Presentation: Staff presented a NextGen customer success video featuring Michael Daniels who shared his story. He completed Fundamentals Training, received his GED and found a job. He is now enrolled in college courses and working full time. Action Items Approval of E3

concept (Employment, Education and Economic Development) for the emerging and transitional workforce.
The contract between CSB and EFSC was renewed in August 2014 to continue to provide a broad range of specialized services including the development and facilitation of industry advisory councils. The purpose of the councils is to advise college administrators of quality career and technical education programs which produce graduates who are prepared to enter the workforce. Highlights and results were shared.
Measure 1B – EFSC Industry Advisory Councils

In an effort to provide excellent customer services to Businesses, CSB conducts or partners on frequent Business Learning events which are responsive to our industry needs. Staff has forged partnerships with local professional associations for greater outreach and business needs. Recent and upcoming Business Learning Events were shared.
Measure 2B – Business Learning Events
CareerSource Brevard along with CareerSource Central Florida and CareerSource Volusia Flagler hosted the Inaugural Tri-Regional Business Summit and its first Tri-regional Executive Committee meeting at Port Canaveral. Jason Guy, WESH News moderated the event to an audience of more than 200 business people and workforce professionals. The Tri-Regional Executive Committee led to a collaborative partnership with the Central Florida Partnership to establish a leadership council regarding the Talent Pipeline in the area. To this end, the Central Florida Regional Leadership Forum will be held on the topic of a regional talent pipeline on June 11, 2015 at the Hyatt Orlando International Airport. Other successes from the Tri-Regional Business Summit were shared.
Measure 2C – Tri-Regional Business Summit
As part of Measure 3D (Implement Energy Launch as Part of CEJA Grant), a success video was shared highlighting Mr. Dennis Walker from the National Marine and Diving Service, Inc.
CareerSource Brevard applied for a Department of Economic Opportunity Innovative Regional Projects grant and was awarded $236,800 to facilitate the replication of the Career JumpStart for Military Youth program which was piloted at Patrick Air Force Base in 2012 utilizing funding from Lockheed Martin. Regional Workforce Boards, (Region 1 Pensacola, Region 2 Okaloosa Walton, Region 13 Brevard and Region 23 Miami-Dade) have committed their regions to participate in a Multi-Region Career JumpStart for Florida’s Military Youth Program.
Measure 4C Career JumpStart for Florida’s Military Youth
Last year, committee members voted and approved a strategy for youth guidance that focused on youth that are no longer in the conventional K-12 system regardless of whether they were categorized as In-School or Out-of-School by Workforce Investment Act (WIA) definitions. This was with the caveat that we maintain at least 30% out-of-school by WIA rules and regulations. Due to the new WIOA legislation and the fact that CSB is currently meeting the requirements, staff recommended to the Workforce Operations Committee and the full Board of Directors (on November 18, 2014) a change 75% Out-of-School, 25% In-School funding mix that aligns with the new WIOA regulations.

Measure 3D: Update and Modification to Measures/Tasks
The purpose of this brief is to give the committee a status on the CEJA Grant and propose changes to the 3D Measure: Implement Energy Launch as part of CEJA Grant.
Purpose
Background
Jobs & Innovation Accelerator Challenge Grant
: This grant is a $2,148,198 combined grant using funding from the Economic Development Administration (EDA), USDOL Employment and Training Administration (ETA) and the Small Business Administration (SBA) and is focusing on the Clean Energy cluster and jobs. The Space Coast Clean Energy Jobs Accelerator (CEJA) is a comprehensive and coordinated project designed to elevate, integrate and accelerate the development of the Space Coast Clean Energy Cluster. The following chart shows the planned/projected expenditures and performance for the remainder of the grant period:

Since the report last quarter, the grant performance has continued to improve. This chart summarizes the actual/projected performance
Staff has submitted a No-Cost Extension request to the USDOL extending the end date of the grant from September 30, 2015 to September 30, 2016. This additional time is to seek positive closure on “entered employment” and “retention”. The additional needed placements of individuals into clean energy or energy related jobs/occupations is the priority for the remainder of the grant period.

Staff is requesting an action to do the following:
Action
1) Modify Measure 3D from “Implement Energy Launch as part of CEJA grant” to “Implement
CEJA Grant”. 2) Replace the Completed Tasks under this measure with the following task:
Utilize the following three strategies to achieve results: 1) Clean Cities training focused on new hires 2) Business to Jobs (B2J) focused on employer based training (OJT) 3) Heavily utilizing the Recruiter/Staffing placement services.
NOTE: If we do not receive a No-Cost Extension, this measure will be completed at the end of September 2015.

Information Brief
Measure 1B - Eastern Florida State College (EFSC) Industry Advisory Councils
Background
The existing contract CareerSource Brevard (CSB) has with Eastern Florida State College provides a broad range of specialized services including the development and facilitation of industry advisory councils. The purpose of the councils is to advise college administrators with respect to the development and maintenance of quality career and technical education programs which produce graduates who are prepared to enter the workforce. The meetings CSB facilitates concentrate on 4 major industry sectors: Manufacturing & Engineering Technology; Computer Science & Information Technology; Business Administration & Office Technology; and Healthcare & Life Sciences. A 5th
advisory council addressing the Transportation, Logistics & Maritime sector is in the planning stages.
Results
During the first year of the contract CSB combined several existing EFSC councils with similar focus, broadened the industry membership, restructured agendas, and conducted eleven council meetings. During this second contract year eight council meetings have occurred to date for the following programs:
• Business Administration and Office Technology • Computer Science and Information Technology • Manufacturing and Engineering Technology • Healthcare and Life Sciences
Topics of meetings center on industry trends, training, challenges and employment needs in the respective industries and are generally well attended and well received.

The following highlights some of the actions that have occurred this year as a result of these council meetings:
• CSB is exploring the level of local interest and participation in the American
Apprenticeship Initiative announced by USDOL in December, 2014. The focus of the grant will be on high growth industries such as Advanced Manufacturing, Business Services and Healthcare. Selection for award will be based on the strength of the proposal in leveraged resources, geographic distribution, mix of industries and occupations. The Manufacturing and Engineering Technology industry council met on February 19th
and thirteen local manufacturers expressed an interest in participating in the grant.
• Fourteen industry council manufacturers have offered to host tours of their local plants for engineering technology students who have received CNC simulation training to introduce them to real-life scenarios applicable to their training and gain insight to skills needed to meet employer needs.
• The Business Administration and Office Technology program faculty revised 24 courses using industry council input to align with state requirements. An industry council member will review/approve the curriculum before EFSC faculty presents it to their Cluster Committee prior to submitting it for State approval.
• A business learning event to familiarize local businesses about EFSC student internships and co-op opportunities across all EFSC programs and the value such programs offer will be conducted by EFSC on March 19th
from 12:30 – 2PM at the EFSC Cocoa Campus Community Dining Hall. CSB is assisting with outreach to its industry contacts, board and committee members.
• A The Healthcare and Life Sciences Council subcommittee that formed to present a series of student informational seminars to EFSC health sciences students and faculty will conduct its second presentation in mid-April to address “well care v. health care”, industry trends, and skill sets needed to gain success in the sector. CSB will assist with outreach to our current scholarship participants enrolled at EFSC.
Additional council meetings are currently scheduled and an update of meetings and outcomes will be presented at a future E3 Committee meeting.

Measure 2B - Business Learning Event Plan CareerSource Brevard plans to hold one business learning event per month in order to increase value to the business community in Brevard County. Potential Topics:

Price: Events will vary on price. Some will be free. Sponsorships: CSB will be seeking sponsors for events, particularly where a cost is associated with the speaker/presenter. The plan will be to seek sponsorships from companies such as: Northrop Grumman; Harris Corp; NASA; and Boeing in addition to banks, law firms, and other small businesses. Youth Council - New WIOA Changes
Background
With the new Workforce Innovation and Opportunity Act (WIOA) around the corner and some significant changes to the youth funding requirements, input from this council is being solicited. Staff has been studying and reviewing the new law and are awaiting the release of the Administrative Rules in draft format during late Spring of 2015.
Challenge:
Workforce Boards will be responsible for allocating 20% of Youth funds to work experiences or OJT contracts. CSB currently expends approximately 4% on youth work experiences or OJT’s. This means getting more youth into jobs rather than:
• Helping them earn their GEDs • Paying for school based training • Spending Dollars on incentives
Currently in our NextGen program, staff time is spent delivering Foundations Training (Work Readiness Training) and focusing on meeting the goals of the youth, whether it be earning a GED, getting them into school based training or helping them get a job. With the money focused on work experiences/OJT, resources will have to be focused on finding businesses that are willing to participate and utilize these types of offerings, which also means shifting Staffing Specialists time to soliciting businesses rather than addressing training needs.
NOTE: Currently approximately 80% of the funds are used to pay for staff. So basically, all of our training funds (the remaining 20%) will be used for work experience/OJT contracts.

Discussion
In the new WIOA, Adult Education, which provides GED’s to those without a high school diploma, is a mandatory partner. As such, Adult Education will have similar performance measures as CSB including placing youth in jobs, work experiences, etc. With the change to work experience and away from helping with GED’s, what role might Adult Education play with CSB’s activities? NextGen relies heavily on monetary incentives to get youth performance. It has been successful for the program and is documented to be effective when you read policy papers surrounding positive youth outcomes. There will be no funding for incentives with the new WIOA rules. Are there any ideas the council has to keep youth motivated to achieving their goals and positive outcomes? Any ideas on ways to provide incentives without cost to CSB? With the move away from training for individuals, there is still the capability to dual enroll a youth as an adult (if they are over 18) and provide individual training. However, the amount of adult training funds is very limited and mostly focused on OJT’s as well. What criteria might CSB consider to prioritize whether Youth or Adults should receive an Individual Training Account?
