1. Purpose

1.1. The purpose of this document is to detail the process to describe the Trust’s management arrangements for the car parking system at the North Devon District Hospital (NDDH), Barnstaple Health Centre (BHC) and Bideford Hospital.

The main aims of the policy are to highlight the arrangements in operation, and to give as much information as possible about the car parking facilities and how users of our sites may access the main NDDH site, BHC site and Bideford Hospital.

In particular, it takes account of Department of Health Best Practice Guidance issued in December 2006 and British Parking Association Approved Operator Scheme Code of Practice 2014.

Following Executive Approval on Monday 14th August 2017 the car parking policy has been updated to ensure better control and enforcement.

1.2. The policy applies to all Trust staff.

1.3. Implementation of this policy will ensure that:

Car parks will be managed through a robust Car Park Management System

2. Responsibilities

2.1. Sodexo will carry out operational management of the car parking facilities and enforcement at NDDH. The periods of double manning have been designed to cover known peak parking activity situations and to cater for cash collection duties. Total Parking Solutions (TPS) will carry out the enforcement at NDDH from 2nd October. TPS will carry out operational management of the car parking facilities and enforcement at Bideford Hospital and Barnstaple Health Centre.

2.2. Operational queries for NDDH should be directed to Sodexo Helpdesk on ext. 5900. Bideford Hospital and Barnstaple Health Centre operational queries should be directed to Total Parking Solutions on 01536 533281 between 9am and 5pm, Monday to Friday.

3. Public Parking – NDDH and Bideford Hospital

3.1. Car parking charges will apply 24 hours and 7 days a week throughout the year.

Charges (inclusive of VAT) are:

o £1.80 up to 2 hours ○ 5 day - £5.00

o £2.10 up to 4 hours ○ 7 day - £6.00

o £4.10 up to 24 hours ○ Season ticket (25 tickets) - £20.00

o Lost Ticket £4.00

Barnstaple Health Centre Charges:

o £2.20 up to 2 hours ○ 5 day - £5.00

o £4.40 up to 4 hours ○ 7 day - £6.00

o £8 up to 24 hours ○ Season ticket (25 tickets) - £20.00

This is in line with the North Devon District Council rates for the Town Centre.

3.2. All visitors parking at NDDH is located at Car Park A and a Pay on Foot parking system is available. Any public found to be parking in staff car parking spaces will be cautioned however continued abuse of staff car parking spaces will lead to a parking charge notice of £40.00 being issued but if paid within 14 days will be reduced to £20.00.

3.3. At the NDDH patients and visitors will collect a barrier ticket on entering the visitors car park and after finishing their business in the hospital pay at the pay on foot machines to receive an exit ticket. There are 3 machines and are placed at the hospital main entrance, the disabled ramp access is towards the exit of the car park and the 3 machines a third of the way in the car park from the entrance. Once payment has been made there is a 15 minute grace period in which to return to the vehicle and exit the car park.

3.4. All visitors parking at Bideford Hospital is separate to staff parking and clear signage identifies visitor parking.

3.5. At BHC visitors and staff parking are not segregated.

3.6. Disabled drivers will be able to park near the entrances in allocated parking places. Blue badge holders in these spaces will be able to park free of charge. However, those using the pay on foot parking system at NDDH will need to purchase a ticket in order to exit the car park.

3.7. Information to inpatients and outpatients will include references to parking charges.

3.8. There will be a periodic review of the charging structure undertaken by the Trust on an annual basis.

4. Staff Charges and Permits

Types of Staff Permits

4.1. Staff charges do not apply to Bideford Hospital apart from the £10 refundable deposit for a permit, these permits are not transferable to NDDH or BHC.

4.2. All staff who wish to bring a motor vehicle to either the NDDH or BHC sites are subject to charges for car parking.

4.3. A full parking permit is required to be displayed when using the staff car parks alternatively if you have decided to buy a part permit ( see below ) this permit plus pay and display ticket must be paid for and displayed.

4.4. There are 2 types of permit available:-

A Full Permit

4.5. i) This requires a £10 refundable deposit and an annual fee based on salary. You must select the salary band as indicated on the online application form. All charges apply from the first of any month.

gross annual earnings of less than £8,000 - £25.17 gross annual earnings of over £8,001 - £15, 000 - £50.35 gross annual earnings of over £15,001 - £ 25,000 - £74.40 gross annual earnings of over £25,001 - £91.94

4.6. (These charges are subject to automatic annual inflation, while the earning banding will remain fixed)

A PART PERMIT or ‘Pay and Go Permit’

4.7. ii) This requires a £10 refundable deposit to purchase a part permit for display in the windscreen, and a requirement to purchase a 45p pay and display ticket, per 12 hours. Pay and Display machines are situated at the David Barlow staff car park from the machine based near the stores department at NDDH , or at the BHC pay and display machine.

Charges on Joining the Trust

4.8. All charges apply from the whole of any month, therefore, if you join the Trust mid-month, the monthly charge will apply in full for the remaining part of the month. e.g. If you join the Trust on the 25 April you can either pay the whole month deduction, or, if you choose, you could pay to park in the public car park for each day of the remaining days in that month.

Applying for a permit

4.9. Total Parking Solutions will carry out the system management of the staff car parking permits. All Staff permits including external organisations can be

purchased via following the link: https://www.totalparking.co.uk/permit-application using the Password TPS2013 to access the application. Bideford

Hospital staff will not be charged for parking but a £10 refundable deposit will be required for the permit. All staff who wish to bring a motor vehicle to site will need to display a valid permit.

4.10. Barrier Access to the DBU and the Old Social Club staff car parks will be activated on staff ID Badges. Please ensure you take your ID badge to the Sodexo Helpdesk Your details will be checked online before access is granted in order to ensure you have purchased a car parking permit.

4.11. The permit application form online states the terms and conditions that apply with the allocation of a permit. If these terms and conditions are not complied with or false declarations are made then your parking permit will be revoked and you will be required to make alternative arrangements. All staff permit applications/renewals will require all fields to be completed before permits are issued.

4.12. Please note we provide as many spaces as possible however should point out that by holding a valid permit does not guarantee a space.

Refunds

4.13. To redeem your permit, one week’s written notice is required. A refund/amendment form is available from the Sodexo Helpdesk, Level 1, NDDH or by printing and returning Appendix 2 to Sodexo. The refundable deposit for the Permit will be returned in full, and those staff paying by monthly deductions from salary will have their deductions stopped, refunds will only be given on the return of Permit Disk.

4.14. Sodexo office hours – the helpdesk is based on level 1 NDDH. The office is open for business between 11.30am and 12.30pm Monday to Friday, outside of these hours they will endeavor to assist with any enquires.

Lost Permits

4.15. If a permit is lost TPS must be notified. A new permit will be issued, but this will incur a charge of £10 (to cover administration costs).

Amendments/Change of Circumstances

4.16. Any amendments to information you originally supplied must be notified in writing. An amendment form (Appendix 2) is available from the Sodexo Helpdesk, Level 1, NDDH.

4.17. If your gross earnings banding changes from one financial year to another, it is your responsibility to advise salaries and wages of the change using the amendment form available from Sodexo Helpdesk, based on Level 1,NDDH. You must select the new salary band (based on your previous years’ salary) as applicable. Your total earnings for the year can be found under the heading “Gross Pay” on your March payslip and applies at 1 April each year. By not informing payroll of any relevant changes in your circumstances then this could be considered fraud, payroll also carry out ad hoc audits to check that information is correct.

5. Barnstaple Health Centre

5.1. Due to limited parking spaces, staff attending training events or meetings can park at the Sheepskin or Old Ice Factory Car Parks and the cost can be claimed back via travel expenses. Staff who are not attending BHC for business are asked not to park at the site during the hours of 08.30 – 16.00 Monday to Friday. This site is periodically patrolled by TPS (even during the weekend and on bank holidays) so please ensure you display your staff permits and follow the above procedure.

5.2. BHC staff who wish to visit the NDDH site and have already purchased a 45p dated daily permit will be able to use their ticket for parking in any of the staff areas at the NDDH for that same day.

5.3. Please note permits are not transferable unless the car is identified on the permit as 1 of 4 registrations on the application form, please see point 7 on the terms and conditions on the application form (Appendix 1).

6. Penalties and Enforcement – All Sites

Patrols

6.1. The sites will periodically be patrolled 24 hours per day, 7 days per week by patrol officers, who will be monitoring parked vehicles within the Trusts sites to ensure each vehicle complies with the Trust operational parking procedures. Any vehicle parked illegally i.e. on a grass verge, in a disabled bay, on pavements, without a permit or ticket will be issued with a Parking Charge Notice. Hatched areas & double yellow lines are labelled as such for health and safety reasons. Any vehicle parked on hatched areas or over double yellow lines and it is a second offence, will result in suspension of the offenders permit for 6 months, even if the offender appeals, the permit will still be suspended during this period.

6.2. Vehicles that are dangerously parked or cause an obstruction particularly hatched areas/double yellow lines will be towed away if the permit holder refuses to move their car within a two hour period and/or the parking attendant is unable to contact the permit holder within that two hour period. There will also be a £40 fee to the offender. The full cost of recovery will be met by the individual upon release of their vehicle together with any Parking Charge Notice (PCN) issued.

6.3. Details of the vehicle’s registration make colour, position, date and time will be recorded. This record will be retained for a 12 month rolling period.

6.4. The patrol officer will check to see how many times previously the vehicle has been recorded as an offender.

Offences within designated parking areas

6.5. In the case of a first offence a warning notice will be placed on the owner’s vehicle indicating the offence.

6.6. On reaching the second offence a warning notice will be placed on the owner’s vehicle indicating the offence.

6.7. Where the vehicle keeper is a member of the public, a final notice will be posted on the vehicle. The letter will advise of the hospital’s difficulty in managing the parking arrangements, and will also advice of the consequences of further abuse of parking, including issuing parking charge notices.

6.8. On the third offence all vehicles will be automatically issued with a parking charge notice of £40. If the fine is paid within 14 days this will reduce to £20. In cases where any inconsiderate or dangerous parking takes place the permit holders permit will be automatically suspended for 6 months. ( see 6.1 above)

Parking Charge Notice (PCN) Policy

6.9. If the parking charge notice is paid within 14 days the fee will be reduced to £20.00. If the PCN is not paid within one month the staff members permit will be suspended and will be in breach of the Trusts Car Parking Policy which will result in disciplinary action.

6.10. When payment has been received this will be recorded. The organisation responsible for car parking management will use their discretion in all cases.

6.11. It will be made clear in all disputes that fees paid, will be to the organisation responsible for car parking management, i.e. Total Parking Solutions and not the Northern Devon Healthcare Trust as part of the current contract.

Appeals Process - Total Parking Solutions

6.12. If a parking charge notice is issued the driver may challenge this decision by contacting Total Parking Solutions Ltd (details are on the parking charge notice). Total Parking Solutions will acknowledge or reply to the challenge within 14 days of receiving it. The driver will then be contacted within 35 days to be informed whether the challenge has been rejected or accepted. . When the driver is informed of the decision the driver will also be given details on how to make an appeal to Parking on Private Land Appeals (POPLA) who is an independent appeal service if the appeal is rejected payment will be expected to be paid otherwise the collection process will be restarted. Full

details of the appeals process will be clearly outlined in appendix 9.

Parking in an Extreme Emergency

6.13. As a result of an emergency call-out, and that no other parking spaces can be found, Staff can park in the pay on foot car park at NDDH and the patient visitors pay and display car park at Bideford and BHC on the condition that they, or their secretary contact the car park attendants, Sodexo Helpdesk or TPS immediately explaining the location of the vehicle, the registration, and the nature of the emergency.

6.14. The car park attendants will register these occurrences and as soon as the emergency has been stabilised the car is to be removed to a conventional parking space.

6.15. A ticket must be purchased by the staff member at NDDH in order to be able to leave the pay on foot car park, with their manager’s agreement this can be claimed back via a travel claim form. This will be monitored by Payroll and Facilities.

7. Volunteers

7.1. Volunteers who regularly attend the hospitals may apply for a Trust Volunteer ID Badge through the Personnel Department at NDDH. Free car parking will only be available to Volunteers on official business when accompanied by a validated Volunteer’s Trust Badge. In order to apply for your free permit please follow section 4.3 applying for a permit. Any free passes will be logged and monitored by Sodexo and Facilities for the Trust Auditors.

Hospital Car Drivers

7.2. Alternative arrangements have been made at the rear ambulance entrance for hospital drivers to park their vehicles in this vicinity and to use this entrance to deliver and collect patients.

7.3. Parking at the main entrance is not permitted, though occasional drop offs are acceptable, providing that access for buses and emergency vehicles is not impaired. An official hospital car driver’s permit is required to be displayed at all times.

Exemptions

7.4. There are no exemptions; our parking policy is ‘fair for all’, no exclusions, favouritism irrespective of grade, influence or status. There is a principle of enforcement for all.

8. Permit Holder Records

8.1. A record of permit holders will be retained by category of both names and permit type.

8.2. A current record listing permit holders will be made available to the Authorised Officer (Facilities Manager) on not less than a quarterly basis.

8.3. The Trust will provide a list of staff leaving employment for cross-reference of current permit holders.

9. Car Parking Areas

Site Layout (NDDH)

9.1. Car Park A will be for the use of the public.

9.2. The DBU Car Park is provided for staff parking. There is also a machine for ‘part permit’ use and a 45p a day Pay and Display machine is provided for this use. A second Pay and Display machine for ‘part permit’ is also positioned near the back of the Pathology Department/ Stores department.

9.3. All vehicles are required to have a permit. Further conditions of permit use are identified in the Terms and Conditions (Appendix 1).

10. Hospital Liaison

10.1. Any day to day problems with regard to parking at NDDH that may arise will be dealt with by Sodexo Helpdesk on ext. 5900. With regards to Bideford Hospital and BHC this will be dealt with by Total Parking Solutions via email

[email protected] or phone 01536 533281 between 9am and

5pm, Monday to Friday.

10.2. Sodexo Level 1 will deal with any staff permit queries at all sites between the hours stated in 4.4 if a refund or details need updating.

10.3. Any difficulties with parking should be reported through the usual incident reporting process in order that trends can be monitored.

11. Financial Procedures

11.1. All sources of income accruing to the Trust under this Agreement shall be controlled in accordance with the Trust’s Financial Procedures.

12. Service Vehicles and Contractors

12.1. Where service vehicles for BT or other contractors are required to be near the point of work then they would be located in the most appropriate car park. The minimum number of vehicles must be located in adjacent car parks and thus supplementary vehicles should pay in the public car park. The Facilities Department holds post- tender award meetings with all Building Contractors, and car parking facilities will be highlighted.

13. Business Visitors

13.1. Company representatives will be considered as another hospital visitor and will have to pay to park in the public car parks and pay the parking fees.

14. Meetings

14.1. Meetings for groups of visitors, staff etc will not have separate arrangements made and the visitors will have to pay the parking charges and park in the public car parks.

15. Publicity

15.1. Car parking charges and arrangements will generally be publicised through the Chief Executive Bulletin, press and media wherever opportunities arise, and will always be included in patient information literature sent out to in-patients, day cases and out- patients.

16. Courier Services

16.1. The Trusts’ own Courier Service must park away from the main entrances.

17. Abandoned Cars

17.1. Cars that are abandoned on site either by staff or public will be removed by the normal arrangements with the police, North Devon Council and Torridge District Council. Charges for parking may be raised for the duration the cars are left on the site.

18.1. These vehicles are all parked free of charge if parked in the designated spaces on the site. Staff motorcycles and bicycles have the opportunity to park in the building provided near Car Park A at the NDDH. A charge of £10 is payable for the key as a deposit, which is refundable. These can be applied for via the General Office, based on Level 2, Concourse area. Other bike stands are located at entrances to the NDDH.

18.2. Vehicles choosing to occupy a car parking space must pay the car park rate.

TERMS AND CONDITIONS

GENERAL INFORMATION –

Employees of the Northern Devon Healthcare NHS Trust, together with other persons employed by outside agencies who are required to work at NDDH, BHC and Bideford are entitled to apply for a parking permit for which there is a charge. It is the permit holder’s responsibility to ensure that the information relating to the permit is updated as required, in writing.

PERMIT TYPES - THERE ARE 2 TYPES OF PERMIT AVAILABLE

(1) A FULL PERMIT requires a £10 refundable deposit for the permit. You must select the appropriate

salary box as applicable, (your total earnings for the year can be found on your March payslip), and the relevant amount will be deducted from your monthly salary as indicated. Alternatively, you can pay the total amount to TPS. All charges apply from the first of any month.

(2) A PART PERMIT requires a £10 refundable deposit for the permit. There will be then be a requirement for you to pay an additional 45p per 12 hour stay, by use of the pay and display ticket machines located in the DBU car park, or at the rear of Pathology at NDDH and pay and display machines at BHC and Bideford Hospital.

CONDITIONS OF USE FOR PERMIT AND ID ACCESS CARD

1. Staff wishing to obtain a permit must apply online to TPS, access to staff car parks at NDDH via ID

badges can be obtained from the Sodexo Car Parking Office, Level 1, NDDH. 2. A valid permit will entitle the holder to park in the staff car park areas of NDHT in accordance with the

NDHT Trust Car Parking Policy. Holding a valid permit DOES NOT guarantee a parking space. 3. A valid, legible permit must be visibly displayed within the authorised vehicle at all times. Failure to

display the permit will result in a Warning Infringement Notice being issued. Further infringements will result in a Parking Charge Notice being issued. This will incur a £40 charge which is reduced to £20.00 if paid within 14 days. Staff who do not display a valid permit are not allowed to park in staff spaces UNDER ANY CIRCUMSTANCES.

4. Any vehicle parked in a restricted area (grass verge, double yellow lines, disabled bays and pavements,

emergency vehicle access areas, ambulance bays, fire access, no parking areas etc) as per 6.1.

5. Staff permits are renewable (at no extra costs) as dictated by the Trust. Notification will be issued as required.

6. If your permit is lost or stolen, TPS must be notified immediately. A new permit will be issued. This will

incur a £10.00 administration charge. No new permit will be issued unless a fully completed CHANGE OF CIRCUMSTANCES FORM is forwarded to TPS.

7. Only one permit will be issued to each applicant. However, up to four vehicles may be registered on

each application form. However, only one vehicle is allowed on site at any one time. The permit must be physically transferred to the vehicle in use at the time. Failure to display the relevant permit will result in action being taken in accordance with paragraph 3 above.

8. All vehicles brought on site are done so entirely at the owner’s risk. Sodexo or NDHT do not accept

any responsibility or liability for loss or damage howsoever caused. 9. Drivers must move their vehicle promptly as directed by Sodexo and TPS Car Parking Management. 10. Staff who leave the employment of the Trust or no longer require their permit will receive a £10

deposit and pro rata refund ONLY when the Sodexo Car Parking Office has received a completed REFUND FORM. The permit disc must be returned.

1. Introduction

1.1 There are exceptional circumstances where patients have to visit the hospital every week under long term care to receive treatment. Sometimes these visits may be as short as 20 minutes however under the car parking procedure they are currently required to pay a charge of 2 hours parking fee. In their situation the payment for a weekly pass would afford them no benefit. Should the treatment take less time and they are able to exit the public car park in 15 minutes then the parking is free.

2. Aims

2.1 This procedure is aimed at those patients who in exceptional circumstances have to have treatment at the hospital indefinitely on a weekly basis and introduces the opportunity to purchase a season ticket in advance of their weekly visits.

3. Season Ticket Application

3.1 The season ticket will comprise of a minimum of 25 tickets paid for in advance. A rate of 80p will be charged for a ticket and the total of the 25 tickets is therefore £20.00. The season ticket can be used daily or weekly up to a calendar year. No refund will be available for non use.

3.2 The criterion for obtaining a season ticket will be via a simple application form to the Director of Facilities. This is attached. The application form requests some indication of the long term condition that identifies the need for the season ticket as opposed to using the current payment systems identified below.

Current parking fees:

£5.00 for 5 day concessionary ticket

£6.00 for 7 day concessionary ticket 3.3 It will be at the discretion of the Director of Facilities if the season ticket is allocated. In

some cases clinical advice may be sought from the Director of Nursing or the Clinical Director on the criteria for obtaining a season ticket.

4. Application Procedure

4.1 The patient/carer will be asked to complete an Application Form for a public car parking season ticket. These applications are available at the Facilities Department or at the Sodexo Helpdesk on Level 2.

4.2 The patient/carer will complete the application in full and return to the Facilities Directorate for authorisation. The patient will be advised of the status of their application and then will visit the General Office on level 2 at NDDH or Bideford Hospital Reception to pay for the season ticket of 25 tickets. At 80p a ticket the total advance payment is

therefore £20.00. The General Office at NDDH or Bideford Reception will issue a receipt with the car parking season ticket.

4.3 The season tickets will be issued by the Facilities Department to the General Office or Bideford Reception as and when required. Each ticket will have the expiry date indicating the end of the 12 month period.

4.4 The patient will be required to bring the season ticket at each visit to NDDH and produce this at the Sodexo Helpdesk, level 2, in order that the Sodexo staff may issue an exit ticket for the exit barrier. At Bideford Hospital the patient will be required to bring the season ticket at each visit in order for the reception staff to sign and then place in their vehicle as a valid ticket.

4.5 The Sodexo staff based at level 2 NDDH and Bideford Reception staff will note who the free pass has been issued to and will mark a large cross on the season ticket which will indicate it is a used ticket.

4.6. All payments relating to obtaining a season ticket should be made either by cash or by cheque payable to Northern Devon Healthcare Trust. All charges apply for the full 25 tickets and no refunds will be payable.

5. Lost Season Tickets

5.1 A new application will have to be made to the Director of Facilities and a full 25 tickets paid for.

6. How Patients/Carers Should Apply

6.1 Patients or their carer will be required to complete a short application form, which can be acquired by telephoning the Facilities Department on 01271 311586, ext:3586 or by collecting them from Facilities, Sodexo Helpdesk or Bideford Hospital Reception.

6.2 If the application is successful then the patient will be required to pay £20.00 to the General Office on level 2, at which point a season ticket will be issued. This will cover payment for 25 visits in any 1 year.

6.3 The General Office is staffed Monday to Friday between the hours of 9.00am and 4.00pm.

6.4 Once patients have a season ticket they will be required to show this at the Helpdesk on level 2 whereby the Sodexo staff will countersign and issue an exit ticket for the car park barrier. At Bideford Hospital the patient will be required to bring the season ticket at each visit in order for the reception staff to sign and then place in their vehicle as a valid ticket.

6.5 The Sodexo staff and Bideford Reception staff will keep a record of all the exit tickets issued against a season ticket indicating the name of the driver, or to whom the season ticket has been issued.

APPENDIX 4

STAFF HEALTHY TRAVEL OPTIONS

1. Bus Service to NDDH

There are tickets available for staff to use Stage Coach buses for the routes in North Devon every day. This ticket will cost £26.25 (2016/17) per month, as it is being subsidised by the Trust. Should you want to take up the offer, you will need to relinquish your car park permit. For further details, please contact Sandy Gatfield, ext 3586, NDDH Facilities Department.

2. Walking

Even when you have a car parking permit, the Trust is willing to refund the cost of parking in two of the two centre car parks, if you choose to park there rather than on site. The first car park is based at the bottom of the hill and is known as the Sheepskin Car Park. To park here costs £2.40 a day which is refundable on proof that you were working on the day in question. It takes approximately 10 minutes to walk up the hill to the hospital. The second car park is at the Old Ice Factory (please see over) and costs £1.70 a day. The walk up to the hospital can take many routes and will take approximately 20 minutes by foot. For further details, please contact Sandy Gatfield, ext 3586, NDDH Facilities Department.

1. Introduction

1.1 There are circumstances when the delivery of a safe and secure car parking service requires the need to be enforced by the use of Parking Charge Notices (PCN). By parking on this site you have entered into a contract with the trust as displayed on the numerous signs throughout the car park. The notice would be issued in the belief that the conditions outlined were contravened.

2. Aims

2.1 This procedure is aimed at those car park users have contravened one or more of the conditions displayed on the signs on more than two previous occasions within the last 12 months. This will be recorded by means of a warning notice being issued to the vehicle and the details captured in the patrol officers handheld.

3. PCN Procedure

3.1 On the third and subsequent offence the parking enforcement officer will issue a dated and timed ticket highlighting the transgression. At the same time the officer will photograph the offending vehicle highlighting the transgression and also vehicle registration number.

3.2 This ticket will be placed in a weatherproof envelope and attached to the vehicles driver side door window (whenever possible).

3.3 All PCN’s are automatically uploaded to Total Parking Solutions Management System.

4. Appeal Application Procedure

4.1 You must appeal in writing to the address on the back of the PCN within 28 days of the notice or by email to [email protected] online at www.parkingappeal.co.uk detailing the reasons why you believe that this has not been appropriately issued.

4.2 From receipt of the appeal the charges will be held until a decision is made. The decision will be made by the Trust appeals committee and Total Parking Solutions Ltd.

4.3 The appeal will be considered in conjunction with evidence gathered, including photographic evidence and the decision responded to within 35 days.

4.4 If the appeal is successful you will be notified and your PCN cancelled.
