SUPERINTENDENT OF INSTRUCTION

As we wrap up our annual STAR testing and head into the final weeks of this school year, I want to thank teachers,administrators and school staffs for a year of awe inspiring dedication to the work we do and continued devotion to thestudents we all serve.

Our challenges this year were multifaceted. With the introduction of the Common Core State Standards, we began a newera in which the rigor of our instruction matches 21

stCentury expectations for learning. At the same time, we turned

greater attention to our English Learner population through implementation of our new English Learner Master Plan.School year 2012-2013 represents the second year in a row in which all graduating high school students will have beenexpected to enroll in the fifteen-course A-G college preparatory sequence. Finally, we have put in place a robust processfor continuous improvement of instructional practice through the Educator Growth and Development Cycle.

Each of these challenges alone was demanding, and we faced them all head on in a year of district restructure andcontinued fiscal austerity. And despite these challenges, school and district staff continued to step up and make miracleshappen for all our students.

And so I thank you all for the hard, hard work you do. The challenges we faced this year will continue to be the focus ofour work in the years to come, and I am proud and honored to work side-by-side with you as together we create the bestschools and highest achieving students in the country.

GENERAL INSTRUCTIONAL ANNOUNCEMENTS

2012-2013 Strategic Foci for the Office of the Deputy Superintendent of Instruction: 1) Transition to andimplementation of the Common Core State Standards (CCSS); 2) Improving instruction for English Learners byimplementing the new English Learner (EL) Master Plan; 3) Use of the Teaching and Learning Framework to improveteaching and learning across the district

Summer Facilitator Professional DevelopmentLAUSD is continuing its transition to the Common Core State Standards (CCSS) and will be providing PD for schoolteams in grades 2-5, 7, 8, and 10. The instructional work of this District will continue to revolve around theimplementation of CCSS, meeting the needs of our English Learners through the path laid out in the EL Master Plan,and building classroom instructional practice through evidence-based and calibrated observation and feedback usingthe LAUSD Teaching and Learning Framework.

The professional development model we will be using in the upcoming school year is built around the ProfessionalLearning Community. In order to facilitate this model, we are asking that schools send a team of teacher-leaders toan intensive multi-day training in June.

Each off-track elementary or secondary participant will be paid a stipend of $204.00 for completing the two-day course($306.00 for completing the three-day Geometry course).

ADVANCED LEARNING OPTIONS

The Los Angeles Unified School District offers a number of Advanced Learning Options for students. The purpose ofeach District Advanced Learning Options program is to widen access to educational opportunities, increase studentacademic performance and enhance college and career readiness and success.

AP Exam FeesThe AP Test Fee program is designed to increase the number of low-income students who take advanced placementtests and receive scores for which college academic credit is awarded. Due to a decrease in the amount of federalfunds available through this program, each school or district must contribute $5.00 for each exam taken by an eligiblestudent. For the 2013 AP Exam administration the $5.00 school/district contribution will be covered by Central.

REMINDER: In accordance with California Department of Education (CDE) guidelines, the fee for income-eligible students is

$5.00 for each AP exam taken, regardless of number taken. To collect more than $5.00 per AP exam is in directviolation of State and Federal policies and procedures for districts submitting applications for reimbursement.

As in previous years, Central—not schools--requests reimbursement from CDE.

Advancement Via Individual Determination (AVID)For the 2013-2014 school year, the District will pay the annual membership fees for AVID schools. Additionally, dueto cuts in state funding, Central—not AVID Los Angeles County Office (LACOE)—will provide instructional support tothe District’s AVID schools.

International Baccalaureate (IB)Foshay Learning Center is now a fully authorized International Baccalaureate Middle Years Programme School.With this authorization Foshay LC is the first school in the LAUSD to offer two fully-authorized InternationalBaccalaureate (IB) programmes—Primary Years Programme (PYP) and Middle Years Programme (MYP)

Congratulations to Principal Yvonne Garrison and the entire Foshay LC staff and community!

PSAT /NMSQTFor the 2013-2014 school year, Central will cover the PSAT/NMSQT fees for all 10

thgraders. The 2013

PSAT/NMSQT test date is Wednesday, October 16. It is the District’s expectation that District high schools willuse PSAT/NMSQT score reports, including AP Potential, to inform instruction, identify achievement gaps, andexpand access to advanced courses, including Advanced Placement (AP).

ARTS EDUCATION

The Arts Education Branch will be offering a salary point class on Arts Integration June 25-28 for teachers andadministrators K-12. Space is limited. To register contact: [email protected] or [email protected] byJune 7.

Itinerant Elementary Arts Teacher assignments for the 2013-14 school year will be sent to all elementary principals byMay 31, 2013. Thank you for completing the preference sheet found at sfs.lausd.net.

The new Arts Education Plan developed to support the Board Adopted “Arts at the Core” Resolution will be presentedto the Board in June. Once approved, the complete plan will be posted at arts.lausd.net. Thank you to all stakeholdermeeting participants for your valuable input.

Many of you set production/exhibition dates for your arts events in advance. Please remember to send allproduction/exhibition dates for the 2013-14 school year to our office ASAP. This advanced notification is greatlyappreciated so that we may get everything posted on our calendar to alert the community.

Supplemental Educational Services (SES)According to the Supplemental Educational Services (SES) regulations, providers are responsible for measuring theirstudents’ progress and regularly informing parents and schools of that progress. The LAUSD requires providers tomail TWO progress reports to parents and schools: an Interim Progress Report when students reach midpoint intheir program hours, and a Final Progress Report at the completion of the students’ program. Dropout students mustalso have at least one of the Progress Reports mailed as soon as they are dropped from the program. Credit Recovery Summer School (High School Only)Summer school is scheduled to commence July 8

Migrant Education Program Summer School 2013Summer school will be offered to identified migrant students in grades Pre-K-12 grade. Students in grades K – 8thgrade will be exposed to explicit instruction in expository reading and writing as they complete research projects.Migrant high school students will have the opportunity to enroll in the California PASS Program and be able to earn upto five credits upon completion of tests and units of study. Summer school will be held from July 8, to August 2, 2013.Classes will be offered at Second Street School, Harmony Elementary, Corona Elementary, San FernandoElementary, and Stevenson Middle School. Summer Enrichment Programs (Student Auxiliary Services)Summer Enrichment Programs funded through the After School Education and Safety grant will operate at 165eligible elementary and middle school sites during the summer break. Activities will include academic support,enrichment, and recreation. Number of available enrollment spaces will range from 40 to 150 per school site. Ahealthy meal will also be provided to participants. Operational dates and hours will vary. Beyond the Bell staff willcontact each selected site administrator in the coming days to confirm details. Youth Development Program (YDP) SchoolsCulminations will be taking place May 10

COLLEGE AND CAREER EDUCATION

CAREER AND TECHNICAL EDUCATION (CTE)

Perkins Grant Application Update

The CTE staff is completing its review of the Carl D. Perkins Grant Applications received for the 2013-14 school year.

This year 111 applications were received from 74 high schools. The applications are being read and scored, and

budgets are being reviewed for Perkins Pathway programs that want to initiate, expand or improve existing programs.

Principals will be notified of approved grants before the end of the school year.

Perkins application resources are posted on the CTE resource website. A list of CTE school-based Advisors available

to assist with Perkins Pathways is also available on the website: http://cte.lausd.net/resources/

Curriculum

CTE staff and teachers are continuing to update CTE courses using the newly adopted California CTE Standards.

The course updates also include writing and submission of CTE courses for approval by UCOP. A three-course

sequence in Video Production has been submitted to UCOP for approval for the 2013-2014 school year. Several other

courses are pending approval including: Information Technology, Architectural Design, Educational Psychology, and

Child Development.

The California Board of Education approved the CTE Model Curriculum standards in January 2013. The new

standards have been updated to reflect integration with the Common Core State Standards (CCSS) and updated to

meet current business and industry practices. CTE Courses focus on 21st Century Skills (Creativity, Collaboration,

Critical Thinking, and Communication) that students need to be College Prepared and Career Ready. If you have

Events

Culinary students from across the district will be competing in the Careers through Culinary Arts Program (C-CAP)

annual scholarship cooking competition. Each year over $400,000 in scholarships are awarded to students who plan

to attend various universities, community colleges and culinary schools. The competition is scheduled for May 3,

2013 at Los Angeles Mission College.

“Cooking Up Change” National Competition in Washington D.C. (June 7 – June 11, 2013)Anna Redd, ROP instructor and her West Adams Prep team of culinary students, will be heading to WashingtonD.C. (June 7 – June 11) for the “Cooking Up Change” National Competition. In support of the November 2012Improving Food and Nutrition Policy Board resolution, sponsored by Board Members Steve Zimmer and MonicaGarcia, Ms. Redd has been collaborating with District Food Services Director David Binkle, since they firstappeared on Channel 7 News last December. During the newscast, Ms. Redd and Mr. Binkle discussed the needto expand student voice in making tasty, nutritious meals that promote healthy eating and reduce childhoodobesity. As Mr. Binkle stated, “What we’re trying to do is get kids to eat more healthfully and nutritionally but alsohave them learn how it impacts their health. It all starts with kids helping us do that.” Ms. Redd and her ROPstudents truly exemplify the concept and spirit of “cooking up change.” In Ms. Redd’s classroom, it starts withengaging the students, helping them to make personal connections to what they are learning, and applying theconcepts and 21

WORK BASED EXPERIENCE

Student Work Permit Issuance During Summer BreakPlease direct any students who need a work permit during summer break to the Work Experience Education Officelocated at the Beaudry Central Office (333 South Beaudry Avenue, 25

thFloor, Los Angeles, CA 90017). We will

process student work permits from June 10, 2013 to August 12, 2013 (depending on the school’s summer vacationcalendar). Please remind students that the work permits are temporary and will expire August 18, 2013; your schoolcan issue permanent ones when the students come back from break. In addition, please let your students know thatthey need to bring a completed work permit application, current school ID with birth date on it (if the ID does not havea birth date, then they need to also bring proof of their birth date). LAUSD-DWP Student Internship OpportunitiesThe Department of Water and Power (DWP) and the Work Experience Education office will have internship openingsfor students across the school district. The name of this program is the Youth Services Academy (YSA) and it hasbeen around since 1990. Our office will start recruiting students in May for them to start interning in July 2013.Students will be interning with DWP personnel (i.e. engineers, architects, designers, supervisors, clerical, etc.) at theDWP Building in Downtown Los Angeles. Students will work Monday to Thursday from 1:00- 5:00 p.m. and attend aWork Experience Education Class on Fridays from 1:00 -5:00 p.m. Students will be paid $8.50 an hour for work andearn credits for Work Experience Education. The Work Experience class is a requirement – students will receive fiveto ten credits per semester. This program is not only for the summer, it is continuous until the student graduates fromhigh school with an option to continue to work up to the end of the student’s first semester in college.

Participants in the YSA Program must meet the following requirements:

1. Senior class of 2014 attending a LAUSD high school2. 2.0 minimum GPA3. Right to Work documents – social security card, photo identification and birth certificate.4. Afternoons must be open – report to work and attend class from 1:00 p.m. - 5:00 p.m.5. Reliable transportation to Downtown Los Angeles6. Commitment to the program from July 2013 to June 2014 (December 2014 if student attends a local college).

Issuance of Student Work PermitsDuring the school year, each school serving students in grades 9 to 12 needs to have a certificated staff memberassigned to issue student work permits. The certificated staff member needs to meet at least one of the followingcriteria: 1) possess a single-subject teaching credential who must be teaching at least one work experience educationclass, 2) possess a pupil personnel services (PPS) credential and/or 3) be a current administrator who has a B1-8form filed in our office.

To issue student work permits, the B1-1 and B1-4 forms need to be used. In addition, a copy of current ID needs tobe copied and filed along with the aforementioned forms (i.e. school, DMV, passport, INS/Green Card, anygovernment-issued ID, etc.). If there is no birth date on the ID, then a birth certificate or other official form needs to besecured to prove the date of birth since student work permit information is based on age. COMMON CORE STATE STANDARDS (CCSS)

2012-2013 Strategic Foci for CCSS: Implement at all schools instructional shifts (1 for ELA and 2 for mathematic):reading and writing grounded in evidence from text; focus strongly where the mathematics standards focus; andMathematics Practice #3 (construct viable arguments and critique the reasoning of others. Grades K, 1, 6, and 9participating in an intensive study of the CCSS standards in order to begin transition to the CCSS in the second semester.

The Office of Curriculum Instruction and School Support have assembled Professional Development Modules forschools to help in the transition to the Common Core State Standards (CCSS).

Schools should begin by implementing the Common Core Awareness Modules to all teachers.

The LAUSD is transitioning to the CCSS by targeting K, 1st, 6

Professional Development for these grades is available for download in the Targeted Grade Levels table found on theCCSS Professional Development website. The audience is all teachers in the targeted grade levels.

The LAUSD is also implementing a District wide phase-in where all teachers will begin CCSS Instructional Shifts. TheProfessional Development for the District wide phase is located in the District Wide Implementation table. The targetaudience is all teachers in all grades district wide.

Common Core State Standards Resource Books for K-6 TeachersAs we are moving into professional development for 2

thgrade teachers in June 2013, we want to

ensure that all teachers have a copy of the standards for their learning and for instructional planning.

All teachers at all Elementary Schools, Primary Centers, and Span Schools with elementary grade levels are receivingCCSS Resource books as well as the CCSS ELA Appendix A and C. The number being sent to each school is basedon the 2012-2013 Norm Day FTE report from Budget Services as of February 8, 2013 less any CCSS books you mayhave already ordered for your K, 1

LAUSD GATE Professional Development Certification ProgramThe LAUSD GATE Professional Development Certification Program offers educators an opportunity to developknowledge to meet the needs of gifted and high ability students. Program participants who registered for one of thecohorts must complete five modules, consisting of 45 hours of approved training/professional development in giftededucation, within a 24-month period.

The LAUSD GATE Certification, recognized by the District, will be valid for five years from the date of issue. The fivemodules, to be completed within two years are: Module 1: Gifted/Talented Programs General Information (1 hour). Module 2: Characteristics and Identification of Gifted Students (2 hours). Module 3: Instructional Strategies to Differentiate the Core Curriculum for GATE Learners (30 hours). Module 4: Social and Emotional Needs of Gifted Students (4 hours), and GATE Conference Attendance (8 hours).

School Goals for Parent EngagementParent Community Services Branch (PCSB) has consolidated research and mandates into five school goals for parentengagement. These goals help shape parent engagement programs and activities at the school level.

1. Welcome parents as equal partners in their children’s education.2. Provide parents opportunities to strengthen their capacity to support their children’s education at home and at

school.3. Engage parents in the school’s volunteer program.4. Respond to parent concerns and/or complaints to ensure children’s educational needs are met.5. Maintain compliance regarding parent involvement mandates.

To achieve goal number two – providing parents opportunities to strengthen their capacity to support their children’seducation at home and at school – we are adding two programs to our portfolio of tools for parent engagement. Thesetools are directly linked to the District’s instructional initiatives. Parent and Community Engagement (PACE)Administrators and Coaches are completing professional training linked to the launch of the tools.

Preparing for College and CareersPACE supports the District’s goal of ensuring that all students graduate from high school college-prepared andcareer-ready. PACE Coaches will deliver trainings and toolkits to Parent Center staff in May designed to increasetheir college and career awareness and preparedness.

The toolkit includes a: Power Point presentation. Workshop facilitation Tips Guide. Full-color, fold-out brochures, available in English and Spanish, full of valuable information and resources to guide

families towards college, including:

o A-G minimum and recommended requirements.o Financial aid planning guide, a list of applications, and other resources.o College readiness checklists for parents and students.

English Learner Parent AcademyELPA supports the District’s goal of improving instruction for English Learners by implementing the new EnglishLearner Master Plan. The Parent Community Services Branch, in collaboration with the Multilingual and MulticulturalEducation Department, is launching the English Learner Parent Academy. The Academy informs parents about theDistrict’s program for English Learners, including:

English Learner identification. Instructional program options. Progress expectations. Reclassification criteria and process.

The goal of the English Learner Parent Academy is to build the capacity of parents of English Learners to supporttheir children’s learning. Parents of English Learners benefit from the initial implementation of the academies, offeredon Saturdays and weekdays during the month of May 2013. Principals of schools with ELACs received informationabout registering their ELAC officers for the first sessions.

Attendance MattersStudent attendance is an important measure of student engagement and a correlate to academic achievement andgraduation. The Superintendent’s Performance Meter sets the 2013-14 attendance annual target to 76% of studentsattending 96% of the time (a 5% increase from the 2012-2013 school year).

Principals are encouraged to review their school’s data when considering purchasing services that will assist inreducing barriers to student attendance and learning.
