    What is National Mission for

    Justice Delivery and LegalReforms?

    The National Mission for JusticeDelivery and Legal Reforms wasset up in June, 2011 to achieve thetwin goals of increasing access

    by reducing delays and arrears;and enhancing accountabilitythrough structural changes and

    by setting performance standardsand capacities. The Mission has

    become fully functional from

    2012-13 and is pursuing strategicinitiatives: outlining policy andlegislative changes; re-engineeringof procedures and court processes;focussing on Human ResourceDevelopment; and leveragingInformation and CommunicationTechnology & tools for better

    justice delivery.

    What are the policy andlegislative changes the Missionhas undertaken?

    The Mission has taken severalsteps in each of the strategicareas towards fulllment of itsobjectives. Judicial Standardsand Accountability Bill has

    been prepared. The Bi ll hasalready been passed by the LokSabha and is now before theRajya Sabha for consideration.Constitution amendment bill forraising the retirement age of HighCourt Judges is also before the

    Parliament.

    A comprehensive proposal hasbeen formulated for constitutionof All India Judicial Service andthe 25 States have formulated theirLitigation Policies.

    What are the changes proposedfor Court Procedures and CourtProcesses?

    An important aspect of the

    NATIONAL MISSION FOR JUSTICE DELIVERY AND LEGAL REFORMS

    judicial re forms re la te s to re -

    engineering court proceduresand court processes for earlydisposal of cases. A NationalCourt Management System has

    been re centl y notif ied by theSupreme Court for addressing theissues of case management, courtmanagement, setting measurablestandards for performance of thecourts and the National System ofJudicial Statistics in the country. The

    National Mission would coordinatewith NCMS and would rendernecessary assistance in achievingthe goal of reducing pendency incourts.

    W h a t i s t h e i m p a c t o n

    Infrastructure Development?

    Infrastructure development forthe subordinate judiciary is a majorthrust area of the National Mission.With a view to enhancing the

    resources of the State Governments,the Government has increasedthe central share by revising thefunding pattern from 50:50 to 75:25(for States other than North EasternStates) under modied CentrallySponsored Scheme for developmentof infrastructure facilities for the

    judiciary from the year 2011-12onwards. The funding pattern for

    North-Eastern States has been kept

    as 90:10 from 2010-11.What is the Gram NyayalayasAct 2008?

    The Gram Nyayalayas Act, 2008has been enacted for establishmentof Gram Nyayalayas at the grassroots level for providing accessto justice to citizens at theirdoorstep.The Central Government

    provides assistance to States for

    non-recurring expenses for

    setting up of Gram Nyayalayasand for meeting the cost ofrecurring expenses for runningthese Gram Nyayalayas for therst three years. At the time ofenactment of Gram NyayalayasAct it was envisaged that 5067Gram Nyayalayas would beset up throughout the countryfor which Central Governmentwould provide recurring and non-recurring assistance to States as

    per prescribed norms.

    W h a t i s t h e P e n d e n c yReduction Drive launched bythe Government?

    The Government had launcheda pendency reduction drive fromJuly 2011 to December, 2011.High Courts were requested bythe Minister of Law and Justiceto initiate a campaign modeapproach towards clearing long

    pending cases and cases relatingto marginalised sections of thesociety. As per feedback receivedfrom them, total pendency wasreduced by over 6 lakh cases outof which about 1.36 lakh cases

    be longed to ta rgeted groupssuch as senior citizens, disabled,minors and marginalised sectionsof society.

    O ne o f t he i m por t a n t

    components of pendencyreduction drive related to releaseof under-trial prisoners from jail.Around 3.16 lakh under-trial

    prisoners were released fromthe prisons during the campaign

    period.

    A similar drive has beenlaunched this year as wellfrom July, 2012 to December,2012. q
