1. INTRODUCTION

This Non-Motorised User (NMU) Context Report has been prepared by PFA Consulting on behalf 1.1.of Ecotricity (Next Generation) Ltd in conjunction with the need for a NMU Audit of the highway works proposed as part of an Eco Park (planning application S.16/0043/OUT) on land at Junction 13 on the M5, west of Stonehouse. The location of the proposed Eco Park in relation to M5 Junction 13 and to the A419 is shown on Figure 1.1.

The M5 Motorway forms part of the Strategic Road Network (SRN), and is the responsibility of 1.3.Highways England (HE). As set out in The strategic road network - Planning for the future: A guide to working with Highways England on planning matters, September 2015, any proposed mitigation measures affecting the SRN should be the subject of a NMU Audit in accordance with DMRB Volume 5 Section 2 Part 5 HD 42/05: Non-Motorised User Audits. Whilst the A419 is not part of the SRN, Gloucestershire County Council (GCC), in its capacity as the local highway authority, has requested that the proposed dualling and new traffic signal junction are also subject to a NMU Audit.

A NMU Audit, as defined by HD 42/05 (para. 1.4), is: 1.4.

A systematic process applied to Highway Schemes, by which the Design Team identifies scheme objectives for NMUs, documents the design decisions affecting NMUs, and reviews designs and construction to assess how well objectives have been achieved.

NMUs are considered to be pedestrians, cyclists and equestrians. NMU Audits require particular 1.5.consideration to be given to the needs of disabled people (HD 42/05 para. 1.5).

The objectives of the NMU Audit (HD 42/05 para. 1.7) are to: 1.6.

encourage the Design Team to take all reasonable opportunities to improve the services offered to NMUs;

prevent conditions for NMUs being worsened by the introduction of Highway Schemes; document design decisions that affect NMUs.

The NMU Audit for the proposed highway works is to be carried out by PFA Consulting as Design 1.7.Team in accordance with DMRB Volume 5 Section 2 Part 5 HD 42/05 Non-Motorised User Audits.

The NMU Audit consists of two elements: 1.8.

NMU Context Report - Collation of background information relevant to NMUs. NMU Audit Report - Consideration of NMUs within the design process and following

construction. A NMU Audit Report is prepared for each design stage, as appropriate.

This NMU Context Report has been prepared with reference to HD 42/05 and accordingly aims to 1.9.provide a summary of all available information relevant to existing and potential patterns of use by NMUs within the design life of the scheme. It also sets out the opportunities and objectives to improve conditions for NMUs.

HD 42/05 para 3.6 explains that the NMU Context Report must be produced at the earliest 1.10.possible stage, ideally prior to preliminary design. Para 3.7 goes on to explain that the most likely stages for completion of NMU Audit Reports are:

Preliminary Design Detailed Design Completion of Construction

In this case, a planning application has been submitted accompanied by preliminary designs, and 1.11.has been subject to public consultation via the planning application process, a public exhibition, and meetings with the local parish council (Eastington). Feedback from the various consultations has been incorporated into revisions to the proposals. It is therefore considered that the appropriate stage for the NMU Audit will be Detailed Design.

The NMU Context Report is submitted to both HE and GCC, as the relevant highway authorities, 1.12.for approval.

2. THE PROPOSALS

Eco Park Eco Park includes the following elements: 2.1.

Sports Complex, the southern area, land south of theA419 and east of the M5 Green Technology Hub, the northern area, land north of the A419 and east of the M5 Nature Conservation Area, the western area, land west of the M5

The Sports Complex includes a new 5,000 spectator capacity stadium for Forest Green Rovers 2.2.Football Club (FGRFC) as well as some sports facilities which will be open to the public. Also on the Sports Complex site there will be up to 4,000 B1 office space for Ecotricity. The Green Technology Hub will comprise a mixed use commercial and employment area of up to 37,300sqm of B1 and up to 22,800sqm of B2/B8.

Access is proposed from a new traffic signal controlled junction on the A419 some 400m south 2.3.east of Junction 13. The nature conservation area to the west of the M5 is reached on foot via an existing tunnel under the M5 from the Sports Complex site.

Transport Assessment A Transport Assessment was submitted in support of the planning application in January 2016. 2.4.

Following the receipt of consultation responses from a number of organisations including HE and 2.5.GCC, a draft Supplementary Transport Assessment was submitted to HE and GCC in July 2016; the Supplementary Transport Assessment also formed part of the Further Environmental Information (FEI) submitted to Stroud District Council in September 2016. Amongst other matters, it contained the results of an S-Paramics microsimulation model of the A419 between the A38 west of the M5 and Chipmans Platt roundabout to the east.

The Supplementary Transport Assessment also set out revised arrangements for pedestrian and 2.6.cycle access to the development (para 2.34):

Pedestrian footway up to 3m in width (depending on land availability) to be provided on the south side of the A419 from Chipmans Platt roundabout westwards to the site access. East of Chipmans Platt roundabout, this will connect to the footway on the south side of the A419 east of Spring Hill, leading towards Stonehouse

Cycle route to be signed along Chipmans Platt Lane, connecting with National Cycle Route 45 (NCN 45) at Spring Hill

Connection between Chipmans Platt Lane and the A419 to be improved to allow access for cycles, pedestrians and mobility scooters

K barrier or similar to be provided at the junction Chipmans Platt Lane and the A419 to prevent use by motorcycles

Traffic signal controlled crossing of the A419 to be incorporated into the site access arrangements, to allow pedestrian and cycle movements from the proposed pedestrian / cycle route into the GTH on a normal working day

Ramped footbridge to be provided across the A419 from the GTH to the Sports Complex Pedestrian, cycle and bus only access through the GTH from the A419 to Grove Lane,

along the line of the existing public footpath

The revised arrangements are shown on Drawing E161/06 Rev B in Appendix A, and / or on the 2.7.Draft Revised Indicative Concept Plan at Appendix B.

A response to the draft Supplementary Transport Assessment was received from HE on 28 July 2.8.2016. Additional Transport Information (ATI) to provide clarification to HE on a number of matters was included with the FEI in September 2016.

Following a review of the ATI, HE confirmed that it is largely content with the proposals but with a 2.9.few outstanding details which included some minor amendments to the access proposals, described below, and a Stage 1 RSA and NMU Audit.

A response to the Supplementary Transport Assessment was received from GCC dated 24 October 2.10.2016 and a meeting was held on 21 November 2016. A number of amendments to the traffic modelling and assessment were requested and these are in preparation.

Information on vehicular traffic flows and NMU desire lines has been taken from the Transport 2.11.Assessment, draft Supplementary Transport Assessment and Additional Transport Information, as appropriate.

Access Proposals

Access from the A419 Vehicular access to Eco Park is proposed from a new traffic signal junction on the A419 some 2.12.

400m south east of M5 Junction 13. The proposed layout is shown on Drawing E161/06 Rev B reproduced in Appendix A.

The scheme includes dualling of the A419 between the M5 and Chipmans Platt, provision for 2.13.pedestrians and cyclists on the south side of the A419 between Chipmans Platt and the Eco Park access, and a signal controlled crossing within the junction on the south east arm of the A419.

As a single carriageway road, the current speed limit on this section of the A419 is 60mph. As part 2.14.of the improvements it is intended that the speed limit will be reduced to 50mph, the traffic signals serving to moderate speeds on the new dual carriageway.

Generally, parking for the Sports Complex, including the FGRFC Stadium, is to be provided in a 2.15.multi storey car park within the Sports Complex on the south side of the A419. For matches when the stadium car park is anticipated to be at capacity, parking for traffic approaching from the A419 will be provided within the Green Technology Hub to the north, enabling left turns only in to parking, controlled by variable message signing and the appropriate personnel. HE asked for an S-Paramics assessment to be undertaken incorporating a high demand for pedestrians crossing. However, a pedestrian / cycle bridge is to be provided in addition to the at-grade crossing at the traffic signals, and on a major match day use will be enforced by security personnel. Pedestrian flows at the crossing will therefore be minimal on such occasions. The bridge is identified on Drawing E161/06 Rev B in Appendix A and on the Draft Revised Indicative Concept Plan in Appendix B.

The crossing facility at the traffic signals has been retained to allow safe crossing on an average 2.16.day when security personnel are not in place to enforce the use of the bridge, and pedestrians and cyclists may be tempted to cross at surface level. It should be noted that the proposed crossing at the traffic signals coincides with the location of a public right of way to the north and south of the A419.

slips, most notably the M5 south off slip in the PM peak. Eco Park also increased queueing on the A419 east approach to M5 Junction 13 in the PM peak, with queues extending back along the A419 through the proposed site access signal controlled junction as far as Chipmans Platt roundabout. To mitigate this impact signalisation of the M5 off slips and the A419 east approaches to M5 Junction 13 is proposed. The modelling shows that this reduces the queuing and journey times to acceptable levels in all time periods for all scenarios.

An indicative layout for the partial signalisation of M5 Junction 13 is shown on Drawing E161/09 2.18.Rev A reproduced in Appendix C. HE requested that to safeguard the operation of the mainline M5 from queues on the off-slips, the proposed signals at Junction 13 should include ‘back-stop’ queue loops which could be used to clear the off-slips in the event of a large queue forming on these approaches. With the ‘back-stop’ queue loops included, HE accepts that the mitigation scheme is able to address capacity concerns at M5 Junction 13.

Back-stop queue loops on the off-slips are indicated on Drawing E161/09 Rev A in Appendix C. 2.19.

3. DEVELOPMENT PROPOSALS OF RELEVANCE

Development proposals of relevance include Eco Park and Land West of Stonehouse. The 3.1.proposed highway works, the subject of this NMU Context Report, are related to Eco Park. The Eco Park proposals are discussed in Section 2 of this report as well as summarised in Table 3.1. The assessment has specifically included Land West of Stonehouse as committed development. Table 3.1 includes a brief summary of both development proposals.

There were no fatal accidents in the study period. There were two accidents resulting in serious 4.3.injury, involving a moped or motorcycle. There were no accidents involving NMUs on the A419 in the vicinity of the site. No accidents occurred adjacent to the site frontage.

For the Supplementary Transport Assessment updated collision information was obtained for the 4.4.year from 1 January 2015 to 31 December 2015. Again, the relevant data has been extracted and a brief description is given in Table 4.2. GCC’s collision plan covering the wider study area is reproduced in Appendix E.

There were no fatal accidents in 2015. The one collision resulted in two slight injuries. No 4.5.collisions involved NMUs and no accidents occurred adjacent to the site frontage in 2015.

GCC has confirmed that following a review of the additional collision data, it is satisfied with the 4.6.analysis and that the additional information does not conclude that there is an existing highway safety issue.

Bus Services Figure 4.1 shows the existing regular bus services in the vicinity of the site. 4.7.

Stagecoach has confirmed that the following bus services will be available to serve both Eco Park 4.8.and West of Stonehouse:

Bus No. 61 / 61A currently provides an hourly service between Stroud, Chipmans Platt and Dursley from approximately 7am to 7pm, and is planned to be diverted to serve the West of Stonehouse development as well as Eco Park.

Services 66S / 66E which provide a combined broadly half-hourly service between Stroud and Gloucester from approximately 6am to 11pm are to be diverted to and through the West of Stonehouse development, and via Eco Park.

These services combined can provide a 20 minute to half hourly service between Eco Park and 4.9.Stonehouse / Stroud, and a half-hourly service between Eco Park and Gloucester.

Stagecoach has confirmed that additional match day bus services can be provided from 4.10.Stonehouse and Stroud to Eco Park on FGRFC match days. Details will be agreed in due course but could include scheduling double deck vehicles or duplicate vehicles on timetabled services, or providing special buses / journeys.

Existing NMU Provision There are currently no footways along the A419 fronting the site. However, there is a network of 4.11.

public footpaths in the area providing links to Eastington, and to Nupend and Westend to the north. Local public footpaths are identified on Figure 4.2. Eastington Footpath 37 crosses the A419 in the vicinity of the site.

There are no footways along the A419 west towards the M5 Motorway or across the M5 Junction 4.12.13. There are no public rights of way in the vicinity of the M5 Junction 13. NMUs are prohibited from using the M5 Motorway.

There is an underpass suitable for use on foot (subject to some refurbishment) under the M5 4.13.south of Junction 13, which connects the two parcels of land south of the A419.

National Cycle Network (NCN) Route 45, which links Chester with Salisbury via Gloucester, 4.14.Cirencester and Swindon, runs along Grove Lane to the north of the site, and then south along Spring Hill south of Chipmans Platt for a short distance. It then offers a route for NMUs, largely off road, to Stonehouse and Stroud. NCN Route 45 in the vicinity of the site is identified on Figure 4.3.

There are no existing bridleways in the immediate vicinity of the site. Equestrians are not 4.15.permitted to use motorways and the Highway Code recommends that they avoid roundabouts.

Desire Lines Although no NMU flow data is available, it is considered reasonable to assume that NCN Route 45 4.16.

is a fairly strong desire line for NMUs. At Chipmans Platt Roundabout, to the east of Eco Park, NCN Route 45 diverts north; however, with Eco Park, it is likely that a strong desire line for NMUs would continue west along the A419 towards Eco Park. The access arrangements for Eco Park include signing of a cycle route along Chipmans Platt Lane, connecting with National Cycle Route 45 (NCN 45) at Spring Hill, and a new 3m shared footway/cycleway route along the south side of the A419 between Chipmans Platt Roundabout and the new signal controlled site access junction. These routes and the existing NCN Route 45 will form a key access link between Eco Park, Stonehouse and Stroud. A number of potential improvements to NCN45, to be funded via the S106 Agreement, have been identified as shown on Appendix G of the Supplementary Transport Assessment, reproduced at Appendix F.

Eastington Footpath 37 crosses the A419 in the vicinity of the site access junction. Again, no NMU 4.17.flow data is available; however, it is assumed that the NMU desire line along this route is affected by the severance of the route by the A419. With Eco Park, there is likely to be a strong desire line for NMUs across the A419, between the Green Technology Hub on the north side and both the Sports Complex and the proposed footway/cycleway on the south side. The site access

arrangements for Eco Park include a traffic signal controlled at-grade crossing of the A419 and a ramped pedestrian / cycle bridge.

In the future with both West of Stonehouse and Eco Park, there is likely to be strong desire line 4.18.for NMUs between the two developments, via Grove Lane. The West of Stonehouse proposals include NMU links to Grove Lane. The Eco Park proposals also include NMU links to Grove Lane to facilitate NMU connections between the two developments.

There are no NMU desire lines along the A419 west towards the M5 Motorway Junction 13, either 4.19.existing or in the future with Eco Park.

5. STRATEGIC OBJECTIVES

The GCC key transport scheme, A419 Stroud to M5 Junction 13 corridor improvements, is relevant 5.1.to Eco Park and the associated proposed highway works. The GCC LTP3 Policy Document 4 – Highways identifies improvements for the A419 corridor at Stonehouse in the short term rather than long term delivery priorities.

GCC has a target to increase cycle use within the county by 50% from 2015 to 2031 (LTP PI-8). 5.2.

GCC will liaise with Local Planning Authorities and developers to secure Development Plan 5.3.compliant contributions from developers, businesses and local partners to deliver travel plans and promote smarter travel choices including marketing and incentives to encourage sustainable travel and ensure that realistic opportunities for travel choice are taken up in new developments (LTP PD 6.2).

GCC’s Local Transport Plan (2015-2031) (LTP3) – Policy Document 2 – Cycle identifies schemes 5.4.which support the delivery of the outcomes identified in the LTP Overarching Strategy and include access improvements to NCN Route 45, Stroud, as well as cycle infrastructure improvements (countywide).

6. TRIP GENERATORS

Stonehouse is located approximately 4km to the east of Eco Park. The committed mixed-use 6.1.development on Land West of Stonehouse is located approximately 1.5km to the east of Eco Park and will comprise up to 1,350 dwellings and 9.3 hectares of employment land as well as a mixed use local centre and a primary school.

The towns of Stroud and Nailsworth, the location of FGRFC’s current ground, The New Lawn in 6.2.Nympsfield Road, are approximately 7.5km and 12.5km to the east and south east, respectively.

Eco Park will comprise a Sports Complex on the south side of the A419 and a Green Technology 6.3.Hub on the north side of the A419. The Sports Complex will include a new 5,000 spectator capacity stadium with ancillary club facilities and other public sports facilities, and up to 4,000sqm B1 office space. The Green Technology Hub will comprise a mixed use commercial and employment area of up to 37,300sqm of B1 and up to 22,800sqm of B2/B8.

7. VIEWS OF CONSULTED ORGANISATIONS

Consultation responses to the outline planning application (Reference S.16/043/OUT) for Eco Park 7.1.submitted in January 2016, have been provided to Stroud District Council on transport issues by the following organisations:

South Gloucestershire Council also submitted a response, but concluded that there would be no 7.2.significant impact on its highway network, and consequently no transport objection.

The following revisions of relevance to NMUs have been made to the proposals since the original 7.3.submission as a result of this feedback:

Revisions to the layout of the traffic signal controlled site access junction, particularly to the provision for pedestrians within the central refuges

Pedestrian route to be provided on the south (Stadium) side of the A419 rather than the north

Ramped pedestrian / cycle bridge across the A419 between the Green Technology Hub and Sports Complex to be provided

New pedestrian / cycle access to Grove Lane to facilitate improved walking and cycling opportunities

Cycle route to be signed along Chipmans Platt Lane, connecting with National Cycle Route 45 (NCN 45) at Spring Hill. Between the lane and the site access, a shared pedestrian / cycle route is to be provided on the south side of the A419

A potential scheme for improvements to NCN45 from Stonehouse has been prepared, to be funded via the Section 106 Agreement

8. CONFLICT POINTS

Possible conflict points between NMUs and the proposed schemes are: 8.1.

At the location of the proposed site access junction on the A419 where a NMU desire line crosses the A419, the proposed junction could increase hazards to NMUs if speeds are not brought down sufficiently and/or adequate and convenient crossing facilities are not incorporated.

At the location of the existing underpass under the M5 south of Junction 13 where the NMU desire line cannot deviate from this route.

At the A419 between the proposed site access junction and the Chipmans Platt Roundabout, where a NMU desire line extends along the A419 towards the NCN Route 45, which then continues east towards Stonehouse and Stroud.

At the Chipmans Platt Roundabout, where the NMU desire line along the NCN Route 45 crosses the junction.

9. SCHEME OBJECTIVES

Based on the above, the recommended key scheme objectives are to: 9.1.

Discuss with Highway Authority its proposals for NCN Route 45 and ensure that any proposed measures along the route are compatible.

Ensure continuity and convenience of route along the existing Eastington Footpath 37. Designs should require minimal diversion for NMUs.

Provide NMU route(s) across the A419 as part of the proposed site access signal controlled junction arrangement.

Provide NMU route between the site access signal controlled junction and NCN Route 45 at Chipmans Platt Roundabout.

Improve safety for NMUs at Chipmans Platt Roundabout. Improve safety for NMUs on the existing Eastington Footpath 37 route and the proposed

NMU routes across the A419. Design site access signal controlled junction to promote slower vehicle speeds and incorporate dedicated NMU crossing facilities.

Consideration of safety of route between southern parcel of land and the Nature Conservation Area, located west of the M5; access to which will be via the refurbished existing underpass, mainly for management purposes.

Provide NMU route(s) to allow for future links between Eco Park and committed development Land West of Stonehouse.
