    The Department of Homeland Security (DHS) encourages the maritime public to report information concerning suspicious activity to the local Federal Bureau of Investigation Joint Terrorism Task Force (JTTF) Office, http://www.fbi.gov/about-us/investigate/terrorism/terrorism_jttfs, or to other appropriate authorities. The U.S. Coast Guard reminds the maritime industry that they may also report information concerning suspicious activity to the www.AmericasWaterwayWatch.org, the National Response Center (NRC) 1-800-424-8802 or 1-877-24WATCH.

    The U.S. Coast Guard is responsible for placing and maintaining all aids to navigation. Buoys are set to mark project depths taking into consideration the prevailing river stages and obstructions. Buoy positions on the Inland Electronic Navigation Chart (IENC) are approximate, and subject to change depending on prevailing river stages and obstructions. Buoys should always be given as wide a berth in passing as possible, consistent with the length and width of the vessel or tow and the width of the bend or crossing. Buoys should always be used with caution. They may be carried off position by high water, accumulation of drift, ice, or sunk by collision or other causes. In those circumstances buoy marks will remain on the IENC and indicate the last known position of the buoy. Presence of a buoy mark on the IENC does not necessarily mean a buoy will be physically on position. When buoys are missing they will be replaced as soon as possible.

    At times, throughout our area or responsibility, multiple U.S. Government Agencies conduct GPS testing. These tests vary in duration, affected range from the test site and potential impact to the maritime user as they may affect systems that rely on GPS such as E-911, AIS and DSC. More information is available at the U.S. Coast Guard Navigation Center Website, https://www.navcen.uscg.gov. During these periods, GPS usersare encouraged to report any GPS outages that they may experience, to the Navigation Information Service (NIS) by calling (703) 313-5900 or byusing the NAVCEN Website to submit a GPS problem report.

    The COTP Lower Mississippi River has issued a Safety Advisory due to the expected rapid increase in river levels between approximate Miles 869.0and 303.0, over the next several days. Mariners are advised to transit with caution due to the hazardous conditions associated with strong currents, severe outdrafts, missing/off station aids to navigation and diving buoys. Fleet operators should regularly check their fleets and immediately report barge breakaways to the U.S. Coast Guard.

    The following areas are in the low water action phase IAW the Western Rivers WAP Annex: Kansas City Reach (Mile 400.0 – Mile 300.0), Brunswick Reach (Mile 300.0 – Mile 200.0), Jefferson Reach (Mile 200.0 – Mile 100.0) and Washington Reach (Mile 100.0 – Mile 0.0).Deep draft tows are advised to depart the area. All vessels SHALL transit these areas at a slow speed near fleeting areas, to minimize wake impact, due to the narrow channel width. Tow operators are advised to place the heaviest barges in the middle of the tow and identify fleeting areas in the event of a river closure. Mariners are requested to transit these areas with caution and contact U.S. Coast Guard Sector Upper Mississippi River via VHF-FM Channel 16, or at (314) 269-2332, or via e-mail at [email protected], to report shoaling, hazardous conditions or missing aids to navigation.

    Multiple L/D’s on the Arkansas River, have varying states of availability and operations. Closures of locks will occur as local conditions warrant. Mariners are encouraged to contact the respective lock masters, for additional information regarding L/D closures or restrictions.

    Attached as enclosures to this LNM, are USACE Arkansas River Channel Status Reports.

    All floating aids to navigation, maintained by the U.S. Coast Guard, have been withdrawn for the commercial navigation season. Mariners are urged to transit the Missouri River with caution and to utilize all U.S. Coast Guard Broadcasts, the Local Notice to Mariners and electronic chart displays, for navigation.

    Attached as an enclosure to this LNM, is Special Public Notice D8 DWB-894, regarding drawbridge operation on the Upper Mississippi River, St. Croix River and the Missouri River.

    Attached as an enclosure to this LNM is USACE Rock Island District Navigation Notice 20-12890, regarding L/D winter lockage hours and closures.

    Due to the ongoing COVID-19 concerns, mariners are required to follow the below procedure for crew change out at all Arkansas River L/D’s in the USACE Little Rock and Tulsa Districts: Industry shall contact the lock 4-hours in advance of anticipated crew change. The number and namesof the crew will be provided along with delivery of supplies. No industry personnel shall be allowed inside USACE control houses or buildings duringcrew changes, except in the case of medical emergency. Crew changes will still be allowed on the lock wall but industry must go directly from the vehicle to the motor vessel. Industry personnel will be required to use their own facilities while navigating through the lock. The physical exchange of trip tickets from crew members to lock staff members will still not be allowed and must be communicated by some other means priorto transiting the lock.     Continuing until further notice, construction operations are being conducted in the vicinity of Mile 40.0. The COTP Pittsburgh advises mariners wishing to transit the area during this operation, are requested to notify the project manager at (724) 462-3922. Mariners are requested to transitthe area at their slowest safe speed to minimize their wake and proceed with caution.

    GenOn Power Midwest L.P., at the Cheswick Generating Station, has reported the installation of 7 Temporary Special Lighted Buoys located outside of the navigation channel between approximate Miles 15.5 and 14.7, Allegheny County, Cheswick, Pennsylvania. The 7 Temporary Special Lighted Buoys will be deployed seasonally to perform a scientific study until April 2022. Any questions or inquiries should be directed to: GenOn Power Midwest LP, P.O.     Ninth Street Bridge; Due to ongoing work, the vertical clearance may be reduced by 1-foot below low steel. Mariners are urged to transit the bridge with caution.

    Continuing until January 14, 2021, during daylight hours, intermittent delays can be expected at Ozark-Jeta Taylor L/D (L/D 12), in the vicinity of Mile256.8. Mariners may contact the USACE Little Rock District office at (501) 324-5739 via e-mail at [email protected], for additional information.

    The flow on the Arkansas River, at Murray L/D, vicinity of Mile 125.4, has exceeded 70,000 C.F.S. The Regulated Navigation Area, at Little Rock, Arkansas, from Mile 125.4 to Mile 118.2, is now in effect. Mariners transiting this area must follow the Special Operating Procedures outlined in Title 33 Code of Federal Regulations, Part 165.817 and Part 117.123.

    I-30 Bridge; Due to new pier work in the right descending channel, all navigation transiting the I-30 Bridge must now use the left descending channel span.

    Commencing 6:00 a.m., February 2, 2021 and continuing until 6:00 p.m., February 6, 2021, the Norrell L/D 1, in the vicinity of Mile 10.3, will be closed for repairs. If the work is completed ahead of schedule, the lock will reopen at that time. However, unforeseen problems could require additional time. Questions or requests for additional information concerning this notice should be directed to the USACE Little Rock District Office, at(501) 324-5739 or email [email protected].

    State Route 13 Bridge Replacement; Pier construction for the new bridge and pier demolition from the old bridge are ongoing simultaneously on both sides of the river. The floating workplant may at times be moored at the edge of the channel. A minimum 250 feet of horizontal clearance will be maintained at all times. The workplant will move upon request. Mariners may contact M/V FALCON via VHF-FM Channel 13 or 16, or telephone at (870) 377-1889, for more information.

    The Safety Advisory for high water conditions in the vicinity of Mile 9.1, has been cancelled due to high water recession. L/D 1 has reopened.

    Joliet Harbor Bridges; Due to ongoing bridge work, mariners are required to provide 1-hour advance notice, when requesting drawspan openings.

    Continuing until further notice, the M/V LaSALLE is conducting dredging operations between approximate Miles 227.7 and 227.0, Vermillion River. Work will be conducted from 7:00 a.m. until 5:00 p.m., each day. Dredge spoils will be placed along the RDB, between approximate Miles 227.8 and227.4. The M/V LaSALLE will monitor VHF-FM Channel 13, 14 or 82 and requests 30-minutes advance notice of passage. Mariners are urged to transit the area at their slowest safe speed to minimize their wake and proceed with caution after passing arrangements have been made.

    The following aids to navigation have been withdrawn for the navigation season and replaced with unlighted buoys:Blue Creek Lower Lighted Buoy (LLNR-7015), Mile 172.5, RDB,Drolls Point Upper Lighted Buoy (LLNR-7030), Mile 169.9, LDB and Peoria Heights Lighted Buoy (LLNR-7040), Mile 167.9, LDB.Mariners are urged to exercise caution in these areas.

    Two can buoys have been reported not properly marking the channel in the vicinity of Mile 170.9. Mariners are urged to exercise caution in the area.

    Continuing until March 5, 2021, the J.F. Brennan Co., is conducting shore-side operations in the vicinity of Mile 151.4, LDB, just above the lower PekinRailroad Bridge. Work will be conducted from 7:00 a.m. until 5:00 p.m., Monday through Friday. The M/V KEN MANNING will monitor VHF-FM Channel 13 or 16. Mariners are urged to transit the area with caution. Mariners may contact (608) 304-4897, for additional information.

    Pekin Railroad Drawbridge; Continuing until further notice, the bridge will be unattended and left in the open-to-navigation position. The bridge shall initiate the closing sequence for an approaching train by broadcasting the closure on VHF-FM Channel 16, 10-minutes prior to closure and immediately prior to closing. If no mariners respond to the broadcast, the operator of the bridge may begin the closing sequence.     The J.F. Brennan Co., has completed pile driving operations in the vicinity of Mile 119.7, ADM North Terminal.

    Two nun buoys have been reported missing in the vicinity of Mile 94.7. Mariners are urged to exercise caution in the area.

    Submerged concrete blocks have been reported in the vicinity of Mile 59.0, approximately 60-80 feet left of the sailing line. Water depths over the top of these obstructions is approximately 11 feet, at minimum pool. These obstructions are unmarked. Mariners are urged to exercise caution in the area.

    Continuing until approximately January 14, 2021, from 7:00 a.m. until 6:00 p.m., each day, the USACE Contract M/V KACIE LUHR is conducting revetment operations in the vicinity of Mile 815.0, LDB, Obion-Tamm Revetment. The M/V KACIE LUHR will monitor VHF-FM Channel 13, 16 or 72 or via phone at (573) 803-7931. Mariners are urged to transit the area as far off the LDB, as is safe, not meet, pass or overtake in the area. Marinersare urged to transit the area at their slowest safe speed to minimize their wake and proceed with caution after passing arrangements have been made.

    Extreme shoaling has been reported between approximate Miles 772.0 and 768.0, inside the navigation channel, on the RDB. Mariners are advised to favor the nun buoy line and transit as far off the RDB, as is safe. One-way traffic is advised through the area. Mariners are requested to transit the area at their slowest safe speed and to proceed with caution, giving down-bound traffic the right of way. Mariners are requested to contact U.S. Coast Guard Sector Lower Mississippi River via VHF-FM Channel 16 or at (866) 777-2784, to report areas of shoaling, hazardous conditions or missing aids to navigation.

    Continuing until March 1, 2021, a marine contractor is installing rock rip rap by barge in the vicinity of Mile 596.0, LDB and RDB. Loaded and empty rock barges will be temporarily moored in the area. Work will be performed during daylight hours only, 7-days per week. The M/V BARBARA ANN willbe on scene and will monitor VHF-FM Channel 13 or 72. Mariners are urged to transit the area at their slowest safe speed to minimize wake and proceed with caution after passing arrangements have been made. For up-to-date information, mariners can contact Darwyn Jarrell at (504) 835-0303.

    A sunk work barge has been reported in the vicinity of Mile 585.0, close to the public boat ramp, outside of the navigation channel, Rosedale Harbor.The barge reportedly has 29 feet of water over the top, as of December 9, 2020 and is reportedly unmarked. Mariners are urged to exercise caution in the area.

    Shoaling has been reported in the vicinity of Mile 540.1, near the nun buoy line. Mariners are urged to transit the area with caution.

    Continuing until approximately January 29, 2021, the USACE Contract Vessel M/V ERGONOT and associated barges are conducting revetment operations between approximate Miles 447.7 and 444.9, LDB, Marshall Brown Point Revetment. Work will be conducted during daylight hours. Mariners are requested to transit the area as far off the LDB, as is safe, not meet or pass, transit the area at their slowest safe speed to minimize their wake and proceed with caution after passing arrangements have been made. The M/V ERGONOT will monitor VHF-FM Channel 13, 16 or 72 orvia phone at (601) 529-9437.

    Continuing until approximately May 1, 2021, tows are to enter the lock wall at a DEAD SLOW speed, tows will be restricted to a length no more than1,100 feet and will line up along the floating guidewall before proceeding into the lock’s chamber. Two line-handlers (with life vests) and bumpers are required when approaching and exiting the lock. Vessels must be moored by the bow and stern to the floating timber-heads.     La Crosse Railroad Drawbridge; Sheerfence repair is ongoing from 7:00 a.m. until 5:00 p.m., daily, through February 2021. During this time, the left descending navigation channel will be impassable, due to a floating work-plant in the area. Mariners may contact M/V JOHN J.     Cresent Railroad Bridge; The right descending span will be blocked by a construction barge. The barge will occupy the span 24-hours a day, until further notice. Mariners are advised to only use the left descending navigation span.

    Continuing until January 30, 2021, the J.F. Brennan Company is conducting work at the Crescent Railroad Drawbridge (LLNR-14825), in the vicinity ofMile 481.1. Work will be conducted from 7:00 a.m. until 5:00 p.m., Monday through Friday. The M/V BARBARA B., will be on-scene during operationsand will monitor VHF-FM Channel 13, 14 or 16 and requests 30-minutes advance notice of passage. Mariners are urged to transit the area with caution.

While under repair, no vessel will be allowed to utilize the lower guidewall end cell, as work platforms will be extending from the cell approximately 8 feet.     Continuing until further notice, the Canal Barge Company is conducting a roll-off operation from a barge that is perpendicular to the navigation channel, in the vicinity of Mile 195.4, LDB, Phoenix Terminal. Mariners are urged to use caution when transiting this area and if possible, transit along the RDB, at the slowest safe speed.     Douglas MacArthur Bridge; Two suspended platforms are located in the center navigation span. Each platform measures 9 feet wide and hang 5 feet below low steel. One platform is located 60 feet channelward of the right descending pier and the other platform is located 120 feet channelward of the left descending pier. There are also 3 platforms located at various locations in the Illinois span. Mariners are urged to transit the bridge with caution.

    Two nun buoys have been reported missing, in the vicinity of Miles 129.0 and 121.4. Mariners are urged to exercise caution in these areas.

    The USACE has identified 2 submerged obstructions in the vicinity of Mile 69.1. The USACE has set a can buoy marking the location. Attached as an enclosure to this LNM is USACE St. Louis District Notice to Navigation Interests 20-30, with sailing recommendations and the latest survey of the area. Plans to remove these obstructions have been postponed until more favorable river levels. The M/V PATHFINDER is the contact vessel and will monitor VHF-FM Channel 13 or 16. Mariners are urged to transit the area at their slowest safe speed and make passing arrangements with theM/V PATHFINDER, once removal operations commence.

    Two nun buoys have been reported missing between approximate Miles 54.5 and 54.3. Mariners are urged to exercise caution in the area.

    I-57 Bridge; Mariners are advised that the green lights marking the alternate span, have been permanently extinguished. Mariners are advised to use the main channel span until further notice.

    I-480 Bridge; The bridge owner is replacing all the navigation lights on the bridge, through March 10, 2021. There will be no functioning navigationlights during the replacement of the new navigation lights.

    Mascaro Construction Co., LP., has installed four (04) Temporary Lighted Danger Buoys with White flash characteristic Fl 2.5s, to mark a turbidity curtain around the perimeter of the construction area located at the Allegheny County Sanitary Authority (ALCOSAN), in the vicinity of Mile 3.6, RDB. The Temporary Lighted Danger Buoys were installed in the following approximate positions: 40-28-42.82N 080-02-51.39W, 40-28-47.97N 080-02-55.63W, 40-28-55.90N 080-03-03.99W and 40-29-00.91N 080-03-09.91W.     A can buoy has been reported not properly marking the channel, mid-channel, in the vicinity of Mile 595.7. Mariners are urged to exercise caution inthe area.

    Continuing until January 25, 2021, dredging operations are being conducted in the vicinity of Mile 601.7, LDB. Work will be conducted from 6:00 a.m.until 6:00 p.m., each day. Mariners may contact the project manager at (502) 548-5272, for additional information. Mariners are urged to exercisecaution in the area.

    Commencing January 29, 2021 and continuing until April 5, 2021, the Cannelton L/D (auxiliary 600-foot chamber) in the vicinity of Mile 720.7, will be closed for repairs. During this closure, all vessels will utilize the main (1,200-foot chamber).

    A sunk vessel has been reported in the vicinity of Mile 963.0, RDB, outside of the navigation channel. The COTP Ohio Valley recommends no passing or meeting, in the vicinity of Mile 963.0. Salvage operations have been postponed until January 10, 2021. Mariners are urged to transit the area at their slowest safe speed to minimize their wake and proceed with caution.

    The wickets are being raised at the Olmsted L/D in the vicinity of Mile 964.0. Navigation will continue to transit the navigation pass until project personnel raise the starter wickets. At that time navigation will be transitioned to the lock chambers. Mariners should exercise caution when making their approach and take all direction from the Olmsted L/D Control Tower.

    Potential shoaling has been reported in the vicinity of Mile 37.7, LDB. Mariners are urged to exercise caution in the area.

    COVID-19: LOCK PROTOCOL CHANGES (Update to SWL 20-13 and TD 2020-6) MCCLELLAN-KERR ARKANSAS RIVER NAVIGATION SYSTEMDue to the ongoing COVID-19 concerns, mariners are required to follow the below procedure for crew change out at all MKARNS Locks in Little Rock and Tulsa Districts: Industry shall contact the Lock 4 hours in advance of anticipated crew change. Number and names of the crew will be provided along with delivery of supplies. No industry personnel shall be allowed inside USACE control houses or buildings during crew changes, except in the case of medical emergency. Crew changes will still be allowed on the lock wall but industry must go directly from the vehicle to the motor vessel. Industry personnel will be required to use their own facilities while navigating through the lock. The physical exchange of trip tickets from crew members to lock staff members will still not be allowed and must be communicated by some other means prior to transiting the lock. These changes are effective immediately and will remain in effect until further notice.     Operational Aspects

    Rake to box ice couplings the entire width of the tow, at break points of the tow, will be required at all locks when ice is present at the lock.

    Double tripping and use of industry helper boats during ice conditions will be required if proper couplings are not accomplished prior to arrival at the locks.

    Failure to have the tow configured properly may result in loss of lock turn.

    Tow configuration to ice couplings shall not be accomplished at the lock or lock approach.
