WIOA Vision of Integrated Services

“The purposes of this Act are the following:

(1)To increase access to, and opportunities for, the employment ,

education, training, and support services that individuals need

to succeed in the labor market, particularly those with barriers to

employment.”

- WIOA Sec. 2

This is accomplished by connecting all customers with the full

range of services available in their communities.

- Vision for the One-stop Delivery System under WIOA (joint policy guidance)

Integrated Services are a Process

• The process of accessing the full range of services –

the full force of the workforce system -

• and individually selecting from and organizing those

services

• to provide, in a coherent and seamless way,

• the specific combination of services each individual

needs

• to succeed in the labor market

Elements of Reemployment

Reemployment is about limiting unemployment:

1. New employment as quickly as possible

2. Preventing job loss in the first place

Reemployment: Thinking Holistically

– Reemployment is a continuum and reemployment is a mindset

– Need to build the environment in which reemployment can thrive

– Critical element: jobs (there is no reemployment without jobs)

– Therefore the critical component is: business engagement

– But it is impossible to separate great business engagement from our specific program activities, including Rapid Response and layoff aversion

in transition, provided across the business

lifecycle (expansion and contraction), including

comprehensive business engagement and layoff

aversion strategies and activities designed to

prevent or minimize the duration of

unemployment” 682.300(b)(2)

Layoff Aversion: WIOA Requirements

682.330(a): Rapid response activities must

include: (a) Layoff aversion activities as

described in § 682.320, as applicable

This means that you have to focus on layoff

aversion in every aspect of your Rapid

Response process

Layoff aversion activities can be highly valuable

to businesses

Develop network of partners to address all potential

reemployment needs

Build your partnerships before you need to access them

Use whatever resources are available and applicable to

ensure that workers can keep their current jobs or move

to new jobs as quickly as possible
