INTRODUCTION

This report highlights trade overview of Brazil in general and with Pakistan in particular in view

of trade data for the month of May 2018 released by Ministry of Development, Industry &

Foreign Trade. It also covers activities of the Commercial Section, Sao Paulo, Brazil during June

2018.

1. ECONOMIC AND POLITICAL CONDITION OF BRAZIL

Brazil was passing through difficult economic phase during last few years and just as the

recovery appeared to be taking hold, the country got bogged down. First by political uncertainty

and speculation about political landscape in wake of October elections, then by 10-day strike by

truckers over fuel pricing causing nationwide shutdown. Considerable concessions were secured

from government and hence the government has to spend billions of reais in the form of fuel

subsidy, readjusted budget of a few ministries and also influenced inflation substantially.

Consumer prices rose 0.40% in May over the previous month. The result was above April’s

0.22% rise and market expectations of a softer 0.30% increase. The uptick was driven by higher

prices for housing, transport, and food and beverages. Inflation edged up to 2.9% in May from

2.8% in April. However, the Central Bank retained interest rate at 6.50% keeping in view long

term inflation outlook of 4.2% by end of 2018 and increased economic activity in coming

months. Economic recovery was further challenged by severe depreciation of currency in last two

month and central bank has to intervene by additional US$2 billion of foreign currency swaps to

support currency but the market still remained unpredictable, thus adding pressure on policy

makers to find new ways to support the currency. Brazil’s unemployment rate remained

stubbornly high at 12.7% in May 2018, up slightly from 12.6% as of the previous month but

down from 13.3% as compared to May 2017. Similarly, foreign direct investment in May was

merely US$2.98 billion as compared to an average of US$4.7 billion during first five months of

the year. It may be a reflection of investor cautiousness ahead of October elections.

The Brazilian Central Bank in its Quarterly Inflation Report, forecasting higher inflation than

previously projected, and lower growth. The bank is now forecasting 2018 inflation of 4.2%, up

from its previous projection of 3.8%. It also pulled down its forecast for GDP growth from 2.6%

to just 1.6%. Decline in investor and consumer confidence in recent weeks, due to events such as

the truckers’ strike as well as continued political uncertainties were cited as main reasons for

downward revision of growth.

2. TRADE OVERVIEW

2.1. BRAZIL & WORLD

Trade flow of Brazil during May, 2018 was US$ 32.501 billion, an increase of 2% as compared

to May, 2017. Exports of Brazil experienced a slight drop of half a billion US dollars. On the

contrary imports grew by almost 10% from US$ 12.129 billion to US$ 13.259 billion. Despite

the increase in imports, Brazil is still enjoying trade surplus of US$ 5.981 billion during the

month and US$ 24.17 billion during the year so far.

Major contributors towards exports of Brazil were basic products followed by manufactured goods.

Basic products: 57% (US $ 10.968 billion),

Manufactured goods: 28% (US $ 5.425 billion) and

Semi-manufactured goods: 12% (US $ 2.400 billion).

Within the basic product group, products that dominated the most include soya beans, crude oils,

iron and iron waste, sugar cane, copper etc. Top exporting products of Brazil and the destination are

As far as imports are concerned, the manufactured products remained major importing commodity.

Contribution of major components is as:

Basic products: 11.4% (US $ 1.507 billion),

Manufactured goods: 84% (US $ 11.133 billion) and

Semi-manufactured goods: 4.7% (US $ 0.618 billion).

During month of May 2018, imports recorded an increase of 3.6% compared to May 2017 and 4%

declined over April, 2018. Brazilian imports of intermediate goods such as basic industrial inputs,

parts & accessories for capital goods, basic as well as processed food intended for industry etc

constitute 60% of the total imports of Brazil during the month with a growth of almost 6% as

compared to May, 2017. Similarly, import of consumer goods also registered an increase of 5.8%

and capital goods by 23.6% with a value of US$ 2.22 Bn and 1.46Bn respectively. Major

The Trade Confidence Index (TCOI), calculated by FGV´s the Brazilian Institute of Economics

(IBRE), decreased 3.0 points in June 2018, thus bringing it at the level of September, 2017. In

terms of quarterly moving averages, the index decreased by 2.4 points.

2.2. BRAZIL & PAKISTAN

After experiencing a handsome growth of 76% in bilateral trade flow during the month of April,

2018, it fell down to US$ 80.98 million in May, 2018. Thus registering a decrease of 40% and

16% to April, 2018 and May 2017 respectively. The underlying factor is trade in soya beans,

which largely affect bilateral trade fluctuations. During the month it was only traded at US$ 56

million against US$ 121 million in April, 2018 and US$ 81 million in May, 2017. Therefore,

imports of Pakistan registered decrease of 19% over the same period last year from US$ 92.06

million to US$ 75.28 million. As far as exports are concerned, it increased by 32% on YoY basis

as against 10% increase in overall imports of Brazil.

PAKISTANI EXPORTS TO BRAZIL

Pakistan exports to Brazil registered an increase of 32% during the month as compared to May,

2017. In value terms it increased from US$ 4.329 million to US$ 5.699 million. Medical

instruments which suffered till now responded strongly with an increase of 330% at a total value

of US$ 1.14 million against US$ 0.266 million in May 2017 and US$ 0.35million in April, 2018.

Other important traditional product group – sports goods and textiles duly supported the exports.

For example, article of apparel and clothing accessories´ (HS code 61 & 62) exports increased by

20% with a value of US$ 1.78 million during the month and US$ 7.3 million during the year so

far. Exports of bed linen increased by 261% from US$ 0.127 mn to US$ 0.46 mn, salt by 30%,

rubber article from US$ 4000 to US$ 0.29 mn, duvets & mats to 0.3mn whereas

manicure/pedicure items witnessed slight decrease of 12% and inflatable balls a noticeable

decrease of 39%. Product wise details, at NCM 8-digit level, of top 20 products is at Annex-I.

PAKISTANI IMPORTS FROM BRAZIL

Pakistan imports declined by 18.3% from US$ 92.06 million to US$ 75.278 million on MoM

basis and 42% over the last month. It was mainly because of decrease in import of soya beans

which suffered a huge fall of US$ 73 million over April 2018. As compared to May 2017, the

decrease is almost 30% from US$ 81 million to US$ 56 million. Other products that suffered

during the month includes injection pumps/compressors (-16%), footwear (-800%), synthetic

rubber (-92%), iron & iron waste (-80%) etc. Soya oil chipped in with additional imports of US$

10.77 million and paper & paper board with US$ 2.5 million (+186% over May 2017) to support

overall exports of Brazil to Pakistan. Detailed analysis of top 20 importing products, NCM 8

level, is at Annex-II.

where IT related companies were

present and session related to

personal data protection and

legislative gaps in IT sector were

held.

Visit of SCCI Delegation:

11 members’ delegation of Sialkot Chamber of Commerce & Industry (SCCI) visited São Paulo from

June 25 to July 1, 2018. The visit was under consideration since long and considerable efforts made

to persuade the chamber to arrange delegation so as to promote products in this market. It was a

cross-sectoral delegation representing sportswear, martial arts, beauty, leather products etc.

Commercial section prepared sector wise list of companies and shared with SCCI/each delegate well

before their arrival enabling them to establish contact with them beforehand. In total 122 companies

were invited for B2B meetings on 26-06-2018 in Tryp hotel and confirmation made on

emails/phones. List of companies is at Annex-3. The delegates had fruitful meetings with renowned

Brazilian companies such as Tramontina S/A, Pretorian, MKS Adidas, Global Trading, etc. In total

25 meetings were held giving fair idea to the visiting delegates about the market appetite, dynamics

and market entry information. Quite a few tied up subsequent meetings and visit to the companies.

Market survey was conducted on 28 June and the delegates were taken in groups, sector wise, to

wholesale and retail markets in Bras and Centro area, malls and high end shopping centers. Apart

from this, efforts were made in firming up their call on companies from 27-30 June, 2018. Pakistani

businessmen were also engaged to give them insights of the market. They can play an effective role

to act as a bridge between Pakistan exporters and Brazilian importing companies as they have good

connection in local community and has no communication barriers. They can help locate right kind of

importers especially in sports goods, manicure & pedicure items and leather goods.

During the visit full facilitation was extended by Commercial Section in terms of reservation of

hotels for the delegates and B2B venue, pick and drop to the airport, arrangement of transportation

facilities to and from the meeting places, availability of interpreters, firming up meetings etc.

6. FIELD VISITS

No field trip was performed during the month.

7. OTHER ACTIVITIES

CC looked after regular administrative, accounting and financial matters of the office. As financial

year was going to end, therefore due attention was given to budget and expenditure related matters.

Cash account was accordingly prepared and submitted to CAO Office. Other activities performed

during the month are as follows:

Visit of REAP delegation was pursued since long. Market analysis was also conducted to

investigate market demand for Pakistan basmati and parboiled rice. Visit of 18 members´

delegation was firmed up for June, 2018 and list of delegated shared with this office. However,

the Chairman lately informed postponement of visit due to focus of the Association towards

high demand markets such as Qatar etc. It will once again be taken up with REAP to re-

consider visit to Brazil, if large delegation is not possible, atleast 2-3 exporters may be sent to

investigate market from their perspective. Besides this, TDAP will also be approached to look

into the request of Commercial Section for formulation of delegation of rice exporters to

Brazil.

500 kilogram quality of basmati rice of Pakistan was arranged for presenting it to dignitaries

and importers as a gift from Pakistan. Chairman REAP extended full facilitation in this regards

since lack of exporter to Brazil made it a bit difficult but was swiftly managed.

Promotional material was sent by TDAP by air post (DHL) and was held at Guarulhos airport

for want of Declaration of Simplified Importation (DSI) form from Ministry of Foreign affairs

and personal presence of Authorized officer/Commercial Counsellor. The Mission at Brasilia

fully facilitated in arrangement of DSI form. The consignment was released on 05-06-2018 and

information duly shared with TDAP.

In Court case of Ex-Driver, Lawyer informed that the evaluator has finalized the evaluation

and now final decision will be announced by the Judge. She was requested to look into the

matter on priority as June is fast approaching and funds re-appropriated for the head of

expenditure will lapse if the amounts are not intimated at the earliest. However, final decision

was not announced till date.

Expenditure statement till 03/2018 was shared by CAO Office for reconciliation and

acceptance. Heads of expenditure were thoroughly evaluated and considerable variance was

observed in amounts booked against various Heads of Expenditure. The analysis carried out

alongwith detailed explanations and factual position was shared with CAO office on 11-06-

2018.

Few meetings were held with GOTEX organizer and attracted terms negotiated with them for

participation of Pakistani exhibitors. However, TDAP finally decided not to participate in

upcoming event scheduled for September, 2018. It is important to note that in current year no

participation was made in fairs/exhibitions in Brazil. Apart from exhibitions in TDAP

Calendar, 3 others fairs namely Hospitalar, Beauty Fair and Francal were also recommended

for participation but chamber/associations and businessmen are reluctant to participate or

explore this market.

Meetings were held with printing companies to discuss format and prices for printing of

promotional material for Commercial Section.

Driver-cum-messenger Mr. Adiles Heringer resigned from service on 25-04-2018. Process for

engagement of new employee has been initiated. 121 applications were received and

preliminary evaluation done. 7 candidates were interviewed however; none was found suitable

for the position.
