Issues that will be investigated in- clude the refuse bags tender. Public Protector communications manager Oupa Segalwe said the in- vestigator has met with the municipal manager, Zamo Mkhize, and they are waiting for his response regarding the continuation of the investigation. “The complainants who defected to the Economic Freedom Fighters al- lege there is gross maladministration in the municipality,” said Segalwe. However, Greater Kokstad Municipal Manager Zamo Mkhize confirmed that they received corre- spondencefromthePublicProtector’s office relating to allegations against the municipality, saying they are for- mulating a response to the issues raised by the Public Protector’s office. In the case of malad- ministration allegations, Mkhize said they are un- aware of any concrete evi- dence of maladministration. He also responded to the development of senior managers who are picketing claiming there is interference re- garding certain councillors in the running of the administration and call- ing for the mu- nicipality to be put un- der Section 139 — the municipality must be run by an ad- ministrator but the municipal manager said “it is untrue that senior managers are picketing”. Weareengagingwithallstake-holders, including labour,andbelievetherewill bea solution.Weassure thecommunity of Kokstad that Cogta, aswe have done in the past, will inter-

vene if necessaryandwehaveno fearor favour. This municipality is on ourradar,” said Mabaso.

Dlaminisaidtheydonotrustthein-tervention of Cogta MEC NomusaDube Ncube accusing her of protect-ing the image of the municipality.

However, Mabaso responded say-ing that in the initial phase, when thedepartment intervenes, there isbound to be some pessimism, but intime they will appreciate the workthat is being done.

THE African National Congress Youth Leagueleader race officially began after the AlfredNzoregionnominatedtheircandidatestolead

the region at the second regional congress at theKokstad Diocese of Umzimvubu Glenthon over theweekend.

The league’s national co-ordinator MagaselaMzobe has been endorsed to take over the ANCYLpresidential position.

This comes after the ANC dissolved the ANCYLnational and provincial structure and set up struc-tures to lead regions, provincial and national, untila conference was held.

The ANCYL was dissolved more than a year agoafter former ANCYL president Julius Malema wasfired fromtheorganisationonthegroundsofgettingthe organisation into disrepute. Malema now leadsthe Economic Freedom Fighters.

The new regional chairperson, Unathi Nqokosaid their conference was held to prepare for theEasternCapeprovincial conference tobeheldat theendofAugustandtoprepare for thenationalconfer-ence in September.

He confirmed that the regional conference has

endorsed Mzobe to run for the ANCYL president’sposition.

The endorsement was also announced by HarryGwala region when it convened its regional confer-ence in January.

Harry Gwala regional ANCYL spokespersonZwakele Mngonyama confirmed that they alsonominatedMzobe to stand for theANCYLpresidentposition.Mgonyamasaid theywant SiphoHlomukato stand as provincial chairperson in the KZN pro-vincial conference, soon to be held.

Nqoko said they endorsed Mawethu Rune tostand as secretary general.

Nqoko said the regional conference also en-dorsedhisname to standasprovincial chairperson.

He described the regional conference as beingone of the most successful conferences saying thatall branches under Alfred Nzo region were repre-sented.

PeoplenominatedtoleadtheregionincludeOnkeDiko as deputy regional chairperson, PhelokaziQulu as treasury for the second term and SibongileNasiu as deputy secretary.

Nqoko said they identified issues affecting theyouth—unemployment andpoverty—andwant toaddress these challenges in their term of leadingthe region.

Car­wash ‘business’problems continue

THE illegal car washing saga has taken another turn asthe washers are claiming they have been victimised andbullied by business and authorities.

This is after six of the car washers were arrested onMonday and were reportedly ordered to pay a R500 fineto the SAPS by 15 August.

The illegal car wash on the corner of HawthorneStreet has caused a row between the municipality, busi­ness and the car washers for months.

The Kokstad Chamber of Commerce has a numberof times written to the Greater Kokstad Municipality re­questing it to remove the car washers, claiming they areaffecting business negatively.

As a result traffic officers were positioned there topatrol and make sure the car washers don’t continuewith their business.

However, they havehitbacksaying they arenotdoinganything wrong, despite the fact that their activitiescontravene municipal by­laws. They insist they aremerely trying to make an honoest living for themselves.

Andile Ndlovu (17) said one of the business men onHawthorne Street has been harassing and threateningthem. “We don’t do anything wrong, we just talk to mo­torists offering to clean their cars when they come outof the steam wash on Hawthorne. We offer to wipe theexterior and clean the interior of their cars. We also polish

Two mensentencedfor robbery

TWO men were found guiltyof robbery with aggravatingcircumstances at the Ezin­qoleni Regional Court on 30June.

Nkululeko Silangwe (39)was sentenced to 15 yearsforrobberywithaggravatingcircumstances, 15 years forpossession of an unlicensedfirearm and three years forpossession of ammunitionwithout a licence.

Sandile Siwisa (24) wasfound guilty of robbery withaggravating circumstancesandsentencedtoeightyearsimprisonment.

On 26 January, 2013 a 37­year­old complainant was inhis store in Harding whentwo unknown men walkedin and pretended to buy cell­phones. One drew a firearmand demanded cash andcellphones. A struggle en­sued and a shot was fired.The suspects fled on footwith cash and cellphones.

Members from SAPSHarding immediately react­ed and apprehended onesuspect as well as the 9mmNorinco pistol which wasused during the robbery.

A second suspect was ar­rested the following daywith the stolen goods fromthe store. Both suspectswere detained at HardingSAPS.

THE KwaZulu-Natal Premier,Senzo Mchunu, is a man of hisword, thiswasevidentwhenhe

The session comes after Mchunuvisited the three areas under theUbuhlebezwe Municipality after thecommunities took to the streets,demanding electricity for theirareas.

Mchunu, accompanied by CogtaMEC Nomusa Dube-Ncube, HarryGwala District Municipality MlulekiNdobe, Harry Gwala TraditionalCouncil chairperson ChiefPhathisizwe Chiliza and theUbuhlebezwe Municipality MayorZamo Nxumalo met with thecommunities to deliver a report onhow far the government has comeinaddressing concerns raisedduring

hisvisit totheareabeforethenationalelections.

During his State of the Provinceaddress Mchunu made an undertak-ing to come back with a report ofactions taken by government to ad-dress the issue of water and theelectrification of homes.

Residents had also complainedabout the slow pace of housingdelivery, issues affecting farm work-ers and the slow pace of land claims.

“Be assured every household willgetelectricity,but itsaprocessandweare fast-tracking it — people need tobe patient with the government,” hesaid.

Dube-Ncube revealed how manyhouseholds will be electrified andmentionedthatnotallhouseholdscanbeelectrifiedatonce, itwillhappen instages. The community applaudedthe fact electrification is in progress.

RESIDENTS of Mphela Township, Ward 1 in Kokstadare sick and tired of the sewage that overflows at theentrance to their township, which has been going on

Tenza said there are sanitation challenges in Kok­stad. “Due to the growing population in Kokstad weare experiencing challenges of sewer spillage becauseof the added pressure on the pipes.”

Tenza said the challenges will be minimised in afew months as the municipality has hired service pro­viders to manage these challenges in Kokstad.

ported the situation to the Harry Gwala District Mu­nicipality but nothing has been done to fix the prob­lem.

Zanele Basi (43) who lives near the overflow, saidthe area has been like this for years.

“I don’t remember when this sewage began run­ning like this, but we have reported it to the districtmunicipality and to the councillor. People then fix theproblem, but after a short while it starts overflowingagain,” she said.

Ward 1 councillor Phumzile Nocanda said HarryGwala is well aware of the problem in Mphela.

“I have personally reported the sewage problemmany times. Contractors from the municipality try tofix the problem and it stops for a couple of days, butwithin a short time it flows again.

“People near the sewage have been complainingto me a lot. Now we are waiting for another contrac­tor fix it once more,” he said.

The municipality has been criticised by Kokstadresidents, saying it is failing to manage and attendto sanitation and water problems. Sewage is clearlyvisible in almost every township in Kokstad, includingthe CBD. One of the complaints being that water isshut off every night in Shayamoya.

Uvutha — the mystery fire thatmoves around with a life of its own,destroyed a house and left the familyliving in fear.

Nonkokheli Siphambo (67), thegrandmotherof the family toldFever:“We need help to rebuild our home. Ihaveworkedhard for 19 years build-ing my house, but today I have noth-

ing because of this fire, and I am un-employed.”

She said the first fire started on22December, 2013when their 12-year-old child’s clothes were burnt insideher wardrobe.

She told Fever although they havenot yet consulted anyone, they be-lieve the fire is an evil spirit.

“Thenthis firestartedagainonthechild’s bed while she was sleeping.After that we asked the child to sleepin our neighbour’s house, but thesame thing happened there with thefire starting in their house. It seemsthis fire is after the 12-year-old be-cause wherever she goes it followsher,” said Siphambo.

She said another time the childwas in the toilet and it followed herthere and burnt her dress.

“In toilet shebegan to screamask-ing people to help her extinguish thefire.”

She said she’s heard aboutUvutha, a mystery fire that startswithout any human help but neverthought that oneday itwoulddestroytheir family.

Five killed inaccidents acrossprovinceATleast fivepeoplewerekilledindif-ferent accidents across KwaZulu-Natal over the past two weekends.

OnFriday,KZNEmergencyMedi-cal Services team attended to a fatalaccident on the R56, between Ixopoand Richmond just after 5pm.

Department of Health said whenparamedics arrived on the scene,they found that two occupants of anoverturned mini-bus taxi had diedbecause of their injuries.

Five other people, three whomwere critically injured, required ur-gent medical attention.

tigated.“It is alleged that a taxi was in-

GREETINGS to all Kwa Sani residents. It is a pleas­ure to communicate with you again as we areabout to come to an end of this historical

month. The month of July has been a good one indeed— the community of Kwa Sani can attest to that.

Madiba once said he has discovered thesecret that after climbing a great hill, one only findsthat there are many more hills to climb. As Kwa Saniwe believe that Rome was not built in a day so it isour commitment to provide service delivery for ourpeople.

Great minds think great thoughts so, as stake­holders of Kwa Sani, this was reflected during serviceweek that together we can do more. Interventionsfrom various stakeholders in and around Kwa Saniwere felt by the humble community of this prestigiouspart of the province.

Reflecting on the past and moving to the present,one can notice when walking in the streets of Under­berg that street lights have been mounted and thetown shines brightly at night. The sidewalks nearUnderberg school have been completed, the schoolchildren, as well as people using that road, will never

again have to avoid being hit by cars, and will safelywalk on the side of the road.

Again fulfilling our promises as Kwa Sani, the con­struction of the Zinkwana pedestrian bridge is underway and will be completed in due course.

I extend gratitude to everyone who is doing his orher bit to help someone in society and thanks go tostakeholders such as social development, HomeAffairs, health (Underberg Clinic), education, Sassa,SAPS, UFA, society such as Vukuzithathe as well asthe Khuphuka project for their contribution to thefight against social ills that are destroying our society,and as we let our own light shine, we give otherpeople permission to do the same. Let us walk in thefootsteps of Tata.

Celebrating womenASwebeginWomen’sMonthSouthAfricanswill focus on the struggles and issues affect-ing all our women.

There needs to be more discussions sothat we understand why there is still suchhigh levels of poverty, inequality, unemploy-ment and violence directed at women andgirls after 20 years of living in a democraticcountry.

If we talk about empowering women wemust also focus on the point of how we canalleviatepoverty andempowerwomen tobemeaningful contributors to sectors such as

the economy and the corporate world.For many women, particularly those liv-

ing in rural areas, little has changed in thepast 20 years.

The space for discussion about women’srights has become increasingly restricted tocivilsocietybecauseofsocietalandeconomicpressure on the government.

The fight for an end to violence againstwomen and the advancement of women’srights has to continue and it has to be loudandeffective,aboveallelseitmustcomefromboth women and men.

Women’s MonthWe are in a very significant month —

Women’sMonth. On 9 August, 1956 an admi-rable triumph wasmarked as 20 000 womenassembled on the lawns of theUnionBuildinginPretoria,unitedinprotestagainst theexten-sionof thepass laws that includedblackwom-en. The march was led by heroines LillianNgoyi, Sophie de Bruin, Helen Joseph andothers. To all the women of this country, theMatatiele Local Municipality wishes you ahappy Women’s Month.

Mass funeral for Ward 4 veld-fire victimsSubsequent to the veld fire tragedies in the

Mariazel areas, theEasternCapegovernmentlent a helping hand to affected families. At theMariazel area in Litithjereng and MorenenginWard 14, 50 households were burnt by firewhich started on 17 July. Municipal fire fight-ers and the Alfred Nzo District MunicipalityDisaster Management Unit did their best to

fight the fire, but it got out of control due toheavywinds.Thistragedyclaimedatleastfourlives. The Alfred Nzo District Municipality,Sassa and the Department of Social Develop-ment provided immediate relief material tofamilies. Tomorrow, 2 August a mass funeralof these victims will be held at DititjherengVillage. We appreciate the co-operationshownbyourgovernmentdepartments inthisregard.

200 bales of lucerne for subsistence farmersTheMatatiele Local Municipality is known

for being a victim of fires especially in winter.Last year the fires erupted in Masakala Ward2 and 20 and destroyed sheep and goats. TheDepartment of Rural Development andAgrarian Reform assisted subsistence farm-erswhohadbeenaffectedby thisbyproviding200 bales of lucerne to 34 farmers. LesoleMzikathole, oneof the farmers, saidheappre-ciatedtheassistancefromthegovernmentandurged people to be cautious about fire andpractice relevant precautions.

the momentum.National treasury applauds UmzimkhuluIn terms of the grant expenditure, the

municipality has spent 100% to all grants e.g.neighbourhood, small town and MIG.

This is applauded by the national treasury,and indeed it depicts the commitment andwillingness toserveourpeoplewithdiligence.

Despite that this can be translated differ-ently,what yousee inUmzimkhulu isworth it.Even those who only pass by can affirm thatthe town is growing faster than previously.

Electrification of rural areas continuesTheappointmentsdoneforservicedelivery

are the electrification for Nsikeni andGaybrook-File.

Predominantly, the appointments are ad-dressing the backlog to reduce the number ofareas that are without electricity in Umzim-khulu.

Meeting rounds offgreat year for TLC>> Number of people attending themeeting increased from last year

TLC held it annual general meeting at the Nolangeni Hotel onWednesday 23 July which was well supported by the Kokstadcommunity.

Wewerehappytonotethat thenumberofpeopleattendingthemeet-ing had increased from last year.We see this as a positive sign andnotethat it means our organisation is growing.

TLC CEO Teresa Olivier presented her report and reported on thechallengesoftheworkthatTLCdoesinthecareweofferandthefinancialconstraints under which we work.

Richard Ingram, the board treasurer reported that TLC is in a betterstatefinanciallythanwewereatthepreviousmeeting.Wehavereceivedfunding from theNational Lottery BoardTrust andFirst National BankTrust which takes care ofmost of our day-to-day running, sowe endedthe year on a good financial footing.

Ray Horrocks presented his report as TLC board chairman and ac-knowledged the TLC board resignations and confirmed the reappoint-ment of one board member and the election of two new members.

Brenda Botha fromCedarville was the guest speaker at themeetingand sharedher testimonyabout her family’s battlewith cancer andherown amazing story.

We were touched by her wonderful story and how gentle and trueto herself she remains despite the challenges she has faced. At the endof the meeting refreshments were served.

TLC thanks all who attended the meeting.TLC is still selling gerberadaisies to promote theEGEncounterGar-

den Festival at the end of October. The flowers also represent Hospiceand are an affirmation of life. The flowers are available at our charityshop in Coulter Street for R20. Union wants longerholidays for teachers>> Teachers found themselves working during school holidays

“WE want even longer schoolholidays.”

Thatwas the sentiment of SouthAfrican Democratic Teachers’Union (Sadtu) members who re-cently expressed outrage at the re-duction of school holidays, mean-ing teachers must stay at schoolsuntil mid-December.

Their anger was expressed atSadtu’s KwaZulu-Natal conferencein Durbanwhen the union’s gener-al-secretary Mugwena Malulekeoutlinedchallenges facing teachersand the education sector.

Maluleke said in the past teach-ers would go on holiday at the endof November and return towardsthe end of January.

“The Elantra has qualities andstandard features which make it aworthy competitor in its segment. Itsdrivingpleasure,theergonomicsofitsdesign and the roominess make it aperfect compact family sedan,” saidStanley Anderson, marketing direc-tor of Hyundai Automotive SA.

Thenewlydesigned front bumper,radiator grille and fog lamps, as wellas the adoption of an LED light guideand projection headlamps add a dy-namic, hi-tech feel to the Elantra. Anew two-tone rear bumper and LEDrear combination lamps have alsobeen added.

KOKSTAD’SDamienScottmadea comeback after a shoulderinjury earlier this year and he

finished in 17th place overall and10th in the E1 (200cc) Class Champi-onship at the recent national enduro.

Kokstad’s Dylan Barker won theSilverClassChallenge (theyaredoing75% of the full race distance) at thisevent and at each of the three previ-ous events so far this year.

He is leading this class and willprobably win it at the end of the sea-sonwhichmeanshisentryfeesforthe2014 national events will be paid forifhemoveson to theE1national classnext year.

He is still a pupil (17) and doingwell forTeamPaMaRacing.Hedidn’tenjoy the track and crashed twiceduring the race, but made it four in arow.

Henco Botha is a matric pupilfromMatatieleandit’shis firstyear inthe senior national enduro champi-onship.

BarkerandBothacompeted in thejunior national championship lastyear and this was his best result thisyear—11thoverallandfifth in theE1(200cc) class.

He is a privateerwith no sponsors(the familyare local farmers)andrac-es with a KTM.

Daniël vanZyl finished third in the

High School Class championship. Heis also fromMatat and goes to schoolin Pietermaritzburg. This class is forriders between 14 and 16. It is a newchampionship this year and is verycompetitive where the youngstershad to complete between 50% and75% of the full race distance.

Wade Young, from Paddock, is aninternationalstarbeingsponsoredbyRed Bull and at the age of just 18.

ARRIVINGata freshwinter’smorn-ing of the 2014 Ingeli MTB classicthispastweekend,itwassettobeex-citing for us because the organisershavedonesignificantroutechangesin the 40 kilometres.

With about 1 000m of climbing,around half of that being in the last11kms, it was going to be a toughending to the race.

I got anearly leadandkeptpush-ing to establish a decent gap in caseof any misfortunes. The coursemakes it’sway throughpineplanta-tions and then into the natural for-est. As I entered into thenewpart ofthe course— “commercial suicide”— I noticed that I had a rear flat. Ifixed it with haste and was back onmybike, luckily not losing toomuchtime.Wewerenowintothefinalpart

of the course, the climbs beingtough, just to be rewarded withsome breathtaking views andamazing single track, making it allworth it.
