ecdp's disability hate crime report used

as a case study in a report onimproving victim support

Victims services advocates: Helping to shinea light on victims issues

In 2011, Victim Support launched a new project

with Louise Casey (former Commissioner for victimsand witnesses) to find out more about the issuesaffecting local victims and witnesses of crime. Theyrecruited a national network of victims servicesadvocates (VSAs) to research and report on local victimand witness issues.

The VSA team talked to victims and witnesses about their experienceof crime and identified what services are available across England and

    Wales.

Their findings have come together in a series of local reports that raiseawareness of important issues affecting victims and witnesses. Thesereports will also help the new police and crime commissioners as eachpolice force have victim and witness issues on their agenda.

Through a series of focus groups and interviews VSA spoke to victimsand witnesses about their experiences locally including:how they were treated by the police and criminal justice systemif they found suitable support services to help them through thisdifficult time in their life whether or not they reported the crime, and ifnot, why.

On the Victim Support website you can download the reports for allareas, including Essex.

The report from the team who worked in Essex is also available on theecdp website. You will see that ecdps work on disability hate crime

has been quoted as a case study (page 25).

    The Mental Way Blog

Laura Brook the pen name of a real mental healthpatient in Essex has launched a blog on the NEPFTwebsite. The aim of the blog is to get people talkingabout mental health so people can really understandwhat using mental health services is really like.

Laura has experienced severe issues for many yearsand has agreed to blog monthly on her treatments, her

views about it and to comment on topics that take herfancy. People can comment or join in. To read the blogand post your comments, please visit the NEPFTwebsite.

Andrew Geldard, Chief Executive of NEPFT said:

This is a brave move by Laura but I am completely in favour of it.The pen name reminds us of the dangers of stigma and

discrimination - especially as Laura has a job - but there is also astigma around treatments, which in fact are very effective. Realexperiences will help public understanding of what reallyhappens here. Well done Laura.

    Over 500k of Government Funding

awarded to Disabled People's User-Led Organisations

509,124 has been awarded to Disabled Peoples User LedOrganisations since the Strengthening DPULO Programme waslaunched in July 2011, it has been announced today by the Minister forDisabled People, Maria Miller MP.

These User Led Organisations run by and for disabled people, oftenprovide support and services alongside those provided by the publicsector. Drawing on their own first hand experiences of a disability, theyhave clear ideas about what works and what doesnt.

61 applications for funding have been received from DPULOs acrossEngland, 41 of which have been successful. As well as offeringfinancial support, the Strengthening DPULOs Programmes providesDPULOs with support and advice on how to strengthen and make theirorganisations more sustainable through its Ambassadors.

Some examples of how the Strengthening DPULO programme isstrengthening and building DPULOs, as well as making a difference tothe lives of disabled people in the local community are available on theecdp website.

Minister for Disabled People, Maria Miller MP, said:

I am delighted the Strengthening DPULO programme issuccessfully promoting the growth and improving sustainability ofDisabled Peoples User-Led Organisations, as well as makingpractical real improvements to the lives of disabled people andtheir communities.

Whilst it is good the Facilitation Fund has awarded 509,124, alarge amount of the 3 million funding remains, so I wouldencourage DPULOs to apply: In particular bids would bewelcomed from the Midlands, and East of England.

    A perfect partnership: supporting

    disabled workers

A new report from the Equality and Human RightsCommission (EHRC) has found that disabled people continueto be put at a disadvantage in the workplace. They are notrealising their full potential as they are not getting the supportthey need at work. The report, A Perfect Partnership, saysthat closing the employment gap between disabled workers

and non disabled workers can increase the performance ofstaff across the board.

It found that disabled people do not want to be singled out for specialtreatment. They are looking for company-wide solutions that supportall workers not just those with a disability to do their jobseffectively. However, the review shows that employers are sometimesconfused by what exactly disability means. They are unsure of who isdisabled and what support disabled workers might need. The

Commission recommends that the employer and disabled workercollaborating together best resolves these issues.

One of the barriers disabled people say they face is their ownreluctance to reveal their disability. People with mental healthconditions told the Commission that work was their best rehabilitationroute. Yet they did not feel comfortable in discussing any changes intheir working day that might benefit them and their employer.

There are wider benefits as the UK economy also gains from areduced reliance on State benefits when disabled people are in work.More than one in five adults is disabled, yet only half are likely to be inwork, compared to four fifths of non disabled adults. One disabledperson in six loses their job in the first year after acquiring a disability, more than doubling two years later.

The full report and other recommendations arising from the it are andavailable on the EHRC website: EHRC - the perfect partnership.

    Fulfilling Potential: what happens next?

The Government has released an update on the FulfillingPotential discussion our members and thousands ofother disabled people across the country contributed toat the start of this year. The experiences disabled peopleshared will inform the new disability strategy.

The update below is taken from the Office for DisabilityIssues (ODI) website:

There will be three phases of further work - so we cancontinue co-production of this important strategy. Thiswill address the issues raised in the Fulfilling Potentialdiscussions and in our recent work with stakeholders. We also want to ensure there is ongoing work on practical measureswhich will make a real difference to the lives of disabled people.

Phase 1: we aim to complete our current work with disabled people

and disabled people's organisations in June 2012, so that we can thenagree two documents with government colleagues in July 2012. Thesewill be (provisional titles):

Fulfilling Potential Next Steps, setting out the strategic narrative, priority areas for further action, specific next steps, and how wewould co-produce further plans. This will set out the vision forensuring disabled people have better opportunities to realise theiraspirations, with more choice and control over their lives and an

approach to changing attitudes and behaviours in society. It willoutline a new partnership approach which aims to build thecapability of communities, and explore new ways to put power inthe hands of individuals.

There will be a focus on how we can strengthen the role of disabledpeople's user led organisations and other community groups. It willdraw on the extensive discussions with disabled people anddisabled peoples' organisations, and address the key issues raised

including how to improve key life transitions, improving informationand advice, new approaches to early intervention, and improving
