This edition of the bulletin includes an update on ecdp’s Disability Hate Crime work which has been taking place over the last 12 months. Our major report, which draws together our work from the last year, was published this month after the findings of the IPCC (Independent Police Complaints Commission) report into the death of Fiona Pilkington and her daughter Francescca, which once again highlighted the need for hate crime to be addressed. Much of our work on hate crime has involved the valuable contribution of ecdp members, through the online survey and roundtables. The end result is a report which is built upon the lived experience of those living within Essex and concrete recommendations about what needs to be done to stop hate cr ime affecting their everyday lives. You can read about these recommendations, and find more information about the report on page 3 of this bulletin. We have also been working with members to ensure their lived experience is heard as we look

Dear Member,

Welcome to the ecdp email bulletin for June2011.

This edition of the bulletin includes an update onecdp’s Disability Hate Crime work which hasbeen taking place over the last 12 months.

Our major report, which draws together our work

from the last year, was published this month after the findings of the IPCC (Independent PoliceComplaints Commission) report into the death of Fiona Pilkington and her daughter Francescca,which once again highlighted the need for hatecrime to be addressed.

ecdp’s Disability Hate Crime report

Many of our members will know that over the last 12 months, ecdphas examined in depth the issues around disability hate crime both inEssex and nationally. Our work – which has included a dedicatedseries of meetings with our members to gather their lived experience,as well as meetings with colleagues across the public and voluntarysectors – has culminated in a report we published this month.

Our report identifies four key areas which need to be examined in

order to address disability hate crime. Together, these make up our USER framework for addressing disability hate crime:

Understanding – there needs to be a greater understanding of disability hate crime

Signposting and Support – services which signpost and supportdisabled people when they are victims of hate crime should bewidely available and well coordinated

Education – to ensure wider change for disabled people, we believeeducation work should be focused on three particular groups of stakeholders: disabled people themselves, professionals and wider society

Reporting – we believe stronger processes for reporting willincrease the number of investigated and prosecuted cases.

It is our primary recommendation that a user-led organisation, workingwith and for disabled people, is best placed to work in partnership withorganisations that have responsibility for hate crime – including localpolice – to address these four areas.

In practice we suggest that thisneeds to be co-ordinated centrallyby a dedicated Disability HateCrime Officer who would workacross Essex.

We will share copies of our reportwith all local stakeholders and

relevant colleagues. We are alsocommitted to working alongside

community partners, the police and the Crown Prosecution Service toensure this vital issue is addressed.

ecdp PIP reference group

As part of ecdp’s ongoing contribution to national consultations on thereforms to DLA (Disability Living Allowance) and its replacement withPIP (Personal Independence Payment), we have formed a referencegroup made up of individuals who can offer their perspective on thechanges.

The reference group met for the first time at the end of May to discussthe policy briefing papers published by DWP earlier in themonth. These papers include initial information on how the

proposals will work in practice. You can read about how thatmeeting went, here: ecdp members share their views on DLAreform and PIP.

On the day of the meeting, we recorded two Audioboos –one before, about the purpose of the group and what we wanted toachieve – and the other afterwards, reflecting on how the meetingwent. They are both available on our website here: Views of our members on PIP.

To ensure all of ecdp’s work in this area is underpinned by the livedexperience of members and other disabled people in Essex andbeyond, we have launched an online survey. This link will take you tothe SurveyMonkey website, where the survey is available: ecdpPersonal Independence Payment survey.

The information shared with us through the PIP reference group willbe submitted to DWP by their Monday 6 June deadline for feedback.

Lived experience collected in future meetings, and responses to thesurvey, will also be shared with DWP throughout the summer.

Disability Equality Training

The Equality Act is here. Are you taking notice?

What are the rights and entitlements for disabled people?

What is it that disables people in society?

What does the Equality Act (2010) cover?

What is the correct language and terminology to use?

By the end of the training you will be able to answer these questions.

Participants will also get the opportunity to develop and share practicalguidelines for best practice.

All courses take place at our fully accessible Chelmsford trainingcentre and are delivered by trainers with lived experience of disability.

Soccability

Soccability is the term adopted by football clubs and organisations inEssex to describe football opportunities for disabled people.

The aim of Soccability is to provide coaching and competition tailoredfor disabled children with wide ranging footballing ability. This includesa variety of training drills, coach education courses and specialistequipment.

Soccability is open to all disabled people with all levels of footballingability. Soccability is played in three age groups Under 12, Under 16and Adult, and in three Categories, premiership, championship andfun.

Postural Care

ecdp has been asked to share information about some awarenesssessions being held on postural care.

The training is free to attendees and is accredited.

There are four remaining sessions in Essex, as below, and eachsession starts at 10am and ends at 2pm:

User Led Organisation’s Project

Encouraging strong and sustainable disabled people’s user-ledorganisations

The ODI (Office for Disability Issues) have launched a new initiative toencourage strong and sustainable disabled people’s user-ledorganisations (ULOs).

The ODI will be investing £3million over the next four years in a multi-layered approach that aims to support ULOs.

In order to deliver this work, the ODI will be recruiting for several roles:

A National Lead post (someone from a ULO seconded to theOffice for Disability Issues to work with a civil servant) which willprovide a focal point for ULOs and oversee the other layers.

Ambassadors who will be responsible for promoting the cause of ULOs and encouraging ULOs to share learning and worktogether 

Experts who will provide skills and training to support ULOs.

Underpinning all this will be a Facilitation Fund which will be availablefor ULOs to bid for small to moderate amounts of money for specificprojects which will improve their sustainability. More information will beavailable in mid-July.

Volunteers’ Week:Wednesday 1 - Tuesday 7 June

To celebrate this year’s Volunteers’ Week, ecdp will befeaturing the stories of ecdp insight members who have usedtheir lived experience in a variety of ways to achieve their goals through volunteering.

Starting Wednesday 1 June, we will be posting a story on the

ecdp website each day of Volunteers’ Week – so keepchecking back to see the different experiences people havehad and what they have achieved.

ecdp insight supports disabled people to use their lived experience asfar as they want by identifying their goals and aspirations andproviding personal development pathways. Pathways are made up of a number of opportunities to support people as their personaldevelopment progresses.

Learning Disability Awareness Week:Monday 20 - Sunday 26 June 2011

Learning Disability Week is a week of national campaigning and awareness raisingrun by Mencap every year. This year it runsfrom Monday 20 to Sunday 26 June, whenMencap will launch a 3 year campaignagainst hate crime, called Stand by me.

Stand by me will challenge the police, thecriminal justice system and the courts to endhate crime against people with a learningdisability.

Disability in the media 

Findings from this survey of adults in Great Britain, conducted by IpsosMORI on behalf of Mencap, reveal that the majority of the public isunable to name a high profile person with a disability. David Blunkettand Stephen Hawking are the most well known and Susan Boyle is theonly public figure named who has a learning disability.

Over half the public (52 per cent) is unable to name a high profileperson they have seen in the media with a disability, increasing to 99

per cent who are unable to correctly name someone with a learningdisability. Labour MP, David Blunkett, who is blind, and theoreticalphysicist, Stephen Hawking, who has motor neurone disease, werethe most frequently mentioned people with a disability in the poll (13per cent each), followed by actor, Stephen Fry, who has bipolar disorder (8 per cent). Less than one per cent of respondents were ableto correctly name a high profile person with a learning disability,namely the former Britain’s Got Talent star, Susan Boyle.

The poll also revealed that a large segment of the public (41 per cent)believes that the number of people with a disability who they haveseen, heard or read about in the media does not reflect that of societyas a whole, versus those who do think it is reflective (21 per cent).

Almost half the public (44 per cent) are keen to see, hear or read moreabout people with disabilities in the media than there are at themoment with only a small minority (12 per cent) who disagreed.

Hardest Hit MarchOn Wednesday 11 May thousands of disabled people, their familiesand supporters from all over the country protested outside the Housesof Parliament to make their feelings known about the impact of spending cuts on disabled people.

Thousands of disabled people marched past Parliament todemonstrate their support for the Hardest Hit Campaign. Speechesthen took place at noon, before the Lobby of Parliament.

During the Lobby disabled people met with their local MPs to ask themto take action on their behalf.

In advance of the March ecdp member, Barry O’Connell appeared onBBC Essex radio, speaking about his lived experience, how DLA - and

his assistance dog, Guy - have supported him to live independently,and why he will be attending the march.
