ELS Children’s Programme – Background
ELS Director’s of Children’s Services working together since August 2010.
Number of activities progressing including:
– Placements– Procurements– Educational Psychology
East London Solutions Children’s Programme covers a wide Programme of work. This includes collaborative procurements, joint roles and shared services.
However, examples of some of the projects that we are progressing are:
Procurements
There are 6 joint procurements within Children’s Services. These are:
– Personal Support – Independent Travel Training – School Improvement – Contact – Short Breaks – Connexions
Independent Travel Training
Procurement • Involves developing travel independence, as well as
social and associated skills .• Arrangement piloted and full procurement now taking
place• Covers Children’s and Adult’s Services• Cost avoidance savings of only one borough leading
are £75,000 • Cashable savings significant in each borough due to
reduced passenger transport cost.
Short Breaks Procurement
• Covers breaks and activities for disabled children including adventure activities and overnight breaks.
• Set up in a way to allow for personalised budgets. • Led by Waltham Forest, and Havering, Tower
Hamlets, Redbridge and Barking and Dagenham are being named as potential users.
• Aiming to make cashable savings through reduced rates and volume discounts.
Educational Psychology
• Waltham Forest, Newham and Barking and Dagenham have appointed a joint Principal Educational Psychologist
• Cashable savings through joint recruitment costs and ongoing cost of employment split three ways
• Attracted best in the market due to unique opportunity• Longer term trajectory is for a shared service. This
should unlock further efficiency and cash savings as well as a resilient service.
TranslationsPartnership
• Newham Language Shop is recognised as a model of best practice for Translation and Interpretation services
• Newham are providing services to Newham, Redbridge, Barking and Dagenham, Waltham Forest, Enfield and Havering under a hosted and equal Partnership Agreement.
• Cashable savings of £200,000 for four boroughs first year.
• Non cashable savings include streamlined processes, procurement savings and improved demographic data.
• A focus will be the employment of local freelance staff
