3. Introduction (CVDL Tando jam)
The Livestock sector provides job opportunities, especially in rural areas, it
contributes to the protein content of the national diet, it boosts farmer’s income and
strengthens the economy through the export of livestock and its various by products.
Heavy losses, however, have hampered the development of the sector.
These losses are mainly due to high mortality rate from a variety of
diseases. The gravity of situation was recognized for sometime in 1974, responding a
request from government of Sindh, a World Bank/ FAO mission conducted a survey of
livestock sector and identified the high mortality, particularly in buffaloes and cattle
caused by diseases including some of obscure origin- as the major constraint on the
development of the industry, and stressed the need for a reliable, accurate and prompt
diagnostic facility that would serve the livestock sector and make it possible to plan
strategies for the control and eradication of such disease.
The Project “Establishment of Central Veterinary Diagnostic Laboratory in Sindh” Tando
Jam (CVDL) was initiated in 1985, but FAO/UNDP assistance commenced in January
1987. CVDL has four main sections; Microbiology, Parasitology, Epidemiology and
Pathology, a Senior Research Officer heads each section. There are six sub centers;
Karachi, Larkana, Dadu, Sukkur, Naushahero Feroze and Mithi. Nine Research Officers
working at CVDL and six at sub-centers. Six Research Officers were trained abroad in
various laboratory disciplines to enable them to command the activities of their section,
and introduce sustainable techniques for prompt and accurate disease diagnosis.
The development phase of Establishment of Central Veterinary Diagnostic Laboratory
transferred to non-development in June 1991 and FAO/UNDP assistance was terminated
in June, 1993. The budgetary constraints for availability of fresh stock of media,
chemicals, biological, repair and maintenance of equipments and vehicles progressively
hampered the diagnostic facilities during last few years. However, under the existing
infrastructure, facilities are available in CVDL for culture isolation, identification and drug
sensitivity for bacterial diseases, coprological examination of endoparasites and slide
microscopy for protozoan diseases and ELIZA and serological tests for Rinderpest
disease. In six sub centres; Karachi, Sukkur, Larkana, Mithi, Dadu and Naushahero Feroze
facilities are available for coprological examination of endoparasitic and slide microscopy
for protozoan and bacterial diseases.
Recently, under development scheme, surveillance regarding prevalence of Zoonotic
diseases has been started. New section of Molecular Biology Laboratory has been
established in which PCR diagnostic facility is also available. Many PhD and MPhil
research fellows from Sindh Agriculture University Tando jam has started their research
work in various sections.
Vision
To enhance the economic vitality and life quality for all livestock farming community by
promoting healthy livestock, the safety of animal derived consumer products, protecting
wildlife resources through disease diagnosis, control and better understanding of disease
dynamic.

4.5 PCR Laboratory Central Veterinary Diagnostic Laboratory (CVDL), Tando jam
Sindh
Keeping in view the need for quantitatively reliable, sensitive and specific diagnostic
methodology for confirmation of prevailing diseases of livestock, an equipped PCR
laboratory is established in CVDL to substantiate the routine conventional diagnostic
techniques. The main objective of this facility is diagnosis and research on bacterial/ viral
and protozoan diseases of livestock. In future this laboratory would help meeting the need
for PCR applications in the field of livestock production and breeding. This laboratory
would also accommodate the post graduate researchers of Sindh Agriculture University
Tando jam for their research needs in the field of livestock farming oriented problems of
the industry.

Central Veterinary Diagnostic Laboratory is located at Tando Jam, which is
about 18 Kilometers each of Hyderabad, the second largest city of Sindh
Province. It is 188 kilometers away from Karachi. Tando Jam is a small town
having rural settlement base. The town geographically falls with in central
Sindh, which has mild weather and low rain fall. Other agricultural
institutions, such as Sindh Agriculture University (SAU), Nuclear Institute of
Agriculture (NIA), Agriculture Research Institute (ARI), Sindh Local
Government and Rural Development Academy, Agriculture Engineering
Workshop and Drainage Research Centre (DRC) are also located in Tando
Jam.
