SOLID WASTE MANAGEMENT

PROVINCIAL GOEVERNMENT
OF EAST JAVA
EXISTING CONDITIONS
1. Management of Municipal Solid Waste (MSW) in East Java region conducted by each Government of Regency (Kabupaten) and City
2. The limitation of space for Solid Waste Final Treatment Plant and rejection by people in surrounding plant are becoming a problem in the Urban area
3. The available space with location far from residential area, relatively appear in the out of town.
4. Therefore need partnership regionally between Regency, City and other parties to manage the Municipal Solid Waste

REGULATION
Law no. 18/2008 about Solid Waste Management
1. SOLID WATE MANAGEMENT IS RESPONSIBILITY OF GOVERNMENT (CENTRAL, PROVINCE AND REGENCY/ CITY)
2. RESPONSIBILITY OF GOVERNMENT OF PROVINCE AND REGENCY/ CITY HAVE :
GOVERNMENT OF PROVINCE :
a. Specifying strategy and policy in management of Solid Waste as according to policy of Central Government ;
b. Facility and conduct partnership, cooperation between two or more regency/ city in management of Solid Waste.
c. Carrying out coordination, construction, and observation of Regency and City performance in management of Solid Waste; and
d. Facility of solving of dispute of solid waste management between Regency or City in the Province Region.
GOVERNMENT OF REGENCY OR CITY :
a. Specifying strategy and policy in management of Solid Waste as according to policy of Central Government and Province Govenrment;
b. Carrying out management of regency and city scale as according to norm, standard, procedure, and criterion specified by Government ;
c. Conducting construction and observation of performance management of solid waste that executed by other party ;
d. Specifying location of temporary disposal, integrated solid waste treatment plant, and final solid waste treatment plant ;
e. Conducting periodical evaluation and monitoring every 6 months during 20 ( twenty) years to final treatment plant of solid waste with open disposal system which have been closed; and
f. Preparing and carrying out emergency management system of solid waste as according to the responsibility.

3. Mojokerto (Mojokerto City and Mojokerto Regency)
4. Madiun ( Madiun City and Madiun Regency)
5. Kediri (Kediri city and Kediri Regency)
6. Blitar (Blitar City and Blitar Regency)
7. Pasuruan (Pasuruan City and Pasuruan Regency)
8. Probolinggo (Probolinggo City and Probolinggo Regency)
