enrollees. (Table 94)
A.3 PROJECTED SCHOOL GOING AGES AND ENROLLMENT
The projected school enrollment level (Elementary) by the year 2000,2001, 2002, 2003 and 2004 are 12,437, 12,481, 13,126, 13,693 and
14,293 respectively, assuming that 100% of the projected school going age population of the aforementioned year as shown in Table 92 will be enrolled. Likewise, the estimated school population in the Secondary Level for the same school year as stated above are 6,267, 6,376, 6,487, 6,500
and 6,613 respectively and expect a 100% rate if all the projected school going age population will be enrolled. In the tertiary level it is expected that school enrollment for the year 2000, 2001, 20002, 2003 and 2004 are 3,110, 4,218, 5,182, 6,215 and
7,143 respectively, assuming again that 100% of the projected school going age population will be enrolled. 2. PROBLEMS/ISSUES/DEVELOPMENT NEEDS With 301 teachers to handle the projected enrollment of 12,437 by the year 2000 in the elementary level gives a ratio of 1:40 meaning one
(1) teacher for every forty (40) student which is below the standard of 1:50. While it is true that the present student-teacher which 1:40 is very much with the standard, nevertheless there is a need to hire additional teachers to fill the backlog created by those who are to retire from the service or become incapacitated.
Table 90 shows that there are 12,347 enrollees in the elementary level housed in 285 classrooms giving a student-classroom ratio of 1:40
which means forty (40) students for every classroom. The present ratio is within the present DECS standard of 1:50. Therefore the present number of classroom is still sufficient to answer the projected enrollment of 14,293 by the end of planning period as
the same needs only 245 classrooms compared to existing 285. But then there is a need to repair those school rooms which needs repairs as shown in Table 91 and construct additional school facilities like comfort rooms, library, armchairs/desk and potable water system due to the expected increase in enrollment.
Again, considering that from 1997-1999 there are 753 drop-outs perhaps due to poverty/financial constraint and other personal circumstances. If that trend persist we expect the same or more number of drop-outs which will eventually contribute to the number of out of school youth, thus a need therefore to initiate more livelihood programs and projects such as training on repair and maintenance of small machine. More non-formal educational courses should be offered in the depressed barangays/sitios in the municipality and should be continuously implemented for the out-of-school youth and unemployed adults to assist them in gainful employment. This will also aid the low income group who could not pursue higher education due to high cost.
2.2 SECONDARY LEVEL
Table 86 shows that by the end of the planning period (2004) it is estimated that enrollment in the secondary level will reach 6,612 as
against 206 teachers and 124 classroom which means a student-teachers ratio of 1:32 and a student classroom ratio of 1:53. The latter is beyond the standard of 1:50 hence a need to hire additional school teacher to answer the backlog and those who will retire of become incapacitated. Additional school building will also be constructed in the area where such increase in enrollment will occur/or where such school building is necessary like in barangay Inerangan and in barangay Cayucay.
3. GOALS, OBJECTIVES, TARGETS, STRATEGIES AND PROGRAMS/PROJECTS
3.1 GOALS
To provide education for all/every individual in order to attain his potential as a human being, enhance the quality of individual and group particularly in the basic function of society and acquire the essential education foundation for his development into a productive citizens.
3.2 OBJECTIVES
1. To improve existing school building, construct new ones and provide adequate and comfortable classrooms, facilities and services in control schools, San Vicente, Telbang, Alos and Bued Elementary Schools.
2. To develop skills in numeracy, communication and crafts among the school age population. 3. To upgrade the quality of education in the elementary and secondary through continuing staff development and trainings. 4. To facilitate the re-entry of school dropouts into the education system. 5. To provide workshops in Telbang Elementary and Popantay Elementary School and other schools where there are none.
3.3 TARGETS
1. Construction of one high school building each in Baranagy Inerangan and Cayucay. 2. To repair/renovate/rehabilitate these school buildings mentioned in Tables 91.
3. To construct new buildings/rooms to replace those dilapidated ones as in barangay Alos.
4. Construction of Home Economics buildings in schools where there are none.
3.4 STRATEGIES
1. Establish linkages appropriate agencies/entities, such as the Municipal Development Council, Provincial Development Council and the Regional Development Council for financial and technical assistance of infrastructure projects.
2. Coordinate DECS and other line agencies concerned for the immediate renovation/reconstruction of school buildings and provisions
of adequate equipments and school supplies as well conduct training seminars for teaches to upgrade the quality of instruction within the planning period.
3. Development and expansion of manpower training services in both formal and non-formal system.
4. Coordinate with private/civic organization and government sector for the extension of scholarship grants/loans for students.
5. Mobilization of civic organizations to compliment school’s resources to increase the outreach of service to children, youth and the
disadvantage population.
6. Solicit assistance from the schools division superintendent and the regional director.
7. Solicit the assistance of political leaders in Pangasinan.
8. Monitor the station of each activity.
3.5 PROGRAMS/PROJECTS 1. Construction of one (1) high school building in each barangay Inerangan and Cayucay within the planning period. 2. To repair all the school building which needs repair mentioned in Table 91 within the planning period.
3. To construct new school building in Alos to replace the dilapidated one within the planning period.
4. To construct Home Economics building where there are none within the planning period.
