    DEPARTMENT OF TRANSPORTATION

    The President's 2016 Budget is designed to bring middle class economics into the 21st Century. This

    Budget shows what we can do if we invest in America's future and commit to an economy that rewards

    hard work, generates rising incomes, and allows everyone to share in the prosperity of a growing

    America. It lays out a strategy to strengthen our middle class and help America's hard-working familiesget ahead in a time of relentless economic and technological change. And it makes the critical

    investments needed to accelerate and sustain economic growth in the long run, including in research,

    education, training, and infrastructure.

    These proposals will help working families feel more secure with paychecks that go further, help

    American workers upgrade their skills so they can compete for higher-paying jobs, and help create the

    conditions for our businesses to keep generating good new jobs for our workers to fill, while also

    fulfilling our most basic responsibility to keep Americans safe. We will make these investments, and

    end the harmful spending cuts known as sequestration, by cutting inefficient spending and reforming our

    broken tax code to make sure everyone pays their fair share. We can do all this while also putting ourNation on a more sustainable fiscal path. The Budget achieves about $1.8 trillion in deficit reduction,

    primarily from reforms to health programs, our tax code, and immigration.

    A safe, efficient, and well-functioning transportation system is critical to Americas economic future.Our nations economy relies on our transportation system to move people and goods safely, facilitatecommerce, attract and retain businesses, and support jobs. The Presidents udget provides a total of!"#.$ billion in discretionary and mandatory funding in %&'( for the )epartment of Transportation tosupport infrastructure projects critical for long-term growth* improve America+s roads, bridges, transitsystems, railways, and aviation systems* enhance safety* spur job creation* and improve the way federaldollars are spent.

    Funding Highlights:

    The Budget provides a total of $94.7 billion in discretionary and mandatory budgetaryresources for the Department of Transportation in 20!.

    "ncludes $47# billion for a si%year surface transportation reauthori&ation proposal to improvesafety' support critical infrastructure pro(ects and create (obs )hile improving *merica+s roads'bridges' transit systems' and rail)ays. This includes,

    helps tates and local communities support innovative pro(ects that delivereceptional transportation and economic benefits3

    Invests in Infrastructure Critical for Job Creation and Long-Term Growth

    Improves Our Infrastructure While Creating Jobs.To spur economic growth and allow tates toinitiate sound multi-year investments, the udget includes a si-year, !#$ billion surface transportationreauthori/ation pac0age to support critical infrastructure projects and create jobs while improvingAmericas roads, bridges, transit systems, and railways. The reauthori/ation proposal will also include

    reforms to improve the review process and delivery of infrastructure projects* support American eportsby improving movement within our countrys freight networ0s* increase economic mobility by lin0ingeconomically isolated communities to job opportunities* permanently authori/e the T1234 grantprogram to help spur innovation by competitively awarding funding to projects around the 5ation*improve regional coordination by 6etropolitan Planning Organi/ations 76POs8 to stimulate economicdevelopment* and advance the 9limate Action Plan by building more resilient infrastructure, reducingtransportation emissions by shifting travel growth from roads to transit, and encouraging soundertransportation planning. The Administration is committed to spurring the dialog on surfacetransportation by providing a legislative proposal that reflects this critical blueprint.

    Creates a New Office of Safety Oversight. afety is the )epartments top priority and the budget

    creates a new Office of afety Oversight within the Office of the :nder ecretary for Policy. ThisOffice will have oversight over all safety-related activity in the )epartments Operating Administrationsand will focus on better integrating the safety activities across modes.

    Supports New Transit Investments. The udget provides an increase of over !$ billion for %&'(,and, over the course of the Administrations si-year proposal, increases average annual transit spendinglevels by more than $; percent over %&'; 4esources to support both eisting capacity and capacityepansion 75ew tarts8 in projects involving bus rapid transit, subway, light rail, and commuter railsystems. 4ural transit providers will have access to !'.( billion in
