PROJECT DEVELOPMENT SUPPORT AND POWERPERFORMANCE TESTING

We Energies is an electric and gas utility serving more than 1 million

customers in Wisconsin and Michigan. When they decided to move

forward with the Blue Sky Green Field Wind Project, they selected DNV

KEMA to provide project technical support and consulting services during

the development process. The project consists of 88 Vestas V82 wind

turbines, for a total capacity of 145 MW, and is capable of powering

    approximately 36,000 average homes.

DNV KEMA conducted wind resource assessment activities, including data

management and maintenance and logistic work on the meteorological

towers at the site. In addition, DNV KEMA developed pre-construction

energy estimates for the project, assisted We Energies with wind turbine

selection and procurement, provided input during the negotiation of

turbine supply and warranty agreements, and supported the regulatoryapproval process with the Public Service Commission of Wisconsin.

DNV KEMA also provided We Energies with post-construction services that

included designing, implementing and conducting power performance

    testing for the project.

    WIND ENERGY DEVELOPMENT EXPANSION PROGRAM

The Massachusetts Technology Collaborative (MTC) in the U.S. relied on DNV KEMA to performa wide range of services in support of their objective to expand wind energy development in

    the state.

DNV KEMAs work included desk-level site screening studies to facilitate prioritization

and funding decisions. At sites with sufficient development potential, we conducted field

assessments and in the process helped MTC meet their outreach and education objectives

while critically analyzing a site for subsequent analysis.

DNV KEMA also prepared detailed feasibility studies that encompassed all critical technical,

environmental, financial, and community acceptance issues necessary for decision makers and

stakeholders to move the project forward.

In the execution phase, DNV KEMA helped design turbine and developer procurement

strategies, developed RFP documentation, provided solicitation support and response

evaluation, and provided technical assistance in negotiating turbine purchase agreements.
