The industrial fraternity in Tamil Nadu has been facing the heat of COVID 19 outbreak since the first

quarter of 2020. The disruption of supply chain has contributed to a major setback in export and import

while proving a golden opportunity to explore self sufficiency to produce and sell goods inside the country

thereby contributing directly to the country’s economy. This is the silver lining to the overall gloom that the

COVID outbreak has set forth. This also means India’s abundant natural resources, industrial network and

availability of relatively cheap workforce will attract a flock of manufacturers to land here. This will help in

shifting India into a major manufacturing base in various industrial sectors which were in the forte of China

before the COVID outbreak. The rethinking of USA, European countries, Australia, Asian countries like

South Korea, etc, to shift their base to the economically advantageous countries like India and also having

developed the tendency of not putting all eggs in a single basket (China) will lead to make the country as

the manufacturing hub rather than considering the land as a mere potential market for their products. The

Government of Tamil Nadu has been taking constructive efforts to attract investments to the State from

countries that want to shift their business to India. Though there are positive speculations, it is high time for

the Government missionaries and policy makers to evolve a proactive and scientific strategy to harness the

opportunities and strengthen the economy of the country. EDII-TN contributes to the MSME fraternity even

during the lockdown period by way of effectively utilizing the virtual platform. This organization had

organized pitch fest, enterprise clinic, and series of webinars in accordance with the needs of entrepreneurs,

startups and student community.

       No doubt, the country and the MSMEs will come out of the pressing challenges the virus has put out

with the help of promising initiatives and coordinated effort of the Government and the stake holders.

Final Pitch: EDII-TN organised the Final Pitch session of the Tamil Nadu Students Innovators (TNSI) 2019

on 30-5-2020.  TNSI is the flagship programme of EDII for the student community organised under its

Innovation and Entrepreneurship Development Programme. The programme was earlier scheduled in March

2020, which was postponed due to the lockdown.  The event was organised region-wise in five regions vis-à-

vis namely Chennai, Coimbatore, Madurai, Trichy and Tirunelveli.

40 teams (eight teams from each region) participated in the final pitch. These  teams were selected in the

Bootcamps conducted earlier.  They presented their innovative ideas and prototypes to jury.  The Jury panel

consisted of Thiru. Sandeep Kumar, Investor, Dealer of Gemstones, Thiru. Ashok Chand, from Venture

Intelligence, Tmt. Keerthana from the Tamil Nadu Guidance Bureau, Tmt.  Rakhee Jain, CA, Experienced in

Corporate Incorporation, Direct & Indirect Tax, Due Diligence & Term Sheet and Thiru. Soloman, Co-

Founder, Cross Road Consult.      Top five teams from the five regions (25 teams) were selected for the cash prize of Rs.1,00,000/ each and

the remaining teams were given the consolation prize of Rs 10,000/-

Innovation Voucher Programme is a Flagship programme of EDII-TN. An innovative scheme to support

the innovation of early stage Start-Ups and MSMEs. Under this scheme financial support has been provided

upto Rs.5.0 lakhs for voucher B, and for Voucher A is Rs.2.0 lakhs to MSME and Start-up for proto types

with the innovative ideas.

During the year 2019-20, an amount of Rs.5.0 crore had been released for Innovation Voucher Programme

Scheme. So far, Rs.88 lakhs has been sanctioned under this scheme. As many as 52 nos of proposals have

been received from the Start-ups and now is under scrutiny stage during May 2020. The following webinar

programme were organised under this scheme.

2. Awareness on women entreprenurship by Periakulam Incubation Centre.

EDII-TN has been constantly providing immense support to the MSMEs through training and mentoring.

These trainings have been highly instrumental in building a strong MSME fraternity in Tamil Nadu. During

the COVID 19 lockdown, EDII-TN conducted training programs through Zoom video conferencing app. The

trainngs covered vasts topics concentrating on Effective Marketing, new strategies for post COVID times,

GEM Portal registration, etc., In this regard, on 20.05.2020, ICT division organized a webinar on ‘Effective

Product Marketing through Social Media’. Social Media marketing expert Ms. Srilakshmi Indrasenan

detailed on the strategies to be used in social media to effectively market a product/ business in social media.

EDII-TN organized a webinar programme on “Scope for Product Marketing in Government

eMarketplace” on 21.05.2020. This webinar was handled by Mr. Ramesh Mahadevan, Business Facilitator,

GeM, Government of India. The programme highlighted on Introduction, Registration, Procurement Modes,

Order Management, Payment Processing, Q&A etc. During the programme, the process of registration and

necessary document to be uploaded for GeM portal registration etc., were highlighted.

       After the programme, follow-up on facilitating registration in GeM portal for the MSMEs is being

carried out. Also it is decide that participants from in and around Chennai will be assisted in person to get

their units registered in the GeM portal. Those who are unable to drop into EDII-TN and outstation

candidates will be guided over phone and also through email to register their units in the GeM portal. A

WhatsApp group has been formed for networking and also to attend their queries so that they can eliminate

the obstacles during the registration process. 34 participants took part in the programme and raised revenue

an amount of Rs.13,600.

The COVID-19 lockdown has curtailed the visit of Field Coordinators to spoke institutions, meets and

various campus programmes but not their spirit.  It has opened the new channels to meet students motivate

them.  EDII started organising programmes through webinars. Various hubs have organised the webinar

series to their spoke college students.

To facilitate both new and existing MSME entrepreneurs, enterprise clinics are organised periodically in

different locations across the state. They are guided,  supported and extended handholding services for

Business Ideation, Idea Validation and start up procedures to establish and run business efficiently. Under

BFSP (Business Facilitation Service Programme), experienced industrialists and BFSP Co ordinators

provide Mentoring support to entrepreneurs during May 2020. 121 entrepreneurs got benefited through the

entrerprise clinic conducted at Chennai, Madurai, Thoothukudi, Erode, Tiruchirappalli, Virudhunagar

besides Tirunelveli and Tiruppur.

Nine Institutions have been identified by the Expert panel for the Establishment of Manufacturing

Business Incubators. A Review meeting was conducted on 21.5.2020 and 22.5.2020 for the functioning of

Incubation Centres by the Additional Director, EDII-TN through ‘SKYPE’. DD(I&I) and Incubation Centre

officials participated in the review meeting. The Review was made on important aspects of setting up of

Centre, Staffing, Procurement and instalment of machinery and equipments, trainings conducted and

encouraging proposals for Innovation  Vouchers Programmes.

To promote entreprenurial culture among the educated unemployed youth, EDII-TN organises

Entrepreneurship Awareness Camps regularly in different locations across Tamil Nadu. During the month of

May 2020, Five Awareness programmes were conducted in four locations viz: Chennai(1), Tiruppur(2),

Madurai(1) and Erode(1) with 292 participants through WEBINAR. Additional Director, EDII-TN.,

inaugurated the first EAC Programme through WEBINAR at Chennai.

Topics such as First hand information about entrepreneur, Steps to start a business, project selection,

Business opportunity (Manufacturing, Service and trade), details about various banking schemes (Central

and State), online application, CIBIL, CGT MSE etc., Tamil Nadu State Industrial policy and schemes,

DIC’s and its services etc were covered. Also, successful entrepreneurs have shared their success stories,

problem faced, funding options etc., among the participants.

Under Phase IV of the EDII-TN life cycle training, the following programmes pertaining to MSME

sector were organised:

PHASE – IV PROGRAMME

Sales and Marketing: EDII-TN conducted two webminars on Sales and Marketing at Chennai on

15.5.2020 and 29.5.2020 with 136 participants. The training covered methods and strategies to improve

sales and managing business enterprises during COVID19’.

Waste Management: NIFT-TEA, Tiruppur conducted a training on Waste Management through webinar

on 28.05.2020 with 20 participants. In the programme detailed inputs were given on recycling various types

of wastes as well as ‘Zero Waste Living’ as a means to build business capital and individual savings during

COVID19 which could eventually help to rebuild the nation.
