The NATIONAL ASSESSMENT AND ACCREDITATION COUNCIL (NAAC) is an autonomous body

established by the University Grants Commission (UGC) of India to assess and accredit institutions of

higher education in the country. It is an outcome of the recommendations of the National Policy in

Education (1986) which laid special emphasis on upholding the quality of higher education in India. To

address the issues of quality, the National Policy on Education (1986) and the Plan of Action (POA-1992)

advocated the establishment of an independent national accreditation body. Consequently, the NAAC

was established in 1994 with its headquarters at Bangalore.

Consequently, the NAAC was established in 1994 with its headquarters at

Bangalore. This NAAC has no authority to contempt of the Hon'ble SupremeCourt of India orders about Padma awards along with Dr.D.Y.Patil Vidyapeeth

Navi Mumbai (Deemed to be University), Accredited by NAAC with A Grade,

violating the terms and conditions of Padma awards, which is a serious offenseand blunder mistake committed willingly, where as in past when Dr. D.Y. Patil

was holding HE the Governor of Tripura position, same offense was committed

and on my complaint, the Ministry of Home Affairs issued directions to theChief Secretary for correction, now this is enough and these both agencies can

not be spared with out strict legal action against all offenders, hence it is

requested to please recall Padma awards from the winner with out any further

delay and departmental action may kindly be taken against the official of the

NAAC under intimation to me by October 2, 2013 otherwise I shall becompelled to move PIL along with contempt petition before the Hon'ble

Supreme Court of India. Please take it urgent and all similar nature mycomplaint may kindly be expedited and decided up to October 2, 2013. Proof

attached here with as ready reference.
