Introduction

Welcome to the first Newsletter of the CIVITAS CARAVEL project. Through this communication the project partners want to inform you about the objectives, the implementation and the results of the CIVITAS CARAVEL project. It is ad-dressed to persons working in the wide area of transporta-tion who are interested especially in topics dealing with sustainable urban mobility.

The CIVITAS CARAVEL-Newsletter will be released annu-ally. The goal of this first newsletter is to introduce you to the CIVITAS CARAVEL project description. Following news-letters will describe the progress in the implementation of the numerous measures and focus on special topics within the CIVITAS CARAVEL field of activity. What is CIVITAS CARAVEL ?

CIVITAS CARAVEL is part of the CIVITAS-Initiative, founded by the European Union in 2002. CIVITAS – cleaner and better transport in cities – stands for CIty-VITAlity-Sustainability. Through the CIVITAS-Initiative, cities shall be supported in testing and assessing new strategies to ease various problems in the field of transportation. Thereby, especially the development and demonstration of those integrated solutions is encouraged, which prove to be effec-tive across a wide spectrum of transportation measures. Simultaneously, the exchange of ideas beyond national borders is encouraged.

At the beginning of the CIVITAS-Initiative there were 19 cities included, since 2005 another 17 cities are participat-ing, grouped in the projects MOBILIS, SMILE, SUCCESS and CARAVEL.

The political decision makers of Burgos, Genoa, Krakow and Stuttgart have agreed to a Mission Statement for CIVI-TAS CARAVEL: The four cities intend to establish a new culture for clean mobility in European cities in support of sustainable development, citizens well being and safe ac-cess for all. The four CIVITAS CARAVEL cities proposed a broad variety of measures, able to fully exploit the synergies between individual innovative measures around an integrated clean transport policy.

Progress requires a collaborative and consensus-oriented process, and the four cities are basing their local coopera-tion upon wide local partnerships. Finally, the sharing of successful (and unsuccessful) experiences between the four cities and a clear knowledge and technology transfer be-tween them is an important part of this project – last but not least as a contribution of CIVITAS CARAVEL to the historic process of building a larger, unified Europe. CIVITAS CARAVEL fully complies with the objectives of the Thematic Priorities 1.6.1 “Sustainable Energy Systems” and 1.6.2 “Sustainable Surface Transport” of the Work Pro-gramme “Integrating and strengthening the European Re-search Area” of the 6th Framework Programme. Therefore a total of 55 measures will be implemented, all related to the eight policy fields defined by the CIVITAS-Initiative:

• Energy-efficient, cost effective, clean vehicle fleets • Access control to inner cities • Integrated pricing schemes • Stimulation of collective passenger transport • New forms of vehicle use/ownership, less

car-dependant lifestyles • New concepts for freight distribution • Innovative "soft" measures for managing mobility

demand • Transport management systems and traveller

information

The consortium of the CIVITAS CARAVEL project is made up of 22 partners, representing organisations such as city authorities, public transport operators, system and software providers, private research and consultancy companies, public research and government agencies, universities and non-profit organisations. CIVITAS CARAVEL started in February 2005 and will end, after a period of 4 years, in January 2009. The total eligible cost of CIVITAS CARAVEL is 29,8 million €, to which 13,2 million € is co-funded by the European Union.

The cities

Burgos

The City of Burgos is situated in the North-central part of Spain in the region of Castilla-León. It is well known world-wide because of its cultural, monumental and artistic heritage.

Burgos enjoys a privileged geographical position being located half way between Madrid and the French border, with cities such as Bilbao, Santander, Logroño and Vallado-lid nearby. Due to this, it is well linked with the rest of Spain. This has a high strategic value for the industry in Burgos which is varied and dynamic and characterised by compa-nies of importance on a European scale. The urban core area is 108 square kilometres in which live about 170.000 inhabitants. The demographic growth of Burgos was due to an important immigration of population from rural areas. However in the last years this turned to an increase of people living in the nearby villages and working in the city of Burgos.

Burgos has formulated and defined a Civic Pact of Mobility and Accessibility that was the first step in developing a seri-ous policy of mobility and regulation of transport in the city. This pact states that to resolve the problem of mobility and urban accessibility is a key for establishing a sustainable city and more quality of life.

The further defined principles of the Civic Pact are building the objectives of the CIVITAS CARAVEL project. Burgos will implement 17 measures in all policy fields, located in the following five demo areas: the historical city area, the city along the Arlanzon River and residential neighbourhoods, the new neighbourhoods in the southeast, the peri-urban areas in the south and the industrial and University areas in the northwest.

Genoa

Genoa is the leading city of CIVITAS CARAVEL. It is called “la Superba” (The Proud) and is the capital of the region “Liguria” in Northern Italy. Characterised by one of the largest historical centres in Europe, the city is the core of the Italian Riviera. Further-

more Genoa features one of the most important commercial ports in the Mediterranean Sea.

The urban core area is only 28 square kilometres in which live 284.000 inhabitants.

Genoa has a very difficult street layout, due to the lack of space and the absence of alternative routes. The city is stretched between the sea and the mountains, with a com-paratively long and narrow coastline stretching from east to west. The urban environment, defined by the topography of the area, shows development mainly in the coastal part, sloping down towards the sea.

The measures developed within CIVITAS CARAVEL will be focused mainly in the central and the eastern part of the city, with particular attention to the old historical centre and the modern city centre, the area of the San Martino Hospital and Nervi.

Genoa will be active in all the CIVITAS policy fields and the 15 measures foreseen by the project will be spread all over the target area, harmonising them into the different urban realities. In central Genoa (including the old historical cen-tre) e.g. the problem of the non-sustainable number of circu-lating (and pollutant) private cars will be faced with a mix of measures, regarding both access restrictions and new forms of mobility for people and freight.

Krakow

Krakow lies in the southern part of Po-land on the Vistula River in a valley at the foot of the Carpa-thian Plateau. Approx. 300 km to the North lays War-saw, the capital of Poland, and 100 km South are the Tatra Mountains, forming the Southern border of the country. The city covers an area of 327 square kilo-metres in which live almost 800.000 inhabitants.

The old part of the town has a unique historic character and the city is a prominent centre of culture and science. Kra-kow is a university city, where both the economic activity is very strong and tourism is growing. Krakow was under the first cities to be enlisted to the World Natural and Cultural Heritage and in the year 2000 Krakow was the “cultural capital” of Europe.

In the past city growth coupled with rising numbers of regis-tered vehicles, leading to a change in the modal split to-wards road transport and making road and public transport one of the most difficult challenges facing Krakow.

The major goal of Krakow’s transport policy is to create conditions for efficient, safe, economic and sustainable transport of passengers and goods.

Within the CIVITAS CARAVEL project Krakow will imple-ment 18 measures in all policy fields, located in the following four areas: the central market square, the inner city area within the first ring road, the city area within the second ring road and major transport corridors, linking the peri-urban area with the city centre.

Stuttgart

Stuttgart (Germany) is the capital of the state of Baden-Wuerttemberg and the centre of one of the most important economic and ag-glomeration areas worldwide. Stuttgart forms with about 592.000 inhabitants the centre of the conurbation “Stuttgart Region”, which is covering about 3.654 square kilometres with 2,6 million inhabitants and 1,3 million persons em-ployed.

The export-strongest region of Europe creates its strength in the automotive and mechanical engineering, companies such as Bosch, Daimler-Chrysler and Porsche have world-wide reputation. Stuttgart has two universities besides a lot of other important research institutions.

As Stuttgart is situated in the centre of one of the most dense conurbations of Germany, it is well acquainted with all the problems that result from the high mobility demand of its citizens, but also with solutions in urban mobility aiming at uncoupling economic and traffic growth in order to in-crease the quality of life and the reduction of the environ-mental impact. Stuttgart will implement five measures in the policy fields access control to inner cities, stimulation of collective pas-senger transport, new forms of vehicle use and ownership, innovative soft measures for managing demand and trans-port management systems and traveller information. The measures are located in the following three demo areas: the city centre, the event area of the Cannstatter Wasen and the Stuttgart Region.

The measures

Energy-efficient, cost effective, clean vehicle fleets

Municipal fleets mostly move in inner-city areas and there-fore have, depending on the type of engine, a certain effect on pollution and air quality. An as far as possible clean mu-nicipal fleet leads on the one hand to a reduction of pollution and on the other hand this fact offers a significant marketing potential. In addition the awareness of the people for envi-ronmentally compatible engines will be raised.

For these reasons Genoa, Krakow and Burgos aim to achieve 100% clean municipal vehicle fleets, even if this goal, as in the case of Burgos, will not be reached within the CIVITAS CARAVEL project. The implementation of these objectives will include the purchase of CNG and EURO IV buses, CNG delivery vans and car-sharing vehicles with hybrid engines. Furthermore the three cities intend to stimu-late the demand of private car owners for clean vehicles (especially gasbased) through several measures.

Access control to inner cities, integrated pricing strategies

Nowadays access restrictions are a frequently used tool to solve various traffic problems in inner city areas. Thus also in the four participating cities different access restrictions were realised in the past. Within CIVITAS CARAVEL these restrictions shall be improved and expanded.

In Genoa an integrated access control strategy will be de-veloped and demonstrated. This strategy will combine dif-ferent schemes for the different target areas and include an integrated pricing scheme for transit and for parking in a unitary and coherent policy. Thereby the road pricing scheme will be based on an automatic number plate recog-nition system, private car users then have to pay a fixed toll each time they enter the target area.

In Burgos the city centre will be considered a “clean zone” with restricted access controlled by mechanical and elec-tronic systems. Krakow will enlarge and implement a new access regime for the historic city centre and will follow the integrated concept development in Genoa. In Stuttgart measures of different types of access restrictions and trans-port management will be defined, based on the Clean Air Programme.

Stimulation of collective passenger transport

In all four cities, public transport plays the central role to ensure accessibility and all aim to increase the levels of public transport use. Integrated policies for clean vehicle use, passenger security, information, ticketing, institutional innovation, new flexible services and services addressing new demands in intermodal leisure-related mobility will be demonstrated. In Genoa and Krakow “clean high mobility corridors” will be set-up as European showcases for inte-grated, high quality public transport based on clean vehi-cles.

New forms of vehicle use/ownership, less car-dependant lifestyles

Discouraging car use and offering high quality public trans-port will be complemented by providing incentives to share 2- and 4-wheelers and for giving up personal ownership of cars. Regaining public space and reducing the use of noisy and polluting modes of transport is a major aim in Genoa. The proposed measures include bicycle renting in Burgos and Krakow, car pooling (Burgos, Krakow and Stuttgart) and a large application of car sharing (Genoa).

New concepts for freight distribution

In the four cities access by goods delivery vans is a major disruption of its restriction policies, since the economic and social functions of the city centres need to be maintained. The successful trial application in Genoa with a goods dis-tribution centre and (electric) vans serving inner-city shops will be substantially extended in terms of size, area, service quality and technology. The Genoa concept will be trans-ferred to Krakow. Burgos will limit access to clean vehicles and aims to reduce the total number of delivery vehicles.

Innovative "soft" measures for managing mobility demand

Soft measures are accompanying the investment, research and demonstration measures. They focus on consensus building, awareness rising and mobility marketing. The de-velopment and implementation of specific mobility service offers as the "€CO Points" scheme in Genoa is also part of soft measures.

In order to create awareness and to achieve consensus between stakeholders, Genoa, Burgos and Krakow will set up a Mobility Forum. Mobility plans for large institutions (Genoa, Krakow), safety monitoring and accident preven-tion (Genoa, Burgos, Krakow), accessibility for impaired persons (Burgos), mobility management for large events (Genoa), decision support tools (Genoa) and a public trans-port security action plan (Stuttgart) round off the package of soft measures.

Transport management systems and traveller information

Genoa, Burgos and Krakow will be integrating existing in-formation sources into an infomobility platform. In the case of Genoa a wide range of real time Internet, onboard, mobile and at-stop intermodal information elements will be pro-vided. Bus lane control (Genoa), public transport priority (Krakow), traffic visualisation systems (Burgos) and event oriented traffic management (Stuttgart) complete the set of CIVITAS CARAVEL measures.

Implementation Status

As the CIVITAS CARAVEL project started in February 2005, most of the measures have been launched, but none has been finished yet. Therefore implementation status varies within the package of all 55 measures, nevertheless there are several success stories in each city and some objectives have already been achieved.

In Genoa two important objectives fulfilled at the first stage were a good local dissemination campaign, including stick-ers, posters and newspaper articles, and a good involve-ment of the political side.

Regarding the measures, the Agency for Flexible Services is already operat-ing and managing three public transport on demand services (Drinbus) and the fourth has been launched in November 2005.

A first pricing scheme for access control and road pricing has been defined which will be discussed at political level and with all relevant stakeholders. The tender procedures to improve the car sharing service with new vehicles started and the agreement with the municipality for the use of the car sharing service is under elaboration. The elaboration of the operational plan for the extension of the service is under completion and three new parking places have been launched. Dissemination activities have been performed within the launch of the new parking places and within the "Car Sharing Open Day", held in Genoa on the 22nd Sep-tember within the European Mobility Week. Such activities have been supported through information campaigns on the local mass media, set up of info points and distribution of informative material to the residents in the areas of the new parking places.

In Krakow the public transport company MPK SA purchased 32 small busses meeting EURO III standard dedicated partly to use for demand respon-sive transport ser-vices. To establish the clean high mobility corridor MPK SA did a comprehensive test with a CNG bus and ten busses which did not fulfil any EURO standards have been sorted out. Concerning the leisure related mobility services a test of bike carry facilities on buses has been undertaken. To get more information about mobility demands an inquiry about transportation behaviours and expectations concerning trips to work has been carried out among workers and students of the Krakow University of Technology.

The measure “Support for clean fuels and intro-duction of clean public and private fleets” in Burgos has been started ahead of plan, biodiesel has been introduced in the garbage collection fleet as well as it is used in new busses. Additionally a marketing campaign for biodiesel was organised in the framework of the sustainable mobility marketing. Also the measure to increase bicycle use started ahead of plan with the devel-opment of marketing measures. As part of the measure dealing with the access for mobility impaired people the local council opened a specific office for mobility of disabled persons.

In Stuttgart the work undertaken within the CIVITAS CARAVEL project supported the preparation of the final Clean Air Programme for Stuttgart, which was published in June 2005. Currently 36 possible

measures are under public discussion. For Stuttgarts car pooling system “Pendlernetz” a marketing concept has been set up and a new “rent a bike-box”-service has been suc-cessfully launched by the mobility centre. To gather basic data for safety and security of public transport in Greater Stuttgart, the preparation of interviews and workshops for specific passenger groups has been done.

Objetivos de CARAVEL

Objetivo Principal “Establecer una nueva cultura de movilidad en sus ciudades siguiendo las pautas de desarrollo sostenible y de accesos seguros y confortables para los ciudadanos, según el modelo europeo”

Objetivos Instrumentales • Reducción de emisiones debidas al transporte. • Minimizar el impacto del tráfico en zonas sensibles. • Concienciar a los ciudadanos de su responsabilidad en

los objetivos. • Priorizar el transporte público y colectivo sobre el

individual. • Mejorar la seguridad y accesibilidad del transporte a los

colectivos más sensibles: niños, ancianos, minusválidos. • Recuperar el espacio público para los ciudadanos,

descongestionar las calles de circulación y mejorar la seguridad vial.

Impacto del Proyecto en la Ciudad • Políticas de transporte, mediante una estrategia integrada

para todos los colectivos y toda la ciudad. • Políticas medioambientales, reduciendo las emisiones de

CO2 y ruido debidos al tráfico. • Mejora de la Calidad de Vida: promoviendo la

participación y la responsabilidad ciudadana. • Políticas económicas y de empleo, mediante el ahorro de

tiempo y energía , mejora de las zonas de ocio y comerciales, y creación de empresas de economía social para algunos servicio ( alquiler de bicicletas).

Impacto de CIVITAS en Áreas Urbanas

El proyecto tendrá cinco áreas de demostración preferente, siendo la número uno el Centro Histórico, la número dos la Ciudad a lo largo del Río Arlanzón y sus barrios residenciales, la número tres los barrios periféricos dentro de la ciudad, la numero cuatro los barrios del Alfoz, con antiguos pueblos convertidos en barrios de la ciudad y la número cinco que comprendería a la Zona Universitaria y los Polígonos Industriales de la Ciudad.

El proyecto tiene una duración de 48 meses.

Requisitos de CIVITAS: Compromiso de TODOS

Por la Complejidad del Proyecto, éste requiere la Participación y Compromiso de todos los Intervinientes para que resulte un éxito.

Se requiere un fuerte soporte político, una participación y trabajo de técnicos e implicados y una respuesta favorable de la ciudadanía que sólo se logra acercando el proyecto a todos y haciendo que todos se sientan parte de él.

Así, el ciudadano se verá recompensado con todas las medidas y actividades que el Proyecto ofrece a la ciudad de Burgos.

Conferenza finale Siddharta-Life & Civitas Caravel Training Workshop sui servizi di trasporto flessi-bili

Venerdì 25 Novembre, a Genova, nella splendida cornice del Salone di Rappresentanza di Palazzo Tursi, storica sede del Comune di Genova, si è tenuta la Conferenza finale del Progetto Siddharta-Life.

Alla conferenza hanno partecipato 125 persone, apparte-nenti ad enti pubblici, aziende di trasporto locale, Università, Politecnici ed Istituti di Ricerca.

Nella prima sessione mattutina, gli Assessori del Comune di Genova Arcangelo Merella - Assessore alla Mobilità e Paolo Veardo - Assessore alla Città Solidale, l’Amministratore Delegato di AMI - Azienda Mobilità e Infrastrutture S.p.A., Marco Vezzani ed il nuovo Presidente di AMT - Azienda Mobilità e Trasporti di Genova Bruno Sessarego, hanno portato i saluti istituzionali dei partner coinvolti.

Successivamente, l’ing. Vito Contursi, Responsabile dell’Unità Operativa Ricerca e Sviluppo Tecnologie sulla Mobilità del Comune di Genova e Coordinatore del Progetto Civitas Caravel, ha effettuato un esauriente e spumeggiante inquadramento del Progetto nell’ambito delle politiche di mobilità della città. Quindi, gli Ing. Laura Sanguineti di AMI, Luca Simonetti di D’Appolonia e Luca Santiccioli di AMI hanno presentato, rispettivamente: lo sviluppo e i risultati del Progetto, la Valutazione ambientale del Progetto e l’Agenzia dei servizi flessibili a Genova.

Durante la seconda parte della sessione mattutina, Brendan Finn, della società irlandese ETTS Ltd., ha presentato una panoramica dei servizi di trasporto a chiamata in Europa; l’Ing. Dopo il pranzo, consumato nel buffet del loggiato di Palazzo Tursi, i partecipanti si sono suddivisi in due gruppi: il primo ha effettuato le visite tecniche, che si sono svolte al centro controllo Bus AMT ed in loco al servizio di Car Sharing.

Il secondo gruppo di partecipanti ha scelto di assistere alla sessione di training, realizzata in collaborazione con il Pro-getto Civitas Caravel, sui servizi di trasporto a chiamata. I relatori, Ing. Alexio Picco – Coordinatore del progetto Sid-dharta-Life, Laura Sanguineti e Luca Santiccioli di AMI, hanno intrattenuto la platea con dissertazioni tecniche sulla progettazione, la comunicazione ed il marketing, la gestione e lo sviluppo dei servizi di trasporto a chiamata, mentre l’Ing Luca Simonetti ha esposto le modalità di valutazione dei beneficia ambientali.

La conferenza, a detta dei partecipanti e dei partner del Progetto, è stata un successo. In particolare, secondo il questionario di valutazione compilato dai partecipanti alla sessione di training, il livello di utilità degli argomenti trattati è stato più che buono (4,54 in una scala da 1 a 5), il livello di innovazione degli stessi è stato quasi buono (3,82 su 5), la preparazione dei relatori è stata giudicata molto buona (4,25 su 5). Il giudizio generale sul Training Workshop è stato più che buono (4,45 su 5).

Piano della Mobilità per i grandi eventi (misura 11.10) e Piano della Mobilità per l’area di San Mar-tino (misura 11.8): indagini di mobilità

Tra le misure genovesi del progetto Civitas Caravel, due di esse sono volte alla progettazione ed alla realizzazione di due piani di mobilità specifici, uno per la gestione della mo-bilità in occasione dei grandi eventi fieristici e l’altro per l’area ospedaliera di San Martino.

Nella prima misura, il Comune di Genova intende stimolare non solo i cittadini, ma anche i turisti genovesi ed i visitatori delle fiere, ad una scelta di mezzi di trasporto più eco-sostenibile, grazie anche ad un a previsione di miglioramen-to del servizio di trasporto pubblico. A tal proposito, si è scelto come caso di studio il Salone Nautico, svoltosi alla Fiera Internazionale di Genova dall’8 al 16 ottobre 2005,

durante il quale sono state effettuate 1.000 interviste ai visitatori, chiedendo loro le modalità utilizzate e le problema-tiche trasportistiche riscontrate nel raggiungere l’area espo-sitiva.

La seconda misura prevede invece lo sviluppo di un piano di mobilità per l’area dell’Ospedale di San Martino e le zone circostanti: questa iniziativa è rivolta non solo a coloro che lavorano presso l’ospedale ma a tutti i suoi utenti – clienti, quali visitatori e pazienti.

Al fine di delineare un quadro conoscitivo il più aggiornato possibile, si stanno svolgendo interviste dirette agli utenti obiettivo dei due piani di mobilità, in modo da ottenere in-formazioni sulle attuali abitudini di trasporto. All’interno della misura relativa ai grandi eventi non si sono intervistati solo i visitatori del Salone Nautico, ma l’attenzione si è rivolta anche ai cittadini residenti in zone limitrofe alla fiera in modo da ottenere informazioni su come eventi fieristici, influen-zando il traffico cittadino, condizionino anche i loro abituali spostamenti.

Per ogni tipologia di intervista vengono utilizzati specifici questionari in modo tale che siano il più possibile adeguati alle esigenze dell’intervista stessa. In generale, comunque, il questionario è composto da due parti principali: la prima mirata a raccogliere le informazioni relative ai modi ed alle motivazioni degli spostamenti avvenuti e la seconda orga-nizzata in modo tale da poter essere compilata dall’operatore senza la necessità di fare domande dirette e mirata a definire la classe di appartenenza dell’utenza.

I risultati delle interviste sono in fase di elaborazione e le principali analisi saranno pubblicate sulla prossima newsletter.

Misura 9.4 - Estensione del servizio di Car Sha-ring: Car Sharing Open Day ed inaugurazione di nuovi parcheggi

Per quanto riguarda la Misura 9.4, inerente il Car Sharing a Genova, sono state avviate le procedure di gara per l'acqui-sizione di nuovi veicoli per l'espansione del servizio ed è in corso di elaborazione l'accordo con il Comune di Genova per l'utilizzo del Car Sharing da parte dell'Ente stesso.

E' inoltre in fase di completamento l'elaborazione del piano operativo per l'estensione del servizio e sono stati già inau-gurati tre nuove aree di posteggio: sul Cavalcavia Don Bo-sco di Via Carrara, presso il Pronto Soccorso dell’Ospedale San Martino e nella zona di San Fruttuoso (tre parcheggi: Piazza Terralba, Piazza Solari e Corso Sardegna).

In concomitanza dell'inaugurazione dei nuovi parcheggi e nell'ambito del "Car Sharing Open Day", tenutosi a Genova il 22 settembre nell'ambito della Settimana Europea della Mobilità, sono state effettuate attività di informazione e dis-seminazione, in collaborazione con Genova Car Sharing e l’Istituto Internazionale delle Comunicazioni.

Tali attività sono state supportate da campagne informative sui mass media locali (inserzioni sui giornali, spot sulle emittenti radiofoniche e televisive locali), realizzazione di info points e distribuzione di materiale informativo ai resi-denti nelle zone limitrofe ai parcheggi.

Prossimamente partirà una campagna promozionale natali-zia dal titolo “Regala Car Sharing - Regala un’altra mobilità”, nella quale sarà invitata la cittadinanza ad effettuare come dono di Natale l’abbonamento al Car Sharing.

Misura 10.1 - Estensione del sistema di distribu-zione merci: firma del protocollo d’Intesa sul nuovo servizio di Van Sharing

All’interno della Settimana Europea della Mobilità ed in occasione della giornata “In città senza la mia auto”, il 22 settembre 2005, a Genova, sono state chiuse al traffico le vie del centro e si sono moltiplicate le occasioni per cono-scere e sfruttare al meglio le diverse offerte di mobilità alter-nativa alla vettura privata.

Alle ore 15, in piazza Matteotti, presso lo stand informativo di Genova Car Sharing, è stato firmato il Protocollo d’Intesa tra Genova Car Sharing, il Comune di Genova e le associa-zioni di categoria del commercio e dell’artigianato, sul nuovo servizio di Van Sharing.

In seguito alle politiche di maggior rigore per l’accesso al Centro Storico cittadino, una flotta di veicoli eco-compatibili sarà disposta su una serie di parcheggi a corona del centro storico e potrà essere utilizzata da Artigiani e Commercianti per il trasporto delle merci da e per i propri esercizi.

I veicoli utilizzati saranno idonei alle esigenze del trasporto merci in conto proprio (furgoni tipo Doblò o similari) e tali da rispondere alle normative antinquinamento adottate dal Comune nelle aree interessate (bi-fuel o ibridi).

L’orario di accesso alle aree del centro storico per chi usufruisce del servizio di Van Sharing sarà più ampio rispetto a quello prevista per rispetto a quello prevista per le normali attività di trasporto e distribuzione delle merci ed avrà anche la possibilità di consegne in fasce orarie pome-ridiane.

Le tariffe saranno ancora più vantaggiose del servizio di Car Sharing, grazie ai numerosi sconti previsti (sulle tariffe no-minali, orarie e chilometriche), dedicate agli utilizzatori del Van Sharing.

Una prima sperimentazione di questo servizio è stata avvia-ta in accordo con il CIV (Centro Integrato di Via) Maddalena con buoni risultati.

Inicjatywa CIVITAS adresowana jest do miast, które chcą wpływać na realizowaną politykę transportową i podążać w kierunku "czystego” transportu miejskiego. Program unijny CIVITAS II jest organizowany w ramach 6. Programu Ramowego Komisji Europejskiej. Program CIVITAS II to rozowojowe, czteroletnie przedsięwzięcie badawczo-wdrożeniowe, którego celem jest wprowadzenie w życie idei zrównoważonego rozwoju metropolii poprzez relizację konkretnych przedsięwzięć, jak m.in.: wprowadzenie do komunikacji miejskiej pojazdów zasilanych paliwami alternatywnymi (sprężony gaz ziemny), sukcesywne rozszerzanie strefy ograniczonego ruchu, wspieranie czystych systemów transportu indywidualnego (rowery) czy realizacja pakietu działań edukacyjno-promocyjnych.

Aktywność Krakowa w ramach programu obejmuje kilkanaście szczegółowych przedsięwzięć, których wdrożenie ma przynieść efekty w postaci poprawy dostępności komunikacyjnej Krakowa, podwyższenia poziomu bezpieczeństwa w transporcie i obniżenia uciążliwości ekologicznej (emisji hałasu i zanieczyszczeń).

W ramach programu CIVITAS II realizowane są obecnie cztery projekty: CARAVEL, SUCCESS, MOBILIS i SMILE. Kraków jest jednym z czterech partnerów projektu CARAVEL. Pozostali członkowie konsorcjum projektu CARAVEL to: Genua (Włochy), Burgos (Hiszpania) oraz Stuttgart (Niemcy). Realizację projektu przewidziano na lata 2005-2009. Wysokość przewidywanego dofinansowania projektu przez Komisję Europejską dla czterech partnerów z Krakowa wynosi 1 650 000 euro.

W skład lokalnego krakowskiego konsorcjum wchodzą: Urząd Miasta Krakowa, Miejskie Przedsiębiorstwo Komunikacyjne S.A., Agencja Rozwoju Miasta S.A. oraz Politechnika Krakowska im. Tadeusza Kościuszki.

Program CIVITAS II daje możliwości i szanse dla poszukiwania nowych rozwiązań w dziedzinie transportu, zgodnych z polityką transportową Unii Europejskiej. Pozwala on na kształtowanie świadomości w tym zakresie wszystkich mieszkańców Krakowa, albowiem wszyscy korzystamy ze środowiska naturalnego i wszyscy jesteśmy użytkownikami systemu transportu.

Biorąc pod uwagę dotychczasowe doświadczenia krakowskie, między innymi przyznane w Brukseli specjalne wyróżnienie za przeprowadzenie Tygodnia Mobilności w roku 2003, zapisy uchwalonego "Studium uwarunkowań i kierunków zagospodarowania przestrzennego miasta Krakowa" oraz stając przed koniecznością weryfikacji zapisów polityki transportowej i parkingowej (obecnie aktualizowanej), miasto Kraków, wykorzystując program CIVITAS II, podejmie próbę przekształcenia przestrzeni publicznej zgodnie z celami zapisanymi w Białej i Zielonej Księdze Unii Europejskiej. Nie bez znaczenia pozostaje fakt, iż do wspólnego działania w prgramie CIVITAS II zaproszono specjalistów z Politechniki Krakowskiej, których rola jako partnera naukowego jest bardzo istotna.

CIVITAS CARAVEL ist ein Teilprojekt der CIVITAS-Initiative, die im Jahr 2002 von der Europäischen Union gegründet wurde. Durch die Initiative sollen Städte darin unterstützt werden, neue Verfahren zur Linderung verschie-denartiger Verkehrsprobleme testen und beurteilen zu kön-nen. Dabei werden speziell die Entwicklung und Darstellung von integrierten Lösungskonzepten gefördert, die sich über ein breites Spektrum von Verkehrsmaßnahmen als effektiv erweisen. Gleichzeitig wird der Ideenaustausch über natio-nale Grenzen hinweg unterstützt.

Insgesamt werden acht Maßnahmengruppen als Grundpfei-ler einer integrierten Planung definiert, denen die einzelnen Maßnahmen der teilnehmenden Städte zugeordnet werden können:

• energieeffiziente, kostengünstige und umweltver-trägliche öffentliche und private Fahrzeugflotten

• Nachfragesteuerung durch Zufahrtsbeschränkungen in den Innenstädten

• Gebührensysteme für Straßenbenutzung • Förderung des öffentlichen Personennahverkehrs • neue Formen der Fahrzeugnutzung und des Fahr-

zeugbesitzes • neue Güterverteilungskonzepte • innovative „sanfte“ Maßnahmen, um Mobilitätsan-

sprüche zu bewältigen • intelligente Verkehrsinformationssysteme

Zu Beginn der CIVITAS-Initiative waren 19 Städte beteiligt (CIVITAS I), im Jahr 2005 sind weitere 17 Städte hinzuge-kommen (CIVITAS II). Alle diese Städte setzen basierend auf den definierten Maßnahmengruppen im Rahmen unter-schiedlicher Projekte verkehrliche Maßnahmen um. Die Stadt Stuttgart ist dabei am Projekt CIVITAS CARAVEL beteiligt.

Partnerstädte von Stuttgart sind Genua (Italien), Krakau (Polen) und Burgos (Spanien). Innerhalb des Projektes CIVITAS CARAVEL werden in den vier Städten insgesamt 55 Maßnahmen umgesetzt. Der Schwerpunkt liegt dabei auf Maßnahmen, die erhebliche Auswirkungen auf den Modal Split in den Städten entwickeln und die Nutzung des priva-ten Pkw einschränken.

Das Projekt CIVITAS CARAVEL startete im Februar 2005 und wird nach einer vierjährigen Laufzeit im Januar 2009 enden. Das Budget des Projektes beläuft sich auf 28,9 Mio. €. 13,2 Mio. € werden dabei im Rahmen der CIVITAS-Initiative von der Europäischen Union gefördert.

In Stuttgart werden die nachfolgend beschriebenen fünf Maßnahmen mit einem Budget von knapp 4,3 Millionen € umgesetzt ,die Förderung der Europäischen Union beträgt ca. 1,7 Mio. €.

Möglichkeiten einer Zufahrtsbeschränkung

Um die europäischen Richtlinien zur Luftreinhaltung zu erfüllen, werden politische Konzepte für Zufahrtsbeschrän-kungen und weitere verkehrsbeschränkende Maßnahmen entwickelt, die zu einer Reduktion der Schadstoffbelastung in Stuttgart führen sollen.

Sicherheits-Konzept für die S-Bahn in der Region Stuttgart

Ein umfassendes Sicherheits-Konzeptes, welches die Si-cherheit der S-Bahn-Nutzer, speziell von Frauen, Kindern und älteren Menschen verbessern soll, wird entwickelt und umgesetzt.

„Pendlernetz Stuttgart“

Der Betrieb des europaweit innovativsten Internet-Service zur Organisation von Fahrgemeinschaften, dem „Pendler-netz Stuttgart“, wird gewährleistet und die technische Wei-terentwicklung in Bezug auf Großveranstaltungen und Fir-mennutzungen gefördert.

Marketing umweltverträglicher Mobilität

Es werden Strategien und Marketingkonzepte entwickelt, um Kunden der Mobilitäts-Beratung Stuttgart (m-punkt im i-punkt) besser über umweltverträgliche Fahrten, z.B. mit einer Fahrgemeinschaft zum Arbeitsplatz, informieren zu können.

Veranstaltungsbezogenes Verkehrsmanagement

Die Gewährleistung eines reibungslosen Verkehrsablaufs bei Ereignissen (Unfälle, Baustellen) im Stadtgebiet und bei Großveranstaltungen im Bereich des Cannstatter Wasen wird durch verschiedene Maßnahmen sichergestellt, u.a. der Einrichtung eines Parkleitsystems und dem Ausbau der integrierten Verkehrsleitzentrale.

Partner der Landeshauptstadt Stuttgart sind SSP Consult Beratende Ingenieure GmbH, neben der Beteiligung an den einzelnen Maßnahmen verantwortlich für die lokale Koordi-nation, der Verband Region Stuttgart sowie der Lehrstuhl für Verkehrsplanung und Verkehrsleittechnik der Universität Stuttgart, der für die Öffentlichkeitsarbeit sowohl in Stuttgart als auch für das Gesamtprojekt CIVITAS CARAVEL verant-wortlich ist.
