Rombouts, ’n Belgiese burger, en sy vriendin Chanelle Victor, was daardie oggend omstreeks 07:15 op pad werk toe in sy motor toe hy in ’n koeëlreën voor hul huurhuis in Morgensterstraat doodgeskiet is. Rombouts se lyk het langs die oop passasiersdeur tus- sen die sypaadjie en sy BMW in ’n plas bloed gelê. Daar word vermoed dat hy by die voorste passasiersdeur probeer uit- vlug het toe die bakkie op hulle afge- peil het voordat sowat ses skote afge- vuur is waarvan ’n aantal hom ge- tref het. Kaptein FC van Wyk, provinsiale polisiewoordvoerder, wou egter nie bevestig dat ses skote afgevuur is nie, en hoeveel daarvan Rombouts getref het nie. Die Nissan-bakkie, wat na bewe- ring die vorige Dinsdag van ’n Strandse motorhandelaar gekoop is, is sowat 300 m van die misdaadto- neel in Morgensterstraat in vlamme agtergelaat. Die verdagte het hierna te voet in die rigting van die Strand Mews op die vlug geslaan. ’n Glimvoorskoot, waarin die ver- dagte vermoedelik geklee was, is op ’n sypaadjie agtergelaat. Die brand is gou deur inwoners in die omgewing geblus. Sowat drie pe- trolbomme is ook na bewering in die bakkie gevind. Volgens bure het Rombouts en Victor die huis sedert Junie verlede jaar gehuur. Omstanders het vertel van ’n stormagtige verhouding tussen hul- le en die Russiese huiseienaar. Die familie van Victor het ook ver- kies om nie kommentaar te lewer nie omdat hulle glo dat hul dogter se lewe bedreig word. Van Wyk het bevestig dat ’n moordsaak geopen is en dat nie- mand nog in hegtenis geneem is nie. Enigeen wat die ondersoek kan help, kan lt.kol.     It was the worst 70 minutes of my life.

    Thesearethewordsofthemomofan18-year-old man who was hijacked in his SomersetWestdriveway lastWednesday, and left inGu-gulethu. The first-year film production stu-dent recalls arriving at his Land and Zeezichthomeatabout21:30onthenightoftheincident.AshewasgettingoutofhisVolkswagenJet-

    tatounlockthegate,henoticedacarthatcamespeeding around the corner, stopping acrossthe road.According to the youngster twomengot out

    of the car and walked towards his car. He gotinto his car and was about to drive throughthegatewhenhesawthemstandingathiswin-dow.Theybothhad firearms, tappedonmywin-

    dow and told me to get out, he says.He did so, and also got into the back seat as

    he was told.One of the men got into the drivers seat

    while the secondman joined him in the back.He says they then drove off just as his dad,

    who had heard him arriving home, came outof the house.According to the young man his dad later

    told him that they were followed by a whitecar that was parked opposite their house.Mymomphonedme onmy cellphone soon

    after that, and they asked me to answer andsay that everything is fine, he says.After the phone call his hijackers told him

    to remove his SIM card and took the phonefromhim.HesayshehandedhisI-padandwal-letwhichcontainedhisbankcardtohisassail-ants. He also had to give themhis pin code forhis account.He was then made to lean forward with his

    head towards the floor so he could not seewheretheyweredrivingwhilethemanbehindhimheldafirearmagainstthebackofhishead.Soon afterwards they stopped at an ATM

    whereoneofthemenwenttowithdrawmoneyfrom his bank account.Herecalls that theystoppedagainabout five

    minutes later and ordered him to sit up.They pointed to a nearby stop street, told

    me to turn left there and continuewalkingun-til I got to the police station, he says.

    He phoned his parents and the Gugulethupolice took him to the Somerset West policestation where his parents were waiting forhim.I was so relieved when I heard his voice.

    It is by the grace of God that it ended the wayit did, his mom says.

    The Somerset West police are investigat-ing four hijackings, including the one inLandand Zeezicht that happened during the lastthree months.The first hijacking occurred on 11February

    when a dean (46) at the StellenboschUniversi-ty was hijacked in Helderview at about 22:00.A suspect was arrested two days later and thecase is in court. The other twohijackings hap-penedon1April (Westridge)and25April (Par-elVallei).SgtSuzanJantjies, spokespersonfortheSomersetWestPolice says inmost of thesehijackings the modus operandi were as de-scribed in the article. Victims were ap-proached by armed men in their driveways,mostlybetween21:30 and23:00.Hijackers tooktheir victims personal belongings, cash andwithdrew money from their bank accounts.None of the victimswere injured orwounded.

    School mourns learnerCASSY VAN EEDEN

    Hundreds of learners and theirteachers gathered in the RusthofSecondary School hall last Fridayto honour and pay tribute to 17-year-old learner Nannette Mukw-ereza.

    Nannette died suddenly onWednesday 23 April at school.

    Shehadarrivedatschoolasusu-al and according to the schoolsprincipal Jon Gelant complainedto her teacher at around middayabout a severe headache.

    Shortly after, Nannette beganvomiting in class and was takento the sickbay for assistance, saidConstable Mthokozisi Gama,spokesperson for the LwandlePolice.

    According to Bronagh Casey,spokesperson for the WesternCape Education Department(WCED), Nannettes condition de-teriorated quickly and the schooldecided to call an ambulance at12:45. Paramedics, however, pro-nounced Nannette dead whenthey arrived.

    Gama said a postmortem reporthas confirmed that Nannette diedof natural causes. No further in-formation as to the cause of herdeath has been released.

    Manytearswereshedat theme-morial service, also attended byNannettes mother and immedi-ate family, as her Grade 11 class

    Nabeweya Malick, spokespersonfor the Muslim Judicial Council,has said that the newmosque set tobebuilt inGordonsBaywillcomplyto the noise regulations set by theCity of Cape Town.

    This follows the continued contesta-tions from certain members of the Gor-dons Bay community about the newdevelopment. The majority of the con-cerns voiced are about the loud prayercalls that will be heard from themosque each day.

    Malick said that like all religiousstructures, there are certain noise reg-ulationsthatapplytomosquesandthatthe imam (spiritual leader) will bevery considerate of these. She empha-sised that noise levels will be kept aslow as possible, so as to not disturbresidents in Gordons Bay.

    Mosques make five calls to prayereach day: at true dawn or morning twi-light, at 13:00 (or after the sun passesits highest point), around mid-after-noon, just after sunset and lastly half-way between sunset and sunrise.

    These prayer calls are usually ampli-fied so the Muslim community knowsit is time for them to pray.

    Malick said the imam will set the vol-ume of the speaker system to its abso-lute minimum for the sunrise prayercall and the volume will be set to nor-mal during the day, which is seven dec-ibels, as per regulation.

    ics Band in the former SA Defence Force,playing the bagpipes for two years a skillhe learnt as a Grade 8 learner at Jeppe.He says he recalls feeling like he was

    pushed into a certain direction as a scholarand that it wasnt until he discovered hisindividuality thathe realisedhis forte is thefine arts.So in 1986 David started his first job in

    illustratingasa juniorartist foranadvertis-

    ing company in Johannesburg.Between 1987 and 1988 he also qualified

    as a Latin and ballroom dancer throughArthur Murray Studios.In 1990 he finally got into the art of fine

    jewellery and worked for a company calledEl Pato Jewellers, where he did the casting,preparationand sculptingof original piecesfor six years.In 1996 the same year het met his wife,

    Lyzette Davidtookaleapoffaithandstart-ed his own business focused on sculptingoriginals for the curio industry calledHands On Art, which is still operational to-day.A few years along the line, David and his

    family relocated to Cape Town for personalreasons.He thenworkedat apewter castingcompany for a couple of years until the op-portunity toworkatMiglio inGantsCentre,Strand, came about.By then, David had discovered just how

    much he loved sculpting in cement and hadalready done quite an extensive amount ofwork,suchas life-sizerenditionsof theHim-ba people for Namibia Country Lodges. Inhis spare time and on commission basis,David creates sculptures in sizes rangingfrom microscopic to life-size and a varietyof medium genres such as resin, plaster, ce-

    ment, gold, silver and bronze. The avidsculptor and jeweller has also refined atechnique whereby cement sculptures canbe made to look like they are made of castiron. However this multi-talented artiststalents do not stop there.Hehasalsodiscoveredhisnatural ability

    to create masterpiece oil paintings andbuild motorcycles and cars. David onlystarted painting when he moved to CapeTown and literally just picked up a paintbrush one day and started painting.When asked where the skill came from,

    David shrugs and replies who knows.To complete an oil painting takes the ver-

    satile artist about 90 minutes and whatmakesthesemasterpiecesuniqueisthespe-cial technique,wherebyDavidusesaspatu-la to manipulate the oil as to how he wantsit, that comes through in the painting.Davidhasalsobeenbuildingcustommil-

    itary motorcycles for the past 20 years andfour years ago he started on the replica ofthe Bugati Type 35, which he plans to com-plete within the next three years.     I refer to the article about motor-cycles (DistrictMail 17 April).The amount of noise that they

    make on the streets like OldStellenbosch Road and HelenaAvenue is a real pest.A lot of motorcyclists use these

    roads as race courses without

    silencers.By law motorcyclists are not

    allowed to ride without sound ab-sorption.When these blockheads drive

    on the streets the dogs start bark-ing like hell, the babies wake upandoldpeopleare scared todeath.

    It would be easy for the policeto confiscate the motorbikes ortheir licenses and they should.Sorry but this is the only

    language to be used for theseruffians.

    the noise issue. All our concernsas a community need to be ad-dressedandnotbebrushedoff.Nottaking our concerns seriouslywillonly fuel animosity and intoler-ance. The future impact such aspropertyvaluesandwhetherabig-ger Muslim community mightwarrant another mosque must beconsidered. I also want to knowwhat the Muslim communitysbusiness interests are are they,for instance, part of Gordons BayBusiness Forum and GB Neigh-bourhood watch?

    Using the laws to do things iseasy; sacrifice for all and not justyour own ismuchharder. Forcinga mosque onto a community thatis against it is not in the spirit oftolerance. Most of the time an in-stitution or community is forcedto relinquish its rights and con-cerns to a minority (e.g. schooldress code in Pillay case) becauseof laws. And always the questionabout why and in what spirit thisdemand for rights was initiated.Will reasonable requests for keep-ing the character of our communi-ty be disregarded with the usualretorts of rights, tolerance and di-versity? Consider now our largeChristian community with a verysmallMuslimcommunitywiththelaw on their side. The question isthen not of tolerance or religiousfreedom but that of considerationand respect.Going ahead with the mosque

    despite large resistance from the

    The Chase Winshaw CharityTrust was established by Sover-eign Trust (SA) Limited in 2009 toraise funds for Chase Winshaw toundergo life changing surgery af-ter being diagnosed with cerebralpalsy. Chase is now a Grade Rlearner at the Paarl School for theNeurologically Handicapped inBrackenfell. His mother SonjaWinshawsaidChaseis improvingdaily, physically and mentally.

    Little Angels, which has beenrunning for the last nine years,has 14 children with cerebral

    palsy living permanently in thehouse.

    Elizabeth Masson, chairpersonof Little Angels, said that thanksto the generousdonation from theChase Winshaw Charity Trust alarger vehicle exclusively for thetransportation of children inwheelchairs can be obtained.

    The trust also has the League ofAwesomeness that was created torecruit runners for the KnysnaHalf Marathon aimed at raisingfunds for the charity.

    Newpolicy guides parkingThe City of Cape Towns Councilapproved a parking policy thatwill guide the provision, man-agement, regulation, enforce-ment and pricing of parking inCape Town last week.

    This policy is derived from ex-isting legislation and the Citys2024 vision policy frameworkand includes the principles, di-rectives and actions to addressparking in the city.

    Transport and spatial trendsnecessitated the development ofa parking policy as the high de-mand, availability and manage-ment of parking have become in-creasingly complex and, attimes, contentious issues for res-idents, commuters, visitors andbusinesses, said the Citys May-oral Committee Member: Trans-port for Cape Town, CouncillorBrett Herron.

    Some of the problems experi-enced with on-street parking in-clude time limits being ignored,non-payment of parking fees andthe high demand resulting in aspill-over into areas adjacent tomanaged parking areas.

    According to the policy, park-ing supply and demand must bemanagedintermsof location,du-ration and allocation.

    For example, in areas with ahigh demand for short-termparking (less than two hours),the City will introduce managed

    parking to achieve a parkingbayoccupancyof 85%with the intentof leaving 15% of bays availablefor new users. Also, long-stay us-ers who park for longer than twohours should be encouraged topark on the fringe of the urbannodes and central business dis-trict (CBD) areas, or use alterna-tive modes of transport.

    Performance-based pricing,where the tariffs in an area arebased on the actual demand, willbe implemented.

    The City will also investigatethe introduction of Europay,MasterCard and Visa (EMV)compliant smart cards to makepayment for parking easier.

    Moreover, the policy setsguidelines for public off-streetparking, managed parking,Park-and-Ride facilities andparking for bicycles and motor-cycles.

    The provision of bicycle racksat bus stations and rail stationsshould be implemented and thepossibility of lockable bicyclestorage facilities should be in-vestigated.

    The policy will be implement-ed in phases, short term (one totwo years), medium term (threeto five years) and long term (fiveto 15 years).

    The estimated cost to imple-ment the first phase of the park-ing policy is R15 million.

    The City of Cape Town has commenced with the implementation of variousemergency flood alleviation measures along the Lourens River between Beach Roadand Morgenster Avenue due to the flooding that occurred in Somerset West towardsthe end of 2013. The emergency flood alleviation measures include the following: Removal of debris and trees that affect river flow Repair and reinstatement of flood-damaged erosion-protection measures, includingberms, earth embankments, gabion walls and reno-mattresses

    Installation of additional erosion-protection measures including gabion walls,reno-mattress and Lffelstein retaining walls, and

    Removal of damaged gabion baskets at islands.

    Construction of the emergency flood alleviation measures commenced at thebeginning of April 2014 and it is expected that this work will be completed by the endof July 2014. The environmental aspects of the construction work will be governed byan approved Construction Environmental Management Programme (EMP).

    An information-sharing meeting will be held on Tuesday 6 May 2014 at 11:00 in theCouncil Chambers, City of Cape Town offices, Somerset West. The purpose of thismeeting will be to provide a basic overview of the emergency flood alleviationmeasures being implemented, to discuss the establishment of an EnvironmentalMonitoring Committee and to allow members of the public to raise any issues orconcerns.
