Charged with providing excellence in edu-cation, the Goochland County Public Schools continue to raise the bar in every facet of in-struction and the day-to-day lives of our stu-dents, who are without a doubt our county’s greatest asset.

GCPS has a student enrollment of ap-proximately 2,400 in grades K through 12. The system has three elementary schools (grades K-5), a middle school (grades 6-8), a high school (grades 9-12), and a Specialty Education Center that houses preschool pro-grams and a center-based elementary gifted program.

Goochland High and Goochland Middle are two state-of the-art facilities on one complex. GHS opened in the fall of 2001 and currently houses grades 9-12. The complex, which now includes GMS after its completion last fall, operates as two separate schools that share an auditorium and kitchen. The 6-12 grade confi guration reduces transportation costs and allows for more shared use of staff.

All fi ve of Goochland’s schools are fully accredited, based on student performance on the Virginia Standards of Learn-ing (SOL) tests, in addition to being accredited by the South-ern Association of Colleges and Schools.

And according to a June 2008 report by the Virginia Edu-

cation Association, GHS has the highest graduation rate in the state while boasting the fourth-lowest dropout rate.

Goochland County features small schools and favorable class sizes. Elementary schools range in size from 250 to 410 students, with average class sizes of 16-18 in grades K-2 and 20-22 in grades 3-5. Goochland Middle serves approximately 500 students with av-erage class sizes of 21-23. Goochland High School serves approximately 750 students, with average class sizes of 21-23.

Goochland is a leader in the Common-wealth in the use of technology to enhance

instruction, with a student-to-computer ratio of 2:1. All schools have excellent networks that provide easy access to Internet-based learning resources. Through the “Power-school” database, student grades and attendance data can be accessed by parents in real time. GMS also has Promethean boards, a software and hardware system that mimics the tra-ditional chalkboard in its use of a teacher’s computer and interactive display, in every classroom. Meanwhile, more Promethean boards are being added to GHS and the county’s other schools every year.

riculum, in addition to art, music, and physical education programs taught by teachers endorsed in those areas. The Goochland County Center for the Gifted provides special-ized instruction to identifi ed students in grades three, four, and fi ve taught by staff trained in gifted education.

A center-based gifted program is also in place at Gooch-land Middle School. In addition, the middle school offers accelerated courses and a wide variety of exploratory and full-year electives and an interscholastic athletic program for both boys and girls.

Goochland High School offers a full range of honors level classes and dual enrollment college classes, in addition to a wide variety of elective offerings in foreign languages, the arts, electronic and print journalism, and computer-related vocational areas. Students can also learn building trades through internships with local contractors, pursue EMT and fi refi ghter training, or take one of 13 business courses. Goochland County high school students are also eligible to participate in one of two Governor’s School programs.

After many years of offering services separately, the Free Clinic of Goochland and Goochland Fellowship & Family Services merged on Oct. 1, 2007. The combined organiza-tion encompasses the medical and dental programs of the Free Clinic as well as the human services of the Fellow-ship.

These programs promote the welfare and enhance the quality of life for low-income citizens in the County. Social programs include medical transportation, a weekly food pantry, literacy and GED training, emergency home repairs, emergency fi nancial assistance, family support, Section 8 housing, and the Clothes Closet, a thrift store providing low-cost clothing and household items to the community.

GFCFS works with government and other non-profi t pro-grams to address other human needs, providing a holistic approach for Goochland’s most vulnerable citizens.

Goochland Free Clinic and Family Services is a volun-teer-based organization, supported by donations and grants from caring individuals and private foundations, businesses, and special events including the Cadillac Cup Polo Match on Sept. 14, 2008.

The Goochland Family YMCA, built in 2004, is a state of the art 12,000 square-foot facility located in the Courthouse area. The facility offers numerous swimming, wellness and ex-ercise classes daily along with a variety of youth and family programs.

“The Goochland County Historical Society, located just East of the Courthouse at 2875 River Road West, is a non-profi t orga-nization founded in 1968 for the purpose of preserving Gooch-land County’s heritage and tradition. Over the years, the Society has collected manuscripts, artifacts, genealogical, and architec-tural information about Goochland.

These resources are available to the public at the Society’s Historical Center. The Center houses offi ces, a research library, map and photograph collections, and a museum shop. There, Society volunteers are available to welcome visitors to Gooch-land, assist researchers and to answer mail or telephone inquiries about County history or genealogical research. The map collec-tion offers maps from 1820 to the present with roads, churches, mills, and transportation depots. The photograph collection contains pictures of identifi ed persons, events, and buildings in Goochland. Additionally, the Historical Society also maintains the Old Stone Jail, which is located at Goochland Courthouse.

Currently, the Society is working to restore the Rosenwald School which will be used as a museum to tell the story of black education in Goochland and Virginia.

Board of Supervisors

The Goochland County Board of Supervisors includes fi ve representatives, one from each district elected to four-year terms. Currently, William Quarles serves as the Board chair-man; the chairmanship rotates among the fi ve members. The board is responsible for important county decisions involv-ing safety, welfare, education and fi nance.

Their meetings are normally held on the fi rst Tuesday of each month at 1:30 p.m. in the Administration Build-ing. Frequently, formal meetings are preceded by informal workshops, also open to the public. Public hearings begin at 7 p.m. that evening. Information, minutes, agendas and other information is available on the county Web site, www.co.goochland.va.us.

School Board

The Goochland County School Board is comprised of fi ve elected members, one from each district. The board is responsible for budgetary, curriculum and other important academic issues.

The School Board meets in regular session at 7 p.m. on the second Tuesday of each month in the auditorium of Goochland High School. Meetings are open to the public and citizens are encouraged to attend. For more information about the School Board.

Planning Commission

The Goochland County Planning Commission includes 10 members, two representing each district. Appointed by their respective supervisors, each member serves two-year terms (see member list on page 17).

The Commission considers and makes recommendations to the Board of Supervisors on matters regarding rezoning, conditional use permit applications and adjustments to the county’s Comprehensive Plan.

As Goochland’s county administrator, Greg Wolfrey works closely with the Board of Supervisors, oversees the county’s budget process and serves as the county’s chief ad-ministrative offi cer.

Commissioner of Revenue

Jean S. Bryant is the county’s Commissioner of the Rev-enue, elected to serve a four-year term. She is responsible for assessing personal property bills, administering the county’s elderly and disabled tax relief system and overseeing state tax fi lings in the county.

Parks and Recreation

Kevin Myers heads an active Parks and Recreation De-partment in Goochland County. The agency offers a myriad of services and classes, as well as fi eld trips, events and other community activities.

Courts

Judge Timothy Sanner, appointed by the General Assem-bly in 2003 for an eight-year term, presides over the Circuit Court. The Circuit Court generally convenes on Tuesday and Friday to hear felonies and civil cases involving more than $15,000.

Lee Turner is the elected Circuit Court Clerk, having held the position since 1991. The clerk serves a four-year term; the offi ce is located on the Courthouse Green beside the his-toric courthouse. For more information, call 556-5353

Sheriff ’s Offi ce

Sheriff Jim Agnew heads the Goochland Sheriff’s Offi ce, a multi-faceted law enforcement agency providing public safety services for the citizens of Goochland. Sheriff’s com-munications offi cers supervise the county’s enhanced 911 system and dispatch deputies, other police agencies and fi re-rescue units 24 hours a day.

The Sheriff’s Offi ce employs 32 full-time deputies and investigators, three part-time deputies working in court ser-vices, two security offi cers, and nine dispatchers. The Sher-iff is also responsible for the security of three court rooms, the movement of prisoners, and enforcement of court orders. In addition, deputies enforce all criminal and traffi c laws and investigate more than 95 percent of the criminal complaints in the county.

Fire-Rescue

Goochland County is served by a fi re-rescue service that features a combination of volunteers and paid employees, with the latter staffi ng diffi cult shifts during the day Monday thru Friday. More than 250 Goochlanders answer the call when a fi re or rescue need arises, many are cross trained as EMTs and fi refi ghters.

Fire Chief Ken Brown is in charge of Goochland’s Fire-Rescue services and is assisted by Deputy Chief’s Wayne Allen and Eddie Ferguson, Fire Marshal Phil Paquette, and Recruitment and Retention Coordinator Brandon Proffi tt.

Goochland County offers something for everyone at all times of the year, but the county calendar is highlighted by several annual events that have become traditions. The Cadillac Commonwealth Cup is held the second Sunday in September at South Ceres Farm.

The Commonwealth Cup has become a regional favorite for more than two decades, featuring a polo match, tailgat-ing, wine tasting, corporate hospitality tents and a collection of hats seldom equaled. In December, Salem Baptist Church hosts its annual Beth-lehem Walk, a Christmas celebration featuring life-sized replicas of the city of Bethlehem with live reenactors play-ing familiar roles.
