Dit is na be- wering as gevolg van onhigiëniese toestande wat deur die Soetrivier-kanaal in die Rusthof, Strand- gebied veroorsaak word. Volgens die skoolhoof, Martin Leukes, kan die siektes beslis aan die onhigiëniese toestande toege- skryf word.     SOMERSETWEST resident Marilyn Durr believes that if she had arrived at the Mr Price

    store in Somerset West 10 minutes earlier, she would have walked straight into a robbery.

    Five men barged into the store on Thursday afternoon, locked the staff and customers

    in a back room and took off with an undisclosed amount of cash. The store was recently

    revamped, and the day of the robbery coincided with their reopening. page 2

    NGAKWELIPHINYATI (38) appeared in the SomersetWestMagistrates Court onMonday

    in connection with the murder of a Vetus Schola security officer. The officer, Jhuvonne

    Julies (33), was stabbed to death in the early hours

    of Saturday 21 July, while he was on duty. He had

    been responding to a complaint in Lourensford

    Road when his assailant confronted him and

    stabbed him several times in the neck and chest.

    The murderer made off with Julies firearm.

    During patrols on Thursday 30 August, police of-

    ficers arrested aman,who appeared to be under the

    influence, for disorderly conduct. A gun and bullets

    were also found inhis possession. Itwas later found

    that the firearm could be linked to Julies murder.

    Nyatis casewas postponed to tomorrow (Friday)

    in die winkel opgesluit was.

    Die winkel is onlangs opgegradeer en die

    dag van die rooftog was die heropening van

    die winkel.

    Marilyn,wat 20 jaar by die Strand-tak van

    diewinkelgroep gewerkhet, het di dag daar

    ingeloer om die personeellede te groet.

    Sy het omstreeks 17:50 by die winkel inge-

    stap en dit vreemd gevind dat die deur nog

    op n skrefie oop was.

    Die sekerheidsbeampte staan gewoonlik

    by die deur, maar daar was niemand in sig

    nie, nie eers by die tille nie. Ek het ingegaan,

    na diemense geroep en sagte stemme vanuit

    n agterkamer gehoor, onthou sy.

    Petrol price explodes

    AS the clock struck midnight on Tuesday,

    fuel prices increasedby 93cper litre to reach

    an all-time high of R11,62.

    Motorists making use of petrol may now

    pay close to R50 more for a tank due to the

    staggering hike. Diesel tariffs will increase

    by 69c per litre,while paraffinuserswill pay

    73c more per litre.

    The announcement was made last week

    by the Department of Energy. It was re-

    cordedthatonlytwofuelpricedecreaseshad

    taken place this year, with yesterdays hike

    being the biggest one yet.

    Michael Bagraim, president of the Cape

    Chamber of Commerce, says the radical

    increasehascomeat theworstpossible time.

    Small businesses are already on their

    knees. Theywill have to swallow

    this increase, which may cause

    some businesses to go into liqui-

    dation,he says, adding that sup-

    pliers will also be pushing up

    their prices, forcing consumers

    to borrow yet more.

    Many have already bor-

    rowedtothelimit.Peoplearenot

    going to survive.

    Mark Williams, investment advisor for

    Synovation Financial Services, says the

    hike will wear away the consumers pocket

    both directly and indirectly, as it feeds into

    higher prices across the board. The latest

    fuel price hike is also likely to dampen any

    prospects of another cut in interest rates. In-

    debted SouthAfricans remain vulnerable to

    the interest rate cycle, says Williams, add-

    ing that there is also a risk of further rand

    weakness, which would result in even high-

    er fuel prices assuming oil prices stay at

    current levels.

    AlfredCarelse, chairpersonof theHelder-

    berg Taxi Forum, says commuters will be

    subjected to a tariff increase later this year

    due the petrol price. Carelse says a forum

    meeting will be held on 19 September to dis-

    cuss the amount and date of the increase.

    Motorists were eager to save as much as possible

    before the petrol price sky rocketed by 93c per litre.

    Two dead in chain of accidents

    TWO people lost their lives in a series of

    freak accidents on the N2 near Macassar on

    Sunday.

    In the first accident a pedestrian, Lizbeth

    Bock (60), was knocked over by a silver Tata

    Indica. The incident happened at 17:45 near

    the Shell garage, in the direction of Cape

    Town. Police and medical personnel were

    called, but Bock was declared dead at the

    scene. The driver of the Tata was arrested

    and charged with culpable homicide and

    driving under the influence. He appeared in

    court on Tuesday, and his case was post-

    poned to 11September forabail application.

    As a result of the accident, a bottleneck

    was created and police had to control the

    flow of traffic. While the officers were cor-

    doning off the road, a white taxi pulled over

    to get a closer look at the accident scene. Po-

    lice officers noticed that the driver was

    drunk, and arrested him immediately. He

    was placed in one of the police vans parked

    on the side of the road.

    But the days carnage was not yet done:

    an Isuzu bakkie, disregarding the traffic

    rules and refusing to stop, collided with the

    police van in which the taxi driver was sit-

    ting, says Captain FC van Wyk, provincial

    police spokesperson. Yanga Nkomwu (30)

    from Kayamandi died on impact.

    Martin Dwetya (40) was arrested in con-

    nection with the accident and charged with

    culpable homicide and driving under the in-

    fluenceofalcohol.HeappearedintheSomer-

    set West Magistrates Court on Tuesday.

    His casewas postponed for seven days for

    a bail application.

    Community spirit: A recent downpour caused quite a stir in Somerset West when

    traffic was momentarily halted after a tall tree came crashing down in Oldenland

    Road. A resident immediately notified authorities on Friday 31August of the situation,

    and local watch groups swung into action. Neighbourhood Watch (NW) patrollers

    made their way there to assist Hugh Roe of Helderberg Crime Watch (HCW), who

    was already on the scene. The team directed the traffic while a chainsawwas brought

    in to cut thebranchesand remove theobstruction.Soon, free traffic flowwas re-estab-

    lishedandallwereable toenjoyacupofhot coffeesuppliedbyanotherneighbourhood

    Help fight cancer

    A STRAND mother has seized the oppor-

    tunity to host a special fundraiser in honour

    of her son, who lost his battle to cancer.

    Laura Boonzaaier explains that in 2003

    her year-old son, Hendrio, died of brain

    cancer. After years of pain and suffering,

    Laura decided to plan a family-orientated

    event called the Kidz with Cancer Festival.

    The event will take place at the Charles

    MorkelStadiumonSaturday15September.

    The day will include fun family activities,

    food stalls, a potijiekos competition, auc-

    tions,andliveperformancesbyartistssuch

    asAkkedis, 3D, Anton le Roux, PublicHoli-

    day andmore. The funds raised at the festi-

    val will be donated to the childrens on-

    cology ward at Tygerberg Hospital.

    With this festival I hope to raise aware-

    ness and funds to decorate and make the

    ward child-friendly and liveable as if they

    were in their own homes, says Laura.

    In addition to a goal of decorating the

    ward for the kids, I have a goal to raise

    enough money to renovate the washing

    room, outpatient ward and playroom.

    She says she has beenwanting to do this

    for eight years, and finally has the will-

    power to make it happen. Cancer touches

    so many people in our community; I know

    far too many people whose lives have been

    touched by cancer.

    HB pharmacist cures queues

    HIS decisions may not have been too popu-

    larwith his staff at first, but pharmacist Al-

    bert Hazekamps determi-

    nation to transform a

    flawedsystemmadeadiffer-

    ence andwon him the title

    of the Western Cape phar-

    macist of the year.

    The 71-year-old Somerset

    West resident was awarded

    thecovetedtitlebytheWest-

    ern Cape Department of

    Health for his contribution

    towards improving service

    at two state facilities the

    Elsies River Community

    Health Centre and Eerste-

    riverHospital,wherehehas

    worked for the last few

    years.

    Hazekamp, a familiar face in retail phar-

    macy in the Helderberg, was nominated by

    his colleagues. It is good to see the differ-

    ence that one makes, he says.

    He recalls the long queues he was faced

    with when he started at the Elsies River

    centre in 2006. Most days the queues were

    long, and the standardwaiting time formedi-

    cation was four hours.

    his work day at 06:00 (two

    hours earlier) to make up

    scripts, removing dispen-

    sary shutters so clients

    could see the staff, and en-

    suring that a pharmacist

    wasondutyat all timesand

    the pharmacy never closed

    during operating hours.

    He says this would have

    been impossible without

    the support of his staff.

    Soonthenewsystemwasrunningsmooth-

    lyandmoresensibly, enablingquickerdis-

    pensing times and no more long queues by

    midday. With up to 400 scripts filled daily,

    some days were easier than others.

    When I was tired and had to take a 15-

    minute break I would, instead of making an

    announcement over the microphone, go to

    the patients and tell them that I would be on

    a break so they did not wonder why no one

    was helping them, he says.

    He describes his pharmacy as a loud place

    where people laugh a lot. Happy staff result

    in happy patients.

    Some days hewould even go into thewait-

    ing area to sing and dance to make the pa-

    tients wait more bearable.

    Even so, he says his award came as a sur-

    prise to him.

    Imknownforbeingcheekyand fornever

    being at a loss for words, but when the an-

    nouncement was made, for the first timemy

    colleagues saw me dumbstruck.

    Hazekamp is both elated and humbled by

    theaward.Iamverychuffed.Yes, Idid those

    things, but this is also embarrassing as it is

    my job, and what I love to do.

    Asked about retirement, he remarks, I

    would probably get bored at home, and hope

    that retirement does not come soon. While

    I can stand on my feet I will work.

    Elderly given feast of goodwill

    THE residents of the Sen-Cit Old

    Age Home in Strand were treated

    to a breakfast by the City of Cape

    Towns traffic officers and staff last

    week.

    Members from Area East took

    part in the breakfast on Friday,

    paying for some of the ingredients

    out of their own pockets.

    We did this because we wanted

    to give back to the community,

    says departmental clerk Janine

    Jansen.

    This project forms part of our

    work for Womens Month.

    The residents were not only

    treated to breakfast each of them

    was given a blanket, a first aid kit

    andafruitparcel.Themorningwas

    alsomade possible with the help of

    a few donations by, among others,

    SparGordons Bay (rolls and eggs),

    Appletiser, and Capital Outsource

    (blankets).

    They informedus of their plans

    to do this last month already, and

    we are very grateful, said matron

    Edna Wiener on behalf of Sen-Cit.

    we live in difficult times,

    Officers hailed for 20 years of service

    FOURTEEN police officers have

    been given medals for long service.

    Themedal parade, held at Somer-

    set West Police Station, was led by

    colonel Mary-Ann Williams, com-

    mander of the station.Williams con-

    gratulated the officers, and men-

    tioned that only a few police officers

    have achieved a medal for having

    spent 20 years on the force.

    Some have left the organisation,

    but these members decided to stay

    amidst difficult circumstances and

    changes.Somehavefalleninthe line

    of duty, but we salute them for the

    ultimate sacrifice they made. They

    will remain in our prayers.

    She challenged theofficers to con-

    tinue to serve their community and

    countrywithprideand tostaywith

    theservice foranother10or20years.

    The lauded members, proud and

    exited to receive their medals, en-

    couraged the younger officers to fol-

    low in their footsteps.

    Peter Pan swoops into SW

    THEGail Hattingh School of Ballet will put on its latest

    production, Peter Pan, tomorrow (Friday) at the Play-

    house Theatre in Somerset West.

    magical world of Neverland, where no one grows old

    resist revisiting Tinkerbell, Captain Hook, the Lost

    Soetrivier far

    from sweet

    THE Soetrivier, which flows

    through the Rusthof area of the

    Strand, is so badly polluted it is

    making residents in the area ill.

    More than 100 pupils, as well as

    several teachers from surround-

    ing schools, have been laid off

    school with stomach complaints.

    Residents living closest to the

    river have been theworst affected,

    and have repeatedly complained

    that the smell coming from the

    river is nauseating and making

    them sick.

    DistrictMail has over the years

    written numerous articles about

    the situation in this area, and has

    highlighted the complaints of the

    residents and the difficult condi-

    tions under which they have to

    live.

    To date all their complaints

    have fallen on deaf ears, and the

    residents say that the authorities

    have done nothing to address the

    situation.

    The small river is also com-

    pletely overgrown, and littering

    along the banks of the river is get-

    ting worse.

    Isnt is about time something

    were done to alleviate this prob-

    lem, which has persisted in this

    area for so long?

    Somerset West police stick to their guns

    THERE has been so much nega-

    tive reporting regarding the local

    SAPSthat I thoughtsomepositive

    feedback would be appreciated.

    In accordance with the new

    FirearmsControlAct Iapplied for

    the renewal of three firearm li-

    cences at the Designated Fire-

    arms Office (DFO) in Somerset

    West on 31 October 2006. Safe in-

    spection was done in May 2007

    and everything was declared in

    order. Two years later I made en-

    quiries and was informed that

    Central Firearms Registry (CFR)

    had a backlog and I must be pa-

    tient.After twomoreyears Imade

    further enquiries and was shown

    thatmyapplicationswere under

    consideration.

    To cut a long story short, CFR

    misplacedmycompetencycertifi-

    cate, thenmyentire file, and I had

    to reapply on 6 June 2012.

    A week later the provincial

    DFO informedme thatmy certifi-

    cate was receiving attention. A

    month later I signed the neces-

    sarydocumentsandamonthafter

    this I received all three licences.

    The process took almost six

    years. At no time could the delay

    be attributed to the local DFO.

    The personnel were always

    cheerful, helpful and supportive.

    Iwas treatedwith respect, consid-

    eration and cooperation. In these

    timesofviolentprotestsoverpoor

    servicedelivery, itwasapleasure

    dealing with people prepared to

    go the extra mile. Thank you to

    Inspector Stoffberg, Chantelle,

    Natasha and Leonie.

    Philip van der Berg, commer-

    cial director of MSP responds:

    This is the first complaint that

    we have received in such regard.

    We made contact with the main

    contractor, with the instruction to

    retain focus on public safety but to

    minimise any disruption of traffic

    flow in First Street.

    The contractor has assured us

    thatmost of theheavy construction

    in this area is now complete, and

    that full closure of this section

    should no longer be required (al-

    though they will still have to clean

    the street surface from time to

    time). No mid- or long-term road

    closure was done in First Street.

    Temporary closure of the section of

    First Street adjoining the area of

    the development site was done ex-

    clusively in the interest of public

    safety. This in as far as having to

    accommodate the relocation of an

    electrical substation by the City of

    Cape Town, as well as the use of

    certain heavy construction equip-

    ment to complete certain civil

    works at the rear of the develop-

    ment site.

    Periodic closures coincidedwith

    heavy rains experienced at the end

    of August. Given the extreme

    weather conditions, the main

    building contractor had to close

    the main section of road at certain

    intervals to clean mud and other

    debris fromtheroadsoas to ensure

    that the driving surface remained

    safe for public use.

    The only section of First Street

    that has been affected by the inter-

    mittent road closure is the very

    short section between Rusthof and

    Wentzel Street. This section ad-

    joins a vacant tract of municipal

    land, and there were accordingly

    noblockagesofdrivewaysordirect

    residential access.

    This state-of-the-art modern

    shopping centre is being developed

    for the benefit and convenience of

    the surrounding residential areas.

    We wish to provide residents with

    the highest level of service at all

    times. We accordingly appreciate

    the publics comments.

    We believe that this retail faci-

    lity will add value and much-

    needed employment opportunities

    for the surrounding community,

    andtrust that this convenient facil-

    ity will be well supported.

    ONE always hears about the neg-

    atives of Africa, with people far

    more willing to complain rather

    than express their appreciation.

    Having recently returned to

    South Africa from England, we

    weredisturbedbyall thenegative

    feedback on the local police serv-

    ice and quite frankly were con-

    cerned that if ever we were the

    target of crime we could not ex-

    pect much support.

    I am happy to report that the

    exact opposite was the case when

    wewere recently burgled on the

    contrary, the service and support

    we received were better than any

    received in England.

    My wife returned home from

    picking up the children at school

    to a broken garage door and dogs

    barking on Monday 13 August.

    Scared that the culprits were still

    in our house, she phoned the

    Strandpolice,who instructedher

    to stay outside while they des-

    patched officers. She had also

    phoned the estate agent who as-

    sisted us when we bought the

    house, as we dont have many lo-

    cal contacts yet and I was away

    on business.

    Within twominutes of the call,

    shewas amazed to see not one but

    three police vehicles approach

    our house at speed, followed in

    minutes by our estate agent. In

    the end, we were very fortunate

    and had only bicycles stolen from

    our garage. However, the experi-

    encewasmademuch easier to ac-

    cept by not only the brilliant re-

    sponse time, but also the efficient

    and professional manner in

    which the officers dealt with the

    case.Withintwohourswehadthe

    case number completed, two in-

    spectors visiting the house to en-

    sure follow-up, and the finger

    print team to check for evidence.

    In addition, our agent Johan

    Botma (Hightide Properties)

    made a few phone calls and, be-

    fore dark, had the garage door re-

    paired by one of his contacts. All

    in all a bad experience made so

    much better by caring and kind

    people who have each gone out of

    their way to help us.

    All I can say is thank you to

    Johan and the members of the

    Strand Police and assure them

    that I will be their biggest advo-

    cate in future.

    Consisting of three members

    Dylan Bolton (vocals and guitar),

    Robby Johns (drums) and Lee

    Nicholls (bass guitar) their di-

    verse backgrounds andmusical in-

    terests span a wide spectrum.

    Originally from Nelspruit,

    Mpumalanga, the band formed in

    2001 while the members were still

    in their teens.

    Over the subsequent years, No

    OnesArcsteadilycreatedaflavour

    encompassing everything from

    blues-rock to funk-jazz crossed

    with elements of African Reggae.

    With their interestingwayof incor-

    porating modern styles, they have

    achieved a distinctive sound that

    sets them apart from most other

    bands.

    Their debut EP, A Shot in the

    Dark, was released in 2006 and

    hailed as a great success.Afterwin-

    ning the RP Studios Emerging

    Sounds regional finals, the band

    gained further success outside the

    boundaries of their hometown,

    which led to many

    performancesinand

    around Gauteng.

    During January

    2010, the band set off

    on their first nation-

    wide tour, perform-

    three provinces in

    just under three

    weeks. The bands

    debut music video

    also launched on the

    tour, and generated

    enormous exposure

    Following the success of the

    bands 2010 career, No Ones Arc

    launched their highly anticipated

    self-titled full length album. The

    ing acts, including Isochronous,

    Jack Parow, Pretty Blue Guns and

    Glaskas.

    No Ones Arc went on to feature

    on Live@5 on 5FM with Catherine

    Grenfell, performing an hour-long

    set in studio to listeners across the

    country. They released their first

    bum, and garnered yet more radio

    success. The year of 2011 ended on

    a massive high with a New Years

    concert at Kirstenbosch Gardens

    with Prime Circle and Elvis Blue.

    back as an acoustic cover outfit.

    Twenty-year-old Kai officially

    entered themusicsceneayearback

    after winning a golden ticket at the

    Cape Town auditions of SA Idols

    at local venues around Cape Town.

    Wes is a former member of the

    band Kill Disco, which performed

    at venues such as Berties Moor-

    ings, Zula Bar, Mercury Lounge

    and Assembly, and headlined at

    Rock the River.

    The two met when Kai was per-

    forming at a venue in Noordhoek,

    and decided to teamup as an acous-

    tic duo. Their alliance was inter-

    rupted earlier this year when Kai

    didashort stint in theUK,but since

    his return the duo have become

    more and more popular.

    Wes, an accomplished musician

    in his own right, and Kai, recent to

    themusic scene, have blendedwell

    as a duo performing their own cov-

    ers of tracks by groups such as The

    ScriptandColdplay,aswell as local

    bands such as Prime Circle and

    Just Jinger, making for a good

    blend of music for all occasions.

    Seeff estate agent Rose McFall in 2005.

    McFall says she took the plunge to start

    her very own agency after some motivation

    She put me in her car and drove me to

    the current premises where my agency is

    based. Right then, I decided to take the bull

    by the horns.

    McFall, who previously worked in the

    citys building industry for 18 years, is now

    regarded as a top estate agent who has

    claimed success in a very short period of

    time.Unlikemanyothers,whostartbuilding

    their empire from a tender age, she started

    pursuing a career as an estate agent at the

    age of 50.

    After the idea of entering the industry

    came to mind in December 2001, McFall

    started her new career as an estate agent for

    Seeff Properties inJanuary 2002. Sheworked

    there for five years, and discovered her pas-

    sion for the industry during this time.

    I love what I do, and therefore it never

    feels likework. Just so that everyone knows,

    I dont plan on retiring for years to come,

    she smiles.

    Rose McFall Properties has soared from

    humble beginnings to an estate agency con-

    sistingofninestaffmembers.Theagencyhas,

    despite challenging economic times, sold

    people. The good Samaritan has on a number

    of occasions provided food and shelter to the

    homeless, and has also offered to have the

    Its party time for firsttime buyers

    FOR those keen to buy their first home, there

    couldnt be a better time to take the plunge.

    So says Rudi Botha, CEO of BetterBond,

    which as SAs biggestmortgage originator as-

    sists thousands of buyers a month to obtain

    homeloans.Henotesthat theresidentialprop-

    erty market has reached a stage that occurs

    only very rarely, in which several major fac-

    tors are aligned in favour of first-time buyers.

    And, he says, this is clearly evident in

    BetterBonds latest statistics, which repre-

    sent 25%ofall residentialmortgagebondsbe-

    ing registered in theDeedsOfficeand include

    applications to, and bond grants from, all the

    major lending banks in SA.

    For a start despite the fact that the aver-

    age home price among first-time buyers has

    climbedsteadily in thepast fourmonths from

    R582 000 to R621 000, and is currently also 5%

    higher thanat this time last year homeown-

    ership has actually become more affordable,

    thankstotheeasingofcreditrestrictionsand,

    of course, an interest rate cut.

    At the moment, about four out of every 10

    home loans approved are 100% loans, and

    most of these are going to first-time buyers,

    including those in the affordable sector.

    In addition, the average percentage de-

    posit required by first-time buyerswho dont

    manage to secure a 100% loan has declined

    from 11,5% of the purchase price to 9%. So

    effectively, the average deposit amount for

    such buyers has fallen to around R56 000,

    compared to R71 000 earlier this year even

    though home prices are higher.

    Andthis relief isnowcombinedwith lower

    home loan interest rates since the Reserve

    Bank cut the repo rate by 0,5 percentage

    points in July, further increasing afford-

    ability levels for first-time buyers.

    For example, at the current standard

    homeloaninterestrateof8,5%, theminimum

    monthly repayment on abondofR621 000 (as-

    suming a 100% loan) is R5 389, compared to

    R5 587 at an interest rate of 9%.

    And lower rates do of course make it

    easier for prospective buyers to qualify for

    loans in the first place.

    Asit is,Bothasays, thesedevelopmentsare

    already gaining the attention of prospective

    buyers eager to enter the property market.

    First-timebuyersaccounted for 42%ofall

    bond applications in July, compared to 37%

    fourmonths ago, and the percentage of loans

    being granted to first-time buyers has at the

    same time risen from 35% to 39%.

    Survey reveals sellers market emerging

    THE latest RE/MAX survey shows that most

    homes sold by RE/MAX agents around the

    country between 1 January and 30 April saw

    aminimaldifferencebetweenaskingandsell-

    ing price of 7% to 11%.

    The survey also showed that homes priced

    between R500 000 and R1 million spent an av-

    erage of 84 days on themarket before selling.

    Properties in the R1 million to R2 million

    range spent anaverageof 105daysbefore sell-

    ing, while those with price tags of R2 million

    or more spent an average of 136 days.

    Adrian Goslett, CEO of RE/MAX of South-

    ern Africa, attributes these findings to less

    stock,moredemandandcorrectpricing, indi-

    cating the emergence of a change from a

    buyersmarket to a sellersmarket. As stock

    decreases and demand increases, so buyers

    will bemoreprepared topaycloser to theask-

    ing price of a property, as long as the asking

    prices remain reasonable and market-

    related. As stock levels decrease, homes on

    the market sell faster.

    Goslettsaysthesurveyresultsclearlyindi-

    cate that setting the right price will remain

    essential. Even the most expensive proper-

    ties, priced from R2 million upwards, took

    less than 20 weeks to sell, and they only had

    a difference between asking and actual sell-

    ing price of 11,69%, on average.

    The survey results show that properties

    priced between R500 000 and R1 million had

    an average difference between asking and

    sellingpriceofaround7%,while thosepriced

    between R1 million and R2 million saw a

    9,62% difference on average.

    Less than 10% of sellers had an outstand-

    ing home loan balance that was higher than

    thevalue thepropertywassold for, according

    to 84% of respondents. While market condi-

    tions may well be changing, distressed prop-

    ertieswill still be a reality for the foreseeable

    future. Goslett reports that RE/MAX agents

    who have beenmarketing distressed proper-

    ties have managed to achieve, on average,

    91% of asking price, with the properties sell-

    ing in an average of 45 days.

    Only 20%of sellers between 1 January and

    30Aprilwere sellingbecause of affordability.

    Almost 30% were selling because they were

    moving, with 20% downsizing and a further

    25% upgrading.

    Goslett says that one of themost detrimen-

    tal mistakes that many sellers make is over-

    pricing. Often sellers set a higher price for

    theirproperty thanwhat theywant toget out,

    with the hope that if a buyer were to offer

    a lower price, theywould still be able to nego-

    tiate close to the price they wanted.

    But the property will sit on the market for

    longer,hewarns,andprobablysellatalower

    price than the seller would have wanted.

    Papier appointed as administrator of EAAB

    HUMAN Settlements minister Tokyo Sex-

    wale has announced the appointment of Tas-

    well Papier as administrator to the Estate

    Agency Affairs Board (EAAB).

    The board has been rocked by scandal in

    recenttimesincludingtheWendyMachanik

    saga; the acrimonious parting of ways with

    former CEO Nomonde Mapetla; the Auction

    Alliance debacle; suspension of the company

    secretary; reinstatement of those suspended

    within fewdays; and the resignationof chair-

    person Ina Wilken.

    It soon became clear that the EAAB was

    dysfunctional, Sexwale said. A meeting

    was convened with stakeholders a couple of

    weeks ago where I announced my intention

    to dissolve the board and appoint in its place

    an administrator.

    He announced that Papier had been ap-

    pointed as administrator with immediate ef-

    fect, callingPapierinnovative,andgoal-and

    performance-driven.

    Hehas a proven track record on corporate

    governance issues. He has a vast knowledge

    and experience in financial planning, ac-

    counting,administrationandmattersof law.

    Papier is the former president of the Law

    Society in the Cape of Good Hope, and be-

    tween 2002 and 2004 held several high-profile

    positions, including acting judge of the Cape

    TownHighCourt,memberoftheboardofcon-

    trol of the Attorneys Fidelity Fund, and re-

    ceiver in a Richtersveld land-claim dispute.

    Papier will hold his new position for six

    months, Sexwale said. He is expected to im-

    plement turn-around strategies and meas-

    ures to improve good corporate governance

    within the board; implement financial sys-

    tems for accountability and management;

    provide strategic leadership and capability

    to the organisation to restore its reputation;

    ensuresustainabilityandorganisationaleffi-

    ciency; and carry out a strategic business

    plan while monitoring its performance.

    The administrator assumes a dual role of

    providing leadership and strategic manage-

    ment to the EAAB and accounting authority.

    The administrator will be accountable to

    myself as minister, Sexwale said. The ad-

    ministrator will prepare and submit per-

    formancereportsonprogressachieved in im-

    plementing strategies and measures to re-

    store stability and corporate governance.

    He wished Papier well in his new position.
