Agenda for processing of Long Term Access applications received during December’2014 as per CERC orders dated 16.02.2015 & 03.07.2015 and MTOA applications received during June, 2015
1.0 In pursuance with the CERC orders dated 16.02.2015 and 03.07.2015 a
meeting was convened on 06.08.2015 for processing of LTA/MTOA application
received during the period from Jan’14 to Dec’14. The LTA applications
received up to Nov’14 and MTOA applications received up to Dec’14 were
discussed and agreed during the meeting. For processing the Dec’14 LTA
applications import capability of Kerala was required to be assessed, as entire
Dec’14 LTA applicants were seeking transfer of power to Kerala. As this
processing of Dec’14 LTA applications may have impact on Jun’15 MTOA
applications, it was agreed in the meeting that same may be processed through
separate meeting after carrying out joint study with Kerala. Under present
agenda the LTA applications received in Dec’14 and MTOA applications
received in Jun ’15 are being processed.
2.0 Applications for Dec’14: Five (5) nos. LTA applications for transfer of
726.75MW of power from NEW grid to Kerala in SR were received in Dec’14.

For transfer of power to Kerala it should be seen that capacity is available for (i)
Power transfer from NEW GRID to SR and (ii) Power transfer to Kerala within
SR.

3.0 Power transfer from NEW Grid to SR. From 1st Jun’16 ATC of 542 MW
would be available for transfer of power from NEW GRID to SR due to expiry of
MTOA (KSK, NETL & Shree Cements), details at Annexure-I.
4.0 LTA applications for total quantum of 727 MW cannot be granted from 1st
Jun’16 onwards as the ATC is less than the full LTA quantum.
Further MTOA of the order of 300 MW are expiring in Feb/May’17. However, as
mentioned earlier LTA from NEW grid to SR grid on target region basis has
been granted which can only be released against MTOA, so that these LTA
applicants as and when firm up their beneficiaries, can be granted LTA.
Therefore, LTA to Dec’14 applicants can only be granted with the enhancement
of ATC through system augmentation.
5.0 During the meeting held on 06.08.2015, constituents enquired about the
enhancement of ATC with the commissioning of Angul-Srikakulam-Vemagiri
765 kV D/C line. Accordingly, studies have been carried out which indicates
that with commissioning of Angul-Srikakulam-Vemagiri 765 kV D/C line and
commissioning of Kudgi Generation, ATC would remain almost same due to
capacity constraints beyond Vemagiri and reduction in ATC on Narendra-
Kolhapur line due to Kudgi generation injection. ATC will enhance with the
commissioning of system strengthening schemes viz “Constraints in 400kV bay
extensions at Vemagiri” and/or “Wardha-Nizamabad-Maheshwaram 765kV D/c
link” which are expected by Jun’18. Therefore, notional LTA to Dec’14
applicants can be granted from Jul’18 with the commissioning of system as
indicated above.
Power transfer to Kerala within SR: Presently the import capability of Kerala
is of the order of 1800MW. With the commissioning of Mysore-Kozhikode
400kV D/c line, maximum import capability of Kerala is expected to be about
2500MW (without considering transformer contingency (N-1) at Kozhikode
substation). However, the transformers at Kozhikode substation are getting
heavily loaded. Hence augmentation of transformation capacity at Kozhikode by
2x500MVA is proposed for the grant of notional LTA. It is recommended Kerala
should also expedite completion of Edamon – Cochin 400 kV (Quad) D/C line to
meet its growing power demand.

In view of above, notional LTA to Dec’14 applications can be granted with effect
from Jul’18 subject to following
Commissioning of System strengthening schemes viz “Constraints in
400kV bay extensions at Vemagiri” and/or “Wardha-Nizamabad-
Maheshwaram 765kV D/c link”.
Augmentation of transformation capacity at Kozhikode by 2x500MVA
subject to the approval in the Standing Committee Meeting of SR.

6.0 Total 9 Nos. of MTOA applications have been received in the month of June,
2015 for transfer of Power from NEW Grid to SR Grid and 1 No. application for
transfer of power within SR Grid from Karnataka to Telangana. The details of
the same are given below.

7.0 Sl. No. 1 to 4 of the above applications have the same PPA as their earlier
LTA/MTOA applications.

These applications have already been considered for notional grant of
LTA/MTOA as indicated above and their priority for operationalization shall be
higher than the MTOA applications in June, 2015. Therefore, these are not
considered in the present Agenda.
8.0 Out of the balance, 3 applications (Sl. No 5 to 7), have equal priorities (duration
36 months) and higher than that of the applications at Sl. No. 8 & 9. Sl. No. 5 &
6 sought power transfer to Kerala while Sl. No. 7 sought power transfer to
Andhra Pradesh. As proposed earlier, LTA of Dec’14 applications can be
granted only with the enhancement of Capacity between NEW grid and SR
expected by Jun’18, the balance ATC of 542 MW (available from Jun’16) as
well as 92.25 MW (getting available after reduction of LTA quantum by Kerala
in Apr’14 LTA application) can be considered for grant of MTOA for these
applications on pro rata basis as given below. The available transfer capability
to Kerala is given at Annexure-II. From the Annexure-II it is seen that the
proposed MTOA of 287 MW to Kerala can be accommodated from Jun’16.

*Jindal Power Ltd. has applied for LTA of 190 MW in Dec’14 and also applied for
MTOA of 190 MW in Jun’15 and enclosed same PPA in both the applications.
Jindal Power Ltd. need to relinquish MTOA rights & pay the applicable
relinquishment charges in line with the CERC regulations as and when the LTA for
the application made in Dec’14 is operationalised.
9.0 Presently the import capability of Kerala is of the order of 1800MW. With the
commissioning of Mysore-Kozhikode 400kV D/c line, maximum import capability
of Kerala is expected to be about 2500MW (without considering transformer
contingency (N-1) at Kozhikode substation). However, as per the discussions with
Kerala on 06.08.2015, Kerala has informed that they would rearrange their loads
& 220 kV network to meet their import requirement. Accordingly studies were
carried out considering modifications proposed by Kerala and import capability
has been re-assessed as 2750 MW without considering transformer contingency
(N-1) at Kozhikode substation. The expected LTA/MTOA and CGS allocations for
Kerala by Jun’16 is about 2508MW (including Jun’15 MTOA of 287MW) against
the capability of 2615 MW (2750WM-135MW TRM) (details given at Annexure-II).
10.0 Further, here it may be mentioned that Kozhikode would be a radially
connected load and transformer outage at Kozhikode shall not have any major
impact on the grid, however there may be load curtailment in Kerala, for which
KSEB has agreed. Kerala should ensure to limit their drawl through load
shedding & to ensure healthy operation of transformers in case of any
contingency.
11.0 Application at Sl.No.8, have higher priority (duration 21 months) than that of the
application at Sl. 9, is seeking transfer of 140.5 MW power from Jindal Power
Ltd, Western Region to TANGEDCO, Tamil Nadu from 01.12.2015 to
31.08.2017. As ATC of 92.25 MW (which was created by reduction of LTA

quantum of KSEB) is available from Jan’16 to May’16, it is proposed to grant
MTOA to Jindal Power Ltd for 92.25 MW from Jan’16 to May’16 as given below.

12.0 Application at Sl.No 9 is seeking transfer of 50 MW power from Shree Cement
Ltd, Rajasthan to TSSPDCL, Telangana from 01.12.2015 to 26.05.2016. As
ATC is not available during this period, application is proposed to be closed.
13.0 Applications at Sl.No.10 is seeking transfer of 150 MW power from JSW Energy
Ltd, Karnataka to TSSPDCL, Telangana from 01.12.2015 to 26.05.2016. This
power transfer is within S1 area of Southern Region. The MTOA to JSW Energy
Ltd, Karnataka for transfer of 150 MW of power to TSSPDCL, Telangana from
01.12.2015 to 26.05.2016 may be granted.
14.0 Simulation Studies has been carried out for Jun’16 time frame with considering
the generations & transmission lines expected to be commissioned by June’16.
The details of the load flow studies along with results for the above MTOA
applications are enclosed at Exhibit-I.
15.0 Conclusion:
1. In view of above, notional LTA to Dec’14 applications can be granted with effect
from Jul’18 subject to following
Commissioning of System strengthening schemes viz “Constraints in 400kV
bay extensions at Vemagiri” and/or “Wardha-Nizamabad-Maheshwaram
765kV D/c link”.
Augmentation of transformation capacity at Kozhikode by 2x500MVA subject
to the approval in the Standing Committee Meeting of SR
2. MTOA may be granted with the existing/under construction transmission system
to the applications received in the Jun’15 for transfer of power from NEW to SR
and within SR as indicated above.

Kerala should ensure to limit their drawl through load shedding & to ensure
healthy operation of transformers in case of any contingency.
Further the applicants are liable to pay relinquishment charges as per the
directions of Hon’ble CERC, wherever applicable and are also subject to the
establishment of necessary payment security mechanism.
