• Contribution of leading institutions in innovation policy development:– Evidence of a participatory process at the consultation level in
the development of the new Innovation Strategy 2012-20 and the National Strategy for Scientific R&D Activities up to 2020
• Alignment with EU R&D Priorities– National research strategy is aligned to Horizon2020; overall
strategic orientation is consistent with a vision for improving integration into ERA.
• Research Infrastructures / Creativity Hotspots– Decaying national research infrastructures due to declining
funding– Some pilot intermediary organisations established by donors’
funds did not manage to survive by themselves.

• Fitness to address global societal challenges:– Limited in terms of critical mass and linkages to world-
class research institutions; Skopje has potentials for interdisciplinary research-most of the country’s research potential is situated there.
• Attractiveness to researchers / working conditions:– Very limited, mainly due to remuneration and recognition
of degrees earned abroad. No vacancies in the enterprise sector.
• Fit of curricula to the needs of the regional economy:– ‘The formal education system struggles for market
relevance’ (USAID)– Graduates lack soft skills (work ethics, communication)
