REPORTS Educating Elementary Students in a COVID-19 Environment: Blended Learning Model and Start Dates – Mrs. Michelle Whitney The purpose of this report is to share with the Board the organizational impacts of COVID-19. • On February 29, 2020, the Washington Governor Jay Inslee declared a state of emergency in all

counties of our state under Chapters 38.08, 38.52 and 43.06 RCW, and directed implementation ofthe plans and procedures of the state’s Comprehensive Emergency Management Plan in responseto the novel coronavirus (COVID-19). On March 13, 2020, Governor Inslee ordered closure of allpublic and private K-12 schools in Washington State until April 24, 2020, to contain the spread ofCOVID-19, and on April 6, 2020, directed that school buildings remain closed from providingtraditional, in-person instruction throughout the remainder of the 2019-2020 school year.

• On June 11, 2020, the Office of the Superintendent of Public Instruction (OSPI) issued officialguidance for reopening Washington schools for the 2020-2021 school year, which included sectionson health and safety from the Department of Health and the Department of Labor and Industries,specifying employee and student safety requirements for reopening schools during the COVID-19pandemic and requiring school boards to adopt and submit reopening plans for the 2020-2021school year.

• On July 28, 2020 Benton-Franklin Health Department recommended that school not fully open to in-person education-based Franklin County’s community health conditions. On August 10, 2020 anaddition communication was released referencing the Washington State Department of Health’sframework for in-person learning.

• The framework provided metrics and guidelines for local health departments to use and informdecisions around in-person activities.

• On September 14, 2020 Benton-Franklin Health District in anticipation that Franklin County rates willdrop below the DOH recommend benchmark by the middle of October, with several communitieswithin Franklin County dropping below this benchmark even earlier. Based on this preliminary data,Benton-Franklin Health District recommends that:

• All schools and school districts in Benton County as well as North Franklin School District, plan forimplementation of in-person hybrid learning models as early as October 1, 2020.

• Pasco School District and all other schools and districts in Franklin County plan for implementation ofin-person hybrid learning models as early as October 15, 2020

• On October 27th, the PSD Board voted on the blending learning to be implemented beginning withgrades Pre-K through grade 2 on November 9, 2020; with grades 3 through 5 beginning onNovember 16th, 2020; and middle and high school students no earlier than December 3rd 2020 aslong as community health conditions support moving forward.

• On November 27th, the PSD Board voted to postpone middle and high school blended learningmodel in response to the poor community health conditions until further notice.

Open Public Meetings Act Update – Ms. Sarah Thornton To share with the Board an update regarding the status of the Open Public Meetings Act during the COVID-19 emergency.

• Washington’s Open Public Meetings Act (OPMA) governs public agencies, including public schoolboards of directors.

• Governor Inslee has suspended certain requirements of the OPMA in Proclamation 20-24 et seq. Allagencies are prohibited from holding a public meeting unless it is not held in person. PascoSchool District currently holds its meeting through the Zoom platform and livestreams the meetings on YouTube.

• Proclamation 20-28.14 provides public agencies a new option to add an in-person component topublic meetings, subject to several requirements. This option may become available later thismonth.

• The purpose of this report is to review the current OPMA requirements and provide the board anopportunity to discuss the optional in-person component.

WSSDA Student Representative Conference Report – Student Representatives Nachelle Linn, Brisa Hernandez, and Crista Martinez. To provide the board with a debrief from the student sessions at the WSSDA Conference that was held November 18-20, 2020.

Student Representatives attended the WSSDA Conference in November 2020. They learned about unity and equity in schools and how they can implement these practices in their schools within Pasco School District.

FUTURE AGENDA ITEMS The next Board Meeting will be held on January 26, 2021. Study Session will be focused on election planning and discussing future bond planning. During the meeting there will be a COVID-19 Health Condition and Response Report as well as a report on the budget also a presentation on the Voting Right Act.

Considerations for Testing in K-12 Schools • “Regarding the conduct of COVID-19 testing in schools, WA DOH has also

released Washington State K-12 School Testing Guidance. The document describes a framework for considering testing options in the school setting. Please note that the conduct of testing in the school setting is optional for schools and voluntary for testing subjects, albeit with the notable exception of Health District outbreak investigations. The Health District encourages schools to review those considerations and places the greatest emphasis on testing of symptomatic staff and students and, when indicated and feasible, serial testing among asymptomatic staff.”

DOH’s Tools to Prepare for Provision of In-Person Learning among K-12 Students at Public and Private

Schools during the COVID-19 Pandemic endorsed the recommendations that Benton-Franklin Health

District has offered since September, allowing schools to gradually phase in hybrid learning for young

learners and for groups of students with the highest need for in-person learning. In the updated DOH

guidance, thresholds for low, medium, and high transmission categories have been revised to better

reflect the lower risk of transmission in schools when appropriate infection control measures and timely

case investigation and contact tracing are in place (see table on page 8). Other qualitative features of

the former guidance are now better specified (e.g., young learners are K-3, group size ≤15), and triggers

for considering in-person learning among older students are clearer. In summary, the DOH guidance

notes that:

“Taken together, the science and early experience of schools in Washington State and across the nation

suggest that rigorous health and safety measures can limit transmission of COVID-19 in the school

environment. DOH recommends comprehensive and strict health and safety measures (PDF) to minimize

the risk of transmission within schools, and Proclamation 20-09.3 requires schools to implement them.”

BACKGROUND: The board of directors has met several times since 2018 to consider and study the district’s current at-large election system in light of the requirements and remedies available under the Washington Voting Rights Act, Ch. 29A.92 RCW).

In October, the board directed staff to prepare a suggested timeline for community engagement and possible board action. This presentation will include a recommendation to prepare for a Fall 2021 community engagement process, followed by board action before January 15, 2022.

High School Graduation Requirements

The board will establish graduation requirements, which at a minimum satisfy those established by the State Board of Education. The board will approve additional graduation requirements as recommended by the superintendent or designee. Graduation requirements in effect when a student first enrolls in high school will remain in effect until that student graduates. The Board shall award a regular high school diploma to every student enrolled in the district who meets the requirements of graduation established by the district. Only one diploma shall be awarded with no distinctions being made between the various programs of instruction which may have been pursued.

I. REQUIREMENTS FOR GRADUATINGEach student must meet the following requirements to graduate from high school: (1)complete the credit requirements specified in the procedure accompanying this policy; (2)demonstrate college and career readiness by completing a high school and beyond plan; and(3) meet the requirements of at least one graduation pathway option described in theprocedure accompanying this policy. The Board establishes the following graduation requirements which, as a minimum, satisfy those established by the State Board of Education:

1. Complete a High School and Beyond Plan; 2. Pass content-based state assessments, depending on the graduation year, if required by

state law.

High school credit will be awarded for successful completion of a specified unit of study, which means:

1. Earning a passing grade according to the district’s grading policy; and/or 2. Demonstrating proficiency/mastery of content standards as determined by the district.

A student will receive a certificate of academic achievement if they earn the appropriate number of credits required by the district, complete the high school and beyond plan and meet content-based state assessment requirements. Students qualifying for special education services will earn a Certificate of Individual Achievement after passing assessments determined by the student’s Individualized Education Plan (IEP) team to be appropriate for the student based on their learner characteristics, post-secondary goals and previous testing history.

II. IMPLEMENTATION The superintendent or designee shall develop procedures for implementing this policy according to applicable law. which include: Recommending course and credit requirements which satisfy the State Board of Education requirements and recognize the desires of the citizens of the district;

Determining which courses satisfy particular subject area requirements and whether a particular course may satisfy more than one subject area requirement, including a process for determining the credits the district will recognize for courses taken through another program recognized by the state (another public school district, or an approved private school) or those courses taken by students moving into the state from another state or country. Decisions regarding the recognition of credits earned before enrolling in the district will be based on the professional judgment of the high school principal or designee based on an evaluation of the student’s former program and demonstrated knowledge and skills in the discipline for which credit is sought. The decision of the principal may be appealed to the superintendent within fifteen (15) school days; A. Making graduation requirements available in writing to students, parent(s) or guardian(s) and members of the public; 2410 Page 3 of 4 B. Providing for a waiver of graduation requirements for an individual student when permitted. All state graduation requirements must be satisfied unless a waiver is permitted by law; C. Granting credit for learning experiences conducted away from school, including National D. Guard high school career training; E. Granting credit for correspondence, vocational-technical institutes and/or college or university coursework the district has agreed to accept for high school credit. State law requires that the district award one high school credit for every five quarter-hour credits or three semester-hour credits successfully earned through a college or university, except for F. community college high school completion programs where the district awards the diploma. Tenth and eleventh grade students and their parent(s) or guardian(s) shall be notified annually of the Running Start Program; G. Granting credit for work experience; H. Granting credit based upon competence testing, in lieu of enrollment; I. Granting credit for high school courses completed before a student attended high school, to the extent that the coursework exceeded the requirements for seventh and eighth grade; J. Counseling of students to know what is expected of them in order to graduate. K. Preparing a list of all graduating students for the information of the Board and release to L. the public; M. Preparing suitable diplomas and final transcripts for graduating seniors; N. Planning and executing graduation ceremonies; and O. Developing student learning plans for students who are not successful on one or more components of the statewide assessments. In the event minimum test requirements are adopted by the Board, a student who possesses a disability shall satisfy those competency requirements which are incorporated into the Individualized Education Program (IEP). Satisfactory completion of the objectives incorporated into the IEP shall serve as the basis for determining completion of a course.

A student shall be issued a diploma after completing the district’s requirements for graduation. A student shall also be advised that he or she may receive a final transcript if requested prior to July 1 following graduation. However, a student’s diploma may be withheld until the student pays for any school property that has been lost or willfully damaged. Upon payment for damages, or the equivalency through voluntary work, the diploma will be released. When the damages or fines do not exceed $100, the student or his or her parent(s) or guardian(s) shall have the right to an informal conference with the principal. As is the case for grieving a short-term suspension (3320), the principal’s decision may be appealed to the superintendent and to the Board of 2410 Page 4 of 4 Directors. When damages are in excess of $100, the appeal process for long-term suspension (3320) shall apply. Graduation requirements in effect when a student first enrolls in high school shall be in effect until that student graduates unless such period is in excess of ten (10) years. In the event that other forms of corrective actions are imposed for violations of school rules, the student may be denied participation in graduation ceremonies. Such exclusion shall be regarded as a school suspension. In such instances, the diploma will be granted.
