    Executive Summary

    Design on Time was founded by four instructional designers located in Denver, Colorado. Ourcompany employs a wide range of specialists who design, develop, and market effective

    instructional products for health care, corporate, and government industries for adultlearning.

    Design on Time s design methodology yields flexible, scalable, and reusable content,supporting clients with solutions that are easily mirrored and maintained.

    Addressing Your Learning Needs As a leader in providing business services in records management, patient billing andcompliance training, Health Care Cooperative (HCC) has built a reputation for providingexceptional service and designing award-winning Health Insurance Portability andAccountability Act (HIPAA) training. HCCs five guiding principles - Accountability, Honesty,Integrity, Openness and Respect - drive HCCs commitment to Do the Right Thing in allbusiness and personal settings.

    For years, HCC has been providing ethics training for all of its senior and mid-level managersat the annual company meeting. The desired outcome of the training is that all managers willexhibit behaviors that are aligned with the ethical standards set forth by HCC.

    In the RFP, HCC described the elements of the annual ethics training that their managersfound most beneficial:

    Excellent training and content High quality presentations Opportunities to collaborate with peers

    HCC is now seeking alternative training solutions that will meet changing needs, including:

    Exceeding the high standards set by previous ethics training sessions Extending ethics training to HCC employees in a variety of roles within the company Encouraging interaction among participants throughout the organization Developing an effective, yet affordable solution

    As leaders in business training, Design on Time will create comprehensive, high-quality ethicstraining that is stimulating, engaging and fulfills the outcomes set forth by HCC. The solutionwe are proposing is scalable, and reduces the investment of time and cost for futuremodifications.

    Initial Proposed Solution

    Based on the RFP submitted by HCC, Design on Time will transform the existing classroom-based training offered to senior and mid-level managers into a comprehensive modular online

    training program. This program will include: Asynchronous eLearning modules that build on one another Simulations and multimedia vignettes with problem solving follow-up activities Threaded discussion forums to incorporate peer collaboration and allow exchange of

    experiences and ideas

    Design on Ti mes solution involves hosting two basic courses, comprising a total of fourmodules. Each of the modules will take approximately 60 minutes for learners to complete.

    Thus the courses will take four hours in all. The modules are designed so that they can betaken all at once or individually over a given period of time. Modules will be accompanied bythreaded discussions that learners can participate in at any time for the duration of theprogram.

    Below are proposed structures and working titles for the courses:

    The first course, (Inter-) Personal Conduct in the Workplace , consists of two modules, eachapproximately one hour in length. The focus of this course is developing respectful behaviortoward coworkers and representing HCC in public according to HCCs guiding principles.Module 1 covers discrimination, harassment and workplace violence, to help create a work

    environment where all employees feel safe and comfortable. Module 2 covers business,financial and political ethics, to ensure that HCC retains public neutrality and respect.

    The second course is really two courses in one. Module 1 is titled Using Company Assets ,focusing on appropriate use of technology, property and information. Module 2, EthicalLeadership , is a unique course that Design on Time would like to offer to HCCs managementteam. Ethical Leadership will help company leaders to use role modeling, performancemanagement, and even coaching, to help HCC advance ethics companywide.

    Design on Time course content is designed to optimize learning, and presented in an easy tofollow layout. Design on Time also recommends the inclusion of explanatory graphics, video

    vignettes and thought provoking exercises to engage students and enhance learning.

    Design on Time feels that the opportunity to collaborate with their peers to discuss specificcompany or department problems should be an integral part of any training program. Designon Time will focus on creating a training solution that will encourage interaction amongemployees to the greatest extent possible. To that end, program participants from all eightHCC branches will take part in small group discussions online through a threaded discussionboard. Groups will be kept small (approximately 8-10 participants per group) to ensure thatdiscussions are focused and that all have opportunities to participate.

    Program Evaluation Plan

    Program evaluations will consist of two essential parts. The first are module quizzes, whichwill assess understanding of information covered in the module. Learners should be able to

    complete each module quiz with a score of 80% or higher before moving on to the nextmodule. Modules can be reviewed and quizzes can be retaken as many times as necessary.

    The second evaluation method will involve learner participation in threaded discussions.Unlike the quantitative data collected from the quiz scores, discussion participation is bothquantitative and qualitative. Learners will be divided into small groups for the threadeddiscussions in order to help keep discussions focused and easy to follow.

    As we develop the threaded discussion boards, Design on Time will integrate mechanisms fortracking the number of comments a learner makes for each discussion. Merely tracking thenumber of comments does not ensure the quality of participation, of course, so members of

    each discussion group will be asked at the end of the program to evaluate each others leveland quality of participation. A score for discussion participation will be determined based onthe frequency of participation and the peer rating. Participants must complete the teamevaluation in order to have their own scores processed and recorded.

    To ensure the quality of participation on threaded discussion boards, comments should bemonitored. Many clients prefer to appoint their own discussion monitors. Design on Timerecommends appointing HCC trainers or other professionals to monitor discussion boards on aquarterly rotating basis.

    In order to address the issues outlined in the objectives, Design on Time will need to survey

    all employees on their knowledge of workplace ethics as it is currently outlined in HCCguidelines. Design on Time will need HCCs guidance in the structure and dissemination of thissurvey to gain accurate results. Correlation of all survey results will help make sure that thecontent of the training program addresses the objectives outlined in this learning plan. SinceHCC has employees in eight offices in the United States, an efficient way to gather thisinformation would be through an online survey.

    HCC also describes the expectation that senior and mid-level managers that took this trainingwere expected to go back to their home offices and communicate the key concepts that theylearned to their staff. In order to ensure consistency in the overall message to all staff,Design on Time would suggest that the online training program consist of information that allstaff need in the areas of ethics training and appropriate use of company assets.

    The content of this training program will address two critical areas: Preparing HCC employees for everyday workplace situations relating to employee

    personal conduct, respect for others, and promoting a positive work environment Educating all employees in the appropriate use of company assets

    Our proposed training program also includes a special module on leadership in ethics, to givemiddle and senior management at HCC an advantage in establishing an ethical workplace forall HCC branches. Further development of learning objectives will be based on a learningneeds analysis.

    Design on Time feels that this proposed solution will address the objectives outlined by HCCin the RFP in a cost effective manner and provide the consistency in training that is neededand desired by all HCC employees.

    Content Analysis

    HCC is seeks to address to content areas related to company ethics:

    1. Employee personal conduct2. Appropriate use of company assets

    Enhancing your employees personal conduct will lead to a more positive work environment -one in which all employees, regardless of their role in the company, will feel respected andwill recognize that their contributions to HCCs success are acknowledged and appreciated.When employees feel respected and secure in their work environment, they tend to be moreproductive and more loyal to the company, leading to higher employee retention rates.

    Employees respect for one another is only one way that improved ethics can enhance work life within HCC. You want your employees to know how best to use company assets, so as notto compromise the progress HCC has made in HIPAA training nationwide.

    Learner Analysis

    According to HCCs specifications, the ethics training course will be deve loped for employeesin all roles within the company, located in eight different locations across the United States.Learners speak English, come from diverse cultures and backgrounds, and range in age from30 to 55. Learners have many different learning styles, and although there are no knowndisabilities present, the training solution will be designed to meet 508 compliance.

    Employees that have attended past ethics training viewed the class positively. A favoriteaspect of this training has been the ability to meet and work with representatives fromdifferent branch offices. With this in mind, Design on Time will incorporate manyopportunities for discussion and collaboration.

    Technical Specifications

    All potential participants in the ethics training program have computers with Flash-enabledbrowsers. They also equipped to listen to audio and view video presentations. They have theability to download and listen to podcasts or screencasts. HCC has used online training in the

    past, but does not currently have an LMS. HCCs IT department would to be available toprovide assistance with implementing technical solutions.

    The Design on Time Process

    Design on Time follows the D5 Instructional Design Process, developed by the VirginiaDepartment of Health. The D5 process involves a cycle of five phases: Discover Define,Design, Develop and Deliver. Evaluation (or review and revision) occurs through out theprocess, between and within each of the phases.

    Here is a closer look at each of the five phases:

    1. Discover The initial planning phase of the course, which involves meetings betweenSME and course designer, compilation of content and resources and establishment of projecttimeline 2. Define Sort and refine informationcollected during the Discover phase, establish aproject plan, identify objectives and begin

    sequencing the content 3. Design Develop plans for the course,including storyboards, sketches, templates andassessment prototypes 4. Develop Refine the design plans from theprevious stage and begin to create the beta-testing version of the course and all itscomponents 5. Deliver Revise the beta version based onfeedback from stakeholders and launch the

    The Design on Time Team

    Cathy Halterbaum - Instructional Designer /eLearning Specialist Cathy has over 10 years experience designing and delivering elearning solutions to a widevariety of clients including large corporations and small associations specializing in

    healthcare. Before switching to instructional design, Cathy was a high school teacher for 17years with a concentration in the sciences. As a teacher, Cathy designed and wroteclassroom-based elective courses for several high schools. Her years of experience as aclassroom-based instructor have given her enormous insight into the design of formerly faceto face courses redesigned into an interactive online format.

    Kay Miller - Instructional Designer /Graphic Designer Kay has seven years of experience in instructional design, copy writing, grant writing andscience education. Before changing careers to become an instructional designer, Kay directedand performed in theaters in Chicago and beyond. With her background in theater arts, sherealizes that the elements of design and psychology that make a play or movie so memorablecan also be used to create engaging learning experiences. Kay excels at identifying clientsinstructional needs and designing creative products to meet those needs.

    James D. Escalante Instructional Designer / eLearning Specialist Jim has 15 years experience in Learning & Development; including Trainer, TrainingConsultant, Instructional Designer and eLearning Specialist. Jim has spent the last 4 years inthe Health Care industry. He also spent several years in the IT/Telecommunication industries.Jim currently holds two industry certifications: Training Certificate from the American Societyfor Training & Development (ASTD) and Instructional Designer Certificate from LangevinLearning Services. Jim also has a masters degree in Telecommunications and he is currentlyworking on his second masters degree in Information and Learning Technologies.

    Cheryl Blum Instructional Designer / Multimedia Developer Cheryl is a professional trainer and coach who has a passion for helping others learn andevolve. She has designed and facilitated classes on a variety of subjects from technicaltraining to teaching children how to use their brains more effectively. Her diverse trainingbackground has enabled her to acquire a great understanding of how people learn. As agraduate of Coach U, Cheryl has used this education along with her deep understanding of

    human potential to help people enrich their lives. She is now taking her love for teaching andcoaching to a wider audience by honing her skills as an instructional designer so that she cancreate inspiring classes and workshops. In May 2011, Cheryl will be graduating from theUniversity of Colorado Denver with a m asters degree in Information Learning andTechnologies.
