Fox Cities TOPS completed the fall session October 24 and will begin the winter six weeks Saturday January16, 2016. Currently we have 22 players enrolled. The Ashwaubenon TOPS will begin again after the first of the year (?). Pending Programs: Appleton Soccer Club - TOPS program possibly to begin after the first of the
year. Water Cities/Oshkosh YMCA - TOPS program will begin after the first of the
year. New London Program - unknown

If there is a need this could be done. The occasional new person can be trained by club personnel or if necessary by one on one training by another knowledgeable person. Suggested Start/End dates for leagues
*U16 – U19 Rec. & Classic Boys team’s will start the season playing on Sunday’s May 15, 22, June 5, 12. Games to be played late PMs. During the week of June 12 teams will also start playing week day games. The week of July 3 – July 9 will be observed as the July break. The East Central Activity Calendar has tentative scheduling dates set up for the spring season.

EC Referee Mentoring Program
East Central is looking for a way to mentoring out young referees so they have a better understanding of the game and what their role is. The object here is to provide opportunities where referees are able to work in a game situation where experienced referees are present and can provide immediate feedback.
Phase I
Seek out an indoor location which can offer a game like situations
Create a curriculum for both mentors and referees
Phase 2
Hold 2-3 sessions to train mentors how to evaluate referees
Phase 3
For referees with 1 year experience Hold training sessions
For referees with 3-4 years’ experience Hold Training sessions
In both cases this would be district wide. For the first year it would be optional. As we move into future years we would look at making it a requirement for all referees. What levels would be included here is still to be determined.
Referee Assignors would help the EC Referee Commissioner to determine all aspects of the program.
Looking to get approval from the EC Board to allocate some of the Region 2 funds donated for recreational support for this program. Allow up to $7000 to cover expenses for the 1st two(2) years of the program.
Would like to start the program Winter 2016, to train referees for Spring 2016.

'F' License Prerequisites: None Course Length: Approximately 2 hours. Minimum Age: 16
Cost: $25 Includes access to the US Soccer Digital Coaching Center for one year. The DCC is full of valuable coaching resources and tools.

US Soccer recently introduced the National 'F' License. The 'F' License is a new course for all volunteer coaches especially those working with the U6 - U8 player. It is an online course accessed through US Soccer's new Digital Coaching Center. It takes 2 - 3 hours and can be started and stopped at any point. You will print a copy of your license after successfully completing all modules.
WYSA continues to require that all coaches have, at minimum, an Y1 Certificate. All coaches are encouraged to complete the 'F' License online course. As an adjunct to the 'F' License, coaches should attend the field portion of any Y1 to earn this certificate. The field component covers the last 2 hours of all Y1 courses and is a very important part of the coaching experience. As of June 1, 2015 the USSF 'F' License will be a prerequisite for attending a USSF 'E' License course. http://www.wiyouthsoccer.com/coaches/f_license/

A second Motion removed this rule from East Central Rules and Regs. CURRENT RULE O. Seven Goal Rule After the first half of play or anytime during the second half, when one team is leading by seven (7) goals, the game may be ended at that point. With the agreement of both coaches, play may continue for the full duration of the game PROPOSED O. Seven Goal Rule Following the completion of the first half of play, if there is a differential of 7 or more goals, the coaches may mutually agree to end the game at that point or continue playing and revisit when the following scenario has been reached: After 45 minutes of play for U11/12 After 50 minutes of play for U13/14 After 60 minutes of play for U15/19 At either point, if both coaches agree the game will officially be over. And the score shall be recorded as it stands. In this situation, recorded scores should never reflect more than a 7-goal differential. If the coach of trailing team does not wish to end the game, the game will continue and the score will be recorded with the total goal differential as recorded by the referee, ie: the actual score of the game. If it is decided to continue playing, coaches of the team who is leading are highly encouraged to take measures which fosters more equal game play that limits additional scoring / increasing the lead. When at ANY point in a game one team has taken a seven (7) goal lead the Center Ref shall, before the restart, inform both coaches of the score and present the following three (3) options to the coach of the trailing team.
A. End the game at that point with the score recorded as the current 7 goal differential (7-0, 8-1, 9-2, etc.)
B. Continue the game but FREEZE the score. The final score will be recorded as in option #1, showing the seven (7) goal differential. No goals scored by either team after the freeze will be recorded but the game will be played to its full duration.
C. Continue the game. The game will go on and played to its full duration. Goals will continue to be recorded for each team. The Final Score will be recorded as the actual score no matter what the differential.
It is the decision of the coach of the trailing team ALONE to choose which option to follow. These options will be offered only ONCE during a game. If it is decided to continue playing, coaches of the teams who are leading are highly encouraged to take measures which fosters more equal game play that limits additional scoring / increasing the lead.

Objectives: Being affiliated with the United States Soccer Association, the United States Youth Soccer
Association, the Wisconsin Youth Soccer Association, and the Wisconsin Soccer League, the East Central
Youth Board will supervise, regulate and promote the participation of soccer consistent with the policies
and procedure set by the affiliated organizations.
Article I Membership
A. Voting Members: Voting members are representatives of soccer clubs within the East Central
District that are registered with the Wisconsin Youth Soccer Association, officers and appointed
board members of the East Central District. The number of votes per club shall be consistent with
the constitution and by laws of the Wisconsin Youth Soccer Association. No individual may carry
more than one position’s vote. Each officer and appointed board member will receive one vote.
B. Guest Members: Guest members are representatives of Wisconsin Youth Soccer Association
recognized soccer clubs from outside the East Central (EC) District who play in EC regulated
leagues. These members attend EC district meetings as advisory members.
C. Executive Committee: The Executive Committee of East Central shall consist of all Officers and
Appointed Board Members as defined in Article II and Article III of the East Central By-Laws.
Article II Officers
A. The President will coordinate and direct board activities and policies in accordance to the rules
and regulations of the Wisconsin Youth Soccer Association. He/she will preside over all
scheduled district board meetings. If board vacancies occur, the president may appoint a
temporary successor. The President’s position will be elected at the district AGM, on odd
numbered years.
B. The Vice-President will aid the president in formulating and administering organizational policies.
He/she will preside over district meetings in the absence of the president.
This two-year term will be elected at the district AGM on even number years.
C. The Secretary shall assume the duties of the President and Vice-President in the absence of both
officers. He/she shall maintain all correspondence and communication essential to the conduct of
the business of the district board. He/she shall serve a two-year term and be elected at the district
AGM on odd numbered years.
D. The Treasurer shall report on the receipt and disbursement of district funds. He/she will prepare a
budget for the approval of the district board. He/she shall prepare monthly balance sheets.
He/she shall serve a two-year term and be elected at the district AGM on even number years.
Article III Appointed Board Members
A. Games Commissioner will administer the orderly conduct of East Central League Games in
accordance to the policies and procedures of the Wisconsin Youth Soccer Association and the
East Central District. Duties shall include: 1) the dissemination of ‘game management’
information to the coaches and referees, 2) the review of referee game reports, 3) the enforcement
of the ‘laws of the game’ inclusive of suspensions, in a fair and consistent manner, 4) the fair

review and determination of appeals, 5) the compilation and dissemination of league standings.
This yearly appointment will be approved by the membership at the district AGM.
B. The District Registrar is responsible for the official registration of district players to the
Wisconsin Youth Soccer Association, USYSA, and USSF in accordance to their policies by
coordinating the collection of registration materials from district club registrars, signing the
‘official’ team roster, signing the ‘player pass’ if consistent to the team roster. He/she returns the
pertinent materials to the club registrar. This yearly appointment will be approved by the
membership at the district AGM.
C. The Scheduler facilitates the formation of leagues, the scheduling of league games and the efforts
in getting the information onto the web site via the web master. This yearly appointment will be
approved by the membership at the district AGM.
D. The Referee Commissioner coordinates the scheduling of referees with the club referee
representatives. He/she coordinates the development of new referees and the assessment of
experienced referees with the local referee unit. During the season he/she also collects game
‘incident reports’ and directs them to the appropriate parties. This yearly appointment will be
approved by the membership at the district AGM.
E. Coaching Coordinator is responsible for scheduling coaching clinics for the district. Educating
Coaching Coordinators at the club level to help educate their coaches both in game skills and team
management. This yearly appointment will be approved by the membership at the district AGM.
F. The Wisconsin Youth State Association State Board Representative attends the state board
meetings in order to facilitate communication between the district and the Wisconsin Youth
Soccer Association leadership. This yearly appointment will be approved by the membership at
the district AGM.
G. Adult League Coordinator is responsible to lead the Adult League Committee and is responsible
to bring to the board recommendations of the Adult League Committee. Upon disposition of
recommendations brought to the board, the Adult League Coordinator will be responsible to bring
this information back to the Adult League Committee for implementation. This yearly
appointment will be approved by the membership at the district AGM.
H. Recreational League Coordinator is responsible to lead the Recreational League Committee and is
responsible to bring to the board recommendations of the Recreational League Committee. Upon
disposition of recommendations brought to the board, the Recreational League Coordinator will
be responsible to bring this information back to the Recreational League Committee for
implementation. This yearly appointment will be approved by the membership at the district
AGM
I. Recreational Academy Coordinator is responsible to lead the Recreational Academy Committee
and is responsible to bring to the board recommendations of the Recreational Academy League.
Upon disposition of recommendations brought to the board, the Recreational Academy
Coordinator will be responsible to bring this information back to the Recreational Academy
Committee for implementation. This yearly appointment will be approved by the membership at
the district AGM.
Article IV Meetings
A. Place: Regular or special meeting shall be held at any place designated by the president. Regular
or special meetings can be attended via audio or video methods, if approved by the president.

B. Frequency: The frequency and timing of the meeting shall be determined by the board, dependent
upon the type and urgency of the necessary business.
C. Annual General Meeting: The AGM will be conducted in the fall and shall be primarily for the
purpose of electing officers, confirming appointments to the board, approving by-law changes.
Audio and video attendance for the AGM is a not allowed.
D. Quorum: Over 50% of voting representatives will constitute a quorum.
Article V Rules and Regulations
A. The East Central District shall adopt a set of rules and regulations concerning the functioning of
district related matters that are consistent to the rules and regulations of the Wisconsin Youth
Soccer Association.
B. The current rules and regulations shall be published yearly
C. Suggestions for additions or changes to the rules and regulations may be submitted by any
member club at any time.
D. Temporary additions or changes to the rules and regulations shall be adopted after they have
received approval of the majority of the voting membership.
Article VI Elections
A. The elected positions shall be elected by the voting members at the AGM. The appointed board
positions will be approved by the voting members at the AGM.
B. Removal of board officers shall be by a majority of the board when in their opinion the best
interest of the organization would be served by such action.
C. Vacancies shall be filled by appointment of the president until the next AGM.
Article VII Appeals
Final decisions of the East Central Board as determined by the rules and regulations may be appealed to the
Wisconsin Youth Soccer Appeals Board.
Article VII Amendments
By-laws can be amended and require the vote of two thirds of the voting membership.

2016-2017 TRYOUT POLICY The tryout policy applies to all competitive teams (Classic, State League, Wisconsin Developmental Academy, Regional League and National League) statewide. Each district has the authority to establish tryout dates for their geographic area. All other components of the policy are standard across the state. Dates for districts in Southeast Wisconsin (Kickers, Metro, Racine, Kenosha, Waukesha, Ozaukee, and Stateline) will be determined on an annual basis by district representatives under the direction of the WYSA Vice President – Competitions.
1. Period of Open Promotion The scope of what is permitted during the period of “Open Promotion” is below and must be consistent with the “informational statement” provided to parents. Beginning two weeks before the respective district tryout dates for the 2016-2017 registration year, club representatives may initiate contact with the parent(s)/guardian(s) of a player for the explicit purpose of promoting their club. The period of Open Promotion ends July 31, 2016.
“Open Promotion” is defined as contact with the parent(s)/guardian(s) of a player initiated by club staff or an agent of club with the intent to promote the club. Under no circumstances may contact be directly with the player, with the exception of the designated dates of tryouts (not all Open Promotion) where player contact is permitted. (Player contact includes, but is not limited to text messages, phone calls, emails, other written communication and/or in-person conversations.) Other activity not permitted during Period of Open Promotion:
Contact with parent(s)/guardian(s) of a player is not permitted under any circumstances at trainings or games until coach has dismissed team.
Discussions regarding reducing fee structure by any amount for club being promoted unless consistent with club policy. (i.e. A club may explain to a candidate that scholarships are available, but they must qualify and apply per policy. A club cannot guarantee a player a discount of the uniform cost; half off registration fee, etc if the player joins the club.)
Discussions cannot contain promotion for the player to consider a specific team. No offer may be made prior to the dates/times shown below.
2. Tryout Dates and Notification to Players
Offers/notification to players must be in writing (email or web posting is sufficient), and according to the dates listed below. Extending an offer to players not currently registered with your club prior to the dates below is not permitted and will result in sanctions. Clubs can extend offers to players on their teams in the current year (2015-2016) for a spot on a specific team in 2016-2017 beginning the first day of Open Promotion. The offer for a specific team obligates the club to register the player on the team listed in the offer, if the offer is accepted. Players may respond immediately to offers, but are not required to respond immediately. The expiration of an early offer cannot be before 12:00 noon on the “First Date of Offers” for its respective age group.

A legitimate offer must be in writing and include:

In addition to the above, all early offers must contain the following statement in the offer: “An early offer is an offer by a club to a player in their club in the current year (2015-2016) for a place on a specific team in the 2016-2017 program year. The offer for a specific team obligates the club to register the player on the team listed in the offer, if the offer is accepted. Players may respond immediately to offers, but are not required to respond immediately. The expiration of an early offer cannot be before 12:00 noon on the “First Date of Offers” for its respective age group. By accepting an early offer, you understand that you are committing to a position on “Team” and obligated to “Name of Soccer Club” for the 2016-2017 seasonal year.”
3. Response from Players Acceptance must be in writing (email or written letter is sufficient). If registration with your club constitutes acceptance of an offer, there must be a written statement communicating that in the offer or on the registration form. Players may respond immediately to offers, but are not required to respond immediately. The club representative contacting the player should remind them that an immediate response is not necessary and how much time a player has to respond (up to 24 hours, unless it is an early offer which cannot expire before 12:00 noon on the Universal Offer date for the respective age group). Any offer extended to a player is valid for at least 24 hours during which time the player is guaranteed a spot on the team specified. A club or team may extend the length of time an offer is valid at their discretion. A player is considered committed to a team when a written acceptance occurs AND a parent/guardian completes the player registration and submits to a club representative. The tryout registration is not considered the player registration. Any refund policies are at the sole discretion of the club. Any player who commits to a team and then wants to change to another team in the same registration year will be considered a transfer and such transfer is subject to Wisconsin Youth Soccer Association competitive player transfer policies.
