Capability Statement – Disaster Risk Management

Disaster Risk Management Capability Statement Climate change and conflicts cause acute emergencies and protracted crises, exacerbating poverty and undermining development goals. Managing these risks proactively and effectively is a priority for governments to achieve progress towards the Sustainable Development Goals. IMC has extensive experience supporting international donors, governmental agencies and NGOs in the following areas:

• Risk assessment and climate change adaptation

• Mainstreaming resilience in urban development

• Post-disaster reconstruction and recovery

We provide specialist technical advice for the following types of project: POLICY DEVELOPMENT We provide policy advice on how disaster resilience can be achieved based on systematic risk assessment engaging with stakeholders and utilising the latest developments in climate science. PROGRAMME DESIGN & MANAGEMENT We provide technical support to governments, NGOs, international donors and financial institutions on development and humanitarian programmes focusing on disaster risk reduction and resilience to shocks. MONITORING, EVALUATION & LEARNING We design and conduct impact, performance and process evaluations to assess effectiveness and efficiency of programmes to achieve humanitarian and resilient development objectives.

KNOWLEDGE MANAGEMENT & CAPACITY BUILDING We possess significant capabilities in managing

research programmes, procurement of research services, production of knowledge products and institutional capacity building for enhanced disaster risk management.

OUR PROJECTS

Development of a Local Disaster Recovery Framework Guide, Worldwide IMC produced a process guide for World Bank’s Global Facility for Disaster Reduction and Recovery (GFDRR). The guide assists governments and civil society organisations on planning, financing and implementing recovery programmes from various types of disasters. Climate, Environment, Infrastructure and Livelihoods Professional Evidence and Applied Knowledge Services (CEIL PEAKS), Worldwide Under this framework, IMC commissioned 220 assignments for programme design, business case development, independent evaluations and inputs into innovative thinking and products. IMC received an award from the UK Department for International Development (DFID) for fair treatment of sub-contractors. Big Data for Resilience: Realising the Benefits for Developing Countries, Worldwide IMC worked with Data-Pop Alliance to develop a synthesis report on the potential of big data to support resilience in developing countries. The report highlighted high-level conclusions and key recommendations for the Science for Humanitarian Emergencies and Resilience (SHEAR) programme, funded by the UK Department for International Development, NERC and the Economic and Social Research Council. Humanitarian and Resilience in South Sudan (HARISS) Programme Monitoring and Evaluation IMC manages the implementation of the Evidence Learning Facility in South Sudan (ELFSS), to develop an evidence base on the impact of UK investments in humanitarian and resilience work and inform decision-making by DFID South Sudan and partner agencies. Operational Guide for Mainstreaming Disaster Resilience into Urban Investment Projects in South Asia IMC produced an operational guide for the World Bank that drew on current risk assessment, disaster management and climate change adaptation thinking to mainstream disaster resilience into urban investment projects in South Asian cities.

International Climate Fund: Monitoring, Evaluation and Learning, Worldwide IMC works with Itad and Vivid Economics to monitor, evaluate and develop learning from the UK government’s £3.87 billion International Climate Fund, to help developing countries achieve low-carbon, climate-resilient development to reduce poverty. Performance Evaluation of Disaster Risk Reduction Programme, Nepal IMC evaluated the Programme for Enhancement of Emergency Response and Building Code Implementation Programme in Municipalities of Nepal, funded by USAID’s Office for Foreign Disaster Assistance (OFDA). This helped OFDA to better understand how its programming contributed to disaster preparedness in Nepal as well as drawing lessons for its disaster risk reduction (DRR) portfolio worldwide.

Economic Appraisal of Disaster Resilience and Climate Change Programming, Nepal IMC undertook economic appraisals for DFID Nepal for its programmes to build resilience to natural hazards and future climate change, and to promote sustained economic growth through low-carbon development.

Building Resilience through Asset Creation and Enhancement (BRACE I & II), South Sudan An IMC-led Monitoring & Evaluation (M&E) consortium is building the capacity of BRACE implementing partners through the collaborative design and revision of M&E systems, capacity building activities, value for money strategy support, strategic programme learning, independent programme evaluations, third party monitoring missions, and learning and action workshops. Fael Khair Schools-cum-Cyclone Shelters Programme, Bangladesh With funding from the Islamic Development Bank, IMC is managing the construction of 172 schools-cum-cyclone shelters in coastal districts of Bangladesh. These buildings can withstand the hostile environment and provide lasting improvement to community facilities and resilience through rainwater harvesting, solar panels, school furniture and an ongoing maintenance strategy. Kagera Earthquake Reconstruction, Tanzania The project focused on rehabilitation of damaged public buildings, i.e. schools, health facilities and community centres. IMC provided support to the project team to cost the reconstruction, putting together an implementation roadmap, and proposed technical expertise needed. Earthquake Recovery and Disaster Risk Reduction in Eastern Nepal IMC recovered 52 school blocks serving 2,200 children and 2 health centres serving 30,000 people. The project trained 10,700 locals in creating resilient infrastructure, community-based DRR and

schools-based disaster preparedness. IMC was awarded the ACE Engineering Excellence Award for Building Structures in 2013. Urban Sanitation Programme Redesign, Haiti The aim of the programme redesign was to increase access to sanitation for poor people in urban and peri-urban areas of Jacmel through sewerage extensions, school WASH facilities and community–level ecosan latrines, combined with social marketing of sanitation. Low-Income Community Housing Support Project, Bangladesh IMC is supporting the government of Bangladesh to help over 3,000 urban poor families to access secure and affordable housing and resilient infrastructure. This project engages communities living in hazard-prone slums and informal settlements to identify, design and finance secure and affordable housing. Post-Tsunami Reconstruction, Indonesia IMC provided management support to the Canadian Red Cross for housing reconstruction after the 2004 tsunami. Over 4,000 reinforced flood- and earthquake-resistant concrete houses and community facilities were built in three years. The project had rehoused 11,000+ displaced people.

JONATHAN PARKINSON Civil engineer with extensive experience working with urban authorities, government agencies and NGOs with strategic planning and programming to improve the resilience and preparedness of water and sanitation market systems to crisis-related shocks. RUMANA KABIR Disaster risk management specialist and architect, with 18+ years’ experience working with governments, UN, NGOs and private sector on DRR, capacity building, community development, housing and urban development. JONATHAN ESSEX Chartered environmentalist and civil engineer with 20+ years’ experience in low- and zero-carbon development and transition. DR. ANDRE STEELE Chartered civil engineer specialised in design and management of WASH programmes in rural and urban contexts with both NGOs and the private sector.

KATE CONROY Monitoring, Evaluation & Learning specialist with 10+ years’ experience in designing and undertaking MEL-related activities across gender and violence against women and girls, social protection, innovation, rural livelihoods, extreme poverty and climate change. RITA MCINTYRE-PANTZ Chartered building surveyor, with 13+ years’ experience in humanitarian, refugee relocation and construction, managing and leading emergency response and recovery programmes.
