1 APPLICATION FOR APROVAL TO CONDUCT A SEISMIC AND SITE SURVEY

1.1 Overview CNOOC Petroleum Europe Limited (CNOOC) proposes to undertake a survey programme over the continental shelf and eastern flank areas of the Rockall Trough in licensing quadrat/blocks 19/11, 19/12, 18/20, 19/16, 19/17, 19/18, 18/25 and 19/21 (Figure 1.1). The name of the survey will be the ‘Edge Survey’.

1.2 Survey rationale The aim of the survey is: • Accurately determine water depths and provide information on depth of sediments

overlying bedrock and to identify and map any bedrock exposures; • Confirm the location of any existing seabed infrastructure in the area; • Identify any shallow geo-hazards such as shallow gas, channelling, faulting and other

geological features that may be of significance to future drilling activities; • Provide information on the cultural potential of the survey area, including the location of

any shipwrecks or other underwater cultural heritage features; • Assess the survey area for the presence of any Annex I habitats (as defined in the EC

Habitats Directive 92/43/EC); • Obtain environmental baseline samples across the survey area to establish a benchmark

for ongoing environmental monitoring as per OSPAR guidelines; and, • Acquire sediment samples for determination of physico-chemical baseline conditions. • Acquire shallow cores to understand soil conditions and strength.

CNOOC Limited through its subsidiary CNOOC International Limited, owns 100% of CNOOC UK Limited. CNOOC UK Limited is registered in England under company number 08391492 and owns 100% of the shareholding of CNOOC Petroleum Europe Limited. The nature of CNOOC Petroleum Europe Limited’s business is the extraction of crude petroleum.

C Type of survey and details of work to be undertaken. The Greater Working Area (GWA) for the proposed Edge Survey is shown in Figure 1.1. Coordinates of the survey area node point illustrated in Figure 1.1 are listed in Table 1.1 below. At its closest point the GWA is located over 34 km from landfall at the north west coast of the Mullet Peninsula, Co Mayo. Within the GWA, 2D HR seismic data and, geophysical and environmental site survey activities will be undertaken. 2D HR Seismic Survey

Approximately 300 km of 2D HR seismic data will be acquired using airguns with a total volume of 160 cu. in. and a single towed hydrophone streamer (up to 1,200 m in length). 2D HR seismic data will be used to assess shallow hazards such as shallow gas. During seismic data acquisition the vessel will be travelling at approximately 3.5 to 5 knots along rectilinear routes. In order to maintain the integrity of the survey and the arrangement of the survey equipment the vessel will be limited in its ability to manoeuvre. Site Survey

Geophysical site survey data will be acquired over approximately 40 km2 using:. • single-beam echosounder (SBES), multi-beam echosounder (MBES) and sub-bottom

profiler (SBP) equipment mounted on a survey vessel plus towed equipment such as second sub-bottom profiler (SBP), magnetometer and side scan sonar (SSS), or

• remotely operated vehicle (ROV)/ autonomous underwater vehicle (AUV) with MBES, SBP, magnetometer and SSS plus towed equipment such as second SBP.

The geophysical data will be used to confirm water depths and provide information on depth of sediments overlying bedrock, map any bedrock exposures and identify potential geo-hazards that may be of significance to future drilling activities (e.g. shallow gas, shallow water flow, channelling, faulting and other geological features). The data will also be used to identify seabed obstructions and existing infrastructure (such as cables, pipelines and wellheads etc.) and cultural heritage features (e.g. ship wrecks). Seabed samples will be retrieved using a corer and/ or a grab sampler for physico-chemical analysis. The physico-chemical information will be used to aid the interpretation of geophysical data. Seabed samples will be also retrieved to ground-truth seabed habitats (i.e. broad scale sediment types) identified by the geophysical data. Seabed environmental imagery will also be recorded at selected sites using ROV/ AUV mounted cameras and/ or drop-down camera to identify potentially sensitive species/ habitats (including Habitats Directive Annex I habitats. During the above site survey operations the survey vessel will be travelling along rectilinear routes or will be required to maintain position at sampling stations and will be restricted in its ability to manoeuvre. However, should it be required the vessel will be able to move away on short notice. Ultra-short baseline (USBL) equipment will be used to confirm the position of deployed equipment.

D Planned date of start of survey and estimated duration. It is proposed that survey operations will be undertaken by a single survey vessel between early-June and late-November 2019. Excluding weather and technical downtime, survey operations are expected to take a total of 10 – 20 survey working days. If the survey has not commenced or concluded within this timeframe, operations will be undertaken sometime between early-February 2020 and the late-November 2020. Final details timing and duration of the survey will be communicated to the Petroleum Affairs Division (PAD) of the Department of Communications Climate Action and Environment (DCCAE) in advance of operations commencing.

(iii) A risk assessment of the proposed activity in relation to the sensitivities of marine

mammals in the area to the proposed operations and outlining specific impact mitigation and monitoring practices that will be applied during the survey in relation to marine mammals. This application for approval to conduct a geophysical survey includes the following three environmental reports: • Screening for Environmental Impact Statement (EIA) and Environmental Risk

Assessment (ERA) (document ref: MGE0719Rp0001) • Screening for Appropriate Assessment (AA) and Natura Impact Statement (NIS)

The Screening for EIA and ERA report concluded that: ‘…EIA Screening Report has concluded that there will be no significant effects on the environment from the proposed Edge Survey and it is therefore considered that an EIA is not required’ …the only source of potential impact to receptors is the underwater noise generated by survey equipment. The environmental receptors of concern include Annex II and Article 12 Annex IV marine mammal species. Based on the nature and duration of the proposed site survey operations, and strict adherence to DAHG Guidance to Manage the Risk to Marine Mammals from Man-made Sound Sources in Irish Waters (DAHG, 2014) and recommendations from PAD and NPWS, in relation to the separation distance between the concurrent acoustic surveys, no significant impacts will occur..’ The Screening for AA and NIS report concluded that: ‘It has been objectively concluded following an examination, analysis and evaluation of the relevant information, including in particular the nature of the predicted impacts from the proposed site survey operations and with the implementation of the mitigation measures proposed, that the proposed Edge Survey will not adversely affect (either directly or indirectly) the integrity any Natura 2000 site, either alone or in combination with other plans or projects, and there is no reasonable scientific doubt in relation to this conclusion. Mitigation measures to be undertaken are detailed in Appendix A below.

J Shallow borehole or seabed sampling operations. Seabed samples will be retrieved using a corer and/ or a grab sampler for physico-chemical and macrofaunal analysis. The location of environmental seabed sampling stations have yet to be identified. Once locations have been confirmed details will be provided to the PAD DCCAE. All seabed samples will be catalogued using the seabed core nomenclature system as described in Appendix 3.7 of the Rules and Procedures Manual for Offshore Petroleum Exploration and Appraisal Operations, issued by the Petroleum Affairs Division (PAD, 2007 [draft updated 2014]). Ancillary information to be recorded includes: sample water depth, sampling procedures and analyses, and names of contractors involved in the acquisition and analysis of data.

K Identification of vessel(s) to be used in the survey and details as to base of operations.

The M.V. Fugro Venturer will be used for the duration of the survey activities. Specification sheets for the vessels are included in Appendix B. Detail of the survey vessel are included below.

INTRODUCTION Under Section 2.1 of the Rules and Procedures (PAD, 2007a [draft updated 2014]) applicants are required to submit an Application for Approval to PAD to conduct any Geophysical or other Exploration Survey, Site Survey or Route Survey prior to the planned commencement of the survey. This should include information on the specific impact mitigation and monitoring practices that will be applied during the survey in relation to marine mammals. Operators are required to ensure that current best industry practices are applied with regard to impact mitigation and monitoring measures in relation to marine mammals. In line with this requirement, the proposed survey will adhere to DAHG Guidance to Manage the Risk to Marine Mammals from Man-made Sound Sources in Irish Waters (DAHG, 2014)1 (see Section 3.3.1) and recommendations from PAD and NPWS, in relation to the separation distance between the concurrent acoustic surveys (see Section 3.3.2).

DAHG 2014 Guidance DAHG (2014) protective measures will be implemented during the Edge Survey. DAHG (2014) measures include the use of Marine Mammal Observers (MMOs) and operational protocols; these measures are summarised below. Sound-producing survey activity shall not commence until all protective measures (including monitoring measures and ramp-up procedures) outlined in DAHG (2014) have been successfully completed. MMO Requirements:

• Qualified MMOs to be appointed to monitor marine mammals and operator’s implementationof the DAHG guidance.

Pre-Start Monitoring:

• Pre-start monitoring will only be undertaken when visual conditions are conducive to effectivemonitoring and outside of the hours of darkness. Sound producing activity will onlycommence where the required pre-start monitoring periods have elapsed with no marinemammals detected within the monitored zones by the MMO.

• 2D HR operations (using the airgun array) will not will not commence if marine mammals aredetected within 1,000 m radius of the sound source, while in the case of site survey activities(using MBES, SBES, SSS, SBP and USBL), operations will not will not commence if marinemammals are detected within 500 m of the sound source.

• Sound-producing survey activities will only be commenced in daylight hours where effectivevisual monitoring, as determined by the MMO, can be achieved.

• For 2D HR operations in waters < 200 m and > 200 m, the MMO will conduct pre-start-upconstant effort monitoring for 30 and 60 minutes respectively before the sound-producingactivity is due to commence. Sound-producing activity will not commence until monitoringperiod have elapsed with no marine mammals detected within the monitored zones by theMMO.

• In the case of site survey operations in < 200 m survey operations the MMO will conduct pre-start-up constant effort monitoring for 30 minutes before the sound-producing activity is dueto commence.

• Pre-Start Monitoring shall subsequently be followed by a Ramp-Up Procedure.

Ramp-up Procedure:

• Commencement of sound-producing survey activities will be undertaken using a 'soft-start'(ramp-up and gradual increase in energy/noise source) procedure for any equipment wherethe output peak SPL. exceeds 170 dB re 1μPa @ 1 m. The build-up of acoustic energyoutput will occur in consistent stages to provide a steady and gradual increase in power overa period of 40 minutes in the case of 2D HR operation and 20 mins in the case of site surveyactivity. Where the power of acoustic noise sources cannot be increased gradually, due tooperational parameters of the device, the device will be switched "on and 'off" in a consistentsequential manner for the duration of the defined ramp-up period prior to commencement ofthe full necessary output;

• Where a soft-start procedure is employed, the delay between the end of the soft-start and thestart of the survey will be minimised to prevent unnecessary high-level sound introduction;

Line changes:

• For 2D HR operation, where the duration of a survey line or station change will be greaterthan 40 minutes the operator will, on completion of the line/ station being surveyed, either

(a) shut down and undertake full Pre-Start Monitoring, followed by a Ramp-Up Procedurefor recommencement, or(b) undergo a major reduction in seismic energy output to a lower energy state where theoutput peak sound pressure level from any operating source is 165 -170 dB re: 1μPa @1m, and then undertake a full Ramp-Up Procedure for

recommencement.• Where the duration of a survey line or station change will be less than 40 minutes the activity

may continue as normal (i.e., under full seismic output).Breaks in Sound:

• Where there is a break in sound output (e.g. in the event of equipment failure, shut-downetc.) from the 2D HR acoustic sources for a period of 5 – 10 minutes, MMO monitoring mustbe undertaken to check that no marine mammals are observed within the monitored zoneprior to recommencement of the sound source at full power.

• Where a marine mammal is observed within the monitored zone during such a break, then allPre-Start Monitoring and a subsequent Ramp-up Procedure (where appropriate followingPre-Start Monitoring) shall recommence as in a normal start-up operation.If there is a break in sound output for a period greater than 10 minutes (e.g., due toequipment failure, shut-down, survey line or station change) then all Pre-Start Monitoring anda subsequent Ramp-up Procedure (where appropriate following Pre-Start Monitoring) mustbe undertaken.

• Where there is a break in sound output during site survey operations for a period greaterthan 30 minutes, all soft-start procedures must be undertaken before activity canrecommence.

Reporting:

• Full reporting on MMO operations and mitigation undertaken will be provided to theRegulatory Authority.

Passive acoustic monitoring

• In addition to the above measures, MMOs will use of passive acoustic monitoring (PAM) tooptimise marine mammal detection around the survey.

Monitoring and Reporting to be Undertaken

• To meet DAHG (2014) requirements MMOs are required to complete daily logs. These logsmust detail the testing and operation of all relevant sound-producing equipment/ activitiesand record all marine mammal detections. Reporting must follow the standard data formsincluded in Appendix 6 of DAHG 2014 and be reported to the relevant Regulatory Authoritywithin 30 days of completion of the relevant survey.

PAD/ NPWS Guidance In line with current recommendations from PAD and NPWS, CNOOC will maintain a 100 km separation distance between the concurrent acoustic surveys that may be operating. Implementing a 100 km separation zone between concurrent acoustic survey operations will ensure in-combination effects from noise generating equipment are avoided. CNOOC are in regular communication with operators proposing to undertake operations offshore Ireland in 2019. Survey operations will be coordinated to ensure a 100 km separation is maintained between surveys during concurrent geophysical operations.

Monitoring and Reporting to be Undertaken To meet DAHG (2014) requirements MMOs are required to complete daily logs. These logs must detail the testing and operation of all relevant sound-producing equipment/ activities and record all marine mammal detections. The suite of survey equipment includes
