Dear Third Ward Resident, With the first day of spring right around the corner (Thursday, March 19th!!) it's time to tidy up our homes and neighborhoods. In addition to our ward's normal trash and recycling pick up, the City of Chicago offers household chemical and electronics recycling out of its 1150 N. North Branch St. location. Go to www.recyclebycity.com/chicago/brief/household-chemicals-computer-recycling-facility for hours and to check to see if your items are accepted at the facility. Yard waste like grass and sticks can be picked up by the City by calling 311. Please ensure it is bagged separately from the rest of your refuse/recyclable materials and the City will take it to be composted. Similarly, some larger items can be picked up by the City if you call 311. These larger items must be placed near your normal garbage cans for removal. Not all items can be removed by the City so please call 311 to see if your item qualifies and to schedule a pick up. Finally, spring cleaning does not stop at the sidewalk. During the winter, parkways get filled with loose trash and dog doo that builds up for months under the snow. And if you are a frequent park user (both dog and/or people), please take the time to clean up your neighborhood park so everyone can enjoy it when the weather warms up. If you need clean up equipment, bags and/or bagged-trash pickup, you can always call 311 and then my office at 773-373-9273 to schedule your own Clean and Green. Speaking of Clean and Green, the annual Citywide Clean and Green Day is Saturday, April 25th. It's never too early to get your group together! Alderman Dowell Attends Youth Roundtable at Phillips with Mayor Lightfoot, CPS and CPD Leadership Alderman Dowell attended a powerful roundtable with the Mayor Lightfoot, members of her cabinet, Principal Matt Sullivan, CPS CEO Janice Jackson, CPD Supt. Charlie Beck, and about 15 juniors and seniors of Phillips High School. The discussion focused on guns and gun violence. When asked what the city government could do to help youth feel safe in their communities, the top three answers were: 1. Increase the number of and access to after school and summer programs/jobs, 2. Help connect youth to mentors and other trusted adults, 3. Transform the police department so that officers are actively involved in the daily life of the community (not just show up during an emergency) and don't racially profile black youth. Finally, Mayor Lightfoot announced her intention to increase funding for the Choose to Change Program www.urbanlabs.uchicago.edu. We must do better by our young people!

CN Meeting Hosted by Congressman Danny Davis and Ald. Dowell Alderman Dowell hosted a joint meeting with Congressman Danny Davis to discuss the Canadian National Bridge Reconstruction Project. This ongoing project will replace all the bridges and track along the St. Charles Air Line, which runs primarily east/west through the South Loop from the west side of Lake Shore Drive all the way east to Clark St., just north of 16th St. These bridges are over 100 years old and are at the end of their life, requiring replacement. In addition, planned track work will straighten the track, thereby cutting down on

noise and allowing trains to move through the densely congested area more quickly, according to CN. Detailed project plans can be found on Alderman Dowell's website. Key issues discussed at the meeting with CN and Congressman Davis included: noise and idling of trains, CN's commitment to rail greasers, beautification along the track's retaining walls and train safety. Congressman Davis committed to exploring federal standards for noise and together we are working with CN on possible solutions for idling. IIT Hosts 3rd Ward Town Hall Meeting Alderman Dowell held a Town Hall meeting at the Illinois Institute of Technology's McCormick Tribune Campus Center. At the meeting, residents were updated on public safety initiatives by the Commanders of the 1st and 2nd Police Districts, given information on the City's new recreational cannabis laws, and shown a potential development located at 51st St. and State St. Thank you to Commanders Pigott and Boyd, Kamau Murray and Ennedy Rivera for participating in this important community discussion. CPD Announces Command Changes and Promotions Interim Chicago Police Superintendent Charlie Beck recently announced new CPD leadership changes, including new Commanders for the 1st and 2nd Police Districts. Former 2nd Police District Commander Dion Boyd has been promoted to Commander/Executive Officer of Area 1, while former 1st Police District Commander Michael Pigott has been promoted to Commander/Executive Officer of Area 3. In these roles, Area Commanders oversee the operations of multiple districts under their jurisdiction. Taking over in the 1st District is Commander Jake M. Alderden, who previously served as Captain of the 1st District, while the 2nd District will be led by Commander Joshua Wallace, who previously served as a Lieutenant in the 4th District. NBA All-Star Weekend Comes to the 3rd Ward What a magical weekend hosting the 2020 NBA All-Star game! The 3rd Ward was home to numerous events associated with the NBA All-Star weekend, including the All-Star Celebrity Game, the NBA All-Star Practice and Media Day, and countless fundraisers, parties and celebrity gatherings. What a wonderful opportunity to show off all Chicago has to offer! As a former basketball player at the University of Rochester, Alderman Dowell was particularly excited to welcome the NBA to Chicago. And having gone to the last All-Star Game in Chicago in 1988, the 2020 version was a renewed effort to show how far our City has come in the many years since before MJ took home his first Larry O'Brien trophy. In addition to the game (which was fantastic!), All-Star weekend was an opportunity to highlight the great work Chicago is doing citywide to promote equity. To that end, Alderman Dowell attended a phenomenal networking event to kick off the weekend - A Conversation on Women Supporting Women with Mayor Lori Lightfoot, WNBA Chicago

Sky ballers Diamond DeShields and Stefanie Dolson, Ariel Co-CEO Mellody Hobson, and Cathy Englebert, Commissioner of the WNBA. The reception featured pop up retail businesses started by women owned entrepreneurs such as Raquel Graham's Roq Innovation, Kendall and Miles, Black Opal Beauty, KV Body Tea and more. Lots of discussion about growing the WNBA, the first and recently signed WNBA collective bargaining agreement and the importance of genuinely "rooting for women." Thank you to everyone who made this weekend so special. And a very big thank you to all the police officers, traffic control aides, security staff, restaurant workers, vendors, taxi/rideshare/bus/CTA drivers, hotel workers and all of the many people who worked so hard during this crazy weekend to bring the best Chicago has to offer to the basketball-loving community!

Chicago Black Caucus Recognizes Nikole Hannah-Jones Mayor Lori Lightfoot and the Chicago Black Caucus recognized the many achievements of Nikole Hannah-Jones at the February City Council meeting. She wrote the first essay published in the New York Times as part of the 1619 Project to mark the 400th anniversary of American slavery. Alderman Dowell was honored to speak on the resolution and also quote the words of Dr. Carter G. Woodson: "If race has no history, it has no worthwhile tradition. It becomes a negligible factor in the thoughts of the world and it stands in danger of being exterminated."

Black History Forum In honor of Black History Month, Alderman Dowell attended a very special event hosted by the Black History Forum. Presented by popular demand - A Return to Inquiry as to the Era of Black Banker, Jesse Binga, (and business compatriots Anthony Overton and Robert S. Abbott) featuring panelists: Professor Robert T. Starks, politics; Clovis Semmes, culture; Professor Lionel Kimble Jr., labor; Professor Myiti Sengstacke Rice, journalism and popular opinion; with Dr. Christopher R. Reed as moderator. Thank you to everyone for this insightful and interesting event.

GBCAC Honors Local Principals Alderman Dowell attended the Greater Bronzeville Community Action Council's Principal Appreciation Breakfast where the principals of Bronzeville schools presented their achievements for this school year. Both Bronzeville Scholastic and Williams College Prep celebrated a 100% freshman on track record and are sending a group of students to France to study abroad. Beethoven Elementary is fully staffed and won a creative school grant. Bronzeville Military Academy created a STEM Club and has one senior going to prestigious WestPoint after graduation. Drake's attendance is trending upward and was recently selected to participate in the University of Chicago Middle Grade Network. Bronzeville Classical boasts a 97% attendance rate and increased enrollment with 17% of the

students attending from the Bronzeville community. Woodson's attendance is up too and the school was recently adopted by the Chicago Urban League. Mollison reported student growth in Math, upgraded technology and $1 million in grant money to be spent over 3 years. Kudos to Pastor Chris Harris of Bright Star Community Outreach and Carl Hurdlick of CPS for keeping the BCAC strong and productive.

Michigan Avenue Streetscape It's finally happening! The Michigan Avenue Streetscape project will begin construction in spring 2020. The streetscape will transform Michigan Avenue (from Cermak Rd to 24th St.) and 23rd St. (from State St. to Indiana Ave.) in Motor Row into a more resident and business friendly corridor. CDOT will do this by widening the sidewalks - which will allow for a better pedestrian experience and businesses to open sidewalk cafes - installing placemaking features like decorative signs, trees, and benches, and transforming the roadway from a 4-lane road to a 2-lane road with a center turn lane. Ald. Dowell Gives South Loop Update at Neighbors Night Out Alderman Dowell attended the Greater South Loop Association's (GSLA) Neighbors Night Out event at the new Moody Tongue Brewery (2515 S. Wabash Ave.) to give a State of the South Loop presentation. Alderman Dowell would like to thank the GSLA organizers for inviting her to this event, and everyone who came out to support a local business and learn more about what is happening in our community. In her remarks, Alderman Dowell discussed the ongoing work to find a location for a new South Loop High School, provided updates on public safety initiatives for the area, highlighted the many commercial and residential developments in the community, and introduced the new businesses that have opened over the past year.

Invest South/West One of Mayor Lightfoot's signature initiatives, Alderman Dowell attended a kick-off and outreach event for Invest South/West. Invest South/West is a community improvement initiative that will direct the full resources of the public, private and non-profit sectors towards commercial corridors in 10 South and West Side neighborhoods, including Bronzeville, South Shore and South Chicago. ComEd Unveils Bronzeville Renaissance Mural Project The ComEd Bronzeville Renaissance Mural project was introduced at the South Side Community Arts Center (SSCAC) in February. This mural will be installed on the battery storage unit for ComEd's Bronzeville micro grid located just north of the SSCAC at 3831 S. Michigan Ave. Chicago muralists Rahmaan Statik and Shawn Michael Warren and augmented reality specialist Linda Cheung have been commissioned for the art piece which will celebrate Bronzeville's history and educate all on climate change. Gallery Guichard and Little Black Pearl are also involved in this arts initiative. Mayor Lightfoot, CPD and CTA Announce Comprehensive Public Transit Safety Plan Mayor Lori E. Lightfoot joined Chicago Police Department Interim Superintendent Charlie Beck, Chicago Transit Authority President Dorval Carter, and Aldermen Pat Dowell, Sophia King and Christopher Taliaferro to announce the City’s comprehensive public transit safety plan, which will add 50 more officers, smart policing technology and a dedicated detective unit to the nation’s second-largest public transit system. As part of this new multi-faceted plan to increase safety across Chicago’s rail and bus system and provide a more secure, comfortable traveling experience, the Police Department is expanding its Public Transportation Unit with more officers and resources than ever before in the history of CTA. The CTA operates the second-largest public transit system in the nation, with approximately 1.5 million rides taken on CTA buses and trains on an average weekday. CTA provides more than 18,000 bus trips and 2,300 train trips each weekday. These additional resources will continue to ensure the CTA is one of the safest transit systems in the nation.

Alderman Dowell Attends Census Awareness Event Alderman Dowell joined a Census Awareness event at Benito Juarez Academy (2150 S. Laflin Ave.) organized by Alderman Byron Sigcho-Lopez (25th) and Census Chairman Ariel Reboyras (30th). Nice turnout even with the snowflakes falling. It's critically important for every person to be counted to ensure our fair share of federal dollars for housing, infrastructure improvements, social services, political representation in the Congress and more, as many of these programs are tied to population. Look out for more information from Alderman Dowell's office and the City of Chicago about how to participate in the upcoming census.

Year of Chicago Music Kicks-Off Alderman Dowell was at the kickoff event for the Year of Chicago Music 2020. Chicago is the birthplace of music enjoyed worldwide from gospel to house and Bronzeville specifically plays a historic role in the creation and growth of Chica-go's vibrant music scene. The Year of Chicago Music means all things music, from performances, to grants, to teaching and learning, to summits. The City will dedicate its time and resources to promoting music all year long. Alderman Dowell in the Community Great community events were happening in February all across the 3rd Ward! Alderman Dowell was able to attend the annual Pancake Breakfast of the Oakwood Boulevard Neighborhood Association. Congrats to the new board Felicia Fortenberry, President and Myiti Sengstacke Rice, Vice President and team for leading this very active and organized 10 year old group of neighbors. Good to see Alderman Sophia King, and State Senator Robert Peters. Alderman Dowell partied at the Jazzin' and Jammin' in Bronzeville. What a wonderful send off for 3rd Ward resident Anita Strange-Rebecchi who moved to Nashville! Y'all showed up and showed out! Thank you for the beautiful cards and gifts. Thank you to Logan and his excellent sound system & DJing. Thank you to Justin Dillard and his quartet for a extraordinary performance! Don't Forget South Lakefront Erosion Says Alderman Dowell With much of the media coverage focused on the terrible lakefront erosion on the north side of Chicago, Alderman Pat Dowell has urged her colleagues and Mayor Lightfoot to not ignore the needs of the south side's beautiful and endangered lakefront. Erosion due to numerous factors affects all lakefront communi-ties, and the City must ensure resources are being distributed equally in order to protect all communities from damage. Alderman Dowell will continue to work with our City, State and Federal partners to advocate for resources to protect the historic South Side lakefront.

Cook County Pauses Provident Hospital Modernization Project With the recent change in executive leadership, the Cook County Health (CCH) Board has decided to pause the Provident Hospital Modernization Project while the search for a new CEO is underway. The CCH Board believes that a new CEO of the Cook County Hospital System should be given the opportunity to weigh in on this substantial project and evaluate how to best use the system's resources meet the needs of the many patients CCH serves. However, residents will continue to see work on the Provident campus during this pause - renovation of the old pharmacy building to convert it into a new renal dialysis center is underway and demolition of the vacant Sengstacke building will begin soon. 13th St. Alley Between Michigan and Indiana Ave. - Construction Commonwealth Edison will be installing approximately 7 feet of conduit in the alley between Michigan Ave. and Indiana Ave. starting approximately 56 feet south of the 13th Street right of way line. This work is being performed to improve the safety and reliability of service to customers in the area. Construction is scheduled to begin on approximately Monday, April 6th, weather permitting.

Transition of the Senior Sewer Rebate and Condominium Refuse Rebate Programs to the Department of Finance The Office of the City Clerk will no longer function as the intake office for receipt of eligible first-time applicants and renewals of the Senior Sewer Rebate or the Condominium Refuse Rebate. Instead, the Department of Finance Utility Billing and Customer Service Division will be processing the applications. Going forward, the yearly renewal form will require the claimant to provide a copy of their government issued identification and a recent property tax bill for verification purposes. To simplify the application process, the Senior Rebate for multi-unit buildings and the Senior Exemption for single-family homes will use the same application form and will require the same documentation. The property type will determine for which program the senior is eligible. Renewal letters will be mailed by the end of February 2020 to those who received the rebate in 2019. Bike the Drive Lake Shore Drive will be closed to car traffic from Hollywood to 57th St. for the annual Fifth Third Bike the Drive on Sunday, May 24th from 5:00 am to 11:00 am. Please use caution during the entire day, as many cyclists will be traveling to and from the event. Citizens Police Academy The Citizen's Police Academy is a community outreach and education program for the citizens of Chicago. It gives the community first-hand experience of the Chicago Police Department and the units within the Department. The course is 10 weeks and covers: community engagement, procedural justice and police legitimacy, the Office of Emergency Management and Communications, and the various bureaus within the police department There are two sessions a year:

Upward Bound Program The University of Chicago's Upward Bound Program is recruiting 8th grade students for enrollment for the summer 2020 session. This FREE year-round program prepares students for high school and post-secondary success. Students must have a minimum of a C+ average, be a US citizen or permanent resident, have a family income that meets federal low-income guidelines and have parents that do not have a four-year college degree. Targeted schools and communities include Dyett (Washington Park), Hirsch (Greater Grand Crossing), Hyde Park Academy (Woodlawn) and Phillips (Douglas).
